2010 certainly kick-started in style with countdown parties, the
International Kite Festival and Lunar New Year celebrations!
In this issue, we check in with residents who are born in the Year of the
Tiger. Read on to find out if they are as ferocious as the tiger or diametrically
opposite to the tiger. We get to hear from Serene Lau, who not only scored
10As for her O’ Levels but also volunteers at Meet-the-People Sessions.
2010 is certainly going to be packed with exciting events for all our
residents! Especially in the sporting world with Youth Olympics,
Commonwealth Games and the World Cup taking place. Onward to more
good times ahead!

ntering with a roar, the Year of the Tiger is the start of new
beginnings. Celebration dinners were held throughout
the fifteen days of merriment. From heart-stopping lion
dance performances to karaoke competitions, residents were
entertained at full length at the dinners. Adding to the festivity
were joyous laughters from everyone’s favourite God of
Fortune. Like the residents who raised their “yu sheng” to great
heights, we too hope for a year with good tidings to come!

FAVOURITE COLOUR
Punggol is going green, with eco-friendly flats and an eco-friendly
community club! Estimated to be completed in 2011, the new
four-storey club will use energy-saving lights and air-conditioners.
To promote natural ventilation, there will be many open-air spaces,
including an outdoor gym and a rooftop garden. For this project, the
community worked together as one to raise $2 million via the Punggol
21 Community Club Building Fund. Residents also celebrated the official
opening of the Punggol 21 Community Centre with fanfare. There were
lion dance, Malay kompang, Indian drums, a grand tour of the club and
a colouring competition for children to show their artistic talents!

THE GIFT OF GIVING
As a multi-racial society, racial harmony is the core of all
community bonding efforts. More than 200 residents and
grassroot leaders attended the Hari Raya Aidiladha celebration at
Al-Mawaddah Mosque. Residents were invited to view how Muslim
residents performed the rites and distributed offerings. As we
celebrate the many festive occasions, let us also treasure the bonds
and friendships that bring us together as one community.

And the answer to the question is...
Countdown parties never fail to set the heartlands
ablaze with excitement. For the residents of Punggol
Central, the buzz was in the air even before the party
started. It was a night of good hearty fun for the residents
as they welcomed the New Year with their neighbours.
The irresistible aroma of popcorn made all the tummies
rumble and the games kept the merriment going. 2010
was greeted by silver and gold confetti together with a
lion dance troop and some charming kompang boys.

UP, UP AND AWAY!
From Kuwait to Cambodia, kite enthusiasts from
all over the world arrived at Punggol to adorn our
blue sky with their colourful and unique kites. 7,000
visitors turned up for the biggest annual kite flying
event in Singapore. They were wowed by kite stunt
displays and, for the first time in Singapore, a night-time
kite-flying! Held together with Teens’ Day and the Road
Safety Campaign, there were plenty of activities for
visitors to take part in. The entertaining line up included
hip-hop dancing, basketball and football tournaments.
Aside from bringing kite flying to the heartlands,
the event invited busy families and friends to come
together.

Taking place across all divisions of the GRC, the annual
Edusave Merit Bursary Awards serve to reward students
for the hard work they have put in their previous academic
year. Behind each successful student is a family who is caring,
encouraging and supportive both in education and in life. For
them, the monetary tokens of appreciation awarded by the town
council not only provide a helping hand financially,but are also a
motivation for them to strive harder in the coming years.

Construction of the first green
sports complex is well on its
way! At the size of two football
fields, Pasir Ris Sports Complex
will have multiple environment
friendly and energy-saving
features. Innovative green ideas
include: covering walls with
plants to naturally cool the
environment, and using solar
panels to generate renewable
energy. Set to be completed in
June 2011, the complex will be
equipped with facilities such as
swimming pools, a gymnasium
and dance studios.

Punggol East’s Countdown
celebration. With performances from

thriller night!
Together with the Chinese Development Assistance
Council, Project S.U.C.C.E.S.S. organised a Jobs-forSeniors Fair 2009 on 21 November 2009. Within four
hours, more than 500 job seekers registered. They were
immediately interviewed by participating companies.
There were over 300 job vacancies with a majority in
the Food & Beverage sector. Amongst those registered,
Project S.U.C.C.E.S.S. was able to confirm that more
than 50 job seekers have secured their employment.

Committees (CCCs), the North East Community Development Council
(CDC), the Singapore Workforce Development Agency (WDA), National
Trades Union Congress (NTUC), and the Pasir Ris - Punggol Town Council.
Project S.U.C.C.E.S.S. aims to provide holistic assistance to unemployed
residents to help them towards employment and self-sufficiency and is
supported by the Kwan Im Thong Hood Cho Temple.

