The following restrictions apply for these instrument procedures: a. Instrument procedures are only to be used outside the uniform daylight period from 0600-2200 (0500-2100) during the opening hours from MON-FRI of the aerodrome Lelystad. b. The number of flights which may use these procedures is restricted and prior permission is required. c. IFR training flights are not allowed. Only aerodrome flight information service (see GEN 3.3) and alerting service (in accordance with the provisions of Annex 11, Chapter 5) will be provided by Lelystad Aerodrome Information, although all actions have been taken by the ATC units concerned to guarantee separation from other flights after take-off before the flight receives a take-off permission from Lelystad Aerodrome Information. Air traffic control service will be provided as soon as the aircraft enters controlled airspace. 1.2 Instrument departure procedures 1.2.1 Start-up and taxi permission Pilots of aircraft intending to make an IFR flight must have obtained permission for start-up from Lelystad Aerodrome Information before starting their engines. A request for start-up shall be made to Lelystad Aerodrome Information after all preparations for departure have been made (doors closed etc.) and shall include: • • • • • aircraft identification (e.g. PH-SPY). position (e.g. opposite tower). flight rules (e.g. IFR). destination (e.g. Brussels). request start-up (request start-up). After co-ordination with the ATC unit(s) concerned a permission for start-up will either be issued immediately or at a specified time. The pilot shall be able to comply with start-up and taxi permission, since ATC planning of outbound traffic (involving en route clearance and co-ordination with adjacent ACCs) is based on the start-up time. Any delay in start-up or taxiing shall be immediately reported to Lelystad Aerodrome Information. In case of indefinite delay the estimated duration of the delay will be given. 1.2.2 En route clearance 1.2.2.1 Contents The en route clearance will be issued by the appropriate ATC unit to Lelystad Aerodrome Information and will be relayed by Lelystad Aerodrome Information to departing aircraft as soon as possible after taxi permission has been given. An en route clearance contains: a. b. c. d. e. Clearance limit: airport of destination. Standard instrument departure (SID). SSR code. ATC unit and COM channel on which the aircraft shall report as soon as possible after take-off. Departure instructions if applicable. Example of an en route clearance: "PHSPY is cleared to Brussels, LEKKO 1E Departure, squawk 2123, after departure contact Schiphol APP 119.050". 1.2.2.2 Standard instrument departures The instrument departure procedures are laid down in standard instrument departures (SIDs). SIDs are designated in accordance with ICAO Annex 11. SID designation is composed of the following elements: • • • a basic indicator, i.e. a significant point. a validity indicator, i.e. a number from 1 to 9 indicating the valid version of a specific SID. a route indicator, i.e. a letter representing the runway where the SID begins. SIDs are published for RWYs 05 and 23. 1.2.2.3 ATC unit and COM channel after take-off (paragraph 1.2.2.1, item d) Pilots of departing aircraft shall contact the ATC unit, as indicated in the en route clearance, as soon as possible after take-off but before passing 1500 ft AMSL. Normally departing aircraft will be transferred to Schiphol APP. Note: pilots might experience difficulties in contacting the appropriate ATC unit on very low altitude due to the range of the transmitters and receivers of radio telephony equipment of Schiphol APP which are located near Schiphol Airport. 1.2.2.4 Departure instructions (paragraph 1.2.2.1, item e) Instructions containing deviations from the standard instrument departure may be added to the en route clearance or take-off permission. These instructions may comprise an opposite turn after take-off, maintaining a specified heading or temporary altitude restrictions; they amend the relevant part of the SID only. 1.2.3 Communication failure See ENR 1.3. Climb to maintain 3000 ft AMSL 2 INSTRUMENT APPROACH PROCEDURES LELYSTAD AERODROME 2.1 Introduction The arrival, instrument approach and holding procedures are based on ICAO Annex 2, Annex 11 and ICAO Documents 4444-ATM/501 (PANS-ATM), 7030 (SUPPS) and 8168-OPS/611 (PANS-OPS). The following restrictions apply for these instrument procedures: a. Instrument procedures are only to be used outside the uniform daylight period from 0600-2200 (0500-2100) during the opening hours from MON-FRI of the aerodrome Lelystad. b. The number of