1 | P a g e CALL TO ARTISTS BOB LAMB BANDSTAND GRAFFITI ABATEMENT MURAL & MENTORSHIP PROJECT ABOUT WOOD BUFFALO Wood Buffalo is a large, scenic region in Northeast Alberta. The region stretches from north central Alberta east to the borders of Saskatchewan and up north to the border of the Northwest Territories and covers 10% of the province, spanning almost 70,000 square kilometers. It has extensive natural resources, and is filled with natural beauty, including beautiful clear waters and expansive forests. The Regional Municpality of Wood Buffalo is one of Canada's youngest and most dynamic communities, and is one of the largest municipalities in North America. Fort McMurray is the urban service center for the area. Smaller communities within the region include Anzac, Conklin, Draper, Fort Chipewyan, Fort Fitzgerald, Fort Mackay, Gregoire Lake Estates, Janvier, and Saprae Creek. Approximately 5,000 years ago, the region was inhabited by two distinct First Nation people including the Chipewyan and the Cree. In 1778, a fur trader named Peter Pond traveled to the region and it became known for its abundance of good quality furs. This led to other explorers visiting the region and to the discovery of bitumen, a natural resource that when refined, can be converted into petrol. The discovery of these large deposits of bitumen, commonly known as the oil sands, led to rapid growth and development. In the last century, the population has grown from a sparsely populated area to over one hundred thousand people. Wood Buffalo boasts a rich and diverse culture. It is home to a population with a variety of ethnic backgrounds and cultural beliefs. The arts and culture scene, including live theatre, historical centres, cultural societies and visual arts continues to grow within the region. Outdoor festivals and local art shows are commonplace year‐round. In support of the increasing interest in Wood Buffalo’s arts scene, the Municipality recently approved a Public Art Policy. 2 | P a g e CALL TO ARTISTS DESIGN INTENT The Regional Municipality of Wood Buffalo (RMWB) intends to commission an artist/artist team to design and install a mural at the Bob Lamb Bandstand at Borealis Park. The mural will cover the entire interior of the bandstand (including the underside of the roof) and the exterior walls. ARTWORK DESIGN PARAMETERS The artwork must adhere to the following design parameters: 




Ensure artwork installation process does not pose a risk of injury to the public; Artwork must be finished with a graffiti resistant coating; Artwork must appeal to a wide, culturally diverse audience and be suitable for all ages; Artwork is located in the public realm, therefore subject matter must be considered; Artwork should be suitable as a backdrop for a wide range of cultural performances. BUDGET INFORMATION The budget for this project is $15,800.00 CAD, all inclusive. The budget includes all costs associated with the project including, but not limited to: artist design fee, travel/accommodations, meals for the artist/artist team, materials, equipment costs, transportation and installation. MENTORSHIP PROJECT As part of an ongoing effort to promote and cultivate local art and artists, the artist/artist team commissioned to install the Bob Lamb Bandstand mural will be expected to mentor an emerging artist from the Wood Buffalo region for a minimum of 20 hours. The paramenters of this mentorship include the following, but are not limited to: 

Mentee artist will assist the contracted artist/artist team with artwork installation; Within the 20 hours of mentorship, 1 hour must be dedicated to orienting/briefing the mentee on the overall design concept, installation plan, and safety strategy before artwork commences, and 1 hour must be spent at a safety meeting with the RMWB, contracted artist and mentee artist. 3 | P a g e CALL TO ARTISTS ELIGIBILITY This project is open to all artists, age 18 and over, living locally or within Canada. SITE INFORMATION AND HISTORY The Bob Lamb Bandstand is located at Borealis Park in downtown Fort McMurray, Alberta. Borealis Park is located along the Snye. The Snye Snye, an old English word for “channel that connects two rivers”, joins the Clearwater River to the Athabasca River. A natural harbour, the Snye has been used by humans for approximately 6,000 years. The Snye was the location of the historic signing of Treaty 8 in 1899 and has been an important northern commercial air base since the 1920s. For the last 100 years the Snye has been a popular recreational area for local residents. Borealis Park Borealis Park, originally refered to as Moccasin Flats, is recorded as being owned by Wililam Gordon, a fur trader and an early resident, in the early 1900s. William and his sister Christina were well known in the community for their kindnesss and fair trading practices. Today, the newly revitalized Borealis Park reflects the community’s need to have a downtown retreat that feels natural and separate from the downtown commercial and business area. The park features green space, basketball and volleyball courts, a spray‐park, the Casselman Lush Skateboard Park and public washrooms. It is a place for local residents to both relax and play. 4 | P a g e CALL TO ARTISTS SELECTION PANEL CRITERIA A selection panel comprised of local volunteers and community members will be responsible for determining the winning design. Each proposal will be evaluated based on the following criteria: Artistic Quality & Originality – 25 points Suitability for Location – 10 points Fulfillment of Criteria Expressed in the Call to Artists – 20 points Technical & Budgetary Feasibility – 20 points Qualifications & Professional Experience of the Artist – 10 points Public Safety & Community Suitability – 15 points 5 | P a g e CALL TO ARTISTS BOB LAMB BANDSTAND The three interior walls, exterior walls, stage floor and entire underside of the roof must be painted as part of the mural. The existing signage at the top of the bandstand will remain in place. The two rectangular walls measure approximately 18’x5’. The centre wall measures approximately 10’x8’. The stage floor is approximately 625 sq ft and the underside of the roof covers an approximate surface area of 768 sq ft. The distance from the stage floor to the top of the ampitheatre roof is approximately 21’. 6 | P a g e CALL TO ARTISTS The right side exterior of the building. The three exterior walls will also be painted as part of the mural. Please note the pipes and electrical box on the wall. These must be incorporated into the overall design. The bush will be removed in time for the mural installation. 7 | P a g e CALL TO ARTISTS There is a railing close to the left exterior wall. This railing can be adjusted to accommodate space for the artist and mentee during artwork installation. Back exterior wall. 8 | P a g e CALL TO ARTISTS COMPETITION ENTRY REQUIREMENTS Artists must submit the following items to qualify for consideration in the competition. All submissions packages must be submitted as a single PDF file. Submissions are accepted online at rmwb.ca/graffitimural 1. LETTER OF INTEREST: No more than one page explaining artist/artist team’s interest in the project; 2. CURRICULUM VITAE: Detailing professional experience as an artist/artist team and other relevant information, including mentoring experience 3. PROJECT IMAGES: Preliminary images must be numbered, the top of the image indicated and the artist’s name included on the image. Suitable for printing on 8 1/2 “ x 11” paper; 4. DETAILED BUDGET: Detailed budget for the proposed artwork not to exceed the maximum budget listed in the Call to Artists. Budget must include (but is not limited to): transportation fees, accommodations, artist’s fee, studio fees, materials, shipping to/from Fort McMurray, installation costs, travel expenses, meals, and all applicable taxes. 5. ANNOTATED IMAGE LIST: The image list must include the artist’s/artist team’s name and a brief description of each image stating its title, date, medium, size, location, and if a commissioned project, the commissioned budget; 6. REFERENCES: A list of at least three professional references that have an in‐depth knowledge of the artist’s/artist team’s work and working methods. The list must include complete addresses, email addresses, and telephone numbers; 7.
