Greetings,
I hope everyone had a wonderful summer and had
the opportunity to spend some relaxing time with family
and friends. Our school district had a busy summer
with some upgrades to our facilities. New steps have
been added to the football field area as well as a
concrete driveway.
Our hallways and some
classrooms have been updated with new carpet
throughout the elementary and junior high areas. And
lastly, we have replaced the decades old HVAC
system with a new heating and cooling system in our
main gymnasium.
Over the course of the past school year, our school district has seen
unprecedented yet manageable growth in the number of students attending
Tri-Valley. The 2015-2016 school year will be the first time that Tri-Valley has
had a four-section kindergarten class. Ms. Cheyenne Lambley comes to us
from Mt. Marty College and has joined the kindergarten teaching team.
Another additional staff member, Ms. Elizabeth Johnston, joins our junior high
and high school special education teaching teams for additional special
education instructional support. She comes to us from teaching special
education in the Harrisburg School District. Finally, Mr. Brad McDonald, who
had previously been teaching high school social sciences in our school district,
has become our fulltime Athletic Director and 5-8 Dean of Students.
There will be other new faces around our building as well. Mr. Matthew
Bleeker is replacing Ms. VanderVeen as our high school science teacher. Mr.
Bleeker has previous high school science teaching experience in the Sioux
Falls School District. Mr. Justin Nihart has moved up to the junior high math
teaching position vacated by the retirement of Mrs. Vicki Wood. Ms. Jessica
Farrar will now be teaching 6th grade and comes to us from the Irene-Wakonda
School District. Ms. Rachael Hakl will be our new elementary special
education teacher in the position vacated by the retirement of Mrs. Marge
Martens. Ms. Hakl comes to us from Dakota State University. Another DSU
alumnus, Ms. Lindsay Mann, will be our new 1st grade teacher in the position
vacated by Ms. Krogstad. Ms. Mann completed her student teaching
experience last year in the Tri-Valley School District. Ms. Kama Konda-Varilek
will be our new high school language arts instructor in the position vacated by
Ms. Heiberger. Ms. Konda-Varilek comes to us from South Dakota State
University. Another SDSU graduate, Mr. Paul Turner, will be teaching the
social studies courses previously taught by Mr. McDonald. Mr. Maxon Lyncee
is a new custodian in our district and comes to us from the Baltic School
District. Lastly, Mr. James Krueger is our districts’ new grounds keeper. We
are excited to have added all of these people to the Mustang family and I am
confident they will do well.
I greatly look forward to a new school year and welcome both new and
returning staff and students. Great things are happening at Tri-Valley and I
am proud to be able to be part of our students’ educational journey. As always,

MESSAGE FROM MR.
PFLANZ:
The 2015-16 school year is
approaching quickly and I am
going to share thoughts from an
article I recently read in
“Psychology Today” regarding
ways to inspire the teen brain
and to make this coming school
year their best.
1. Talk with them about movies, books, TV shows or
interactions with their peers that are unsettling or
perceived in a negative way. Don’t give advice but
help them reframe their ideas or opinions,
recognizing that there are different ways to
interpret what they see, read or experience, In
other words, if they tell you that a movie was lame
or boring, ask them to share the story line and
encourage them to look at the plot from the
characters perspective.
2. Help them learn to problem solve which is the
opposite of falling victim to the same problems
over and over again. How do you do this? Engage
them in helping you solve a recurrent problem at
home or an issue they may have experienced at
work. You’ll get more active participation if the
problem doesn’t have to do directly with them. If
another sibling is being bullied, ask the high school
brother or sister to share ways they think might
prevent the issue from reoccurring or ways their
sibling can deal with the problem as it comes up.
3. Listen to one of their favorite music artists with
them and ask them to interpret the lyrics and talk
about what the song means to them both from a
positive and negative perspective. Ask them to
listen to a song you like and do the same.
4. Finally, read, read, read. The opposite of this is
connecting with their Xbox or other gaming
devices for long periods of time. The act of
reading develops different parts of the brain than
their computer games. It stimulates imagination
and encourages them to look at the world in
different ways.
5. Get them outside moving and enjoying nature. It
is good for their mind and body. Spend time with
them helping them develop a lifelong hobby like
golf or fishing. Encourage creativity. Go to a
museum. Look into classes like drawing, painting,
photography or a new craft project. Basically, find
out if you share any interests that involve activity
and then do it together.
My final thought is to keep them safe. We want
them back this fall healthy and ready to learn. Know
where they are, who they are with, and what they are
doing. Don’t be afraid to ask questions, even if they roll
their eyes. My son is 36 now, and he is able to tell me
he didn’t appreciate rules and discipline when he was
in high school, but not that long ago, he thanked me for
teaching him discipline. Remember the old saying “an
ounce of prevention is worth a pound of cure.”
Prevention is key. Enjoy the rest of the summer and
I’m looking forward to seeing all of you in a few weeks.
GREETINGS FROM TRI-VALLEY ELEMENTARY
A new school year is right around the corner. It is
an exciting time for students, staff and parents!
Everyone here at Tri-Valley Elementary is ready and
eager to welcome your child to the 2015-16 school
year. Our custodial staff has been working hard over
the summer to be sure that everything is in tip-top
shape and ready for our students. Our teachers always
keep busy during the summer months with classes,
workshops, room preparations and planning. They are
refreshed, reenergized and ready for an amazing year
with your child.
Tri-Valley Elementary students and staff will be
continuing the character-building program called
“Bucket Filling”. Remember, Bucket Filling is an easyto-understand concept: Everyone carries an invisible
bucket that holds our good thoughts and feelings.
When our buckets are full, we feel happy and when our
buckets are empty, we feel sad. Our students
understand that they can fill buckets when they do and
say things that are kind, considerate, caring and
respectful. They also know that when they are mean,
inconsiderate, uncaring or disrespectful, they dip into
buckets and remove those good feelings. We know
that our students learn best when they feel that their
teacher, other school staff and their classmates
genuinely care about them. Students with full buckets
feel safe and valued and their mental and emotional
needs are met.
Bucket Filling has been very
successful at Tri-Valley Elementary and we look
forward to continuing this program. Let’s all be bucket
fillers!
Our new school year brings a few new staff
members to our elementary. We are excited to
welcome Miss Cheyenne Lambley (KR), Miss Lindsay
Mann (1B), Ms. Jessica Farrar (6C), Mrs. Rachel Hakl,
(SPED) and Miss Elizabeth Johnston (SPED) to TriValley.

