PORAC, Pampanga – Gov. Lilia Pineda allocated a P10-million budget for the
Philhealth enrolment of lower income sectors, who were not included in the list of
the National Household Targeting System
for Poverty Reduction (NHTS-PR).

Gov’t employee shot dead in Pampanga

CAMP OLIVAS – Police are
now looking into the death of
a civilian employee here who
was gunned down Saturday by
riding-in-tandem criminals in
Barangay Sto. Nino, City of San
Fernando.
Police Regional Office-3 director Chief Supt. Raul D. Petrasanta identified the victim
as Henry Tayag Simpauco, 47
and a resident of 1st St. PNR
Compound, Sitio 6 in Barangay
Sta. Nino.
Simpauco,
a
non-uniformed personnel assigned
at the Regional Logistic and
Research Development Division of PRO-3, died of multiple
bullet wounds in the different
parts of his body.
He was sitting on a wooden
chair while resting at the garage of their ancestral house
when two suspects emerged
from nowhere and repeatedly
shot him at close range.
The suspects who were
wearing white t-shirts immediately fled aboard an unlicensed

shooting, leaving behind the
lifeless body of the victim.

dawn buy-bust

CAMP OLIVAS PAMPANGA – Police
authorities nabbed a 33-year-old man during an early morning buy bust operation in
Mexico town.
Police identified the suspect as Bradley
Macasaquit , a resident of Cacutud in Arayat
town.
Mexico police conducted the buy-bust
operation at NHA- Pandacaqui, Mexico town
where Macasaquit was nabbed around 4am.
Confiscated from the suspect were two
sachets containing shabu and a P500 marked
money used in the operation.
The suspect will face a case of violation of
Sec 5 and 11 of Art 2 of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002.

139 farmers benefit
in SM Foundation’s
‘Kabalikat sa
Kabuhayan’ project
ZAMBALES -- A total of 139 farmers from
Botolan, Zambales graduated recently in SM
Foundation’s “Kabalikat sa Kabuhayan” Farmers
Training Program through SM City Olongapo in
partnership with Harbest Agribusiness Corporation in cooperation with Botolan Municipal Agriculture Office, Zambales Provincial government
and Department of Social Welfare and Development Office.
The three-month training course that commenced last January aimed to provide a sustainable livelihood program to marginalized farmers, with once a week session, which entails both
classroom briefings on technology and actual
field application.
SM Foundation provided the scholarship
fund for teaching paraphernalia, food and planting implements while Harbest provided the technical support and trainors on high technology
farming. The DSWD, on the other hand, taught
the participants on capability building and money management.

CITY OF SAN FERNANDO --- In a bid to
attract business and investment in this city,
Mayor Edwin D. Santiago over the weekend
warmly welcomed the Isuzu Philippines for the
kick-off ceremony of Isuzu D-Max 4x4 Drive
Series.
“It is a privilege for the city to host the
first of five legs of the off-road challenge in the
country. I extend the appreciation of Fernandinos, especially those who are inclined to 4x4
driving, to the Isuzu Corporation for this investor confidence in the city as being the most
business-friendly city,” Santiago said.
The President of Isuzu Philippines Corporation Nobuo Izumina, for his part, thanked
the Santiago for being very accommodating of
the off-road challenge that was open April 25
to 27 to all Fernandinos willing to test drive the
latest D-Max model.
During the event Santiago led the ceremonial drive, along with Izumina, Izusu Executive
Vice President Takashi Tomita and INTECO
President Raymond Jarina, over the challenge
area that covered a 49-degree incline drive.
Present also at the event was the active
member and past President of Pampanga OffRoaders Club (PORCI) Engr. Marni Castro Jr.
The Isuzu D-max 4x4 Drive Series will also
take place in Cebu on May 9 to 11, Bacolod on
May 2 to 25, Cagayan de Oro on June 6 to 8

