The City Manager position became available as the current City Manager Alex Meyerhoff submitted his notice of resignation as of the end of September. Mr. Meyerhoff will be working for the city of Desert Hot Springs and will be in charge of the city's planning and redevelopment. Nicholas Wells has been selected as the next City Manager in Holtville. He currently serves as the City Finance Manager, but will assume his new duties beginning Monday, September 29. He fills the vacancy left by Alex Meyerhoff. Nick grew up in Holtville, graduating from Holtville High School in 1986, before pursuing a degree in Ag Business/ Accountancy at Fresno State. Throughout his college years and for several years after his graduation in 1992, he worked primarily in the Central Valley agriculture industry as an accountant. After returning to the Imperial Valley in 2006 and working with a local area engineering firm, Wells returned to his hometown in 2011 to assume the role of Finance Manager, with an eye on the top post after "learning the ropes" of municipal government. As such, Wells worked closely with Meyerhoff in most phases of city management and frequently served as Acting City Manager in his absence. Nick and his wife Giovanna (Gigi) currently live in El Centro. He is the son of David and Vicki Wells, formerly of Holtville, and the second of their nine children. Nick is excited to meet the challenges and increased responsibility of his new role. "Having been on board for over three years and working so closely with Alex and the City Council, I really have a pretty extensive understanding of what has happened over that time, what we currently have going and the vision for the immediate future," he says. "Of course there are areas that I foresee the City reprioritizing some of the issues we face, but for the most part we will stay the course on which we have been." Naturally with his background in Finance, Wells hopes to continue on a course to further stabilize the City. "With the elimination of multiple sources of revenue just as I started as the City Finance Manager, we have had to become very focused on Finance during my time here so far. There were difficult choices to make and the inability to continue 'business as normal.' Being a part of that change makes it easier to see the need to continue that focus." Still, Wells foresees some change that will require resources. "We have some of the best streets in the Valley, but we have neglected our street maintenance program for a few years. The water pipes under many of those streets are past their useful life and need replacing. We essentially have a brand new Water Plant, but the controls that run the plant are antiquated and need to be replaced. Those will be priorities that need to somehow be addressed." Alex Meyerhoff Offers Thanks Holtville Citizens By Jim Predmore Holtville City Manager Alex Meyerhoff has announced his resignation effective Friday September 26. He is leaving Holtville to serve as the Community Development Director in Desert Hot Springs. Meyerhoff starts his new assignment on September 29. In his new role as Community Development Director, Meyerhoff will manage the City's development services including building, engineering, planning, public works, and code enforcement functions. He will also manage and oversee the City's economic development activities. As City Manager, Meyerhoff is proud of the City's many accomplishments, including * Holtville Wastewater Outfall Pipeline and Residential Collection System; * Design and financing the Holtville Wastewater Treatment Plant Rehabilitation; * Holtville FEMA Water Tank #1 Replacement and UV Filtration Unit project; * Alamo River Recreation Trail; * Gene Layton Swimming Pool Solar Heating System and Fourth Street Skate Spot; * First new commercial development in 30 years and first new single family development in 20 years; * Ninth St. Widening, SR115/Fifth St., and Grape Avenue Improvement Projects. In addition, a number of important public works projects and private developments are anticipated in the coming years. "It is with heavy heart that I leave this Holtville. Holtville is a very generous community. I will continue to enjoy the many friendships I have developed over the last three years. I would like to thank the community, including the Athletic Club, Rotary Club, Turning Point and Chamber of Commerce and Agriculture for their service and assistance," noted Meyerhoff. "I would like to thank the City Council for the opportunity to serve the community. I have enjoyed working in Holtville and I greatly appreciate the support provided me during my tenure with the city. I would also like to thank our staff for their hard work and dedication to their respective missions," noted Meyerhoff. "I am especially proud of our successful economic development program which has stimulated new investment in the community including KWS Seed Company, Family Dollar Store, Baja Tire, IV Milling and the Holtville Estates," Meyerhoff further noted. Threat of Border Closure Disrupts Pop-Warner Valley Wide By Jim Predmore There were Pop-Warner games scheduled this past Saturday morning all over the Valley, with teams scheduled to come up from Mexicali, when messages started to fly around cell phones and on Facebook that all of the games were going to be canceled due to a possible protest and border closures that had been scheduled for Saturday. Families that had made plans to get their players to their scheduled locations in prep for Saturday found themselves with nowhere to go. The players that had practiced all week to prepare for Saturday's match-ups were left wondering why they couldn't play. To top that off, after all the games were cancelled, the organizers of the protest cancelled the protest, stating, "PROTEST IS CANCELLED..... There has been an unsubstantiated threat of mass violence to attendees, along with very suspicious activity on the Facebook site. These two items are more than enough for me to immediately stop any protest that was going to occur. Your lives, and the lives of our law enforcement, are more important than any protest. I apologize for the inconvenience, but we must remain safe and not put anyone in danger. If you attend, you are not just putting