2 NEW STUDENT REGISTRATION
Tri-Valley School will be hosting new student
registration on Monday, August 10th and Tuesday,
August 11th, from 8:30-11:30 am and from 1:00-3:00
pm. Stop by any time during the registration hours.
The process will take approximately 1 hour. If you are
new to the Tri-Valley School District, the following
forms are needed upon registration: social security
number, certified copy of immunization records and a
certified copy of the birth certificate. We look forward
to meeting you on August 10th or 11th.

Any student interested in Cross Country should
attend the Fall Sports Meeting on Wednesday, August
12th, at 6:30 pm. A schedule for practices and meets
will be handed out. The first practice will be Monday,
August 17th at 9:00 am. This will be the same time for
August 18th practice, too. Remember that you have to
turn in a physical form by Monday the 17th!

EAST COAST TRIP 2017
Boston, NYC, Philadelphia, Washington D.C.

This last June a group of twenty-nine Tri-Valley
Mustangs made their way to Washington D.C. and
New York City for 6 days of fun, excitement and
learning. During those 6 days many great memories
were made and many of the experiences will never be
forgotten. The opportunity to travel can be an eye
opening experience and a lifetime learning event.
We will be taking our next East Coast Trip in the
summer in 2017. We will be spending 8 days exploring
the cities of Boston, New York City, Philadelphia and
Washington D.C. Some of the seats have been
reserved already but we still have room for more
students/family members to enroll. We will have
another meeting sometime in early fall but you can sign
up at any time before that meeting. Please contact Mr.
DeWitt for more information if you are interested in
going, or you can visit his webpage for the enrollment
link. The trip is open to all students currently in grades
5-8 and their family members.

Congratulations to Mrs. Bridget Ebert for being
selected Tri-Valley’s 2015-2016 Teacher of the Year.
Mrs. Ebert teaches sixth grade. She has taught for 14

Fall Sports Meeting (Volleyball, Football, Cross
Country and Boys Golf) – Wednesday, August 12th,
6:30 pm in the high school commons.

The fall sports meeting will provide athletes and
parents with general information regarding the
required
paperwork,
schedules
and
sportsmanship expectations.
•
Following the general meeting, the head coaches
of each sport will meet with parents and athletes
to discuss team expectations, rules and goals for
the upcoming season.

o All Athletes MUST have a completed athletic
physical prior to participating or practicing.

Fall Sports Kickoff – The Booster Club will be
holding its “Annual Sports Kickoff” on Saturday, August
22nd. The annual kickoff consists of team pictures,
individual pictures, volleyball scrimmage, football
scrimmage and booster club tailgate. The volleyball
scrimmage will start at approximately 5:00 pm, with the
football scrimmage to follow at approximately 6:30 pm.

