The three local artists selected are Joan Sturch from Stoney Creek, Steven Twigg from Hamilton and John Carter from Smithville. Their design proposals will be used to create benches to be placed on King William as part of the King William Art Walk. These designs can be viewed online at the City’s Art in Public Places website, www.hamilton.ca/publicart. Each artist will receive $1500 for their designs. Installation of the benches is planned for summer 2012. The King William Art Walk is a joint project of the Hamilton Arts Council, the Downtown Hamilton Business Improvement Area (BIA), the International Village Business Improvement Area (BIA) and the City of Hamilton. Art Walk began as a vision by the organizations involved more than four years ago and is inspired by the Art Walk in Rochester, New York. The mission of King William Art Walk is to foster, create and maintain through partnerships a designated urban art trail by connecting arts and cultural activity centres in the downtown core. The trail will create an animated environment which will encourage increased exposure to a variety of artistic and cultural experiences. In addition, it will contribute to economic renewal through increased tourism and investment. The vision is to transform the street to prove that art can be anywhere in urban environments, not just in concert halls, theatre’s, galleries and museums, but literally right on the street. Its first phase extends from Ferguson Avenue through to James Street North on King William. The King William Art Walk Steering Committee will be considering other art projects for the area. As well, business and property owners along the street are eligible for grants from the City of Hamilton if they incorporate art into the façades of their buildings. Staff would be authorized to approve all applications for temporary occupancy for a business use not currently but expected to be in full compliance with the Zoning bylaw. Staff will also be able to proceed with issuing a business license and sign permits as well which will open the flood gates for dozens of businesses whose applications have been sitting for months waiting for the Province to approve the City’s application for a new Zoning Bylaw. The Business Facilitation department housed on the first floor of City Hall provides a location where entrepreneurs can go to begin the process of opening a business in Hamilton. Since staff have moved back into City Hall there has been a significant increase in the amount of traffic and enquiries. Staff discuss zoning, Hamilton’s Winterfest this year will occur for 7 days from February 4 to 11 this year and includes a wide variety of winter activities and programs for everyone’s enjoyment. The Winterfest kickoff is at Pier 8 Ice Rink on February 4th from 1 – 3:30 pm with a funfilled afternoon of ice sculptures, musical entertainment, fire eaters, free hot dogs and hot chocolate and much more. Then throughout the week various other activities such as free wagon rides, family sled decorating contests, pancake breakfasts, concerts will occur at various recreation centres, parks and arenas throughout Hamilton. The City of Hamilton would like to invite all restaurants, cafes and fast food businesses in Hamilton to participate in the SWEET TASTE OF WINTER program by offering a building permits, timing of applications, development charges, and parkland dedication and parking requirements upfront with the applicants. Change of use permits are also being identified to the applicants and provide a link to three city divisions dealing with zoning and consultations,. A check list is being provided to the applicants to help them through the process. The Committee is also reviewing other zoning changes to assist small businesses and minor variances that might be required as well as improvements to the City’s website with applications, zoning maps on line as well. Downtown Hamilton BIA partners with CHML/Y108 & the City of Hamilton for 2011 Christmas in Gore Park Port and Downtown Showcased at Toronto Boat Show The Downtown Hamilton BIA partnered with the Hamilton Port Authority, HECFI, The Hamilton Chamber of Commerce, and the International Village BIA to promote the strong linkages from the Waterfront to Downtown Hamilton at the TORONTO BOAT SHOW that took place January 13 to 22nd. This year’s show was located at the Direct Energy Centre at Exhibition Place in Toronto and saw an attendance of over 90,000 people. Representatives from all of the partners talked to people about all aspects of Hamilton and encouraged Torontonians to visit our Waterfront, Downtown amenities, and our events. Gerry Murphy, Chair of the Downtown BIA reports “The show was a complete success for the BIA and its partners, and put a new face on Hamilton’s hospitality to the world. People in Toronto have found what lies beyond the Skyway Bridge and we were proud to show them. Great Fun and a Great Team. The Giant Christmas Tree, new Miniature Train and MerryGo-Round were a huge hit with everyone. Lightup Night with the band Freedom Train and other special activities was attended by over 1000 people this year. And Santa’s Visit on December 3rd and a visit by Snow White and the BIA elves made the season a roaring success. Mr. Fusaro from Fusaro Tailor on John Street South won the Christmas Window Decorating Contest. Around Town BALTIMORE HOUSE The Downtown BIA welcomes Grant Winestock and Jimmy Skembaris who have partnered together to open THE BALTIMORE HOUSE at 43 King William Street. It is a one of a kind