yourself in danger, but the law enforcement officers, as well. They are there to watch you, the protesters against you and the unknown threat. That is not the purpose of this event! Risking anyone's life is not worth it! Please pass the word along to everyone!" It seems that the organizers of the protest are concerned about their safety but not concerned about the affects of their actions. THE VIKINGS SCORED 5 touchdowns and a safety during Fridays game against Southwest in the Vikings third straight win 36-19. The Vikings will be facing Army Navy in Carlsbad this Friday who are 0-3 so far for the season. Photo by Jim Predmore Holtville Vikings Take Down Southwest Eagles 36-19 By Jim Predmore The Holtville Vikings took on the Southwest Eagles on Friday night in El Centro. The game started at 7 pm with the Vikings winning the coin toss and deciding to receive the ball. On the kick off, Holtville's David Rodriguez received the ball and took it back to the Southwest 20 after a 40 yard return. Then it was Holtville quarterback Esteban Muñoz's taking the ball on second down and running it into the end zone for a touchdown. With Holtville's regular kicker out of the game, David Rodriguez attempted the extra point which went just outside of the goal post, giving the Vikings a 6-0 lead just seconds into the game. Holtville's kickoff left the Eagles deep in their own territory and just a couple of plays later the Vikings got to Southwest quarterback for a sack in their end zone, giving the Vikings a safety and taking the score to 8-0 with just over a minute played in the game. Holtville received the Eagle kick off at their 40 and drove it down to their 27, giving the ball back to Southwest after a failed 4th down attempt. Southwest's Nigel Rabb took it down the side line for a 60 yard run and touchdown for the Eagles, bringing the score to 8-6 after the extra point was missed. The Vikings made quick work of moving the ball down the field with Brice Bolin breaking away with a 50 yard run for another Viking touchdown. Rodrigues's extra point attempt went through the goal post bringing the score to 15-6 Vikings. Southwest received the ball on their 20, but after a couple of plays, gave it up to the Vikings after a fumble on their 31 yard line. Vikings took over advancing the ball to the 25 on first down, then on second down, Muñoz's connected with Rodriguez with a 25 yard touchdown pass, with Rodriguez finding the groove for making the extra point, which brought the score to 22-6. The Eagles settled into moving the ball down the field all the way to the end zone, almost losing it as they fumbled the ball in the end zone, but they recovered for an Eagle touchdown. The extra point missed; bringing the score to 22-12. Holtville then added two more after they drove the ball down the field to score. Shortly after, it was Rodriguez with an interception and a another T.D. 36-12 Vikings. The Eagle's got the ball back with just over 2 minutes on the clock and made quick work of scoring a touchdown and got the extra point this time. This brought the score to 36-19, which became the final score. Holtville's national rank has moved +724 and their state rank has moved +41. Congratulations to David Rodriguez (overall), Braden Abatti (offensive) and Jimmy Zarate (defensive) for being selected as the Players of the Game. Holtville Tribune Friday, September 26, 2014 PAGE 02 District Attorney Delivers Real Estate Fraud Report To Supervisors By Mario Conde The District Attorney released the Real State Fraud Report at Tuesday's County Board of Supervisor's meeting. Imperial County District Attorney Gilbert Otero reported to the Board of Supervisors about the real estate fraud trust fund establish by the board in 2013. Approval of the resolution resulted in an increase $10.00 for the first page in the fee paid at the time of recordation of certain real estate instruments for the purposes of funding enhanced local effort to deter, investigate, and prosecute real estate fraud in Imperial County within the provision of the government code From August 1, 2013 to June 30, 2014 the Imperial County/Recorder's Office deposited approximately $127,131 to the Real Estate Fraud Trust Fund from collected fees and interest earned. A portion these funds were used for salaries for one District Attorney Investigator and to purchase necessary safety and technological equipment to aid in the investigation of real estate fraud cases. Otero said that during fiscal year 2013-2014 the District Attorney's Office commenced eleven investigations which resulted in property loss in the amount of approximately $1,353,090. From this amount approximately $636,500 was recovered for three cases to date. Of the remaining eight cases, six cases resulted in insufficient evidence and no further action was taken. The additional two cases are ongoing investigations. Ray Castillo suggested that the District Attorney should focus more on real estate abuse towards the senior citizens since they are the most vulnerable ones. Otero agreed with Castillo saying that he had several cases of real estate elder abuse and they investigated it and prosecuted several cases. Otero mentioned they work closely with the Area Agency on Aging to look into these cases. In other news, the County Board of Supervisors approved the Imperial County Area Agency on Aging to enter into an agreement with the California Department on Aging for FY 1415 in the amount of $56,648 for the term of July 1, 2014 through June 30, 2015 for the nutrition education for persons 60 and up who are eligible for the Supplemental Nutrition Assistant Program-Education. John Hernandez, President of the Imperial Valley United Senior Clubs, asked the board to seek matching funds for these state grants in order to increase the meal services for seniors and the dining places around the valley. CEO Ralph Cordova said that these grants does not require matching funds but agreed that the county needs to look for more funding to continue serving the senior citizens. New Changes Coming To Traditional Cattle Call Festivities By Chris Furguson The 2014 Brawley Cattle Call will have most of the same feel and flair as in recent years past. However, some things about the early November