Whew!
The News Xpress
Around 6:30 Sunday
evening all was pretty
quiet around the Bates
County fairgrounds. The
2011 fair was almost over
except for the startup of
the mini mules cart classes competition forming
along the east side of the
Youth Building.
And—important buttoning-up activities in the
form of board members
forklifting several loads
of tables and chairs from
various sites on the com-
plex to the Youth Building for storage—until
next year.
Despite the oppressive heat the fair, overall,
has been rated as a good
one.
“Sure, numbers were
down here and there, but
were up in others,” said
fair board vice-president
Ed Steele. “I think we
had a very good fair all
factors considered.”
The ongoing recession
had its effects on the fair,
just like about everything

else. There were comments of the rising costs
of feeding animals and
their transport are becoming an ever-increasing hardship.
Likewise, complaints
of the lack of a carnival
were prevalent, but fair
officials point out that
virtually all of the midsize carnivals that cater
to county fairs have gone
out of business because
of the struggling economy.
Al Decker, University

Thursday evening’s junior
livestock saw 124 items
go to highest bidders for
a grand total income of
$40,075. This included 22

18 lambs, 3 rabbits, 1

Hope expressed for new surge
of nuisance ordinance action

Tuesday night the Butler City
Council took up two issues that
although were approved seemingly
left no one around the table fidgeting in their chairs with enthusiasm.
The first focused on the Carson
& Barnes Circus scheduled to set
up shop here this fall. Previously
the Council reluctantly gave the
green light to the proposal—to the
tune of a $495 non-refundable deposit to Carson & Barnes.
But on second thought in meetings that followed the initial presentation by a circus rep was graded as too aggressive (pushy was the
word) for demanding a decision
right then and now. In other words,
no time allowed to mull the question.
Part of the agreement between
the city and the circus is that the
city will be responsible for advance
ticket sales which was not met with
the warmest of receptions, especially since the price for tickets is
$18 per copy.
Finally it was concluded that a
segment of the public, especially

Thirty-two-year old Joann R. Stepp of Rich Hill,
Mo., is behind bars for allegedly plotting to kill her
ex-husband Jody Stepp, Bates County Sheriff Chad
Anderson reported.
Last month the Bates County Sheriff ’s Office received information from the Rich Hill Police Department relating to a murder-for-hire scheme.
“We were advised that a resident of Rich Hill had
approached several people
with the intent to find someone who would be willing to
kill her ex-husband,” Anderson said.
In early July undercover
agents from the Sheriff ’s Office began talking with the
female subject which also led
to a July 13 meeting in Rich
Hill. She was identified as
Joann R. Stepp who told the
agent that she wanted her exhusband Jody Stepp killed.
Joann Stepp
She provided the agent with
his current address and said a picture of him could
be found on Facebook. She also agreed to set up a
meeting with Jody Stepp and the agent. She reportedly also agreed to pay the agent $4,000 when she
received her income tax refund next year, according
to Anderson.
Wearing disguises, Detective Talley, Lt. Perryman, Under-Sheriff Moreland and Anderson met
with Joann Stepp in Rich Hill. She thought she was
hiring a motorcycle gang to carry out the murder. In
a bizarre tactic she provided a knife to the group to
be used in the homicide and identified the knife as
belonging to Jody Stepp. She also requested certain
body parts be returned to her once the killing was
done.
Joann Stepp was arrested by uniformed deputies shortly after leaving this meeting. She has been
charged with conspiracy to commit murder. Association Circuit Judge Debra Hopkins set Stepp’s bond
at $300,000.

n EDITOR’S NOTE: Feedback from our readers indicates the “Views From the Past” is one of the most popular
features in the news-Xpress. Again let us emphasize that we solicit photos of events and places in the Bates
County area from years gone by. If you have photos of this type from the Bates County area from years gone by
that are in reasonably good quality for reproduction, please let us know. Thank you.
n CALL FORWARDING 911: When a 911 call is placed
it is rerouted to a administrative line at the Sheriff ’s Office. The call comes in the same manner as a regular call
and no additional information is attached. Information is
then manually searched using plat maps. Response time is
drastically reduced. E911 has nothing to do with central
dispatch.
n ENHANCED 911: When a call is placed it is sent to the
computers at the Sheriff ’s Office and comes in on a designated phone clearly identifying it as an emergency call.
The computer automatically provides information to the
Dispatcher. Information includes who the phone is registered to, the location from which the call was made, A GPS
location is also provided. This information is then sent to
the patrol cars via their in-car computers and shows the
location of the incident on the computers mapping system.
Response time will be increased because of efficiency.