-- With the plight of hundreds of commuters in this
industrial town in mind,
the Mariveles Sangguniang
Bayan immediately acted
following the enforcement
of the order prohibiting
the operation of buses plying the Balanga-Mariveles
route, of which franchises
were either recalled or
not renewed by the Land
Transportation Franchising Regulatory Board (LT-
FRB).
A 2013 LTFRB order
implements the phasing
out of passenger buses and
mini buses whch are 15
years old above.
Around half of the about
260 units of bus and minibuses plying the BalangaMariveles route were affected.

and SB chairman of the
committee on transportation Angel Sunga recently
led a consultation meeting with the operators and
drivers of buses and minibuses in Mariveles to discuss the situation.

bus operators and drivers
to ensure the continued
transport service of commuters despite the drastic
reduction in number of

Hundreds of commuters, mostly workers of lo-

to and from Mariveles.
“We have already adopted a resolution to help the
displaced buses at least
during the transition period,” Sunga pointed out.

-- Around 4,000 overseas and
local careers will be up for grabs
during the 112th Labor Day Job
Fairs in Bulacan that will be
held in SM malls in Baliwag and
Marilao.
“Vacancies include managers,
supervisors, customer service
representatives, sales clerks,
office clerks, production workers, machine operators, service
workers, engineers, administrative assistants, cooks, waiters,
construction workers, plumbers
and factory workers,” Eloi Mercado of the Department of Labor
and Employment (DOLE) Provincial Office disclosed.
Over 90 companies have confirmed their participation to the
job fairs wherein 25 are overseas-based.
“We urge jobseekers to bring
multiple copies of their resumés, certificates of employment,
transcript of records, clearance,
photos, and other pertinent preemployment documents needed
by employers. Before going to
the site, we advise them to preregister at www.Phil-Job.net,”
Mercado added.
Apart from offering careers,
government agencies such as Social Security System, National
Bureau of Investigation, Department of Foreign Affairs, PhilHealth and Philippine Statistics
Authority will be present in the
venues to render their services
to applicants and residents.

Laboring on Labor Day
BECAUSE it’s Labor Day on Wednesday,
most offices will be on holiday, its workers
on a one-day break. But really, is there a
“holiday” for most workers?
Labor Day is meant to be a holiday for
workers to “reflect” on their lives as, well,
workers. But see, there will be workers at
work on May 1. There will be workers who
will get ready for work, workers who will
be stuck in traffic on a work day. In short,
there will be work on this no-work day.
Precisely... they will be laboring on the labor of their lives during Labor Day.
Don’t get us wrong, because there is
nothing wrong with working on Labor
Day. There are just industries who don’t
really follow the country’s holidays because these businesses need to work
day-in, day-out, 24/7.
Lucky for those who can kick back and
relax during this day and spend time with
their families. A good movie, an outing, or
just sleeping all day would be more than
welcome.
But what does it really mean to work
for the average Filipino? It means working eight hours a day, five or six days a
week, to put food on the table. It means,
for some, working two jobs because their
kids are going to college. It means working overtime, because every cent counts,
so long as they can support a sick parent,
sibling, or child.
Will there be enough set aside for the future? Not much, that is why Filipinos keep
working even beyond retirement age. And
then when they retire, they can use their
benefits to pay off debts incurred while
they were still mere workers.
Such is the labor of life of our dear workers, such is the hard work they put in for
their families.
So on May 1, Labor Day, let us honor the
Filipino workers who have helped uplift
the country’s economy and have helped
make this country a better place to live in.