It was a day of high-octane fun at Punggol
East during the Archery Fun Shoot cum Sports
Carnival. Bringing archery from the archery ranges
to the heartlands, residents had the opportunity
to try their hands at the bows and arrows. With
practice and guidance, some residents even came
close to hitting a bull’s eye! Besides archery, there
were other activities for residents to try out at the
mini stations. From scoring goals to sliding off giant
inflatable slides, there was something for everyone.
It was simply delightful to see everyone leaving the
carnival with sweaty foreheads and giant smiles on
their faces!

UNITED WE STAND
Recent tragic events that have struck our neighbouring countries
show that we should never take the peace in Singapore for granted.
“Readiness is our best defence.” This is exactly what residents in Sengkang
believe. A scenario drill cum evacuation exercise was carried out on 9
December 2010 to prepare residents in a case of emergency. During this
realistic exercise, residents familiarised themselves with the course of
actions to be taken should an emergency occur. This exercise will continue
to be held annually to help residents stay alert and prepared.

I think everyone is special, with unique
personalities. We should not stereotype a

Once after a dog was bullied by the other
dogs, his sibling licked him, as if comforting
him. They too know what love is, they too
show care and concern for each other.

For combat category, I have

Going for a long distance jog
with my father. From our house
in Pasir Ris, we jog to Changi
beach and back.

On the second Sunday of every month, residents of Pasir Ris East
wake up bright and early to head for Pasir Ris East CC. Armed with
their trusted walking shoes, they start off with a good warm up then
take a walk around the estates. 45 minutes later, everyone is back
to the CC for a hearty breakfast and a free check of their BMIs. What
better way is there to keep fit than to do it together with your fellow
neighbours?

Celebrating the wonders of sharing
The Clean and Green Week was commemorated by residents of Pasir Ris in a very
meaningful way. Not only did they lend a hand to Mother Nature through a tree planting
exercise, they also came together to raise funds for needy families. DPM Teo launched
the Purple Hearts project, a community caring project which provides a channel for
neighbours to donate daily necessities to fellow neighbours. North East CDC Book
Donation Drive was also launched on the same day and saw 4,000 books collected for
needy children.

Not too sure what your friends mean when they
talk about double bogey and why someone is
yelling “Fore!” out of the blue? The Golf Appreciation
Workshop is what you need. The brainchild of Mr
Teo Ser Luck, the workshop is held annually since
2007 for residents who are interested in golf. It brings
golf to the heartlands by providing the workshop
at an affordable price. Through hands-on training,
participants are taught the basics of golf. At the
end of the workshop, participants will be awarded
a certificate of participation. So look out for the
next workshop and get ready to tee off with your
neighbours!

DB is building several new rental blocks
in our GRC. This means we will have a
growing variety of neighbours. VIBES has
interviewed several of our residents and
collected their views on the rental flats. Here
are some of them:
MR TAN FROM PASIR RIS:
“Yes, I can understand that some people
would be worried about their property’s
value. But these people [residents of rental
flats] need these smaller flats. Shouldn’t we
be more sympathetic?”
MR TOH FROM SENGKANG:
“Build the rental block somewhere else so
that it will not block my view and the breeze.”
MS NURUL FROM PUNGGOL:
“I’m upset that no one ever told me [about
the building of rental flats]...I think I have
the right to know the developments in
my neighbourhood, right? The earlier the
better.”
MS NG FROM PASIR RIS:
“HDB should build a multi-storey car park
instead of a rental block. I can never find a
parking lot close to my home.”
MR MOHAMAD FROM SENGKANG:
“I heard people complaining about the types
of people from the rental flats. But for me,
I would like my children to learn about the
less fortunate people in this country. Who
knows? Maybe we can help them in some
ways.”

“I’ll definitely miss the open view from my
block. But I have always expected something
will be built here [the vacant state land].
I mean, this is Singapore, right? It is an
unchangeable fact that we have limited
land. I see this as...a contribution to the
country’s development.“
Rental housing is essential to help
Singaporean households who
are not able to afford or are not
financially ready to own their own
homes. It is often the only viable
option for them to build up a
better life. Rental flats have to be
geographically distributed across
Singapore to meet the needs of
rental residents, and they also
have to be spread across all estates
for better social integration.
Give-and-take has always been the way
for different groups in Singapore to
accommodate each other. As National
Development Minister Mah Bow Tan said, ‘In
land-scarce Singapore, give-and-take is often
necessary to make space for the different
groups in our society’. Compare having
neighbours from rental flats and having
homeless people sleeping on the street...
maybe we could appreciate and remember
that we are helping our fellow Singaporeans.
Currently, about 200 new applicants join the
rental queue each month. This is more than
the number of rental flats being returned to
HDB. To cater for this demand, HDB targets
to increase the total rental stock from 43,000
currently to 50,000 units by 2012.