flights which may use these procedures is restricted and prior permission is required. During wintertime request are to be made before 1900 (see EHLE AD 2.3). c. IFR training flights are not allowed. During initial and intermediate approach to Lelystad, radar services may be provided by Schiphol APP. Transfer of communication to Lelystad Aerodrome Information generally takes place before leaving controlled airspace, within the range of Lelystad Aerodrome Information. Air traffic control service generally will be terminated when leaving controlled airspace. Only aerodrome flight information service (see GEN 3.3) and alerting service (in accordance with the provisions of Annex 11, Chapter 5) will be provided by Lelystad Aerodrome Information, although all actions have been taken by the ATC units concerned to guarantee separation from other flights during the instrument approach procedure (incl. missed approach) before the flight is transferred to Lelystad Aerodrome Information and leaves controlled airspace. 2.2 Arrival 2.2.1 Inbound clearance When entering the Amsterdam Control Area a clearance will be issued by Amsterdam ACC, containing: a. b. c. d. e. Clearance limit. Route (normally a standard arrival route). Flight level. Runway in use. SSR code. 2.2.2 Transfer to Schiphol APP Transfer to Schiphol APP takes place before the flight is entering the TMA Schiphol. 2.3 Initial approach 2.3.1 Approach instructions Approach instructions will be issued by Schiphol APP, containing: a. b. c. d. e. f. Clearance limit, route and level. Runway in use. QNH. Transition level. MET information. Runway condition. Note: cloud base not available. 2.3.2 Transfer to Lelystad Aerodrome Information 2.3.2.1 General Generally during the intermediate approach Schiphol APP will issue a clearance to carry out an instrument approach procedure. Transfer of communication to Lelystad Aerodrome Information will normally take place before reaching the IAF. 2.3.2.2 Service See GEN 3.3. 2.4 Intermediate and final approach 2.4.1 Final approach procedures 2.4.1.1 General Instrument approaches to RWY 05 and 23 are based on NDB and VOR/DME, as depicted on the relevant instrument approach charts AD 2.EHLE-IAC-xx.x. The full published instrument approach procedures are mandatory. Straight-in approaches are not allowed. AIRAC AMDT 06/2014 © Air Traffic Control the Netherlands AIP NETHERLANDS AD 2.EHLE-9 29 MAY 2014 2.4.1.2 Alternative procedure The NDB-only procedure may be used when the DME-part of the VOR/DME is not available, or cannot be received, and after prior permission of Schiphol APP. 2.4.1.3 Visual approach and circling Visual approaches and circling approaches are prohibited. 2.4.2 Missed approach procedure See relevant approach charts AD 2.EHLE-IAC-xx.x. Inform ATC as soon as possible on the current channel in case the missed approach procedure has to be executed. 2.5 Communication failure 2.5.1 General The pilot of an IFR flight shall follow the general procedures for IFR flights (see ENR 1.3 paragraph "Communication Failure") . In addition, for arriving flights, the following communication failure procedures apply. 2.5.2 Inbound clearance not received • • • • • Proceed according the current flight plan route to the holding fix LLS. Maintain the last cleared and acknowledged flight level. After arrival over LLS, intercept the holding pattern. Commence descent to 2000 ft AMSL as near as possible to the ETO over holding fix. After reaching 2000 ft AMSL leave LLS and carry out an instrument approach procedure to the appropriate runway (see charts AD 2.EHLE-IAC-xx.x). 2.5.3 Inbound clearance received • • • • • • Proceed according the current flight plan route to the holding fix LLS. Maintain the last cleared and acknowledged flight level. After arrival over LLS, intercept the holding pattern. Commence descent to 2000 ft AMSL at the EAT last received and acknowledged. When no EAT has been received and acknowledged, commence descent to 2000 ft AMSL at or as near as possible to the ETO over holding fix. After reaching 2000 ft AMSL leave LLS and carry out an instrument approach procedure to the assigned runway (see charts AD 2.EHLE-IAC-xx.x). 2.5.4 Missed approach procedure in case of communication failure See the relevant instrument approach charts AD 2.EHLE-IAC-xx.x. 3 VFR FLIGHT PROCEDURES AND REGULATIONS 3.1 General 1. 2. 3. 4. Flights to or from Lelystad shall be co-ordinated with the aerodrome authorities. In the ATZ Lelystad only aerodrome traffic is allowed. The ATZ Lelystad is active within UDP, during AD OPR HR. For the lateral and vertical limits of the ATZ Lelystad see AD 2.EHLE-VAC. Contact Lelystad Radio before entering the ATZ Lelystad or before departing Lelystad aerodrome and state your intentions. Lelystad Radio responds with aerodrome information. Lelystad Radio does not issue clearances but is strictly informative. 