PURPOSE OF THE SUBMISSION To obtain approval from the members of the Board of Directors for the site plan and developed design of the Global Centre for Pluralism (GCP) project at the former War Museum, located at 330 Sussex Dr. The scope of work includes rehabilitation, new construction and new landscape. 3. AUTHORITY National Capital Act, section 12 National Capital Commission (NCC) By-laws, paragraph 3.2.19 4. RECOMMENDATION THAT the site plan and developed design for the GCP project, located at 330 Sussex Drive in Ottawa, be approved, conditional to: the decisions and recommendations of the Federal Environmental Effects Evaluation currently underway; and subject to the design being further detailed and implemented by the Proponent: a. in consultation with NCC staff; b. observing the comments received from the Advisory Committee on Planning Design and Realty (ACPDR) on May 1, 2014 (attached in Appendix 1); c. integrating the recommendations received from the Federal Heritage Buildings Review Ofice (FHBRO) on October 2, 2014; d. to the satisfaction of the NCC Capital Planning Executive Director. 5. BACKGROUND The proposal affects a “Classified’ heritage building, designated by the FHBRO. This submission delivers upon the conditions of NCC Federal Land Use and Transaction Approval, 330 Sussex Dr. for the Global Centre for Pluralism Proposal and Long Term Lease, dated March 2, 2007, which included a requirement that; All designs for rehabilitation, adaptive re-use and/or modifications to the building, or to the site, shall be submitted to the NCC for prior review and, if satisfactory, approval. These will be evaluated and approved under the requirements of the National Capital Act by means of the NCC's review and approval process including, when considered necessary by the NCC, presentations to the Advisory Committee on Planning, Design and Realty (ACPDR) at both the conceptual and developed design stages A subsequent approval was issued in November 13, 2007; Federal Land Use and Transaction Approval for the transfer of 330 Sussex Dr. from Public Works and Government Services Canada (PWGSC) and the Submission: 2014-P41e Page 1 of 5 Public Submission Canadian Museum of Civilization Corporation to the NCC. An urban study was carried out by KPMB Architects, Greenberg Consultants Inc. and HR&A Advisors on behalf of the Aga Khan Foundation, entitled: From Rideau Canal to Rideau Falls: Waterfront Concept and Economic Analysis. The ‘Outcomes of the Scoping Exercise’ were presented to the ACPDR in December 2011. Role of the Facility This Proposal follows an initial agreement between the Government of Canada and the GCP, acting on behalf of the Aga Khan Foundation Canada, to establish a new international institution in the national Capital also to be called ‘The Global Centre for Pluralism’. The mission of the GCP is to advance global understanding of pluralism as an ethic of respect that values diversity as a public good and seeks to enable citizens to realize their full potential. To this end, through applied research and education, dialogue and exchange, the GCP will work with partners worldwide to generate, collate, and share knowledge and know-how about pluralism as a rich asset for progress and development, and about the structures, mechanisms, and relationships that build and sustain pluralist societies. Site The property is a 0.58 hectare (1.38 acre) site in a prominent location on the Sussex Dr. of Confederation Boulevard, situated between the National Gallery of Canada and the Royal Mint and opposite the Chancery of the Embassy of Kuwait. The former Dominion Archives Building at 330 Sussex Drive, Ottawa, was built during a period which saw Ottawa evolve from a lumber town to a self-conscious National Capital inspired by Sir Wilfrid Laurier’s commitment “to make the City of Ottawa the centre for intellectual development in this country, and the Washington of the North”. It was designed by the architectural firm of Band, Burritt, Meredith and Ewart under the direction of the chief Dominion architect, David Ewart, and built in 1904-1906 to house Canada’s public archives. Under the administration of Prime Minister Mackenzie King, an addition was constructed in 1925 on the south side of the original archives building based on plans prepared by C.D. Wright, Chief Architect for the Department of Public Works. In 1967, when the public archives were relocated to a new facility on Wellington Street, the former archives building was repurposed and adapted to serve as the home for the Canadian War Museum. Further renovations were undertaken in the early 1980s. In 2005, when a new facility for the Canadian War Museum was opened in LeBreton Flats, the property at 330 Sussex became vacant. In 2007, an agreement was reached between the Government of Canada and the Aga Khan Foundation Canada to permit the building to serve as the GCP. Schematic Design Proposal The prime consultant, KPMB Architects, has developed the design proposal for the adaptive re-use of the Submission: 2014-P41e Page 2 of 5 Submission Public former Dominion Archives Building