and 12 state agencies.
The City of Palm Beach Gardens’ dramatic growth during the past decades has created the backbone of a prosperous, awardwinning community.The majority of the residents are

by the 2015 Resident Opinion Survey. However, the City continues to face development pressures that challenge it to
maintain a high quality of life while
ning a clear vision of its future. Palm Beach Gardens has successfully tackled many
pressing issues such as: the PGA corridor,emerging issues in the western portions of the City, and balancing environment
and development in projects on the scale of AVENIR. The K&S Team understands these issues facing the City and has the
depth of services and experience to help achieve its strategic vision goals.
The Team assembled for this proposal has met similar challenges for municipalities comparable to Palm Beach Gardens.
Whether it is a corridor study,creation of a city park,environmental assessments, architectural design, roadway improvements
or planning issues, our Team is

Our submittal package includes recent projects demonstrating our vast capabilities that are relevant to the City’s needs.
To enhance our in-house expertise, we have partnered with REG Architects, Inc. (REG). REG is an award-winning, Palm Beach
County-based rm regarded for its civic design projects. Our Team also includes specialty professionals for geotechnical and
aerial LIDAR services. All Team members will work as one, cohesive unit while performing all services sought by the City.
K&S is dedicated to the timely and cost- cient delivery of services.We understand our clients’ desires for the completion
of high-quality projects on time and within budget. Our corporate
ce, located in Fort Lauderdale, will perform the work
and provide day-to-day coordination with City staff.
Mr. James Kahn, AICP will be the Project Manager and primary contact person for the City. Mr.Kahn has managed many
complex, multi-discipline projects and understands the inter-relationships between professionals. During his 40-year career,
Mr.Kahn has gained experience working for municipalities and county governments.

K&S has comprehensive in-house resources focused
on solving the engineering, planning and environmental
challenges faced by a diverse client base. Our commitment
to professionalism and strong project management has

Mr. Kahn has a broad range of interdisciplinary experience gained from his work with
developers, consultants and governmental agencies for more than 40 years in the elds of
planning, transportation, permitting, land development regulations, project management and
construction. Mr. Kahn’s full range of planning experience includes master planning, site
plan design, rezoning and land use plan amendments. He also has extensive experience in
feasibility studies, permitting, Developments of Regional Impact ( DRIs), project coordination,
administration of development review process. He has worked with capital improvement plans
and the administration of zoning codes, including preparation of land development regulations
as well as eminent domain cases.

MainStreet Design Manual, Coconut Creek, FL: Project Planner and planning team
member responsible for advising in the areas of Land Use, Zoning, Platting, and Infrastructure.
This main street project created a pedestrian-oriented, sustainable, green community in one of
the last large tracts (400 acres) of undeveloped
ll parcels in northern Broward County.The
design standards are a result of a master planning process that involved numerous community
meetings and stakeholder input and is oriented towards green technology and LEED principles
in a traditional design concept. The design manual was also subsequently approved by the
City as a Regional Activity Center (RAC). The project received an Award of Excellence from

Downtown Fort Lauderdale Master Plan and Design Guidelines, Fort Lauderdale,
FL: Mr. Kahn served as coordinator for document preparation of a Design Guideline Manual
that was the culmination of dozens of Charrette meetings and public hearings for the future
development of downtown Fort Lauderdale. Efforts included assisting numerous design
professionals on graphics and illustrations which were essential to the success of the document.

Citywide Master Plan, Hollywood, FL: Project Manager for the preparation of a city-wide
Master Plan for the City of Hollywood. The Plan addressed physical and socio-economic issues
as they pertain to individual neighborhoods, commercial and business districts and the City
as a whole. Market conditions, demographic, employment, public facility and other evaluation
criteria were analyzed. The Plan in large part has been implemented through the City’s Capital
Improvements Program and has been highly implemented to make Hollywood what it is today.

City of Aventura, FL: When the City of Aventura was formed in Miami-Dade County,Keith
and Schnars acted as City Planners while the city formulated its initial structure. Mr.Kahn was

and zoning evaluations, and he coordinated a complete GIS mapping of the city, including the

Relevant Experience
Comprehensive Plan Update, Evaluation and Appraisal Report (EAR), and LDC Re-Write
for Monroe County, FL: Project Manager and Principal Planner for update of Comprehensive Plan Policy
and Technical Documents to the 2010-2030 planning timeframe. The last update occurred in 1995. The
County,with 70,000 residents, encompasses the Florida Keys and portions of mainland Florida cally
part of the Everglades. It is located in an Area of Critical State Concern (ACSC) and is a designated National
Marine Sanctuary. Due to the environmental sensitivity of much of the landmass, this project depends on
cooperative efforts with a wide variety of agencies such as FDOT,Army Corps of Engineers, DEP,US Navy,US
Fish andWildlife Service and the Department of Economic Opportunity (DEO). The DEO noted that the
EAR was the best they have seen and would be used as an example throughout the state. Additionally,with
over 1000 pages and hundreds of amendments, the recent Objections, Recommendations and Comments
report received from the DEO only included a total of six items relative to

