Over 2,100 scholars, population specialists, and policy makers attended
the XXV IUSSP International Population Conference held in Tours,
France, 18-23 July 2005, making it the best attended conference in IUSSP
history. The Conference provided formal and informal occasions for
participants to present new research and meet with colleagues from
around the world. Participants representing 119 countries presented
1487 scientific papers and posters in 161 regular and 5 poster sessions,
and participated in 4 plenary and debate sessions on current
population issues. In addition to the regular scientific programme,
participants could attend three training and skill building sessions,
16 European Population Day sessions, 17 side meetings sponsored by
international organisations and IUSSP scientific groups, and visit 17
stands displaying publications, software programmes and the work
of population centres and agencies from around the world. The Vinci
Conference Centre provided state-of-the-art facilities and Tours offered
ideal surroundings for the Conference with a diversity of restaurants,
hotels and historic sites in close proximity to the Conference venue.
Highlights of the Conference included the UNFPA plenary devoted to
the ICPD Cairo Conference, two plenary debates on the effectiveness of
policies to raise fertility in low-fertility countries and the right of couples
to choose the sex of their children, and a third plenary debate sponsored
by the French National Organising Committee as part of European
Population Day on the future of Europe’s population. For those IUSSP
members who were not able to attend the Conference, the French
National Organising Committee video-recorded the plenary sessions
and debates and has made the videos available for viewing on the
Internet at www.canalc2.tv/video.asp?idEvenement=185.
The regular and poster sessions were grouped around 12 major themes:
1) Reproductive health, HIV/AIDS and STDs; 2) Health and mortality;
3) Fertility, families and households; 4) Internal migration and
urbanization; 5) International migration; 6) Population ageing and age
structure; 7) Children and youth; 8) Gender, ethnicity, identity and
culture; 9) Environment, biology and genetics; 10) Poverty, vulnerability
and human rights; 11) Regional studies; 12) Qualitative and
quantitative methods, data and theories, and other sessions. Members
can access the abstracts of all papers and posters as well as many full
papers on the IUSSP website at http://iussp2005.princeton.edu/

The Conference attracted participants from the majority of countries
around the world and close to half of the IUSSP membership attended
the Conference. One Russian participant travelled 10 days by bus from
Siberia. Thirty-eight countries had more than 10 participants in
attendance and all geographic regions were represented: 40 % of
participants resided in Europe, 24% in Northern America, 14% in Asia,
10% in Africa, 9% in Latin America and the Caribbean, and 3% in
Oceania. Younger scholars and students made up a large proportion
of participants. A little less than half of registered participants were

under 45 years of age, and 23% of registered participants
were students. Women represented 48% of all Conference
participants, though women accounted for 55% of
participants under 45 years of age.

Thanks to generous funding from donors, IUSSP and the
French National Organizing Committee offered travel
subsidies to all participants on the Conference
Programme who applied for travel support. A total of 448
participants from mostly middle and low-income
countries received offers of financial support. UNFPA,
the Bill and Melinda Gates Foundation, and the
Wellcome Trust provided direct funding to the IUSSP for
travel support to Conference participants. The French
National Organizing Committee received generous
funding from the French Ministry of Foreign Affairs, the
European Union, and French Consulates and Cultural
Centres around the world. In addition, IUSSP members
contributed to a travel support fund for developing
country scholars to attend the Conference.

