T
e Newark City Council approved
a redevelopment plan for the former CVS store on Main Street,
but did not go along with a plan to
demolish a nearby house in an effort to
aid a nearby neighborhood.
Councilman Jerry Clifton said the
council needed to make a statement
about preserving residential space on
Center Street. The amendment, which
was later approved, calls on the city to
own the home on Center Street, rather
than demolish the structure in antiicpation of a possible redevelopment plan
for the area. The loss of one house
would put the other half-dozen or so
structures in jeopardy, councilmen and
residents of the area claimed.
Councilman Paul Pomeroy has proposed a city plan to revitalize the area
behind the proposed building, with an
eye toward attracting professionals to
the Main Street area.
Developer Jeff Lang has proposed a
three-story structure at 108 E. Main St.,
with retail on the first floor, office space
on the second and apartments on the
third floor. Lang representatives said the
parking changes are not required.
While nothing has been signed, Lang
said he would like to have the MidAtlantic Ballet as a tenant of the building. Talks with the organization have
taken place and the response has been
positive, he said. Signing a lead tenant
would be key to moving the project
forward, according to Lang, who has
already redeveloped an adjacent prop-

erty.
While the 108 East Main Street plan
had earlier been approved by the City
Planning Commission that based its
decision on moving the front of the
building back eight feet from its present
location and a preserved a large tree,
it was not enough to stop a group of
citizen architectural critics from offering
their thoughts about the project at the
Council meeting.
Their criticism centered on they
viewed as a building lacked distinctive
touches and was out of proportion with
nearby buildings, including the U.S.
Post Office. They also wanted to the see
the front of of the building moved back
another four to six feet. Similar opposition has cropped up with other Main
Street projects, including the nearby
Washington House.
Lang expressed irritation, noting
that they had an opportunity to offer
their thoughts throughout the process,
but chose to attempt to derail the project at the council meeting. At least one

critic quietly disagreed and shook her
head in disgust.
Lang noted that his company had
already spent a considerable amount of
money in an economy that makes such
projects difficult.
Pomeroy said council the public and
council need to keep in .mind that the
current strip mall-style building is "butt
ugly" and that the new project would
represent a vast improvement. He did
add that he sees room for improvement
on the design side.
In other matters, the council:
• Approved a vehicle idling ordinance with some exceptions for the
elderly and children during periods of
high temperatures. The ordinance was
proposed as a way to limit pollution.
Police earlier reported that the ordinance
would be difficult to enforce.
• Learned that real estate transfer tax
revenues are down sharply, due to a lack
of large commercial projects in the city.