Consumers can save during
Missouri’s back-to-school
sales tax holiday Aug. 5-7
Jefferson City • Missouri’s 8th Annual “Back-toSchool” Sales Tax Holiday
begins Aug. 5, providing all
shoppers the opportunity to
save money on clothes, computers and school supplies.
Butler is among the cities
participating.
By state law, the sales tax
holiday begins on the first
Friday in August and continues through the following
Sunday. This year, the threeday holiday begins at midnight on Friday, Aug. 5, and
runs through Sunday, Aug.
7. During this time period,
the state’s 4.225 percent
sales tax will not be assessed
on certain purchases made
in Missouri. Local governments can participate in the
holiday and forego local
sales tax collection or can
opt out of the holiday and
maintain local tax revenue
during the holiday.
“Especially with larger
purchases such as computers, families and students
can begin to plan what they
need to buy now and save
when they make qualified
purchases during the holiday in August,” said Alana
M. Barragán-Scott, director
of the Missouri Department
of Revenue. “The Back-toSchool Sales Tax Holiday
benefits families because it
gives them the opportunity

The Department has
produced a short video
that gives a general introduction to the holiday. It
can be viewed at http://
www.youtube.comwatch?v8SW8qA5DbRcA.
Missourians aren’t the
only ones who can save during the holiday.
“Just because a person
doesn’t live in Missouri
doesn’t mean that he or she
can’t have money during the
sales tax holiday weekend,”
Barragán-Scott said. “I encourage our neighbors from
Illinois, Kansas, Iowa, Oklahoma and the other border
states to come to Missouri
and save money on school
supplies, clothes, personal
computers and other items
while they shop here.”
The sales tax will not be
charged on the following
items during the holiday:
• Clothing that does not
have a value of more than
$100. The state’s definition
of clothing includes traditional apparel, including
footwear, worn on or about
the body. It also includes
material to make school
uniforms or other school
clothing. It does NOT include accessories such as
watches, jewelry, handbags,
handkerchiefs, umbrellas,
scarves, ties, headbands and
belt buckles.
• Personal computers
that don’t cost more than
$3,500 and computer peripheral devices that don’t
exceed $3,500. A personal
computer can be a laptop,
desktop or tower computer
system which consists of a
central processing unit, random access memory, a storage drive, display monitor,
keyboard and other related
devices. Peripheral devices
include items such as a disk
drive, memory module, CD
drive, microphone, modem,
motherboard, mouse, speakers, printer, scanner, sound
card or video card. Computer software is considered a
school supply and is free
from sales tax if its value is
less than $350.
Although anyone making qualified purchases does
not have to be a student to
benefit from the holiday, the
sales tax exemption event is
commonly referred to as the
Back-to-School Sales Tax
Holiday because it occurs
near the beginning of the
traditional school year for
most students.

He said, “When a person sees a police car pull up in

A concentrated effort will also be directed toward
improving the cooperation of the court system to take

these cases being continued by the court.”

Secondly, the long-standing saga of adopting or revising the animal control ordinance, particularly as it pertains to corralling cats independently running at large,
was finally adopted by a vote of 6 to 2. Opposing were
councilmen Brian Phillips and Doug Wix. Wix spoke
out against a particular clause that prohibits boarding
more than three animals (felines) per household, reasoning said limitation would infringe on the basic rights
of the people.
While admittedly the ordinance will be difficult to
enforce, Mayor Don Malan and those favoring the ordinance apparently feel the regulations so approved will
be a starting point which to work.

On the positive side, reserve police patrolman Jim
Wheatley was introduced as the new code enforcement

Wheatley is in the process of reorganizing the structure of the nuisance ordinance as it pertains to cleaning

Plan to revive Huckster Day,
night Christmas parade
The News Xpress
Leaves are apt to be turning—and perhaps a little
nip in the air—when Huckster Day returns to the
Butler square this fall after an absence of several
years.
The board of directors of the Butler Chamber of
Commerce has set the date for Saturday, Oct. 1, the
event to be held in conjunction with the fall city-wide
garage sale.
Similar to past Huckster Day attractions, there
will be booth spaces for crafters, food, displays and
more.
New this year, a Battle the Bands contest to feature small musical groups that are springing up over
the area, along with entertainment specials and kids
games...something for all ages.
The board emphasizes the Chamber will not be soliciting businesses to finance help Huckster Day. At
the same time the Chamber endorses another exciting activity the last weekend in October, the popular
and growing Police Association Barbecue Contest
that will again be held at the fairgrounds. This is expected to draw 100 or more barbecue teams from a
several states area.
****
The board also announced the annual Chambersponsored Christmas parade has been scheduled for
Wednesday evening, Dec. 7 at approximately 5:30.
The parade will be combined with the Christmas
lighting ceremony where thousands of multicolored
lights that outline business buildings will be turned
on from the bandstand.
It is hoped the switch of the day and evening
hour will enable the participation of more area high
school bands. Heretofore several bands have been
involved in Saturday afternoon marching competitions at various locations making it impossible to be
a part of the parade.
Churches, organizations, youth groups and
schools are urged to join in the parade, the theme of
which will be announced later.