EAR-based Comprehensive Plan and LDR Amendments, Indian Rocks Beach, FL: Project
Manager and Primary Author of comprehensive plan amendments based upon recently-adopted Evaluation
and Appraisal Report. The amendments included tools to revitalize the commercial district and downtown
corridor and encourage mixed-use and attainable housing development.They preserve coastal and natural

community charrette and assisted in the development of the Strategic Vision Plan for the small
village in northeastern Ohio. Consensus building was gathered at public meetings whereby
the community (400 citizens) were broken into smaller groups and participated in identifying
the strengths and weaknesses of their community with a series of maps and personalized
lists. The groups discussed the liabilities, assets, needs, and dreams of the community. The
information gathered at the public meetings was then used to build a database for the most
desired areas of redevelopment within the community by the residents. The analysis was

Mr. Kinney has over 20 years of experience in the field of Environmental Acoustics. Mr.
Kinney’s experience has been demonstrated through the successful completion of
numerous large-scale transportation and construction noise monitoring projects for the
Florida Department of Transportation (FDOT), Recognition as a qualified Expert Witness in
the State of Florida in the field of transportation and construction noise for the FDOT Districts
2 & 4, the Orlando Orange County Expressway Authority, and the Jacksonville
Transportation Authority, Development and implementation of comprehensive Sound
Control Plans and Noise Monitoring Programs for the FDOT and Government Agencies,
and most recently, the completion of the FTA / FRA Noise and Vibration Assessment for the
FEC Amtrak High Speed Rail Study (ETDM # 11860). Mr. Kinney is a current member of
the Florida Department of Transportation Noise Task Team (NTT) and is a Full Member of
the Institute of Noise Control Engineering ( INCE). Mr. Kinney holds certifications for the

The K&S Team is proposing to be a on a one stop source of
professional services that can be coordinated in a holistic
project approach that integrates all disciplines needed
to solve the City’s needs. The disciplines proposed are
indicated in Tab 3.
MANAGEMENT PLAN AND APPROACH
The City of Palm Beach Gardens is seeking general
consultants that provide a broad spectrum of professional
services. The K&S team has been assembled to

manage the K&S Team to: maintain assignment schedules,
control costs, perform job cost accounting and develop
effective communication with the City. For each assignment,
Mr.Kahn will:

contacts, correspondence, calculations/analysis procedures,
and Q/AMr. Kahn will maintain uid communication
between the members of the K&S Team and ensure that
the proper information is provided to decision makers.
He will conduct an internal kick-off meeting with Team
members. This ensures that all Team members are aware
of their responsibilities within the scope of the project, and
everyone understands and accepts the requirements of
the project schedule. Mr. Kahn will conduct internal Team
progress meetings to review the status of each activity
and quality of the product. He will conduct teleconference
meetings with City staff to review decisions prior to
scheduled submittals. He will prepare minutes of each
meeting and forward them to the City project manager
within 10 days of the meeting.
QUALITY MANAGEMENT
The K&S internal Quality Assurance/Quality Control (QA/
QC) Program produces high quality service. K&S uses the
Project Manager/QC
cer approach to QA. The rm
assigns a quality control professional to coordinate the
project. This professional schedules and closely monitors
the project through regular meetings with the Team
to discuss schedules, resources and project details. Mr.
Kahn will review each deliverable to ensure that it meets
appropriate technical and quality standards prior to its
submittal to the City. Ms. Debbie Love,AICP,K&S Director
of Planning, will serve as Senior QA/QC
cer.

COST CONTROL
K&S controls costs by implementing a strong companywide Project Management System. Our cost overruns
and supplemental agreements are lower than the industry
average. K&S has completed design for 12 FDOT projects
with a construction value in excess of $ 120 million. The
average cost overrun for our six year average is only 4%,
and our construction time overrun is 1%. No other rm
selected by FDOT in the past six years has completed this
volume of work and maintained such low overruns in cost
and time.
At K&S, we attribute this success to our personnel
and project management.

PERSONNEL, CONSULTANTS, AND

K&S is backed by over 120 professionals providing services in
a wide range of disciplines applicable to the RFQ. Partnered
with K&S is Palm Beach County-based REG Architects, an
award-winning architectural design rm with municipal
experience relevant to needs of the City. Several of the
disciplines requested are associated with architecturerelated services such as mechanical, structural, electrical,
acoustical and threshold inspections. These disciplines are
provided under the guidance of REG.
K&S has partnered with two of our strong working relational
rms, IFR and GCME. GCME will provide geotechnical
services and IFR will provide LIDAR services. Two areas
of service required by the City that can be categorized as
either building-related or civil engineering are construction
inspection services and structural engineering. These two
services are broken down into building and civil with K&S
performing civil engineering inspections, and ONM&J
providing building, special and threshold inspections. Other
services requested are electrical and mechanical. K&S team
member FAE will provide these services. All of the K&S
Team subconsultants are

chart in Tab 3.
