The disciplines proposed are indicated in Tab 3. MANAGEMENT PLAN AND APPROACH The City of Palm Beach Gardens is seeking general consultants that provide a broad spectrum of professional services. The K&S team has been assembled to cally meet any challenges the City might encounter. K&S project management plan is both ne-tuned and exible enough to easily be tailored to c requirements. The basic plan is tailored to address c elements of each discipline used in a project. For example, engineering and architectural have different requirements, but the overall plan framework remains the same to keep the project on-time and on-target. The following is a brief description of our interpretation of our project approach and management plan. Long-term program continuity Compliance with schedules and budgets Flexibility to respond to changes in scope and direction Quality assurance and quality control throughout all phases of the project James Kahn, AICP,Assistant Director of Planning, will serve as our Project Manager. Mr. Kahn has managed numerous complex projects throughout South Florida. Mr. Kahn will manage the K&S Team to: maintain assignment schedules, control costs, perform job cost accounting and develop effective communication with the City. For each assignment, Mr.Kahn will: K&S organizational structure streamlines our ability to provide expert design services for multiple projects of various sizes in short timeframes. The K&S Team recognizes that its strong credentials, resources and ability to respond quickly and ciently must be bolstered by a strong management plan. In harmony with what the City is seeking in this contract, our management plan is designed to cally address ng, monitoring, planning and communications. The K&S management plan will produce well-documented and understandable procedures so that staff can be ciently managed. cally, our management plan will provide: 1. Identify the City’s overall project objective and develop a thorough understanding of the scope 2. Hold internal project meetings to ensure that team members understand the scope, budget and schedule requirements 3. Initiate project documentation procedures, job cost accounting and project schedule tracking 4. Coordinate task status updates between project team leaders and City staff 5. Implement QA/QC reviews 6. Submit high quality deliverables on time and within budget 7. Maintain a constant direct line of communication with the City’s representative 8. Supply written status reports on a regular basis 9. Serve as the designated point-of-contact while coordinating our technical staff, quality control staff and subconsultants An cient management system with clearlyned roles and responsibilities for scope, schedule and budget A Project Manager as the primary point-of-contact for the City Quick turnaround capability Communication will ow freely between all Team members and the City.Mr.Kahn will monitor email, telephone, meeting minutes and other communications while maintaining an updated and organized project le. As soon the Notice to Proceed is issued, he will develop a project management plan that will include: the project schedule, team member Page 53 RFQ No.: RFQ2015-010PZ TAB 4: Project Approach assignments and responsibilities, a list of contact names and telephone numbers, procedures for documentation of contacts, correspondence, calculations/analysis procedures, and Q/AMr. Kahn will maintain uid communication between the members of the K&S Team and ensure that the proper information is provided to decision makers. He will conduct an internal kick-off meeting with Team members. This ensures that all Team members are aware of their responsibilities within the scope of the project, and everyone understands and accepts the requirements of the project schedule. Mr. Kahn will conduct internal Team progress meetings to review the status of each activity and quality of the product. He will conduct teleconference meetings with City staff to review decisions prior to scheduled submittals. He will prepare minutes of each meeting and forward them to the City project manager within 10 days of the meeting. QUALITY MANAGEMENT The K&S internal Quality Assurance/Quality Control (QA/ QC) Program produces high quality service. K&S uses the Project Manager/QC cer approach to QA. The rm assigns a quality control professional to coordinate the project. This professional schedules and closely monitors the project through regular meetings with the Team to discuss schedules, resources and project details. Mr. Kahn will review each deliverable to ensure that it meets appropriate technical and quality standards prior to its submittal to the City. Ms. Debbie Love,AICP,K&S Director of Planning, will serve as Senior QA/QC cer. Our Quality Control Plan is based on the philosophy that: Quality is achieved by proper planning, coordination, supervision and the appropriate use of skilled personnel Quality is controlled through checking, reviewing and monitoring of work activities by individuals outside of the project Team Quality is ed by having a senior manager performing QA/QC functions Quality is assured through independent reviews by ed staff through each stage of project development COST CONTROL K&S controls costs by implementing a strong companywide Project Management System. Our cost overruns and supplemental agreements are lower than the industry average. K&S has completed design for 12 FDOT projects with a construction value in excess of $ 120 million. The average cost overrun for our six year average is only 4%, and our construction time overrun is 1%. No other rm selected by FDOT in the past six years has completed this volume of work and maintained such low overruns in cost and time. At K&S, we attribute this success to our personnel and project management.