PUBLIC COMPLAINT POLICY
The following guidelines are the proper procedure
to be followed by persons with questions or complaints.
Matters concerning a student should first be addressed
to the students’ teacher.
Unsettled matters from (1) above on problems
and questions concerning individual students should
be directed to the principal of the school.
Unsettled matter from (2) above or problems and
questions concerning the school should be directed to
the superintendent.
Whenever a complaint is made directly to the
board or to a board member as an individual, it shall be
referred to the school administration for speedy and
possible solutions. The board will consider citizen
complaints when they cannot be resolved by the
administration.
If it becomes necessary, the
administration, the person making the complaint or
employee may request an executive session with the
school board. The purpose of this meeting will be to
hear facts and make a decision on the matter.
The Tri-Valley School District 49-6 does not

practices, or in its educational programs on the
basis of race, color, creed, religion, age, sex,
disability, national origin, or ancestry.
5 ANNOUNCING AN ALA CARTE LUNCH
OPTION FOR 7th-12th GRADERS
The students will have an option to purchase ala
carte items. The items will be chips, ice cream and
cookies. The students are able to put the items on their
lunch account or pay cash. All items are $1.00 each.
However,-parents may contact Stacy Blow at the
school if you DO NOT want your child to be able to
purchase these. If the lunch balance is negative,
students will not be able to purchase ala carte using
your family account. Cash will be required at this point.
In the event that the school has to close due to
inclement weather or other emergencies, notification
will be given over television stations KELO, KDLT and
KSFY and a telephone message will be sent as soon
as a decision is made. In all cases, the safety of the
students will be the determining factor.
ACTIVITY TICKET POLICY
The Board of Education has established prices as
follows:
ATTENDANCE
Attendance is an important part of each students’
permanent record. Colleges and future employers are
concerned about high school attendance.
Daily attendance of all students who are enrolled
in Tri-Valley schools is required, in accordance with
state law and school board policy. Consideration will
be given by the administration to lengthy illness,
serious injury and important family trips.
On the day a student is absent parents, or legal
guardians, are asked to call the school by 8:30 am.
Students with unexcused absences will not receive any
credit for the classes missed.

Student (7-12) - $20.00
Student (K-6) - $15.00
Family - $85.00
SINGLE TICKETS
Adult - $5.00
Students (K-12) - $3.00
Senior Citizens (65 and over) are free with a
courtesy pass which must be obtained at the
Central Office. This pass never expires.
FEDERAL PROGRAMS COMPLAINT POLICY
WHAT DO I KNOW ABOUT MY
CHILDS’ TEACHER?
The federal education law put in place by
President Bush called “No Child Left Behind” requires
that all parents in a Title 1 school be notified and given
the opportunity to request information about the
professional qualifications of classroom teachers
instructing their child. If you are interested in this
information, you may send your request to the building
principal who will provide a response.
Complaints against Titles I, II, IV or V programs
and expenditures may be received by the local
education agency (Tri-Valley School District 49-6).
The expeditious and reasonable handling of
these complaints is necessary for the effective conduct
of the program as well as to promote community
understanding and involvement of the title programs.
The following procedures are outlined for use at
Tri-Valley School District:
•
The complaint will be directed to the person in
charge of the Federal Programs.
•
The complaint will be recorded and pertinent
information recorded.
•
The Federal Programs director will try to resolve
the complaint
•
If the complaint cannot be resolved, the Federal
Project Director will call for a hearing within 15
days of the complaint. The hearing will be held in
front of a committee made up of the federal project
director and parents.
If the complaint is not resolved at the local level, then
either party can appeal to the State Department of
Education.

PARENT-TEACHER CONFERENCES
Parent-Teacher Conference is a time for
communication between parents and teachers for the
benefit of your childrens’ education. It is a very
important conference. Your attendance, as a parent,
will be greatly appreciated.

TRI-VALLEY MUSTANG APPAREL
The Tri-Valley Booster Club will selling Mustang
apparel during the open house on Thursday, August
13th. They will be set up in the commons. Come and
purchase your Mustang spirit wear!
There will be no school activities scheduled on
Wednesday evening in order for families to have a day
during the week set aside to schedule their activities.
All activities on this day are to be completed by 5:30
pm.
FALL SPORTS KICKOFF
The Booster Club will be holding its “Annual
Sports Kickoff” on Saturday, August 22nd. The annual
kickoff consists of team pictures, individual pictures,
volleyball scrimmage, football scrimmage and booster
club tailgate. The volleyball scrimmage will start at
approximately 5:00 pm, with the football scrimmage to
follow at approximately 6:30 pm. More information will
be available in the near future.