Strength training not just for the young
• Reduced risk for chronic diseases such as diabetes
and heart disease.
• Increased ability to do everyday tasks.
• Increased self-confidence and sense of well-being
with a healthy state of mind.
• Improved sleep.
Strength training doesn’t have to involve heavy weights
and strenuous exertion. Strength-building exercises for
older adults typically involve gentle bends and stretches,
sometimes with 1- to 3- pound hand weights.
“No matter how old we are, we don’t have to get weaker with age,” Chen said.
If you would like to start doing strength training, consult with your physician first. You can also contact your
local University of Missouri Extension Center to find out
about strength training classes in your area.
MU Extension’s Stay Strong, Stay Healthy program for
older adults offers 10 week strength training classes in a
number of Missouri counties. To learn more, see http://
missourifamilies.org/sssh/ or call 573-884-0971.
Strength training isn’t just for young people, says a
University of Missouri Extension human development
specialist.
“Studies show that strength exercises are effective
whether you are 30 or 85,” said Nina Chen.
Muscle mass diminishes as we age. This can lead to injuries and balance problems and leave older adults without the strength for everyday activities such as climbing
stairs and carrying groceries.
But strength training can help slow this process, Chen
said. Research at Tufts University reveals a number of
benefits from regular strength training:
• Reduced arthritis pain and stiffness, and increased
flexibility and strength.
• Reduced risk of falls and better balance.
• Increased metabolism—as much as 15 percent,
which is enormously helpful for weight loss and longterm weight control.
• Increased bone density, which prevents osteoporosis.

Our prayers to Violet

know how painful that can
be as Kirby still deals with it
daily. He hopes to get relief
soon, but till his next check

‘Lipstick’ self-defense
marketed for women
A non lethal self-defense lipstick serves its role
well in deterring violent crime against women.
Dallas, Texas • A non lethal pepper spray designed
with the appearance of a normal lipstick shell (actual
lipstick is not included) has been specially created
for women in the interest of deterring violent crime
against women. Aptly named Lipstick Pepper Spray
($12.95), it contains 20 half-second bursts, sprays up
to 10 feet, comes in several colors, and is available
from ICU Tek (www.icutek.com).
This pepper formula is a powerful self-protection
system with a simple operation. When the carrier
feels threatened, afraid, or even fears for her life, she
may simply reach into her purse, pocket, or bag and
withdraw what appears to be lipstick. She then removes the top, ensures the spray exit is pointed outward, and sprays her would be attacker in the face,
thus, allowing plenty of time for escape or to get out
of harm’s way.
Several April 2011 rape and violent crime statistics in regard to women reveal:
• In the United States, 17.6% of women have undergone some form of rape
• 21.6% were younger than age 12 when first
raped
• 32.4% were between the ages of 12 and 17 when
first raped
• Many rapes were performed by someone familiar to the victim
• In the United States, only one-half of domestic
violence incidents are reported
• Only 37% of rapes are reported
• Someone is sexually assaulted in the United
States every two minutes
• Only 5% of violent crime perpetrators spend
time in prison
• Approximately 55,000 women and children are
trafficked annually in the United States
Any female should immediately experience confidence and control when carrying Lipstick Pepper
Spray, as it is not only a convenient way but is also
a subtle manner in which to provide much needed
personal protection in any environment in this age
of significant violent crime.