POLICE BLOlTER
Drowning, strangulation listed as causes of death
D
rowning, strangulation
and blunt force trauma
have been listed as factors in the December death of
Shirley June Hollins, an editor
and cancer survivor.
. The Office of the Chief
Medical Examiner of Delaware
made the initial finding ofhomicide, which was announced last
week by Newark Police. The
latest release from the department provided more details on
her death.
On Dec. 4, a 911 call was
placed by the victim's husband, who reported he returned
home from work that night to
find his wife unresponsive in
the bathroom of their home on
the 800 block of Baylor Drive,
Newark.
Officers, EMT's, and paramedics found the victim,
Shirley June Hollins lying
in the bathtub. She was pronounced dead at the scene.
Officers assigned to the
death investigation discovered
the Hollins' house to be secure,
with no sign of forced entry.
Nothing inside the house had
been damaged, moved, or stolen. The inside of the residence
was tidy, with no signs of an
intruder or struggle.
A statement from Newark
Police on Tuesday noted that
the husband of June Hollins is
the last known person to have
seen her alive on the morning
of her death. Investigators also
learned that June twice battled
cancer in the recent past, but
two weeks prior to her death
was declared cancer-free by
her doctor.
On May 18, the Newark
Police Department received
notice from the Medical
Examiner's Office, stating
Hollins' death certificate had
been signed.
The department, again stated
that at this time, no arrest warrant has been sought. However,
the Newark Police Department
believes this was not a random
act, and that the general public
is not at risk from the person
responsible for Hollins' death.
A Newark Post obituary for
Hollins reported that she was
born in the United Kingdom
and emigrated to Ottawa,
Canada in 1969. During her
time in Canada she worked
for several members of parlia-'
ment.
In 1978, Hollins and her
husband moved to Newark,
where she served as an editor
for the International Reading
Association.
Fraternity faces
hazing charge
A University of Delaware
fraternity is now dealing with a
criminal charge in the death of
a student.
The Delta Lambda chapter of Sigma Alpha Mu has
been charged with misdemeanor hazing by the Delaware
Attorney General's office, the
Associated Press reported.
Newark Police have charged
University of Delaware students, all members or pledges of Sigma Alpha Mu, had
already been charged as indi-
viduals by Newark police with
alcohol and drug offenses stemming from the investigation
of the death of Brett Griffin.
However, police emphasized
the individuals have no links to
the death of Griffin.
Griffin, died at a party in
November. The fraternity is
already being sued by Griffin's
family.
Canine nabs
beating suspect
New Castle County Police
have arrested Jonathon S. Hall,
a 24 year-old male who resides
in the 200 block of Fendwik
Avenue in the Limestone Road,
Kirkwood Highway area. He
has been charged with multiple
offenses after he assaulted his
girlfriend, fled from police in
his vehicle causing at least four
crashes, and trying to outrun a
police canine. Hall was unable
to out maneuver the four-legged
officer who apprehended him
after a very brief chase.
Last week, officers respond-
ed to the Woodfield Apartments
for a report of a domestic related assault in progress. When
police arrived, they encountered a male subject who was
physically assaulting a female
victim in the parking lot. The
male subject observed the
officers approaching him and
refused verbal commands to
surrender as he ran to his car
that was parked nearby.
Officers tried to grab the
male subject through the window, however, he was able to
flee at a high rate of speed.
After driving out of the apartment complex, the driver (Hall)
was involved in at least four
crashes with other vehicles as
he fled the area.
Police learned Hall had
assaulted his 28-year-old
estranged girlfriend and was
attempting to force her into
his car when police arrived.
During the assault, Hall pulled
a large amount of hair from the
victim's scalp and repeatedly
struck her about the head and
face.
Officers later located Hall on
foot in the area of the Carousel
Park near Skyline Drive. Hall
again fled on foot (this time)
and was last seen entering some
heavy thicket. Canine "Bandit"
was deployed fnto the area and
was able to flush Hall from
the bushes. A second canine
"Tessa" was deployed (after
Bandit was recalled) and apprehended Hall after a brief chase.
He was later transported to the
Christiana Hospital where he
was treated and released for
bite wounds to the chest, abdomen and forearm.
Hall has been charged
with unlawful imprisonment,
assault, terroristic threatening,
offensive touching, resisting
arrest, and breech of release.
The breech of release charged
was levied against Hall after
police discovered he had been
arrested earlier this year for a
serious assault involving the
same female victim. After his
initial arrest, he was ordered

Requiem for Chrysler Newark
By DOUG RAINEY

I
Why suffer needlessly? ARS New Castle

addictions. Conveniently located in New
Castle, Delaware just minutes from
intersection of Routes 13 and 273. Our
services are discreet and confidential.
f you have a decent computer
and a broadband hook-up,

udel.edu. If you are of a certain
age, be prepared to feel your
heart swell with pride and shed
a tear or two.
University of Delaware students have produced a compelling documentary, "Left Behind:
Chrysler's Newark Assembly
Plant, Past, Present and Future."
Left Behind is the work of
a documentary class of former
CNN correspondent Ralph
Begleiter. It skillfully weaves
together file footage, music of
the period and interviews with
Chrysler workers, UD faculty
and public officials.
The story of the plant is a
fascinating one, starting with a
decision by Chrysler to build
Patton tanks at a site on the south
end of the farm and university
town. Chrysler would change
Newark forever. However, it
never became a company town,
due to the plant's location along
the Northeast Corridor. Housing
options were many and many
employees turned to more rural
locations in neighboring areas.
Left Behind credits Chrysler
with those changes. Many would
argue UD's growth was a much
larger factor.
The plant was never destined
to have a smooth ride, closing
at the end of the Korean War. A
rapidly growing American economy came to the rescue and it
was not long before Newark was
turning out fleets of cars like the
long extinct DeSoto as well as
tailfin-laden beasts like the shiny
white model that sat at the end
of my street in my hometown.
Left Behind does not have
enough running time to deal with
Chrysler's boom and bust existence that seemed to bring big
problems, one example being the
period when tailfins went away.
After all, it was the smallest and
poorest of the Big Three. To its
credit, the documentary praises
the workforce for its diversity
and ability to work together in a
region beset by segregation and
a car company known for its ups
and downs.
It accurately ties Chrysler's
troubles during the energy crisis
of the 1970s that led to a modest
federal bailout in the form of
loans that were paid back and
actually earned Uncle Sam a
profit.
One memorable scene in Left
Behind is a Chrysler commercial featuring the legendary Lee
Iacocca looking into the camera
and barking out - "If you can find
a better car, buy it."
It is spot on in portraying
the post brulout period as the
beginning of the end for the
Newark plant, which spent much
of its existence as a second plant
to handle big sellers, or a final
home for cars at the end of their
model runs. Another lingering
concern that we will hear more
abbut in the next few years are
environmental problems at the
plant. Faced with these challenges and a location far from
many of its suppliers, Chrysler's
workforce has been credited in
many quarters for keeping the
plant alive.
Over the years, employment declined at the plant as
automation and a growing volume of imports began to take
their toll. And while the plant
was a looming presence on the
Newark scene, the growth of the
University of Delaware began to
overshadow the plant.
A breakthrough came in the
mid-1990s when Chrysler opted
to bring a new model line to
Newark, the truck-based Dodge

