XV’s Season
• September 1 through the completion of the National
Championships played first weekend of June
• American and National League Championships prior to Memorial
Day weekend
• Elite Cup Final to be played Memorial Day Weekend
7’s Season
• Start early June
• Club American/National Championships: early August
• National Championship : late August
• Women’s NASC: September (tentative)

National Division 1
Men’s & Women’s Division 1 Championship
Division 1 Club Rugby National Championship
• Men: 14 league games (concurrent Elite Cup Competition)
• Women: 8-10 League games
• Each Men’s Division 1 Conference will have 8 teams home/away
– Men’s CR conferences that have 6 teams would be paired with a
corresponding CR for 2/3 home and 2/3 away games (14-16 games), this
would be an alternative prospect if both CRs agree. Need approval of
National Competitions and CSC.
– In the case of a lack of Div. 1 men’s clubs. The D1 club champion would
play into the national championships by playing the runner up club from
the defending League champions CR. (NCR2 Men currently in that
position)
• Top finishers advances to the league finals
• Conference champions meet for national championship

Each Competitive Region will organize its own Division 2
• Division 2 men will play 12-14 league matches with a minimum of
7- 8 teams
• Division 2 women will play 8 league matches
• All league matches in the CR
• Top finisher wins the CR league/qualify for league finals
• League champions/qualify national title game
• Division 2 men’s rugby: current lower echelon D 1 clubs/ current
Division top 2 clubs
• Create a robust /competitive competition
• The women's Division 2 would be made up of D 2 standard clubs
– Same purpose as above

Each Competitive Region will organize its own Division 3
• Division 3 men should play 8-10 competitive league
matches/minimum of 5-6 teams
• All league games played within the CR
• Top league finisher will represent the CR in the league finals
• Champions will play in a national title game

Each Competitive Region will organize it own Division 4 (Division
3 Women) with the following requirements
• Division 4 men (Division 3 Women) would be recommended
to play 6-8 competitive league matches
• No advancement beyond regional championship
• Possible reduced CIPP dues on club fees
• Allows for development and social rugby
• Fulfills the participation element within the game for some
clubs and players
• Promotion encouraged into league competition but not
mandated
National 7’s Structure Proposal

• Use current IRB Circuit Competition model
• Each CR will run a 7s Circuit with a minimum of 6 competitive clubs
• CR will have a minimum of 4 designated circuit championship events
• The top 4 teams from each CR will compete at their respective League
Championship (16 teams) event (postponed)
Women's 7s
• Use current IRB Circuit Competition model
• Each CR will run a 7s Circuit with a minimum of 4 competitive clubs
• CR will have a minimum of 3 designated circuit championship events
• The top 2/3 teams from each CR will compete at their conferences League
Championship (8/12 teams) (Postponed)
USA Rugby 7’s National Club Competition
Men’s 7s
• Top 7 teams from each league conference will enter the national
championships (under review)
• Conference of the previous winner will receive an 8th (CSC has the
right to award the final seed to an invitee (Hawaii?)
Women's 7s
• Each CR would send its top 2 clubs to the national Championships
• Potential for men’s model applied to women's game in two years
• Seeding would be based on the previous years standings
7’s National All Star Championship
Men’s 7s
• All-star entity is no longer a pathway
• Extension of the Club season now viable
Women's 7s
• All-star entity a viable competition
• All-Star teams should now be based on the CR’s
• Funding for this will need discussed with clubs, local
administrations and USAR
