Consutrtotfon and Ef I nTArm0uon 7 C o n s u l t a t i o nw i t h T r a v e l l e r s 2.1 There should be consultation between authorities a n d / o r t h e i r c o n s u l t a n t sa n d l o c a l T r a v e l l e r sa n d T r a v e l l e r o r g a n i s a t i o n si,n s o f a r a s i s p r a c t i c a b l ef r o m t h e i n i t i a t i o n of the proposal through to the implementationstage. A u t h o r i t i e s s h o u l d t a k e a c c o u n t o f t h e e x p e c t a t i o n sa n d a s p i r a t i o n so f T r a v e l l e r s , s u b j e c t t o d u e r e g a r d t o t h e need to provide sites at reasonable cost. Early identification of the families for which the site is being d e s i g n e da n d c o n s u l t a t i o n w i t h t h e f a m i l i e s w h o w i l l l i v e on the site is desirable. The National Strategyprovides for the setting up of local Traveller accommodation c o m m i t t e e s , r e p r e s e n t a t i v eo f e l e c t e d m e m b e r s , l o c a l authority officialsand local Travellers or Traveller organisations. lt is expected that these committees, w h e n e s t a b l i s h e d ,w h e t h e r i n f o r m a l l y p e n d i n g t h e e n a c t m e n t o f l e g i s l a t i o no r o n a s t a t u t o r y b a s i s ,w i l l p l a y a k e y r o l e i n t h e c o n s u l t a t i o np r o c e s s . 2.3 S o c i a lw o r k e r s o r c o m m u n i t y w o r k e r s e m p l o y e d , either directly by the local authority or health board or by a voluntary body in the area,to work with Travellers s h o u l d b e f u l l y i n v o l v e d i n t h e i n i t i a t i o n , d e v e l o p m e n ta n d i m p l e m e n t a t i o no f p r o p o s a l s . P u b l i cC o n s u l t a t i o na n d I n f o r m a t i o n 2.4 The formal notification process for local authority developments as laid down in Part X of the Local G o v e r n m e n t ( P l a n n i n ga n d D e v e l o p m e n t ) R e g u l a t i o n s , 1994does not apply to the provision by a local authority in their own functional area of residentialcaravansites for Travellers. However, authorities should make reasonableefforts to inform local residents or their r e p r e s e n t a t i v e sa b o u t p r o p o s a l st o p r o v i d e a c a r a v a ns i t e within their area. Local authorities should seek to m i n i m i s e l o c a l o p p o s i t i o n a n d a n i n c r e a s i n gt e n d e n c y 2.2 lssuesrequiring consultationmay include the q u e s t i o n o f s i t e s e l e c t i o n ,d e s i g n f e a t u r e s ,b o u n d a r y treatment, facilities and services. Any special needs of families who will be occupying the site should be e s t a b l i s h e da n d b u i l t i n t o t h e d e s i g n a t t h e o u t s e t .