La majorité des pays du monde étaient représentés au Congrès
et environ la moitié des membres de l’UIESP étaient présents.
L’un des participants a mis dix jours pour venir de Sibérie en
autocar. Trente-huit nations ont envoyé plus de 10 participants
et toutes les régions géographiques étaient représentées : Europe :
40 % ; Amérique du Nord : 14 % ; Afrique : 10 % ; Amérique
Latine et les Caraïbes : 9 % ; Océanie : 3 %. Une grande partie
des participants était composée de doctorants et de jeunes
universitaires ; presque la moitié avait moins de 45 ans et 23 %
étaient étudiants. Les femmes représentaient 48 % des
participants, mais 55 % de ceux de moins de 45 ans.
Congrès International de la
Population, du 18 au 23 juillet 2005,
à Tours
Plus de 2 100 universitaires, démographes et décideurs
politiques ont assisté au 25ème Congrès International de la
Population qui s’est tenu à Tours du 18 au 25 juillet 2005.
Jamais dans l’histoire de l’UIESP un tel nombre de participants
n’avait été recensé. Ce Congrès a été l’occasion de rencontres
organisées ou informelles au cours desquelles ils ont pu
présenter les derniers aboutissements de leurs recherches et
rencontrer leurs confrères du monde entier. Au total, 119
nations étaient représentées et 1 487 communications et posters
ont été présentés lors de 161 sessions régulières et de 5 réservées
aux posters. Quatre séances plénières avec débats ont porté sur
des enjeux démographiques actuels. Outre le programme
scientifique régulier, les participants ont pu participer à 3
séances de formation, 16 séances relevant de la Journée de la
Population Européenne, 17 réunions parallèles sous l’égide
d’organisations internationales ou de groupes scientifiques de
l’UIESP. Ils ont pu également visiter 17 stands qui présentaient
des publications ou des logiciels spécialisés, ainsi que les
travaux de plusieurs institutions et centres de recherches
démographiques du monde entier. Le Centre des Congrès Vinci
a fourni un support logistique et technique digne d’éloges. La
Ville de Tours a hébergé le Congrès dans un cadre idéal,
agrémenté de toute une gamme de restaurants, d’hôtels, de sites
historiques tous situés à proximité du Centre des Congrès.
Grâce à nos généreux donateurs, l’UIESP et le Comité National
d’Organisation français ont pu offrir des bourses de voyage à
tous les inscrits qui en avaient fait la demande : 448 d’entre
eux, majoritairement originaires de pays à faible ou moyen
revenu, se sont vu offrir de telles contributions. L’UNFPA, la
Fondation Bill et Melinda Gates, le Wellcome Trust ont financé
directement ces aides offertes par l’UIESP. Le Comité national
d’organisation français a bénéficié de subventions généreuses
de la part du Ministère français des Affaires Étrangères, de
l’Union Européenne, ainsi que des Consulats et Centres culturels
français du monde entier. De surcroît, certains membres de
l’UIESP ont participé financièrement aux frais de déplacement
d’universitaires en provenance de pays en développement.
Que soient chaleureusement remerciés ici nos hôtes français, tous
les donateurs, les membres du Comité National d’Organisation,
du Comité International d’Organisation ainsi que tous les
membres de l’UIESP qui ont y participé, pour leur contribution
à la réussite de ce 25e Congrès.

Les points culminants du Congrès ont été la séance plénière
consacrée à la Conférence internationale sur la population et le
développement (CIPD) du Caire, les deux débats en séance
plénière relatifs aux politiques natalistes dans les pays à faible
taux de fertilité et au droit des couples de choisir le sexe de
leurs enfants, et un troisième débat en séance plénière patronné
par le Comité national français d’organisation dans le cadre
de la Journée de la Population Européenne sur le thème de

Deux séances de la 25ème Assemblée générale de l’UIESP se sont
tenues lors du Congrès de Tours. Les membres ont voté les
projets d’amendements aux statuts de l’UIESP et la
modification des cotisations. Ils ont élu pour l’exercice 20062009 les membres du Comité de nomination. Le Président de
l’UIESP, Jacques Vallin, et la Secrétaire Générale-Trésorière,
Mary M. Kritz, ont présenté les rapports d’activité et financier
pour l’exercice 2002-2005, ainsi que les défis auxquels l’UIESP
et la recherche démographique devront faire face dans l’avenir.

The Election Committee, whose members include
Stephanie Condon (UK), Kamel Kateb (Algeria) and
Armelle Andro (France), met on 8 December to count the
ballots for the 2006-2009 Council and the Constitutional
Amendment Vote.
Forty-one percent of all IUSSP members returned their
ballots. Members residing in Oceania had the highest
participation rate (52%) followed by Europe (50%),
Northern America (38%), Africa (37%), Latin America and
the Caribbean (37%) and Asia (34%).
The membership voted in favour of the Constitutional
Amendments and the IUSSP now has a new Constitution,

au dépouillement des bulletins relatifs à l’élection du Conseil
pour l’exercice 2006-2009 ainsi qu’au vote sur la modification
des statuts.