The building of new rental blocks, together
with the revised tighter eligibility criteria,
will help the truly needy get a rental flat
more quickly. The waiting time for rental
flats will be shortened from 21 months to 12
months. ‘Time is of the essence...while they
are waiting, they can’t afford to live anywhere
else, (so) they end up living outdoors,’ said MP
Mr Teo Ser Luck.
‘As far as possible, HDB will minimize blockage
and inconvenience from the rental blocks,’
Minister Mah assured us.

Vibes has compiled a few facts about the
new rental flats. These new blocks will help
more than 1400 Singaporean households.
While there are concerns among residents
about rental blocks coming up near them, let
us find out more about these new flats. With
better understanding, we hope that residents
can be better prepared to welcome our new
neighbours and live together harmoniously in
the same neighbourhood.

A2 for her O’ Levels, she also
volunteers at the Meet-thePeople Sessions. Bubbly and

Please share with us the secrets to your
success!
Thank you. I started preparing for the exams
since the beginning of the year. I feel that
it is very important to start early, and never
wait till the eleventh hour. It gives me ample
time to clarify my doubts and revise all my
subjects well.

What is the best life lesson you learnt from
your days in St Nicholas Girls’ School?
No matter what happens, believe in yourself.
Don’t ever lose hope even when things are
not the way you want them to be.
When the going gets tough, what do you do
to relax?
I take a break from books, turn on the music,
and start singing to my favourite tunes.
We hear you volunteer at the Meet-thePeople Sessions, what is the experience like?
It is a very enriching and meaningful
experience. I have come to understand some
of the problems residents face. Also, I have
learnt that there are many people in our
community who need help. As a member of
the society, I feel that I should play an active
part in helping these people.
Any advice for fellow residents who are busy
preparing for their examinations?
Striking a healthy balance between
academics and leisure is essential. Setting
targets also helps as it keeps track of your
progress.
What inspired you to take up volunteering
at the Meet-the-People Sessions?
I was inspired by my brother, who joined a
year before me. Also, I would like to deride
the stereotype that the younger generation
of Singaporeans is politically apathetic.
How do you manage your time when
you’re volunteering at the Meet-the-People
Sessions?
With school starting, my schedule is getting
a lot tighter. I have to rush to the sessions
straight from school if I have my CCA on that
day. It also means that I have to complete
my assignments during the free time I find
at school.
Any interesting experience from the “Meetthe-People” sessions to share?
One of the residents, who had previously
sought help, sent us two trays of handmade
yam cakes in appreciation of our help. It was
really heart-warming to see the “kampong”
spirit of gratitude relived.

East Golf Challenge 2010” organised
by Punggol East CCC and Rivervale CCMC
at Warren Golf and Country Club on 15
January 2010 was a resounding success for
all its participants and, most importantly,
its more than 1,500 needy and deserving
residents in the division and their children
to help them cope with their daily essentials,
medical care and school expenses.
Host MP, Mr Michael Palmer, MP for Pasir
Ris – Punggol GRC and Adviser to Pasir Ris –
Punggol GROs, graced the Golf fundraising
event, which saw 100 golfers and guests hit
the greens and enjoying themselves under
the warm sun while doing their part for
charity.

Guest-of-Honour, Mr Teo Chee Hean,
Deputy Prime Minister and Minister for
Defence was also present at the Golf Dinner
to show his support for the fundraising
efforts of the Organising Committee.
All the golfers received complimentary
goodie bags. The winners and lucky golfers
also went home with attractive prizes such
as Harvey Norman shopping vouchers,
Friven & Co. Ltd bedlinen sets, spa vouchers,
golf bags, apparel and equipment. No one,
however, managed to drive away the Lexus
IS250 car which was offered as a holein-one prize courtesy of Borneo Motors
(Singapore) Pte Ltd.
In all, the Organising Committee raised
S$150,000.00. This sum will assist to not
only fund the community education and
welfare programmes in Punggol East but
also to organise community events and
activities to bring the 49,000 Punggol East
residents together.
The Organising Committee would like to extend

Nepal
QUIZ ME!
Y
ou can certainly feel the spirituality in the air once you step
out of the plane. Although Kathmandu is bursting with
the ever present motorcycles, taxis, mini-vans and their
incessant honking, you don’t feel hurried. Kathmandu with its old
monuments, temples, stupas and buildings transport you back in time. Its colourful shops, temples and
people are just waiting for the avid photographer to capture them.
As you travel out of the city to the countryside, the scale of the mountains, valleys and the lakes
heightens the sense of your smallness. Yet, it allows you to appreciate the wonders and beauties of
creation. On the other hand, the abject poverty of the Nepali people is readily evident on the streets of
Nepal. Small and dark accommodations, flies swarming around fresh poultry along muddy... all these
force you to think twice before complaining about anything.
This trip was organised as part of a photography outing with my friends. We are planning to visit Nepal
again in November 2010 and this time, to experience more, we will be staying overnight at a village.
