Academy on the second and third floors.
The organization of the classroom and lab

Colonel Smith includes state-ofthe-art Science labs with
retractable overhead service lines to provide
additional flexibility. Science instruction

construction costs. Bill is serving in a leadership role, overseeing
our team’s design of the two buildings, which comprise more
than 350,000 square feet of new construction. As Project
Executive, Bill is also working closely with the leaders of the
design-build team - The Skillman Corporation and Shiel Sexton.
Bill’s guidance and oversight has helped the projects proceed
efficiently and was integral in the design-build team’s
development of a proposal that was deemed by HSE

Bill served as Project Executive for community engagement
efforts and design services for Zionsville High School. At the time,
the community of Zionsville was examining the possibility of
constructing a second high school. Bill provided leadership in
gathering stakeholder approval and offering design analysis that
ultimately resulted in renovations and additions to the existing
high school, in lieu of new construction. In all, Bill has overseen
more than $35 million in improvement to the building, including
the Zionsville Multi-Disciplinary Instructional Center, which
received a 2009 Impact on Learning Award.
Carmel Freshman Center, Carmel, IN
Bill served as Project Executive for a 168,593-square-foot addition
to the existing Carmel High School. Total construction costs
equaled $23.3 million. The design efforts included extensive
collaboration with local community groups. The new Freshman
Center features technology-rich instructional space, a large dining
and performing arts venue, and extensive use of natural light.
Carterville High School, Carterville, IL
Bill served as Project Executive for the planning and design of
new 197,651-square-foot high school. The project involved a
successful referendum to provide in excess of $35 million for
construction. The building is Designed to Earn the ENERGY
STAR and features technology-rich classrooms and a Performing
Arts Center with a new 750-seat auditorium.

Dan led the development of St. Theodore Guerin High School,
the first Roman Catholic High School built in Indiana in more than
30 years. The 800-student college preparatory, co-educational
campus primarily serves students throughout Hamilton and
Boone Counties - two of the fastest growing areas in the state of
Indiana. The first phase of the new high school, completed in
2004, included the construction of an academic wing capable of
supporting freshman and sophomore classes for 400 students.
A future phase will add a second 400-student academic wing,
bringing the building’s total capacity to 800, and providing
classes for students in grades 9-12.
V. Sue Cleveland High School, Rio Rancho, NM
Dan oversaw the educational planning and design of the new
2,350-student V. Sue Cleveland High School. Designed as a
series of six “schools-within-a-school,” the building supports
learning academies for Liberal Arts, Environmental Studies, and
other career paths. Each academy is self-contained and equipped
with its own administrative offices, guidance areas, rest rooms,
teacher planning areas, group areas, lockers, and computer labs.
Classrooms are extremely flexible and include movable furniture
to support unlimited teaching configurations.

Glen Oaks High School, New York, NY
Dan oversaw the design of the Glen Oaks Campus, which
includes a new 800-student high school and two new PK-8
schools. The campus concept places the new high school at the
center of the site, flanked by the PK-8 schools. Landscaping
features such as plantings, trees, and berming create a sense of
visual separation between the three buildings, while also
separating the campus from the surrounding community. A
central U-shaped driveway connects all three buildings and helps
to control traffic flow and decrease congestion.

Jeff led the site design of St. Theodore Guerin High School, the
first Roman Catholic High School built in Indiana in more than 30
years. The 800-student college preparatory, co-educational
campus primarily serves students throughout Hamilton and
Boone Counties - two of the fastest growing areas in the state of
Indiana. The first phase of the new high school, completed in
2004, included the construction of an academic wing capable of
supporting freshman and sophomore classes for 400 students.
A future phase will add a second 400-student academic wing,
bringing the building’s total capacity to 800, and providing
classes for students in grades 9-12.
Southridge High School/Middle School, Huntinburg, IN
Jeff oversaw site design efforts for the modernization of
Southridge Middle/High School. Design concepts were based
around conversations with the District’s Facility Planning
Committee and the area’s largest employers to determine
educational priorities and a scope of work that the community
would support during the referendum.
Carterville High School, Carterville, IL
Jeff served as Landscape Architect for the planning and design of
new 197,651-square-foot high school. The project involved a
successful referendum to provide in excess of $35 million for
construction.