lounge, wine bar, club and music venue by night and a reading library and café by day. The café features local artists’ work in the Maryland room and offers customers freshly brewed coffee, espresso and lattes. Accompanying its menu of homemade sandwiches will be cupcakes and whoopee pies from the infamous bakery, Bitten on Locke. The theme of the location is inspired by Victorian England, Parisian salons and the works of Edgar Allan Poe, who resided in Baltimore, Maryland. Within the renovated space, reclaimed antique furniture and decor line the exposed brick and wallpapered walls of the salon. The Parlour will be the home of future theatrical productions, film screenings and music performances. They will be open Tuesdays to Thursdays 8 am to 10 pm, Fridays 8 am to midnight, Saturdays 11 am to midnight and Sundays Noon to 5 pm. CLUB ABSINTHE Welcome to Marko Lubarda and Constantine Mundo as Co-owners of Club Absinthe that moved from its former King St E location to 38 King William (at Hughson) in the Right House Building. Accessibility Standards for Customer Service Required by Jan 1, 2012 Have you got your policies in place and have trained your staff in the procedures to accommodate Ontarians with Disabilities? The Provincial legislation requires all businesses to make reasonable efforts to establish policies, practices and procedures to provide your product or service to people with disabilities. This may include practices to allow disabled people to use their own personal assistance devices to access your products or services. You may need to train your staff on how to communicate with a person with a disability. You will have to allow guide dogs and other service animals or support people to accompany them into your office or store. You may have to increase the font in your written communication to the customer especially when it comes to emergency procedures. City Announces New Busker Policy Busking can play an integral part in animating public spaces, such as downtowns, and therefore street performances can be positive contributors to urban life. However, the distinction between legal busking and illegal panhandling may not always be clear to members of the public or those responsible for ensuring public safety, such as the police. The City conducted extensive surveys and consultation with the public and various organizations and the result points to the public’s approval of busking as a positive activity (91%). Therefore the City of Hamilton has approved a street performance policy which defines a street performer or busker as one who provides entertainment on public property for a voluntary gratuity such as musicians, acrobats, jugglers, mimes, magicians and other performers. Working with such organizations as the Hamilton Police Service, Downtown and Community Renewal Division, Municipal Law Enforcement, the Arts Advisory Commission, the Downtown Cleanliness and Security Task Force and the Ward 2 Councillor, a report was brought forward that provides some guidelines for buskering in Hamilton. The policy encourages busking as a legal activity in public spaces such as sidewalks, courtyards, squares, exteriors of buildings, but will not be allowed on private property without permission of the property owner or at transit stops or near public washroom facilities. Performances will be limited to a maximum of 3 hours per location and only battery operated sound amplification will be allowed. The use of dangerous materials such as knives, swords, or flammable liquids or fires is prohibited. Buskers may receive voluntary contributions from appreciative audiences without a license but may not actively solicit funds which is in alignment with the Safe Streets Act, 1999 which prohibits panhandling. They must , however, have a license to offer goods such as CDs for sale. Festival and event organizers who have secured permits for use of specified public spaces will be given the authority to control how and where buskers will perform within the event space. Planning to improve the façade of your program? If you are, you may be interested in the Commercial Property Improvement Grant Program that offers matching grants to a maximum of $25,000 (depending on the width of the frontage of your property) for façade improvements. This program is available exclusively for property owners and authorized tenants within BIAs. One of the major changes to the program is an additional $10,000 matching grant for artfully designed façade improvements or art pieces placed on private property that can be viewed by the public. Originally offered only to property owners and authorized tenants of properties on King William Street between James and Ferguson Avenue, this component of the program has been expanded to all of Hamilton’s BIAs. Do you own property that fronts on King Street between James and Catharine Streets? If you do, for a three-year period only, the City is offering, a one-time matching grant of up to $50,000 for improvements that support the attractiveness, functionality, accessibility and viability of the historic building stock. If you are replacing a legally non- conforming sign with signage in conformity with the Sign By-law 06-243, the grant will increase to 75% of the cost for the signage. Applicants must provide information on how the improvements will improve the marketability of the property for prospective or existing tenants, improve the business vitality or, increase the occupancy of the property through the utilization of vacant or underutilized floors.
