General Summary:
The Nellie McClung Elementary School, constructed in 1969, is a single storey masonry structure of 3800 sq.m which
includes an attached portion owned and operated by a local community association. A 71 sq.m addition to the
community portion was added in 2003, bringing the area of the community centre to 290 sq.m. The gross floor area of
the school portion of the building is 3581 sq.m.
The school incorporates kindergarten through grade 6 and has a reported capacity of 500 students.
The building's placement on the site is skewed away from a north-south or an east-west orientation which makes
describing the location of school components overly complicated. Therefore, for the sake of simplicity, we shall refer
to the long axis of the school (parallel to Palliser Drive) as the east-west axis.
Structural Summary:
Where visible, the building has reinforced concrete foundation walls. The main floor is a concrete slab-on-grade. The
structural framing is mainly load-bearing concrete masonry block walls.
The structural framing of the roof is wood decking supported by open web steel joists (OWSJ's). The roof over the
Library area is wood decking supported by structural steel framing.
No major work associated with the building structure was identified during the assessment.
Overall, the school's structural elements are in generally acceptable condition.
Envelope Summary:
Exterior cladding for the building consists mainly of textured concrete masonry block.
Gymnasium exterior walls and fascias are clad with a stucco finish.

The building has several flat roof sections covered with an SBS assembly. The entrances to the building are steel
storefronts with painted wood doors. Exterior windows for the building are unsealed, double glazing units, operable
and non-operable, set within aluminum curtain wall frames. Metal blinds are installed between the glazing units.
Remedial work recommended includes repair of the spalled stucco on the upper portion of the Gymnasium walls, and
re-caulking/sealing around all penetrations in the exterior wall assemblies.
The remainder of the building's envelope and exterior components are in acceptable condition.
Interior Summary:
The flooring for the majority of the building is resilient sheet and floor tile. Carpet is installed in the Library. Wood
flooring is provided in the Gymnasium and Stage areas. The majority of the interior walls consist of painted masonry
block and painted gypsum board partitions. The ceiling in the majority of the building is gypsum board with a stippled
plaster finish. A suspended T-bar ceiling with acoustic tiles is installed in the Library and painted gypsum board is
installed in the washrooms, storage rooms, and utility rooms.
Major remedial work recommended is to repair firestopping at all penetrations through fire separations, refinish the
wood floor of the Stage, and repaint the concrete floors. Additionally, it is recommended that a mechanical lift be
installed to the Stage, an automatic door opener be installed at the main entrance, and that the designated barrier-free
washrooms be renovated to be compliant with the code. Other elements that will reach or exceed their theoretical
lives within the next five years appeared to be in acceptable condition at the time of the site visit.
Overall, the building's interior finishes are in generally acceptable condition.

Mechanical Summary:
Nellie McClung Elementary School was originally constructed in 1969 with no subsequent major renovations or
additions. The domestic water, sanitary, and rain water drainage piping is original to the construction of the building.
There are backflow prevention devices (BFPs) present on the domestic water supply and the fire protection system.
The domestic hot water system includes a natural gas fired domestic hot water heater in the main boiler room.
The central heating sources in the building is two central glycol boilers. Glycol distribution is through cast iron piping to
heating coils in the rooftop air handling units serving the building. Two inline pumps circulate heating glycol to the
rooftop units. Seven rooftop air handling units provide tempered ventilation air to the building. The heating
components in the air handling units were converted from natural gas burners to glycol heating coils in approximately
1972.
Building exhaust is provided by roof and wall mounted exhaust fans. The entire the building is protected by a fire
standpipe system complete with fire hoses throughout the building. The stage is protected by a wet-pipe sprinkler
system. Fire extinguishers are located in fire hose cabinets throughout the building.
The following are recommended actions for the next five years, including scheduled replacements:
- Replace boilers and related venting
- Replace Roof Top Air Handling Units
- Replace Sinks
Other than the items noted above the mechanical systems in the building are in acceptable condition.
Electrical Summary:
Main service is 1600 Amp 120/208 volt three phase. Sub panels are located as required. Fire alarm system,
emergency lighting, exit signage, and intrusion detection are functional.Communication systems are acceptable.
Recommend the following:
1- Replace main distribution switch gear .
2- Replace sub panels.
3-Replace lighting in gym with T8 units.
4- Add strobes in wash rooms.
Overall, the electrical systems are in acceptable condition.

includes the replacement of the stucco; it does not allow for
widespread repair of underlying surfaces or change to the wall
detail.

falling pieces of stucco, and loss of aesthetics.

Site description:
The Nellie McClung Elementary School, constructed in 1969, is a single storey masonry structure with an attached
portion owned and operated by a local community association.
The school is located on an irregular shaped lot at 2315 Palliser Drive SW in Calgary, AB.
The property is bounded on the north by Palliser Drive SW, on the south by municipal playfields, on the east by a
residential development and a municipal alleyway, and on the west by playfields. An asphalt paved parking area is
located on the northwest side of the building. Asphalt paved recreational areas are located along the north, south, and
east sides of the building. A concrete paved sidewalk runs along the north and the west sides of the building and another
runs from Palliser Drive to the main entrance on the north side of the building. Soft landscaping (grassed areas, trees,
hedges, etc.) surround the building on all sides. An asphalt paved basketball court and two prefabricated playgrounds in
aggregate beds are located south of the building.