to accommodate the GCP and allied office tenants. The design responds to the GCP’s mission, detailed program requirements, the building’s physical conditions and deficiencies and long term sustainability objectives. The proposal accommodates the GCP’s current spatial and functional requirements within the original 1905 building footprint. The 1925 wing is adapted for office tenants and future planned occupancy by the GCP. The scope of the design proposal broadly includes the following interventions: 1. Transforming the grand forecourt into a landscaped pedestrian plaza and relocating the existing parking to the north and west edges of the site; 2. Introducing an exterior ramp to the main entrance of the original 1905 block, to provide universal access to the GCP; 3. Adapting the existing entrance on the south elevation of the 1925 wing to serve as a separate entrance for office tenants; 4. Introducing new elevators in the 1905 block and 1925 wing to better serve the users in locations that complement the functional and spatial objectives; 5. Introducing new exit stairs to meet building code requirements in locations that complement the functional and spatial objectives; 6. Reconfiguring the interior of the 1905 original block to accommodate the program requirements of the GCP; 7. Introducing a contemporary glazed bay window element in the north elevation of the 1905 block to provide views to the Ottawa River as part of the axial east-west main entry sequence; 8. Reconfiguring the interior of the 1925 wing to accommodate rental office space and the future requirements of the GCP; 9. Reinforcing the building structure’s seismic resistance to 60% of the National Building Code 2010 requirements; 10. Conserving and rehabilitating the exterior masonry walls; 11. Introducing glazing within the existing freight door openings on the second and third floors of the 1925 wing installed in 1967 for the former Canadian War Museum; 12. Removing all asbestos and other designated substances from the building including asbestoscontaining plaster from walls and ceilings; 13. Replacing the existing mechanical and electrical systems; 14. Upgrading the building’s water, sewer, electrical and communications services. Remaining elements of the detailed design will be informed by a set of guiding principles and design objectives which have informed the project to this point and which will continue to serve as anchor elements as the project evolves. Complementary integration of the contemporary program requirements and design objectives of the GCP with the heritage character of the historic building Accommodate GCP program in the Wing A Maximize leasable area Stay within construction budget Leverage opportunities to share infrastructure between GCP and tenant space Meet project deadline — September 2016 Submission: 2014-P41e Page 3 of 5 Submission Public Design Objectives Strengthen the connection between Sussex Drive and the Ottawa River Create a presence of significance for the GCP on Sussex Drive and along the Ottawa River Allow for flexible future growth and change Showcase the Dialogue Centre as a signature representational space within the GCP Provide universal accessibility Optimize views to the River and landscaped forecourt Accommodate both tenant spaces and key public spaces Federal Project Coordination The 330 Sussex site is affected by utility and access easements in favour of the Mint, PWGSC, the National Gallery of Canada. There is a required, more in depth coordination with PWGSC with respect to underground utility projects that affect the eastern portion of the GCP site. This portion of the site has been identified for future underground development by the GCP as part of the vision of the urban study From Rideau Canal to Rideau Falls. Two easements on the adjacent property owned by the National Gallery of Canada in favour of the NCC, will need to be amended to allow for the implementation of the GCP Proposal. Negotiations are currently underway. ACPDR An urban study, associated with the Proposal, was carried out by KPMB Architects, Greenberg Consultants Inc. and HR&A Advisors on behalf of the Aga Khan Foundation, entitled: From Rideau Canal to Rideau Falls: Waterfront Concept and Economic Analysis. The ‘Outcomes of the Scoping Exercise’ were presented to the ACPDR in December 2011. The Proposal was presented to ACPDR on February 21, and May 1, 2014, obtaining positive recommendation for approval by the NCC. FHBRO The Proposal was presented to FHBRO on January 23, June 5, and October 2, 2014. NCC Staff deem that the Proponent has met the intent of the Standards and Guidelines for the Conservation of Historic Places in Canada, and has satisfactorily addressed the FHBRO recommendations. 6. CONSULTATIONS AND COMMUNICATIONS Zoning By-law 2014-186 was enacted by the Council of the City of Ottawa on May 14, 2014; to amend the zoning by-law no. 2008-250 affecting the 330 Sussex site. The site is now zoned L2B[2136]. This amendment permits the office uses and provides for a slight adjustment to the minimum parking aisle width and loading spaces. 9.