XXV IUSSP General Assembly
The IUSSP held two meetings of its XXV General
Assembly during the International Population
Conference at Tours. Members voted on proposed
revisions to the IUSSP Constitution and a change in
membership dues, and elected the members of the 20062009 Nominations Committee. Jacques Vallin, President
of the IUSSP, and Mary M. Kritz, Secretary General and
Treasurer, reported on Union activities and finances for
the 2002-2005 period as well as future challenges facing
the IUSSP and population research. Their reports and the
minutes of the General Assembly were mailed to members
in January 2006 and are available on the IUSSP website
at www.iussp.org/About_IUSSP/ga2005report.pdf.

Le 15ème Prix de l’UIESP a été décerné au Dr Sydney Goldstein,
Professeur émérite de l’Université Brown, au cours d’une
cérémonie qui s’est tenue le 30 mars 2005 à Philadelphie, lors
du Congrès annuel de la PAA (Population Association of
America). Dans son discours lors de la remise du Prix, le
Président Jacques Vallin a exprimé la haute estime dans laquelle
il tient l’apport du Dr Sydney Goldstein à l’UIESP et à la
démographie en général, tout particulièrement pour son rôle
dans le développement des études sur l’urbanisation et sur les
migrations.

Sydney Goldstein a joué un rôle important au sein de l’UIESP
en tant que Président de la première commission d’Urbanisation
et de redistribution démographique. Sous sa direction, après
1970, un important projet a vu le jour. Ce projet a regroupé
des universitaires issus de tous les continents, y compris de
l’Union Soviétique, ainsi qu’un nombre non négligeable de
démographes africains. Il a publié quatre volumes (en
collaboration avec David Sly) sous l’égide de l’UIESP. Deux
de ces volumes ont défini les données requises, ainsi que les
mesures et les projections essentielles pour comprendre les
tendances dans l’urbanisation de différentes parties du monde :

IUSSP-Mattei Dogan Foundation Award for
Comparative Research in Demography
2005 IUSSP Laureate
Dr. Sydney Goldstein, Professor Emeritus at Brown
University, received the 15th IUSSP Laureate Award
during a ceremony held at the Population Association
of America (PAA) annual meeting in Philadelphia, on
30 March 2005. During the award speech, IUSSP
President Jacques Vallin highlighted Sydney Goldstein’s
distinguished contributions to the IUSSP and the
population field, specifically his role in the development
of urban and migration studies.
The winner of the first IUSSP-Mattei Dogan Foundation
Award for Comparative Research in Demography, in
2005, is Vladimir Shkolnikov (Russia), who is based at
Max Planck Institute for Demographic Research in
Rostock, Germany.
The Award honours a mid-career scientist of
international renown for the contribution of his or her
work to the development of studies of population that
draw on perspectives of different disciplines and for the
importance that this work has accorded to international
comparisons.
Sydney Goldstein played a prominent role within the
IUSSP as chair of the first Committee on Urbanisation
and Population Redistribution. Under his leadership, an
important project emerged in the 1970s involving
scholars from all continents, including Soviet scholars
as well as a significant group of African demographers.
He published four volumes (co-edited with David Sly)
under the aegis of the IUSSP. Two volumes set the
standard for defining the data that are needed as well as
the measurements and projections that are critical for
understanding urbanisation trends in different parts of
the world: The Measurement of Urbanization and Projection
of Urban Population (1975), and Basic Data Needed for the
Study of Urbanization (1975). These were followed by a
two-volume set of comparative country studies: Patterns
of Urbanization: Comparative Country Studies (1977).
Vladimir Shkolnikov was selected for his research on
health and mortality trends in the countries of the former
USSR. He served as Chair of the IUSSP Scientific
Committee on Emerging Health Threats (2001-2005),
which examined health and mortality trends worldwide.
Vladimir Shkolnikov’s work has been widely published
in major demographic, epidemiological, and public health
journals.