Terry served as Mechanical Engineer for the $100.0 million
modernization of the historic campus. Wilson is the first school in
the D.C. area to use a displacement chilled beam system, which
is 20 to 30 percent more energy efficient than a traditional VAV
system. The building is LEED Gold certified and includes
renewable energy systems such as solar domestic hot water and

For the new $29 million high school, Terry oversaw engineering
solutions to support the school’s career-preparatory Engineering

ELKHART -- Rod Roberson has always had fond memories of his elementary
school. So much so, in fact, he recently moved into his third-grade
classroom. Seriously. Roberson, president of Elkhart City Council, and his
family moved into the former Roosevelt Elementary School on Indiana
Avenue, which has been converted into income-based apartments called
Roosevelt Center. There had been talk of demolishing the building, built in
1923, after the last class was held there in May 2006. However, LaCasa Inc., a
Goshen-based social services and advocacy agency, bought the building in
December 2007 and began construction of the apartments in January.
Roberson was on a committee to help save the south-side school. “There’s a
lot of history behind the building itself,” said Roberson, whose wife, Regina,
also attended the school. “There was a real charge to save the building. It’s
so crucial and has always served as an anchor for the neighborhood.”
Roberson said homeownership has decreased in the racially mixed
neighborhood around the building, and many rental homes have sprouted.
“The neighborhood has changed drastically,” he said. “This is important for
its growth.” Although the exterior of the building remains virtually untouched...

The reality of the referendum process for Whitley County Consolidated Schools is that
the development of a new building and the passage of a referendum are intertwined.
A successful design is not only one that supports your educational goals and
vision, it is also one that the community is able to rally around and leads to
broad-based support on Election Day.
The following management plan describes an iterative process that is proven to result
in community support. The Fanning Howey team understands the importance of
listening to your community. In fact, all design concepts and sessions will be based on
this critical concept. Key stakeholders must know that their input is being heard,
and then they must see that input reflected in the evolving design concepts.
A key focus of our 5-step process is to address any potential stumbling blocks head
on. For instance, we understand that the issue of what to do with the existing high
school will be a key consideration for many stakeholders. As part of our team, we have
included an adaptive reuse consultant to address this issue.
We also understand the need to reach out to all stakeholder groups within the
community, including the Agriculture community, business leaders, teachers, parents,
and community members of all ages.

sharing of project information from the
initial phases onward maintains

meetings and community forums can

information with the public. A project

The cornerstone of our approach to Programming and community engagement will be a multi-day
design charrette held in your facilities and involving any and all District-approved stakeholders.
During the planning and design of the new Fishers High School we conducted a similar three-day
charrette that was open to students, teachers, and community members. Designers from several
offices came to Hamilton Southeastern High School and transformed the media center into a
design studio.
Four different design teams worked independently to develop a concept for the project. After twoand-a-half days, Fanning Howey presented four different options to the school board. The final
design merged and refined portions of two of the solutions from the charrette.
With focused publicity and the participation from our clients to drive forward the program, we can
achieve an overall positive reaction from the community and general support for the project. By
utilizing the same “Jump-Start” program, as we did with Hamilton Southeastern School, we can
catapult your project in the right direction, starting from day one.

Throughout the planning, design, referendum, and construction process, our overall goal will be to make sure that all stakeholder groups are engaged and informed. Obviously, this
begins with effective communication with the Whitley County Consolidated Schools Board of Education. Our team’s proposed schedule includes regular meetings with the Board to
answer questions and update District leaders on the progress of all professional services.
To engage community stakeholders, including members of the agriculture and business communities, we provide multiple ways for individuals to provide input and learn about the new
high school project. These strategies range from one-on-one meetings with key community leaders to Town Hall meetings to on-line surveys and Web sites. Having worked with public
school districts to pass more than 100 referenda, we understand that transparency and engagement are the keys to success.

an essential part of what we do as designers. The Fanning Howey team has an unparalleled history of