to have the lowest
unemployment rate
among cities and counties in

The jobless rate for Newark
did rise slightly in April to 4.8

March. A year ago in April,
the figure was 3 percent.
Wilmington had the highest jobless rate in April at
10.7 percent.
All three of the state's
counties posted unemployment rates near the 7.5 percent statewide unemployment
rate.

Not as encouraging was the
4.8 percent rate of job losses
over the past year, compared
to 3.8 percent nationally.
Job losses came in virtually every area, other than
education and health care. A
hiring freeze in state government began to show up in the
April figures. However, the
job decline in that category

Night, the New Ark
Chorale never missed a beat
during their Memorial Day
weekend concert.
During a selection in the
"American Spirituals and Folk
Tunes" set, the overhead lights
went out and the emergency
lights came on.
There was barely enough
light for the director, singers,
and accompanists to read their
music. Ushers scrambled to pull
back the draperies and search
for flashlights. The musjc continued searnlessly.
By the end of the set, two
flashlights were aimed at the
piano music, while the singers,
soloists, string bass, and percussion musicians were performing
primarily from memory, using
only the fading light from the
windows and the emergency
lights behind them. Dr. Michael
Larkin directed them through
the pieces. The audience, a full
house at the Newark United
Methodist Church, responded
with applause.
During this concert, music
student Kevin .Mucchetti was
awarded a $2,500 scholarship. Kevin, a 16-year-old pianist is graduating from Devon
Preparatory School and continuing his music studies at the
University of Pennsylvania.
Annually, the New Ark Chorale
awards a music scholarship
to a student continuing his or
her education in music. Kevin
Mucchetti was selected from
among eight finalists from three
states. The award was presented
during an abbreviated intermission. Then the award recipient flawlessly played a Chopin
Polonaise in a dark area of the
stage. His sheet music was
on the piano for security, and
although he turned pages from
memory, it wasn't clear if he
ever used it.
The New Ark Chorale
returned to the stage where there
was insufficient light. The director and singers moved to the
back of the sanctuary, and sang
under the emergency exit lights.
Three instrumentalists remained
on stage, using flashlights or
no lights. Near the end of the
"American Love Songs" set,
during Que Sera, Sera (What
Will Be, Will Be), power was
restored. All in the room laughed
out loud, knowing they were

experiencing something memorable. The singers returned to
the stage, and delivered a stirring "Musical America" segment, honoring our veterans.
For thirty-two years, the New

ral ensembles in the Delaware

A garden grows at
Marhall School
Students and families at Thurgood
Marshall Elementary school recently participated in building a school vegetable
garden. Funded by a Lowe's Toolbox for
Education Grant and built with the help
of Healthy Food for Healthy Kids, Inc.,
the garden consists of eight 4' x 8' raised
bed gardens. HFHK President Thianda
Manzara coordinated the garden building
effort with Child Nutrition Services and
the Marshall staff, families, and students.
Lessons are tied-in with the science curricula and allow all grade levels to take a
part in the growing process. Students prepared the soil and planted spinach, lettuce,
arugula, turnip and radish seeds in April,
and will harvest and eat the vegetables
in May. Funding for future maintenance
needs of the garden was received from the
Produce Marketing Association.

discussions with artists, and attend sessions concerning the development of a
portfolio and careers in art. Trips to visit
area museums and to draw and paint in the