DQ’s haunt
AquaBears
By Cindy Wainscott
Going into Saturday’s home swim meet against the Golden Valley Dolphins, Head Coach Ashley Capling had high
hopes for her AquaBears; only to come up short again. DQs,
better known as disqualifications, seemed to haunt our AquaBears against the Dolphins. Even though Butler was not able
to win the overall meet, the final score was separated by less
than 100 points. The AquaBears earned points for 24 firstplace, 18 second-place and 15 third-place wins to earn their
team 189 points.
Three of the AquaBear’s teammates earned 3 individual
blue ribbons on Saturday. MaKenna Stephens continues to be
consistent with winning blue ribbons for the 8 & under girl’s
division. She took home three individual 1st place wins in
freestyle, breaststroke and individual medley. MaKenna also
helped her relay teams to place 1st in the freestyle relay and
2nd in the medley relay. Draden Davis earned 3 individual
blue ribbons for the 11 & 12 boy’s division. He came away
with 1st place in the freestyle, butterfly and individual medley. Draden also helped his relay team earn a blue ribbon
for the freestyle medley. Slate Hayes won 3 individual blue
ribbons for his freestyle, breaststroke and backstroke for the
13 & 14 boys.
Butler’s relay teams continue to win blue ribbons this week.
The only blue ribbon for a medley relay win was earned by
the 9-10 girl’s division; Emma VanGordon, Kayla Wainscott,
Tarin Schrock and Jayde Eidson. First place for the freestyle
relays go to Jolie Cartwright, JaKaila Rolph, Paula Schrock
and Makenna Stephens, 8 & under girls; Tarin Schrock,
Kayla Wainscott, Jayde Eidson and Emma VanGordon, 9-10
girls; and Mason Hayes, Brody Kauffman, Draden Davis and
Jacob Shipley for the 11-12 boys.
Ikani Ringwood came into the season late this year and
has proven to be an asset to the AquaBear’s team. Ikani won
2 blue ribbons for his 9 & 10 boy’s division for the freestyle
and backstroke. Jesse Donovan also won 2 blue ribbons for
15 & over boys freestyle and individual medley.
Blue ribbons not previously mentioned are Draden Davis,
11 & 12 boys freestyle; Johnna Spencer, 13 & 14 girls freestyle;
Jayde Eidson, 9 & 10 girls butterfly; Jagur Eidson, 8 & under
boys breaststroke; Kayla Wainscott, 9 & 10 girls breaststroke;
Patrick Broome, 9 & 10 boys breaststroke; Brody Kauffman,
11 & 12 boys breaststroke; and Mason Hayes, 11 & 12 boys
backstroke.
Even though team points are not earned for 2nd place
relay wins; Butler teammates brought home red ribbons for
four relay wins. Jolie Cartwright, Paula Schrock, MaKenna
Stephens, and JaKaila Rolph for 8 & under girls medley; Gabby Blevins, Mary Raab, Johnna Spencer and Tabitha Foote,
15 & up girls medley and free relays; and Brittany Laughlin,
Kenna Schrock, Jadan Rolph, Courtney Blevins, 11 & 12 girls
free relay.
Red ribbons not previously mentioned went to Jolie Cartwright, 8 & under girls freestyle; Jayde Eidson, & 10 girls
freestyle; Brittany Laughlin, 11-12 girls freestyle; Mason
Hayes, 11-12 boys freestyle; Taletha Barger, 13-14 girls freestyle; Tabitha Foote, 15 & up girls freestyle; Mason Hayes,
13 & 14 boys butterfly; Johnna Spencer, 13 & 14 girls butterfly; Jacob Shipley 11-12 boys breaststroke; Tabitha Foote,
15 & up girls breaststroke; Jolie Cartwright, 8 & under girls
backstroke; Tristan Capling, 8 & under boy backstroke;
Emma , 9-10 girls backstroke; Brittany Laughlin, 11-12 girls
backstroke; Taletha Barger, 13 & 14 girls backstroke; Johnna
Spencer, 13-14 girls individual medley and Tabitha Foote, 15
& over girls individual medley.
The AquaBears will travel to Clinton for the 2011 South
Suburban Swim Finals. They will be spending most of the
day Saturday, July 24 competing against the other league
teams which include Paola Piranhas, Woodson Sharks, Harrisonville AquaCats and Louisburg Barracudas.