recherche démographique comparée a été conféré par l’UIESP

Recherches Démographiques de Rostock, Allemagne.
Seminar on “Vulnerable Populations:
Definitions, Categories and Empirical
Analysis”, Paris, 15-16 July 2005
Le prix récompense un scientifique de haut renom international
pour l’apport de ses travaux au développement
interdisciplinaire des études de population et l’importance
qu’ils accordent aux comparaisons internationales.
The IUSSP Committee on Historical Demography, the
École des hautes études en sciences sociales (EHESS) and
the Institut national d’études démographiques (INED)
organised this seminar to examine how different social
and institutional systems defined the vulnerable and
what processes produced these vulnerable populations.
A variety of historical and geographic contexts were
explored: one set of papers focused on vulnerable
populations in 18th and 19th century Europe, another set
looked at vulnerable populations in the colonial context,
and a third set of papers dealt with specific contemporary
vulnerable populations (orphans, the elderly, etc.). Papers
and a report of the seminar will soon be available on the

Paris, 15-16 juillet 2005
IUSSP Member Receives United Nations
Population Award
La Commission UIESP de démographie historique, l’École des
hautes études en sciences sociales (EHESS) et l’Institut national
d’études démographiques (INED) ont organisé ce séminaire afin
d’étudier la façon dont les différents systèmes sociaux et
institutionnels ont défini la vulnérabilité ainsi que les processus
qui ont abouti à cette vulnérabilité des populations.
L’exploration a porté sur un grand nombre de contextes
historiques et géographiques différents : une série de
communications s’est attachée aux populations européennes des
XVIIIe et XIXe siècles ; une autre à l’observation des populations
vulnérables dans le contexte colonial ; une troisième a traité de
la vulnérabilité de populations spécifiques contemporaines
telles que les orphelins, les personnes âgées, etc. Les

Mercedes B. Concepcion, Honorary President of the IUSSP
and former IUSSP President (1981-1985), is the 2005
winner in the individual category of the prestigious
United Nations Population Award, in recognition of her
significant contributions to population research and
policy in the Philippines and Southeast Asia. In the
institutional category, the Award went to Guatemala’s
largest private family planning provider, Asociación ProBienestar de la Familia de Guatemala (APROFAM ONG).

Rostock, 25 July-2 August 2005
Mercedes B. Conception, Présidente d’Honneur de l’UIESP et
ancienne Présidente de l’Union (1981-1985), a reçu le
prestigieux Prix 2005 des Nations Unies en matière de
population dans la catégorie individuelle, pour sa contribution
majeure à la recherche et à l’élaboration de politiques
démographiques aux Philippines et en Asie du Sud-Est. Dans
la catégorie institutionnelle, le Prix a été décerné à la plus
importante institution privée guatémaltèque de planning
familial : l’ONG APROFAM (Asociación ProBienestar de la
Familia de Guatemala).
The IUSSP and the Max Planck Institute for Demographic
Research (MPIDR) held a joint summer school on the
theme: “Frontiers of Demographic Research on Mortality
and Longevity”. Twenty-one candidates were selected to
attend this intensive 8-day training course and were
granted scholarships from the IUSSP, the MPIDR, the
Institut national d’études démographiques (INED) and
the Comité international de coopération dans les
recherches nationales en démographie (CICRED).
Lectures on specific topics related to the general theme of

longevity and mortality were given by Ronald Lee,
Yasuhiko Saito, Alberto Palloni, Jacques Vallin, Vladimir
Shkolnikov, Graziella Caselli, Anatoli Yashin, Zeng Yi