EFORE I was not keen on
watching heavy drama on television. I would rather turn the

have no choice but to watch every
teleserye with her. My perspective
has changed with a drastic twist. I
no longer find the heavy dramas a
bummer and to my amusement, I
find myself hooked, and patiently
waiting for the next scene to unfold.
The “ Legal Wife” is worth the
wait. Every scene is a revelation -- a

Dog meat and
other delicacies
W
ITH the state visit of the most powerful president in
the world, Barack Obama, here’s a trivia which I find
worth writing about: The first black American President tried eating dog meat when he was
in Indonesia several years ago.
President Obama, in his memoir entitled “Dreams from my Father”, recalled
how his Indonesian stepfather taught
him how to eat exotic foods, including
dog meat.
It may be taboo for anyone who is
not Filipino and for animal welfare advocates to eat dog meat, but I find it interesting to note that many Filipinos, especially those living in Baguio City and
other towns in the north like to eat the
meat of what we consider as “man’s best Alvin H. Arceo
friend.”
In Pampanga, there are many who
enjoy eating dog meat cooked ala caldereta or estofado. It is taken either as a viand when eating rice, as pulutan (finger
food) during drinking sprees or simply
as ordinary meat eaten just like other
meat dishes.
It is perhaps the fact that many Kapampangans like to eat dog meat that
they earned the title“dugong aso”, even
comparing their loyalty to their masters
as one of the traits of the natives of Pampanga.
Kapampangans are even branded as
matatapang, just like dogs who growl
when threatened and bite when insinuated.
Nevertheless, dogs are known for
their faithfulness to their masters, no
matter what.
Up in the north meanwhile, dogs are
slaughtered in numbers, a fact that animal welfare authorities and advocates
abhor. While there is a law in the country that protects the welfare of animals
including dogs, there are still Filipinos
who kill the animal for its meat or for
selling in some public markets.
We can from time to time, witness on the news how government authorities apprehend dog meat traders who are intercepted on the road or sometimes even caught in the act of
slaughtering the animals.
Dog meat is said to be an aphrodisiac, maybe the reason why
many tough guys eat the meat before an undertaking.
I have once tasted the meat to merely give way to the insistence of a buddy and I felt my body literally heating up. It’s perhaps how it was cooked (with chili) or the meat itself that gave
me the feeling of a warm body.
Kapampangans have a fondness for exotic foods. Who
wouldn’t eat the lowly kamaru (crickets) that are cooked and
eaten crunchy?
Some eat farm mice and is a favorite delicacy especially in
far-flung barangays. Some eat wild birds that are not ordinary
for daily meals. Others eat barag (giant lizards) and snakes of
various species. Well, they are not called exotic delicacies if they
are only ordinary.
Another favorite delicacy in the province is the frog, stuffed
with ground pork on its belly and complemented with special
herbs and spices. These are just among the many of the favorite
dishes that Filipinos especially Kapampangans would enjoy.

amend Section 14 of Republic Act
No. 6539, otherwise known as the
Anti-Carnapping Act of 1972, because of the rampant carnapping
incidents not only in the province
but the country as well.
The carnap incidents, Arroyo
said, are believed to be perpetuated by organized crime groups.
These groups use carnapped vehicles in committing other crimes
such as bank robberies, murder,
kidnapping and even terrorist activities.
“The sense of security one feels
inside his or her vehicle is now severely undermined,” Arroyo said.

According to the former president, the existing laws penalizing carnapping are not enough
to address the rising incidence of
crimes.
She noted that under the country’s laws, carnapping is considered as only a less serious offense,
which allows the accused or perpetrator to post bail.

since they are entitled to post bail
during trial and pendency of the

then I remind myself that
even Jesus was afraid, wasn’t
he? Even Jesus prayed to be
spared from pain but it was
only when he surrendered
that God’s plan was accompl
ished.

The coming days are go-
ing to be hard. I know because I have been there before and just the thought that
I’m back at one numbs me.
It’s so scary out there, it’s
hard to imagine how could
we possibly survive the coming months when you could
hardly make it through the
night and I think that’s what
every broken people’s biggest fear. We are afraid that
the pain will never mend, but
it will. Of course we are not
going to be fine right away so
let’s take battles one day at a
time.