10 2015 TRACK & FIELD SUMMARY

The girls’ and boys’ track and field teams competed in ten track meets prior to state meet competition.
Although two meets were cancelled, the weather conditions were favorable for a majority of the practices and meets.
The field events were the strength of the 2015 squad. In the long jump and triple jump Haylie Doyle-Folks,
Kamber Lamer and Mia Miller were the leading place winners and Jordyn Reider also competed at a varsity level in the
long jump. School record high jumper Emma Johnson was joined by Mia Miller to create a quality tandem in this event.
The trio Emma Johnson, Samantha Kasowski and Nikole Krump were a premier group in the shot put and discus.
Mariah Burggraff and Carter Hausmann also competed in the throwing events this season.
Freshman hurdlers Chastnee Lamer and Emily McDonald improved their times this season and were
consistent medalists during the season in the 100 meter and 300 meter hurdles. This duo, along with Samantha
Wiseman, were key players in the 2015 campaign.
The sprint and sprint relay competitors this season were: Micah Allen, Haylie Doyle-Folks, Emily Hargreaves,
Abby Keith, Lauren Kulzer, Chastnee Lamer, Kamber Lamer, Emily McDonald and Grace Suttle. These girls in various
combinations competed in the 400 and 800 meter relays.
Riley Hallman posted very competitive times in the 800, 1600 and 3200 meters runs. Briana Beaner, Jennifer
Hotchkiss, Lauren Kulzer, Abby McDonald, Mallory Oyen and Tijana Pease were the entries in the 400 and 800 events
this season for the Mustangs.
The boys’ squad was a diversified unit with versatility being their strength. Logan Amundson, Landon
Freeman, Brenton Hanisch, Elijah Heiberger, Dylan Huwe, Noah Jewett, Jacob Kasowski, Beau Lythgoe, Brock
Newman, and Alex Van Asselt contributed in the sprints and in the 400 and 800 meter relays this season.
Trevor Hallman has posted career best times in the 800, 1600 and 3200 meter runs and Tye Klinnert had the
fastest 400 meter dash time for the boys’ team this season. Jacob Hotchkiss contributed in the 400 and 800 meter
runs and ran in the 1600 meter relay.
Eli Heiberger and Beau Lythgoe have made significant improvement in their times in the 110 and 300 meter
hurdles and had a key role in the success of the boys’ team.
On the field event side of the ledger the boys were lead in the throwing events by Brady Johnson. Joining
Brady in the shot put and discus were the talented young crew of Chase DeWitt, Josh Hotchkiss, Jacob Kasowski and
Austin Leuning. Connor Hickman had team leading distances in the long jump and triple jump. Landon Freeman,
Sebastian Granzow, Braydon Koopman and Brock Newman also competed in the jumps this spring.
The seniors on this years’ track team have been an enjoyable group to coach and watch compete during their
track and field careers at Tri-Valley. Logan Amundson, Trevor Hallman, Connor Hickman, Jacob Hotchkiss, Emma
Johnson, Samantha Kasowski, Lauren Kulzer, Kamber Lamer and manager Austin Suttle have made track and field
an important part of their high school experience. The coaching staff extends their appreciation and best wishes in
their future endeavors.

On May 16, 2015 at Tri-Valley’s Graduation Commencement, Deanna Questad, Class of 1975, was honored as the 2015
Graduate of Distinction.
Dr. Deanna L. Questad graduated from Tri-Valley in 1975. She completed her bachelor of Science Degree
from the University of South Dakota, Vermillion, SD, in 1979. She continued on at USD to earn her Doctor of
Medicine degree in 1983.
In 1983, she began her Internal Medicine Residency at the University of Iowa in Des Moines at the Iowa
Methodist Medical Center and Veterans Administration Medical Center. She was Chief Resident of Internal Medicine
from 1986-1987.
After completing residency she began her private practice with Internal Medicine Associates of Des Moines
that has evolved to Unity Point Clinics. She specializes in Internal Medicine with areas of expertise in Diabetes,
Geriatric Medicine, Preventive Medicine and Women’s Health. She is board certified in Internal Medicine and
Geriatric Medicine.
Dr. Questad is an Adjunct Clinical Associate Professor at the University of Iowa, an instructor in Geriatric
Medicine and Internal Medicine. Since 1994, she has been a Fellow in the American College of Physicians. She is
truly a Tri-Valley Graduate of Distinction.