The IUSSP Scientific Committee on Historical
Demography, in collaboration with the University of
Utah, organised a seminar on “Kinship and Demographic
Behaviour” in Salt Lake City, Utah, 31 October-1
November 2005, with the financial support of Huntsman
Cancer Institute at the University of Utah and the George
S. and Dolores Dore Eccles Foundation and in recognition
of the Utah Population Database 30th Anniversary.
The Population-Environment Research Network (PERN)
successfully concluded its cyberseminar on “Population
Dynamics and Millennium Development Goal 7:
Ensuring Environmental Sustainability”. More than 400
researchers subscribed to the seminar discussion list. The
purpose of this cyberseminar was to examine the
reciprocal relationship between population dynamics
(i.e., population size, growth, density, geographic
distribution, age and sex composition, migration,
morbidity and mortality) and Goal 7 of the MDGs, which
is to “ensure environmental sustainability”. The
cyberseminar background paper by Jason Bremner and
Richard Bilsborrow, statements by five invited experts,
and an archive of postings is available at

The seminar brought together historical demographers,
historians, sociologists, anthropologists, as well as
scientists working in public health. Papers examined the
effects of kinship and extended kinship networks from
both sociological and biological perspectives on
demographic factors such as mortality, longevity,
marriage, and fertility. Seminar papers and a short report

PERN also organised a session on “Making PopulationEnvironment Research Relevant to Policy Makers” at the
6th Open Meeting of the Human Dimensions of Global
Environmental Change Research Community, 9-13
October 2005, and co-sponsored a pre-Open Meeting
training workshop on Spatial Data Analysis of Human
Dimensions Research. The Open Meeting attracted a
record 900 participants from around the world.

This seminar seeks to bring together population, medical
and public-health researchers, bio-ethicists and policy
makers in order to clarify ethical questions in reproductive
health policy, programmes and research. Topics to be
addressed include: individual versus societal perspectives
on rights and responsibilities in the ethics of reproduction
and sexual behaviour; individual versus couple
perspectives; abortion and contraception; adolescents;
HIV/AIDS; assisted reproduction; poverty and
inequality; and research ethics and standards. Papers
must address ethical issues in reproductive health and
health care but may span a range of applications
including policies, service provision, clinical or
biomedical research, and social-science research. Papers
may be country or region-specific, or comparative, and
may be on developing or developed countries.

This seminar will bring together researchers from
countries of the former USSR and specialists from abroad.
Its aim will be to shed light on age-specific mortality and
life expectancy trends, by taking into account the
dynamics of the main causes of death and by assessing
the role played by social inequalities, cultural differences
and geographic heterogeneity. The extent to which certain
regions of the former USSR have specific trends in
common with neighbouring countries that share similar
historical, geographical or cultural traits will also be
discussed. The overview of health trends in countries of
the former USSR will include comparisons with Central
European countries that were ruled by Communist
regimes as well as with Western countries. In the light of
recent observed trends, participants will discuss future
prospects, particularly with respect to mortality
projections.

harassment in accessing public spaces and
transportation systems.
PERN invites IUSSP members to participate in a
cyberseminar on “Rural Household MicroDemographics, Livelyhoods and the Environment”. One
of the major areas of population-environment research in
the past decade has focused on household-level
population dynamics and their relationship, through
livelihood strategies, to environmental change. Studies
have investigated the relationship between population
variables such as household size, age and sex
composition, fertility, on-farm population density,
migration, and a range of other household-level socioeconomic variables, on the one hand, and biophysical
variables such as forest cover, coastal mangroves, soil
quality, and firewood and water use, on the other. The
seminar’s objectives will be to identify common findings
from these studies, and to discuss methodological issues.
Organisers are looking for empirical papers using
quantitative or qualitative methods that examine these
issues in specific regional contexts and foster crossnational dialogue. The goal is to generate evidence based
discourse that helps evaluate the role of public policies
and institutions in creating or moderating gender
inequalities in South Asia.