Free sports physicals for area
school athletes at Butler R-5
The Butler R-5 School District in cooperation
with health professionals from the area will be hosting free physicals for students who are interested in
participating in interscholastic sports for the school
year 2011-2012.
Schools invited to send their young athletes for
these free physicals are: Adrian, Appleton City, Ballard, Butler, Hudson, Hume, Miami and Rich Hill.
Butler R-5 is able to host these annual events
through the donation of their time by the health professionals from the Butler area. The physicals will be
given in the main building of the high school as per
the following schedule:
GIRLS start at 6 p.m. Monday, Aug. 1.
BOYS start at 6 p.m. Tuesday, Aug. 2.
Physicals will be stopped when the last on-site
student is served each night. Participants are urged
to wear shorts and t-shirts. MSHSAA physical cards
will be provided by Butler High School.
A desperate need for rain
The John and Marie Fischer
reunion was held on Saturday,
July 16 at the Zion Lutheran
Fellowship Hall in Prairie City,
Mo. A separate detailed news
item will be found in this paper
concerning this event. It was
a large crowd and lots of good
food and visiting.
We extend our sincere sympathy to the family of Roland
W. Bell who passed on July
13, 2011. Roland would have
been 91 years old on Aug. 22.
Roland was preceded in death
by a wonderful woman named
Lettie Jo. Survivors include two
great sons, Dennis and Randy.
Roland will be greatly missed
by family and friends. His
smile will be one remembered.
Junior and Charlotte Fischer of Vincinnes, Ind., came
to Appleton City on Friday to
visit their sister Ruth Rapp and
brother Donald Fischer. They
will spend the week visiting
and attending the Fischer and
Philipp Reunions in Prairie
City, and Wathena, Kan. Sunday dinner guests in the home
of Paul and Paulette Rapp
were: Junior and Charlotte
Fischer, Donald Fischer, Ruth
Rapp, Paul and Paulette Rapp,
Ryan and Travauna Rapp,
Steve and Geraldine Wineteer.
Steve and Geraldine Wineteer
spent the weekend from Bellevue, Neb. They have recently
returned from a vacation to
London, England.
The two hottest days of
the week we moved Ryan and
Travauna Rapp from the old
farm house to a new home in
Adrian. Brother Nathan Rapp
came up from Springfield to
help with the move. Rusty
Thomas loaned us a carpeted
truck and he used his muscles
to help Ryan load the first load
on Wednesday night. Adrian
seems to be mid-way for Ryan
and Travauna’s jobs. After the
old farm house, they are happiest for central air conditioning,
a dishwasher and a garage. We
hope they will have many happy years in their new home.
Happy birthday to Luke
Tourtillott,
Lorna
Mae
Harkrader, Danny Bracher,
Cameron Ramsey, Bethany
Rose, Jamie O’Farrell, Valerie
Schiereck, Nathan Rapp, Keith
Fleischer, Jacob Rapp.
Rick and Linda Jagels celebrated Bethany Rose’s 30th
birthday on Saturday evening
at her home. Bethany and Jim
Rose are expecting a male bundle to arrive very soon. The
grandparents are just a little
excited. It is countdown time.
Happy Birthday Bethany!
Norvin Schenker is home
from Willow Lane.
Ruby
Schenker is remaining there for
some more tender loving care.
The old dog was sure happy to
see his master. He has laid on
that deck for many a long day
just waiting.
Ryan and Travauna hosted
their first party on moving day.
Nathan enjoyed a birthday
celebration. Paul grilled hamburgers and hot dogs, mom
made a fresh peach pie with ice
cream. With candles I might
add. It was short and sweet.
We missed the rest of his family.
Tessa Fleischer was confirmed on Sunday at Zion Lutheran Church in Prairie City.
Welcome Tessa!

Everyone is feeling the heat
How about that heat God
gave us last night? Sunday was
sweltering. What a difference
if you had a fan. Make sure
everyone has a fan in their
room at least. If you are still
perspiring use a dehumidifier.
Use your common sense that
God gave you. Learn how to
use what you have. Get rid of
as much moisture as you can
out of the air. This helps you
to release moisture from your
body, also.
Our daughter and our
grandchildren met us at church
Sunday morning, after services
they took us to the Chinese
restaurant in Butler. Very good
food. Very good.
During our lesson pastor
Wayne Fisher gave a good lesson on getting our priorities
right when we attempt to explain our fellow men’s reasons
for doing certain acts in their
lifetime or while doing God’s
work.
I have a very strong attachment to this group at the Virginia Mission and many others
from this area, my best friends
and neighbors, my family. No
better place to be except heavIt is too hot to go anywhere
or do anything. The weather
is off limits around here. We
need rain desperately, and a
cool breeze would be nice.
en.
I hope everyone had fun
at the bash at the fair. This is
one event I loved to watch but
this year I could not attend for
medical reasons. Things happen that way. There is always
next year. My heart is sad at
this time. I have lost a young
neighbor from depression and
confusion. He was too young
to leave us. We grieve for this
young man and his family.
We have many who are
confused and are looking to
the future for direction due to
our economy. All you have to
do is take a look at all you have
that God has provided and his
promise to never leave our side
as his children. He keeps his
promises. God is still in control. He is still with us. He has
never broken a promise he has
made to his children. I haven’t
found one yet.
Our prayer list includes:
Brandon Fisher, Mr. Ed Holden,
Nancy Storer, Shilah, Dale and
Libby, Jim and Gina McGuire,
Jerry Hinsley, April Koben,
Aunt Robin by Jamie, Linda
(9 hour surgery), Whitie’s Toe,
Via Howard Seth-better, Chip

Wayne, Jammie and Robin by
Earlene, Wanda and Barbara
and Joyce Ann by Zelda, Robert Morris and family, Melanie

our omnipotent father.