Collaboration with construction firms is one of the key
elements to budget control. Fanning Howey recently
partnered with The Skillman Corporation and Shiel Sexton
as part of the Design-Build team that is delivering $84.5
million worth of high school improvements to Hamilton
Southeastern Schools. Working under a Guaranteed
Maximum Price, our team was selected by the District based
on the added value that we brought to the project.
In fact, our team had the only submittal that addressed
the Owner’s entire scope of work within the fixed
budget.
BUILDING INFORMATION MODELING FOR
$6 MILLION UNDER; ONE YEAR AHEAD OF
QUALITY CONTROL ON A $107 MILLION PROJECT
SCHEDULE
Adhering to established budgets requires exceptional
quality control at all phases. On the new $107 million
Princeton Middle/High School, our team used the latest
Revit software to coordinate drawings between all
disciplines. Building Information Models were uploaded at
regular intervals, allowing team members to collaborate at
distance. The clash detection capabilities of Revit greatly
improved the quality of the drawings. The model was also
provided to the Construction Manager to aid in
constructability review and in making decisions in the field.
The new Belleville High School proves that quality and costeffectiveness can go hand-in-hand. Fanning Howey worked
with construction manager Granger Construction to develop
a design that reduced the projected construction timeline by
a full year. The fast-track timeline allowed the district to take
advantage of a favorable construction market. As a result,
bids arrived more than $6 million under the initial
budget. With the additional money, Van Buren Public
Schools was able to add enhancements such as an
expanded cafeteria, easily-maintained rubber flooring in all
academic areas, epoxy terrazzo flooring in select commons
areas, and upgraded mechanical equipment for more
efficient operations.

Maximizing value requires looking at the impact of building design on future operational
budgets, as well as fixed construction budgets.

Fanning Howey has designed some of Indiana’s and the nation’s most efficient K-12 school
buildings. Through the use of highly-efficient building systems and forward-thinking energy
modeling software, we have been successful in reducing client’s energy-related operating costs,
and in many cases achieving costs of less than $1.00 per square foot per year.
LEED Gold Ready
Fanning Howey has planned and designed 27 LEED Gold certified K-12 schools, 13 LEED Silver
certified K-12 schools, and 37 other K-12 schools that are currently pursuing either LEED Silver or
LEED Gold certification. Our standard design practices result in a school building that is as efficient
as a LEED Gold certified building, whether you choose to pursue an official certification
designation or not.
ENERGY STAR Certified
Like all Fanning Howey’s designs, your new high school will be Designed to Earn the ENERGY
STAR. This certification comes from the U.S. Environmental Protection Agency and recognizes the
best performing buildings across the country. Because of our commitment to this program,
Fanning Howey is the only architecture/engineering firm to ever receive the ENERGY STAR Partner
of the Year - Sustained Excellence Award.

the selected consultants, specifically a selected
construction manager.
Fanning Howey has worked with all of the State’s major consultants and construction managers,
developing relationships that are beneficial to our clients. Teamwork and cooperation between the
architect, design consultants, and the construction manager is essential to delivering a successful
project for your district. Fanning Howey believes that each member of the team provides unique
skills and experiences to the design and construction process.
During the design process, Fanning Howey leads the development of the project from concept to
implementation. If the construction manager is part of the team at this point, they assist us with cost
control, constructability, and methods of construction matters. This collaborative approach during
the design phase helps the owner understand the complexity of the construction and if a renovation;
how it impacts students and teachers and the learning environment. An organized plan of phasing
the construction that is communicated to the contractors during bidding is instrumental in the
success of the project.
In the bidding and construction phases, the construction manager takes the lead in the process.
Fanning Howey will maintain a close relationship with your district and the construction manager
throughout the construction process. We will meet with your district representatives and the
construction manager prior to bi-weekly contractor meetings to discuss and answer all construction
questions, provide required responses to submittals, issue supplemental instructions, and review
and comment on potential change orders in an expeditious manner.
Throughout the construction process we will continue to act as your agent and enforce the quality of
the contract documents in conjunction with the construction manager. We will review the
requirements for an efficient project closeout with the construction manager. Our closeout procedure