Corinne Durand, who had been hired as Conference
Assistant for the IUSSP Conference in Tours, and Céline
Mias, Programme Officer at the time of the Conference
have left the IUSSP. We thank them for their excellent
work before and during the Conference.
Paul Monet replaced Céline Mias as our new Programme
Officer in November 2005. He is a bilingual FrancoAmerican with an advanced degree in Sociology and
Middle Eastern Studies from Sciences-Po (Paris, France).
He has worked as a research consultant and project
coordinator for Médecins Sans Frontières (Doctors
Without Borders) in Egypt, as a copy editor for Elsevier
publishers in Paris, and most recently as a research
consultant conducting social and marketing research in
France. He has an interest in population studies and
looks forward to working with the IUSSP and its Scientific

Corinne Durand, embauchée en qualité de Chargée de mission
pour le Congrès de Tours et Céline Mias, Chargée de
programmes au moment du Congrès IUSSP, nous ont quitté.
Nous leur adressons tous nos remerciements pour le travail

Paul Monet a succédé à Céline Mias en tant que Chargé de
programmes en novembre 2005. Franco-Américain et bilingue
anglais-français, il a fait des études de sociologie et est diplômé
d’un DEA de Sciences-Po (Paris) consacré au monde arabe. Il a
travaillé en tant que consultant et coordinateur pour Médecins
Sans Frontières en Egypte, en tant que correcteur d’édition pour
la maison d’édition Elsevier à Paris et, plus récemment, en tant
que chargé d’études dans le domaine social et en marketing. Il
porte beaucoup d’intérêt aux études de population et se réjouit
de travailler avec l’UIESP et ses groupes scientifiques. Son

Informations pour les membres
Membership Dues Changes in 2006
The members present at the General Assembly approved
a Council proposal to fix membership dues in euro. This
change was recommended by Council because
international currency fluctuations in recent years had
created inequities in the dues structure. Members who
pay their dues by cash or check in non-euro currencies
will be affected by this change. While no change was
proposed in the euro dues rate that has been charged for
several years, the rate paid in dollars will rise because
the euro has risen against the dollar in recent years.
Currently the IUSSP charges 86 euro for regular dues, 45
euros for reduced dues, and 25 euro for very low dues.
Members will be asked to pay their dues in euro or U.S.
dollars. The IUSSP will no longer accept payments in other
currencies.
US dollar rates for 2006 membership dues are $101 for
regular dues, $53 for reduced dues, and $29 for very low
dues.
The change does not affect members who pay by credit card
– those members have always been charged the euro rate
because the IUSSP cannot accept credit card payments in
other currencies.
Modifications pour les cotisations en 2006
Les membres présents lors de l’Assemblée générale ont adopté une
proposition émanant du Conseil et tendant à exprimer en euro le
montant des cotisations. Cette modification a été soumise au vote
par le Conseil suite aux récentes variations des taux de change
entre monnaies et à leur incidence inégalitaire sur les cotisations.
Ceux des membres qui s’acquittent par chèque ou en argent liquide
dans des monnaies autres que l’euro sont concernés par cette
modification. Alors qu’aucune modification n’a été apportée au
montant des sommes dues réglées en euro, le montant des
cotisations réglées en dollars US sera réajusté àla hausse pour
tenir compte de la hausse de l’euro par rapport au dollar.
Aujourd’hui, le montant de la cotisation normale est fixé à 86 €.
La cotisation réduite est de 45 € et la cotisation très réduite est de
25 €. Les membres sont dorénavant invités à régler soit en euro,
soit en dollar. L’UIESP n’accepte plus d’autres devises pour le
règlement.
Cotisations en dollars US : la cotisation normale est de 101 $, la
cotisation réduite est de 53 $ et la cotisation très réduite est de
29 $.
Cette modification n’a aucune incidence sur les règlements par
carte bancaire, ces cotisations ayant toujours été débitées en euro
car l’UIESP n’est pas en mesure de percevoir des paiements dans
d’autres devises.
Population
All IUSSP members who received the journal Population in
2005 will receive the first 2006 volume of Population for free,
but if you wish to receive all 2006 volumes, you should
return the subscription form that was sent by INED back to
INED with payment.
Tous les membres de l’UIESP qui recevaient la revue Population
en 2005 recevront gratuitement le premier volume de Population
de l’année 2006. Ceux qui désirent recevoir la l’ensemble des
volumes de 2006 doivent remplir et retourner à l’INED la
demande d’abonnement envoyée par l’INED, accompagnée du
règlement.
