A National Citizen Database is the backbone of eGovernance applications, as it serves as the reference
for all government related in-country activities. A
reliable, nationwide communication system with realtime access to a central database is therefore essential
to modern governance. As several regions lack
countrywide
terrestrial
infrastructure,
citizen
participation in e-governance applications relies
heavily on alternative accessible and mobile
technologies. Satellite communications play a vital role
in such regions, bringing rapid technology to rural
towns and villages that would otherwise be
unaccounted for in real time.
EMC Satcom’s solutions have enabled nationwide
citizen participation in making governments more

served as a centralized platform for applications such as
issuing RFID driver’s licenses and passports, utility
billing, border control, poverty control, educational
and healthcare initiatives, and national voting services.

national, provincial, and local governments to work
closely in addressing social, economic, and human
development matters.

assets that lead to new revenue generation and
consequently, a system that can sustain itself in the
long term.

Nationwide e-governance networks can be rapidly deployed using EMC Satcom’s high-performance

At the heart of establishing a National Database is a
citizen identification service that allows governments to
register all citizens. EMC Satcom’s solutions for
electronic ID services can be integrated with platforms
for finger print impressions, biometrics, as well as serve
digital cameras for large image or video file transfers.

Pakistan’s National Database & Registration Authority
(NADRA) has gained international recognition for its
success in providing solutions for identification, egovernance, and secure documents. NADRA, under
direction of Pakistan’s Ministry of Interior, selected
EMC Satcom in providing a satellite-based platform for
a centralized Data Warehouse, Network Infrastructure,
and Interactive Data Acquisition Systems to issue
secure Computerized National Identity Cards (CNIC) to
over 96 million Pakistani citizens.
Relying on EMC Satcom’s secure and robust platform,
NADRA has grown to hold one of the largest centralized
databases in the world. This National Data Warehouse
has become the central hub of NADRA’s strength and
growth, and runs Transaction Processing, Business
Intelligence, and Decision Support applications.

To achieve this, NADRA turned to EMC Satcom to
provide 365 satellite-based Multi-biometric Interactive
Registration Centers nationwide and deploying 189
SATCOM equipped mobile vans to register citizens
living in remote areas. These vehicles allowed NADRA
to reach and register citizens using advanced
technology that provided quality service and comfort.
Equipped with an EMC Satcom VSAT and adjustable
antenna, the vehicles serve as a multipurpose
communications systems on the move, providing rapid
connectivity for applications such as border control applications and e-Voting. With integration into
the national network, the vans enable emergency
services, an on-site means to manage land registration
and claims, and also serve as kiosks for citizen services
such as utility payments.