5. Flights in the ATZ Lelystad shall maintain two-way radio contact with Lelystad Radio. This obligation applies also to pilots without a RTF licence. 6. Report switching off the radio or leaving the ATZ Lelystad. 7. Aircraft, helicopters and MLAs use separated circuits (see AD 2.EHLE-VAC) to establish horizontal and vertical separation. 8. Circuit flights shall be carried out within the lateral limits of the circuit area. 9. The aerodrome authorities can decide that circuit flights are not allowed. 10.A straight-in approach is possible for aircraft unable to follow the standard circuit for performance reasons. A straight-in is only allowed after coordination with the Lelystad Radio. Report therefore a straight-in well in advance to Lelystad Radio. When established on final report also "final straight in, two minutes out". 11.Report "final full stop" or "final touch and go". Note: for approach procedures and circuits see AD 2.EHLE-VAC. 3.3.1 Powered aircraft 1. The circuit altitude is 700 ft AAL. 2. BRAVO is a compulsory reporting point; SIERRA is on request reporting point. 3. Contact Lelystad Radio two minutes before BRAVO at 700 ft and report altitude, bearing and distance (position) relative to BRAVO. This is not applicable to straight-in approaches (see paragraph 3.1 item 11). 4. Report "overhead BRAVO" at 700 ft AAL. 5. Join the circuit in accordance with the standard circuit procedures (see ENR 1.2 paragraph 8). A straight-in is under conditions possible (see paragraph 3.1 item 11). Leave the circuit by one of the exits indicated on AD 2.EHLE-VAC. 6. Use, traffic permitting, the orange markers as turning points for downwind/base and base/final RWY 23. 3.3.2 Helicopters 1. The circuit altitude is 500 ft AAL. 2. HOTEL is a compulsory reporting point. 3. In RTF with Lelystad Radio use the call sign with the extension "helicopter" (for example, "helicopter PH-XYZ, approaching HOTEL two minutes from north east"). 4. Contact Lelystad Radio two minutes before HOTEL and report altitude, bearing and distance (position) relative to HOTEL. 5. Report "overhead HOTEL" at 500 ft AAL and switch the landing lights on regardless of the flight visibility. 6. From HOTEL continue west of the road to Lelystad. Abeam SIERRA turn west. 7. Join the helicopter circuit in accordance with the standard circuit procedures (see ENR 1.2 paragraph 8). Leave the helicopter circuit by one of the exits indicated on AD 2.EHLE-VAC. 8. Report any non-standard procedure in the helicopter circuit. 9. Execute simulated precautionary landings, emergency landings and other procedures on the grass areas I, II, III or IV as specified by Lelystad Radio (see AD 2.EHLE-ADC). 10.Do not taxi over the grass. This is only allowed while giving way to aircraft on the taxiway. 11.Give way to the west of the taxiway to aircraft on the taxiway. 3.3.3 Microlight aircraft (MLA) 1. 2. 3. 4. The circuit altitude is 300 ft (90 m) AAL. VICTOR is a compulsory reporting point. Contact Lelystad Radio on channel 123.825 for AD information. Join the MLA circuit in accordance with the standard circuit procedures (see ENR 1.2 paragraph 8). EHLE AD 2.23 ADDITIONAL INFORMATION 1 CAUTIONS AND ADDITIONAL INFORMATION 1. VFR flights are not allowed in the Schiphol TMA 1, except in EHR100 (VFR area Lelystad, see ENR 5.1). VFR flights in EHR100 are allowed during UDP when flight visibility is 5 km or more, distance from clouds is 1500 m horizontally and 300 m vertically. 2. For flights that will continue IFR after a VFR departure, Lelystad Radio shall issue a transponder code, regional QNH and the Schiphol APP channel for flights via the Schiphol TMA or the Dutch MIL channel for flights via the Nieuw Milligen TMA. The IFR clearance will be provided after radio contact with Schiphol APP or Dutch MIL. Radio contact with Dutch MIL, to obtain an IFR clearance, shall only be established after passing the Nieuw Milligen TMA B boundary. 3. Helicopter training flights may take place between the runway and the buildings east of the taxiway. 4. Helicopter can execute simulated precautionary landings, emergency landings and other procedures on the grass areas I, II, III or IV (see AD 2.EHLE-ADC). 5. Tail draggers with a tailskid land (incidentally and on request) west of, and parallel to, RWY 05/23. 6. Glider site Biddinghuizen is situated 3.3 NM NE of BRAVO. At the glider site glider activities with winches may take place.