Wins rain barrel
Jeanine Freshour of Butler won a free rain barrel in
the drawing sponsored by the Mound Branch Evaluation and Restoration Project at the Osage Valley
Resource Conservation and Development (RC&D)
Council booth at the Bates County Fair. Appleton
City artist Susan Hearting donated her time and
materials to decorate the rain barrel with a garden
theme. Osage Valley RC&D administers the Mound
Branch project, sponsored by the Missouri Department of Conservation, and the Kan-Mo Bi-State Targeted Watershed Grant, sponsored by the Kansas
Department of Health and Environment. Both are
EPA-funded watershed grants designed to reduce
nonpoint source pollution of area streams and rivers. The Bi-State grant distributed free water bottles
to fair-goers, and funded last month’s free rain barrel
distribution.–Submitted.

Well worth the
effort—and heat
ates County Fair 2011 will go down as one of
the most uncomfortable, temperature wise, in
B
many years. In fact the heat was almost unbear-
able both to those actively involved in the event
along with the faithful spectators who responded
to the activities on the schedule.
Words cannot adequately express the public’s
appreciation to the fair board and various volunteers for going a lot of “extra miles” to bring us
the fair.
Much of the fair, of course, centers on the accomplishments of area 4-H and FFA exhibitors
along with the candidates for princess and queen.
As usual they carried out their duties to perfection.
On a personal note, the News Xpress comes
forward with praise for the cooperation extended
in gathering and reporting the news of the fair.
You certainly are great to work with.
Hardly a breath will be taken before plans will
begin jelling for the fair next summer. Wholehearted support from Bates Countians is guaranteed.
Could be worse
So, here we are, into the throes of Dog Days
of Summer. The economic situation shows no
appreciable progress, gas prices are too high, unemployment is in free-fall, foreclosures continue,
healthcare costs are intolerable...on and on.
But things could be worse. We could have
Mitch McConnell as President and Sam Brownback as governor of Missouri.
Hartzler supports common
sense approach to
management of Missouri River
Congresswoman Vicky Hartzler (Mo-4) has voted to urge that management of the Missouri River
be based on common sense and logic, rather than
on a narrow special interest agenda. She has voted
for an amendment to the Energy & Water bill to restrict any funding for the Missouri River Ecosystem
Restoration Program.
“Environmental concerns regarding the Missouri
River are important, but the attention being focused
on these concerns is out of whack with all other
interests involving the river,” said Hartzler. “The
federal government is spending $72 million on Missouri River environmental concerns this year, with
only $6 million being spent to shore up levees along
the river. Getting a handle on flood control must be
our top priority.”
“My conversations with Missouri River stakeholders, farmers, and the Missouri Department of
Natural Resources convince me we must make agriculture and transportation interests our Missouri
River priorities,” continued Hartzler. “While preserving a habitat for the pallid sturgeon, the piping
plover and the least tern is important, we cannot
allow these narrow interests to take precedence over
the lives and activities of farmers, businesses, and
residents on or near the river. The well being of our
citizens must be government’s top priority.”
In addition to voting to restrict funding to the
Missouri River Ecosystem Restoration Program,
Hartzler voted to restrict funding to the Missouri
River Authorized Purposes Study to review the
project purposes established by the Flood Control
Act of 1944.

T
en! Nine! Eight! Seven!—
and so forth, yes the days of
summer break freedom for
students are dwindling down to a
precious few.
According to Becky, the superintendent’s Girl Friday, classes start
up for the 2011-12 term on Thursday, August 18...not a misprint...
August 18 to be sure. Seems like
graduation was a couple of weeks
ago, but time rushes on!
USED TO BE school didn’t get
underway until after Labor Day.
But I’m advised now and then to
quit dwelling on the “used to be”
stuff. But I’m rather poor at taking
advice. Besides I need something to
fill this space.
Anyway, a post-Labor Day
opening made it seem like Fall was
setting in for a reasonably long
stay. Surely it wouldn’t be long
until frost. But as we all know,
there are a lot of hot, sticky days in
September, and there was no airconditioning comfort in the classrooms, but all the windows could
be opened.
Papers on your desk stuck to
your sweaty arms and everyone
tended to be out of sorts, including
Xpressions