DISTRICT PARENTAL INVOLVEMENT POLICY
Parental involvement is the participation of parents in every facet of education and development of children from birth
to adulthood, recognizing that parents are the primary influence in their children’s lives. Federal programs including
Title I recognize that parent involvement takes many forms, including parents’ shared responsibilities in decisions about
their children’s education, health and well-being, as well as parents’ participation in organizations that reflect the
community’s collaborative aspirations for all children.
DISTRICT GOALS
The goal of the Tri-Valley School District is to ensure the educational success of all students by having high
expectations, a commitment to excellence and a comprehensive parental involvement program, confirming the belief
that parental involvement increases student achievement and self-esteem and that the difference between a good
school and a great school is the involvement of its parents.
I.
It is the policy of the Tri-Valley School District to involve parents in the joint development of the District Parental
Involvement policy by:
A.
Holding an annual parent meeting in which all parents are informed of the school’s participation in the Title I
program, the requirements and their right to be involved. This annual meeting will be held during the first nine
weeks of the school year.
B.
Making it possible for all parents to be involved by holding meetings that accommodate working parents as
well as those parents whose dominate language is not English.
C.
Involving parents in the decision making process for the Title I program.
D.
Providing training sessions for parents on the curriculum used and the forms of academic assessment used
to measure students progress.
E.
Involving parents in the reviewing and revising of the districts’ parental involvement policy.
F.
Having an annual parent meeting to discuss, review, plan for and make suggestions to the Title I program.
G.
Ensuring that all parents understand policies, rules, parent compacts, notices etc. by having them printed in
both English and Spanish as well as conducting meeting in the language the parents can understand.
H.
Providing the parents information regarding the “No Child Left Behind Act”.
I.
Every effort will be made to ensure that all special populations are involved (economically disadvantaged,
disabled, limited English proficiency, limited literacy, migrant).
II.
Coordination and integration of parental involvement strategies with the Head Start, Even Start and Birth to Three
and area preschools.
III.
The expectations of parental involvement are.

A.
Increased student achievement due to school-parent-student compacts.
B.
Increased student achievement due to parent training.
C.
Increased parental input due to annual meeting.
D.
Increased awareness of school policies and activities due to parent meetings and the annual meeting for Title
I parents.
E.
Increased school to home communications due to teacher training.
Evaluation
There will be an annual evaluation of the content and effectiveness of the Title I Parental involvement program and
parents will be asked for their input. The evaluation will include an assessment of how much parental involvement
is increasing and what barriers to parental participation still need to be overcome. The school district will revise its
Parental Involvement policy on the basis of this annual review.
17 Notification of Right for Elementary and Secondary Schools
The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of
age (“eligible students”), certain rights with respect to the student’s education records. They are:
1. The right to inspect and review the student’s education records within 45 days of the day the District
receives a request for access. Parents or eligible students should submit to the school principal
(or appropriate school official) a written request that identifies the record(s) they wish to inspect.
The principal will make arrangements for access and notify the parent or eligible student of the time
and place where the records may be inspected.
2. The right to request the amendment of the student’s educational records that the parent or eligible
student believe are inaccurate or misleading. Parents or eligible students may ask Tri-Valley
School District to amend a record that they believe is inaccurate or misleading. They should write
the school Principal, clearly identify the part of the record they want changed and specify why it is
inaccurate or misleading. If the District decides not to amend the record as requested by the parent
or eligible student, the District will notify the parent or eligible student of the decision and advise
them of their right to a hearing regarding the request for amendment. Additional information
regarding the hearing procedures will be provided to the parent or eligible student when notified of
the right to a hearing.
3. The right to consent to disclosures of personally identifiable information contained in the student’s
education records, except to the extent the FERPA authorizes disclosure without consent. One
exception which permits disclosure to school officials with legitimate educational interest. A school
official is a person employed by the District as an administrator, supervisor, instructor or support
staff member (including health or medical staff and law enforcement unit personnel), a person
serving on the School Board, a person or company with whom the District has contracted to perform
a special task (such as an attorney, auditor, medical consultant or therapist) or a parent or student
serving on an official committee, such as a disciplinary or grievance committee or assisting another
school official in performing his or her tasks. A school official has a legitimate educational interest
if the official needs to review an education record in order to fulfill his or her professional
responsibility. (Optional) Upon request, the district discloses education records without contest to
officials of another school district in which a student seeks or intends to enroll.
(Note: FERPA requires a school district to make reasonable attempt to notify the student of the
records request unless it states in its annual notification that it intends to forward records on
request.)
4. The right to file a complaint with the US Department of Education concerning alleged failures by
the District to comply with the requirements of FERPA. The name and address of the office that