NASCAR
Hendrick mum on future
of Earnhardt's crew chief
ByMcdLong
AssoOoIed ~ Writer
A
CONCORD, N.C.
fter months of firmly
backing Dale Earnhardt
Jr.'s crew chief, car
owner Rick Hendrick was noncommittal about Tony Eury Jr.'s
future Tuesday.
Although Hendrick said no
personn,el changes have been
made on Earnhardt's No. 88
Chevrolet, he declined to give
Eury a vote of confidence a day
after NASCAR's most popular
driver was 40th in the CocaCola 600, his worst finish of
the season.
Hendrick left open the possibility that Earnhardt could have
a new crew chief this weekend
in Dover, Del.
"Could it change?" Hendrick
said following the sport's "town
hall" meeting. "We're talking
about things. We're meeting.
We're going to make decisions as the days go by. But we
haven't made any decision as of
right now."
Earnhardt ran near the back
of the pack Monday and was
two laps down in the rain-shortened Coca-Cola 600, his worst
showing since last season's
finale in Homestead, Fla.
Earnhardt wasn't involved
in a wreck and didn't have
mechanical problems at Lowe's
Motor Speedway. His car han-
dIed poorly all afternoon.
When the race was over,
Earnhardt was left with his
third consecutive finish outside
the top 25. He's also been 20th
or worse five times in the last
six Sprint Cup events.
"We just missed a setup,"
Hendrick said. "I can't explain
why because basically we're
the same, all four cars. They all
fought a lot of the same problems early on. Probably as a
group, we were off. We've been
better at Charlotte than we were
yesterday. I was disappointed;
our teams were disappointed.
We've got to go back and look
at what we did.
"We just never could get
(Earnhardt's) car adjusted
back."
His teammates did.
Jimmie Johnson ran up front
all day, but wound up 13th
because of the final red-flag
situation. Jeff Gordon finished
14th in what he called a "horrendous" car, and Mark Martin
was three spots back after failing way behind because of a
pit-road violation.
Earnhardt, who was testing
on the road course at Virginia
International Raceway on
Tuesday and unavailable for
comment, was way back all
day. He's been in that position
often in the last 11 months.
Earnhardt joined Hendrick
before the 2007 season in what
was arguably the biggest free-
agent move in NASCAR history, and many believed getting
the sport's most popular driver
in the sport's best equipment
would land Junior in Victory
Lane early and often. .
It hasn't happened.
He won once last season, at
Michigan in June, but has been
mostly mediocre in the 33 races
since. He's finished outside the
top 20 a telling 14 times during
that stretch.
Some believe the problems'
have started to getin Earnhardt's
head. Hendrick has said he was
looking for new ways to get the
team turned around. He said
there had been several meetings
and tons of information sharing
with his other teams in hopes of
finding some solutions.
But he's strongly backed
Eury the whole way, insisting that Earnhardt's cousin and
longtime crew chief is the right
man for the job.
Until now.
Hendrick was asked specifically if Eury would be atop the
pit box at Dover, but for the
first time, did not give a firm
confirmation.
"We're always concerned
when we have a car that doesn't
run well," Hendrick said. "We're
always meeting and trying to
figure what to do and how to
make it .better. That's just an
ongoing situation. We've got to
come up with a plan and we've
got to work toward it."

Joe O'Neill lived his life to
teach and coach others. And last
week, the St. Mark's guidance
counselor and cross-country
coach finished his final lesson
when he passed away after a
courageous battle with cancer.
He was 62.
"Joe touched more lives than
any of us could know," assistant
coach Tom McCartan reflected in
a tribute to his mentor. "His influence is far-reaching. His legacy
of kindness, passion, and generosi~ will live forever."
O'Neill, a 1965 graduate
of Salesianum who went on to
play basketball at St. Joseph's
University, began his career in
1969 as a guidance counselor
and cross country coach at St.
Mark's.
He had decided prior to
becoming ill that this past cross
country season, his 40th at the
helm, would be his last. O'Neill's
teams won three Division I state
titles and he coached three individual state champions, the most
recent being Greg Morrin this
past fall.
Morrin, who will run at
Villanova, dedicated his last
high school race - a win in the
3,200-meter race in the Meet of
Champions which was run the
afternoon of O'Neill's passing
- to his coach and mentor.
"He always was the coach
wh.o kept us honest," Morrin said
in a phone interview the morning
of O'Neill's viewing. "After a
good race he'd. remind us there
was still work to do. If we had a
bad race, he knew exactly what to
say to get us focused again.
"He had a genuine passion for
running. After states we went and
saw him in the hospital and he
was so excited to hear about the
race. After 40 years to still have
that passion is really impressive.
He was passionate about the sport
until the end."
Perhaps the only thing greater than...the passion O'Neill had
for running was a willingness to
share his knowledge with others.
"What I will miss most about .
Joe is the afternoon chats we
would have in his office:' said
Mike DiGenarro, one of O'Neill's
assistants and head coach of the
girls' track team. "I would come
down at lunch and sit in his office
and pick his brain for advice. He
would always offer such solid
wisdom."
For a man who dedicated his
. entire life to teaching others, perhaps it was his final months when
he delivered his most important
lesson.
"Joe's last months were spent
inspiring many, something he had
done his entire life," McCartan
said. "His courage, sense of
humor, and refusal to accept pity
represented strength that surprised no one who knew him."
O'Neill is survived by his
wife, Patricia, and his four
daughters.