teachers whose strict dress codes
required dresses with sleeves and
hose. For the faculty menfolks,
coats and ties. You’d almost kill to
get permission to visit the drinking
fountain down the hall.
THE FIRST DAY of school
also signaled the start of football
practice that very afternoon. No
grandiose pre-season “camps” so
necessary now. Naturally the varsity jocks were assigned the best in
gridiron equipment from helmets,
pads to shoes— and jerseys with all
the numbers still attached.
For the rest of we scrubs it was
cast-offs no matter if everything fit
or not. We resembled photos from
the Knute Rockne era. Actually
our role was to serve as tackling
dummies for the big guys.
Football practice was often held
at the Deaton-Thomas field (out
15
on west Nursery street) a mile
or better from the school at Pine
and Havannah. Some upperclassmen had their own vehicles which
they’d load up with their firststringer buddies. The rest of us had
to walk—both ways.
One afternoon a bunch of us
cut across a field east of DeatonThomas (remember that area was
way out in the country then.) To
our shock we came upon the body
of an elderly gentleman who had
collapsed and died while tending
his garden. Sadly an unforgettable
experience.
THE BAND also began getting organized on the first day of
school. Uniforms consisted of
filling-station-style caps and capes.
Everyone had to furnish their
own dark trousers. Marching drills
resembled a Keytone Cops routine
until the director finally whipped
the kids into shape.
Every football Friday afternoon
(home game or away) the band
paraded around the square and the
townspeople loved it.
Talk about school spirit...it’s
never been equaled since those
days.
Much cooler ‘upstairs’
F
or what it’s worth, the miserably hot ground temperatures
have dried out the lower
atmosphere so there will be cooler
temps aloft, as soon as we climb
away. When it was muggier, the
air at 3000 feet was hotter than on
the ground. The only problem is
enduring the close cabin environment before takeoff.
We noted several rugged travelers on the newly-resealed Butler
ramp, blistering hot on its black
coating. Among the itinerates
were two restored Piper J-3 Cubs,
a Piper Warrior, a Cessna 150 and
a Beech Baron twin. Bob Thompson’s Cessna Skylane was up from
Nevada. Locally, the Grumman
AgCat continued applying fungicide on the dwindling corn crops,
the Piper TriPacer was up and I
flew the Aeronca Champ to Clinton and back. Mike Norton took a
Cessna 150 to Ottawa, Kansas and
Peter Evanciew visited Columbia
and Jefferson City on a Cessna
150 outing. The SkyDive weekend
crowd was about as strong as ever,
despite the heat.
Blue
Yonder

The Big Warbird weekend
also came and went under the blazing sun. Over at New Century airport in Gardner, Kan., the world’s
only flying Boeing B-29 bomber
from WW-II was part of the Commerative Air Force open house.
The old Superfortress made an
impressive sight and brought back
vivid memories for the few WWII veterans who served with her.
Meanwhile, over in Jefferson City,
the Collins Foundation had its
B-24 Liberator bomber on display,
accompanied by a P-51 Mustang
for top cover. Pricey, but priceless,
rides were available.
The bargain prices in the used
aircraft market make entering and
upgrading ownership quite attrac-
tive. The sluggish economy has
buyers’ purses zipped up tight, so
only distress sales are taking place.
If tempted to pick up a bargain,
though, remember that operating
expenses have risen, not fallen, so
keeping the new old bird running
will cost more than ever. Fuel,
parts and repairs are all up. Still,
there are plenty of reasons to keep
or share a personal plane. Within
500 miles, it makes more sense
than waiting around airline terminals. The choice of flying low and
sightseeing, or riding high on your
own schedule, is a nice option.
Our week’s question wanted
to know the identity of the black
venturi tube with a rubber hose attached, found underneath some old
military planes. Those are pilot relief tubes, designed to permit calls
of nature to be answered inflight.
And, no, I haven’t. For next week,
what was unique about Royal Air
Force ace fighter pilot Sir Douglas
Bader, who flew Spitfires in World
War Two?
Fear cheered away
I
felt my heartbeat increase
with each step up the 70 feet
of spiraling, aluminum staircase perched on top of an Ozark
Mountain. It did not help that the
narrow tower swayed and the wind
intensified the higher I climbed,
or that hot, hard asphalt lay below. Lots of deep breathing, some
internal talk and prayer kept me
from giving in to natural fear. Plus
the string of friends and strangers crawling up behind me would
not have been happy with a retreat
in reverse. I confess, some fear of
humiliation pushed me upward
and out onto the plank that would
launch my horizontal, dangling
descent.
By this point, I had already entrusted my life two times to a couple
of pulleys, a carabiner and a guide
who tried to use bad comedy as a
means to alleviate panic. As one
among the quasi-dare devils in his
care, I came to conquer the zipline
on this hot and breezy day. And the
previous two practice rounds hadn’t
gone like I hoped.
On the very first apparatus, which was safely close to the
ground, I grabbed the cable with
my brake hand at the end of the
line. I was supposed to simply apply
pressure as instructed to this firsttime zipper just moments earlier. I
felt like I left my right arm back 20
feet while the rest of me careened
forward. Three days later, I’m still
sore from that wrong move.
Then our group ascended the
first practice tower where I timidly
stood 35 feet above rocky soil on a
small wooden block. There I was