at pinatawad niya ang nagtangka sa kanyang buhay. Ang pag-ibig ay hindi lamang damdamin o
sentimyento. Ito ay ang tinawag ni Santo Tomas de
Aquino na isang gawain ng kalooban na parating
nagnanais na kabutihan sa kapwa… maging sino pa
man ang “kapwang” ito. Kung kaya’t ang pinakadakilang unit pinakamahirap na pagsubok ng pagmamahal ay ang pag-ibig sa ating mga kaaway, yaong mga taong hindi magnanais ng kabutihan para
sa atin. Nagawa bang ipamalas ni Juan Paulo II ang
pag-ibig sa paraan ng kadakilaan at kabayanihan?
Pinatawad niya ang taong nagtangkang pumatay sa
kanya; wala ng argumento pang kailangan upang
patunayan at mapunan ng pinaka-tamang kasagutan ang tanong na iyon.
Namayani ang mga Santo hindi para sa mga
sarili lamang nila, ngunit para sa simbahan o sa
Santa Iglesia. Sila ay mga huwaran o modelo ng
tagapamagitan para sa ating nandito pa sa mundong ibabaw at naglalakbay bilang simbahan.
Makapagpapasalamat lamang tayo sa Diyos sa pagkat biniyayaan niya tayo ng dalawa pang mga kaibigan sa langit: sina Santo Juan XXIII at ang dakilang Santo na si Juan Paulo II.

Subic Ay! Festival 2014
Celebrating the town’s fast-paced economic boom

SUBIC, Zambales – This once lowly fishing town celebrated its great transformation to becoming the country’s shipbuilding capital with fast-paced economic
and development growth during a week-long festival called Subic Ay!
Subic is a first-class municipality in
the province of Zambales, located along
the northern coast of Subic Bay with a
population of more than 90,000 and
still growing with first-class income
classification.
Like neighboring Olongapo City
and Iba, the provincial capital, Subic,
is also a fastgrowing municipality and
expected to become a component city
very soon.
Youthful town Mayor Jay Khonghun said the Subic Ay! Festival is also a
thanksgiving celebration of the bountiful blessings that the town is getting,
thereby creating progress and growth in
the local economy.
“Tara na, Tayo na, Subic City now
na!, Subic town folks declared during the opening ceremonies graced
by Zambales Governor Jun Ebdane
and Zambales 1st district Rep. Jeffrey
Khonghun.
The celebration kicked on Monday
April 21 with a motorcade, photo exhibit, barangay product exhibit, DepEd’s
Festival of Talents, Subic Got Talent
2014 and Ms Gay 2014.
On April 22, the festival featured the
amazing Dog Show at the Asinan Poblacion Covered Court followed by cooking
contest, basketball exhibition games and
the Grand Ballroom and Balikbayan Night.
On its 3rd day, the festival started
early at 6am with the thrilling Banca
Race participated by local fishermen
and was followed by a medical and
laro ng lahi Pala Sebo dental mission along with Operation
sining at Kultura
Tuli for youngsters. In the evening, a
Cultural Night was presented as part of
the festival.
Last Thursday, the celebration
started at 5am with Fun Run starting
from Sta. Elena Subdivision to Asinan
Plaza Café followed with Zumba Dance
Exercise party and fun-filled Laro Ng
Lahi sports competition featuring original Pinoy games like Pala Sebo, patintero and alike. In the evening, the search
for Ginoo at Binibining Subic was held
in the jampacked Subic Park.
On Friday, the festival was held at
night with Subic Mardi Gras featuring
Pasiklaband (battle of the bands) and
live band shows with celebrities, Bikini
Open and the comical Bilbiling Subic
featuring fat-bellied contestants.
On day 6, Subic Ay! Festival offered
a mass wedding ceremony, float competition organized by the Subic Business
Association followed by variety show
and awesome fireworks display at 10pm.
On the last day April 27, a thanksgiving mass was held at St. James
Church at 6am followed by Karakol
Exhibit and Street Dancing competition, Cosplay, singing contest and dance
showdown also held at Subic park.
Subic is host to two largest shipyards
in the country, the Hanjin Shipbuilding
facilities and Keppel’s Shipyard with
combined number of workers of up to
30,000 highly skilled ship craftsmen.
Subic bids to become a city may be realized sooner than it was expected. Happy