clipped to a line three times longer
and significantly higher than the one
I just failed to master. I didn’t have
to worry about braking this round
because I came up slightly short of
the end of the line. But en route,
I bicycled my legs haplessly when
I began twisting out of alignment.
I must have looked like a drowning cat in my awkward attempt to
sleekly slide down a steel cable.
So, by the time I stood on that 70foot swaying platform, I had mustered incredulous determination. I
willed myself to steer true and to
not grasp, but to press down, when
our second guide motioned it was
time to brake. The loud command
from my cheerleading son who bellowed, “Just push down!” assured
my successful end to my zippy trip
that stretch. When done correctly,
the stop came smoothly and the
satisfaction was exhilarating!
“I did it right!” I squealed
with delight. The inner fight was
over. The inner fear faded. And the
shear pleasure of gliding 50 mph
through tree tops without worry
over how the trip would end replaced all the anxiety.
Such is life. We do it the hard
way and pay the price. We wobble
and stray and blunder our way in

My zipline experience taught me
much about myself and more about
the courage and love and help of my
son. It challenged me to face my
fears and conquer them. I learned
that perfection doesn’t come with
intensity, it comes when I relax and
let the Lord lead me and someone
else cheer me. Life is not about perfect execution, but it can be a perfect
ride nonetheless.
I want to live that way – without fear or fretting. I want to step

Treasury to end over-the-counter
sales of paper U.S. savings bonds
Washington • The Bureau of the Public Debt
announced today that as
of January 1, 2012, paper savings bonds will no
longer be sold at financial
institutions. This action,
which supports the U.S.
Department of the Treasury’s goal to increase
the number of electronic
transactions with citizens
and businesses, will save
American taxpayers approximately $70 million
over the first five years.
But savings bonds, introduced in 1935, are not
going away. Electronic savings bonds in Series EE
and I will remain available through purchase in
TreasuryDirect®, a secure,
web-based system operated
by Public Debt – where in-
vestors have been purchasing savings bonds, available 24/7, since 2002.
“Savings bonds are very
much a part of this country’s history and culture,
and will remain a part of
America’s future – but in
electronic form,” said Public Debt Commissioner
Van Zeck. “It’s time for us
to take a 1935 model and
make it a 21st century investment tool.”
Ending over-the-counter
(OTC) sales of paper savings bonds at financial institutions is a continuation
of Treasury’s all-electronic
initiative announced in
April 2010. As part of the
initiative, Treasury stopped
the sale of paper bonds
through traditional payroll
plans, effective December
31, 2010. It is estimated
that ending the sales of paper payroll and new issues
of OTC bonds will save a
total of $120 million over
the next five years in areas
such as printing, mailing,
storing bond stock and fees
paid to financial institutions for processing bond
applications.
“Through
TreasuryDirect, investors have an
easy and convenient way
to purchase and manage
their bonds free of charge,”
Commissioner Zeck said.
“Investors will no longer
have to worry about misplacing, losing or storing
paper savings bonds.”
Opening a TreasuryDirect account is free, and,
once it’s established, investors can:
• Buy, manage, and redeem Series EE and I electronic savings bonds.
• Convert Series EE
and I paper savings bonds
to electronic through the
SmartExchange® feature.
• Purchase electronic
savings bonds as a gift.
• Enroll in a payroll savings plan for purchasing
electronic bonds.
• Invest in other Treasury securities such as
bills, notes, bonds, and
TIPS (Treasury InflationProtected Securities).
Those currently holding
paper savings bonds can
continue to redeem them
at financial institutions.
Bonds, which have not matured, but were lost, stolen
or destroyed, can be reissued in paper or electronic
form.