celebration of the Valley’s beef industry will feel almost new. Changes to the Cattle Call week festivities include a new venue for the Chamber’s mixer, a scaled down coronation ceremony and Brawley Chamber Executive Director Jason Zara made the announcement to the Brawley City Council during the public comments portion of their September 16 meeting. The first upcoming change will be a scaling back of the Queen’s Coronation ceremony. This event, which usually includes a large dinner and a good deal of pageantry, is being reduced to a more intimate ceremony on October 17 “With one candidate for each position, there’s not much drama in the competition,” said Zara. “So, we chose this to reduce the pressure to sell tickets on the girls.” This year’s Cattle Call royalty candidates, Queen candidate Alexandra Baran and Teen Queen candidate Sara Grizzle, will still compete in the horsemanship portion, which will be held on the evening of October 15 at the Cattle Call Arena. The contestants will also still have to do their pageantry and speeches during the smaller ceremony. The Cattle Call week begins properly on November 1 with the annual Chili Cook-Off. This year’s event will feature live entertainment during the period when the chili runs out and the winners are announced. Sunday, November 2 will see the return of “Family Day,” the former “Dia de la Familia” that had been canceled a couple of years ago. Accompanying Family Day will be the return of the Brawley Farmer’s Market, the monthly street fair usually held at the the South Plaza area. On the evening of Monday, November 3, 2014, the Cattle Call Kick-off mixer will take place at the incoming Inferno Pizzaria, located on the former site of Superior Furniture. This is provided the restaurant, still under construction as of press time, passes all of it’s inspections by the event date. For fans of Mexican music, Mariachi Night will see the stage moved from the Kiwanis Kiosk to Main Street to accomodate more people. This year’s Cattle Call Parade will also have all fees waived for U.S. Military Veterans. The Chamber is also restarting their Window Decorating contest and holding other events to encourage more shopping in the downtown area of the city. While not part of the Chamber’s official list of events, Zara also mentioned the Cowboy Poetry night and the Cowbelle’s BBQ Dinner, which will be held on November 4 and 6 respectively. The caller stated that the window was not shattered but the small hole did crack the window. The caller stated that he had no idea who did it. THROWING OBJECTS: The caller was in the locale visiting a friend when suddenly, an unknown subject was throwing objects at the caller's truck. The caller stated that the subject was gone as quickly as he arrived, the caller was advised of his options. PUT A LEASH ON YOUR DOG: A large pit bull was hanging out at the local park, the dog seemed to be minding his own business. The dog's owner was called and counseled, he retrieved the dog and apologized. KEEP THE MUSIC LOW: A group of teenagers in the neighborhood were having loud music playing while they relax. The group was asked to turn their music down but they refused. The groups of teenagers was advised of their options, they agreed to keep their music down. ANOTHER NOISY NIGHT: The neighbors were at it again, the caller added that his neighbors, a male and female pair are having another verbal argument though this time it is louder than usual. Both neighbors were separated and counseled individually, they agreed to try and work things out. IDENTITY THEFT? A homeless male subject was in the area, the caller stated that he was looking thru various dumpsters in the alley. Though it is possible that he may have just been looking for scraps. The caller stated that he may be snooping around for identity theft. WRESTLING: Two male subjects have erupted from an argument into a full blown fight, the two subjects were going at it hard, as they wrestled on the street. Neither of the subjects were hurt. GO HOME TO SLEEP: A subject was spotted sleeping in his vehicle, at first glance the caller believed that he might have passed out. An officer made contact with the sleeping subject to find that he was just too exhausted to drive home. NO MORE PAN HANDLING: A male subject was loitering in front of the store, refusing to leave and bothering customers, the subject is pan handling. The subject become irate when someone didn't give him anything. The subject was contacted, the situation was handled. IT ANYONE HOME: A prowler was spotted in the caller's backyard looking into thru the sliding glass door, the subject quickly left after noticing the caller walk into the room. No description of the criminal was made available. NO MORE FIGHTING: Two men were having a physical fight behind the caller's home in the alley. The two subjects were contacted by an officer who separated them. They were sent on their way. I NEED MY SLEEP: A few subjects are parked out in their drive way listening to rap music very loud, the music was keeping the caller up. The caller did bear the music up until two in the morning, the subjects were contacted. BOTTLE THROWING: An unknown subject stopped by the caller's house and threw a beer bottle at the caller's vehicle, striking the side of the vehicle. The bottle didn't shatter nor was the car dented, the caller had no idea who threw the bottle. KEEP OFF MY LAND: Two subjects trespassed into the caller's land and yelled at vehicles and people that pass by his territory. The two subjects were escorted off the land and advised to not return. SUSPICIOUS: A caller can hear a few males talking loudly while the neighborhood dogs bark, the caller found it suspicious. Though they were not there when they arrived. COUPLE ARGUING: A male and female couple were having an intense argument, the caller then stated that the female half is caring an infant which was crying. The couple was contacted by an officer, both subjects were counseled. TALKING TO DOGS: A subject was walking through the alley in the middle of the night. The caller stated that the subject is making the dogs in the area bark by shouting at them. The area was checked, the subject was not there. NO THREATS: The caller's ex-boyfriend is on the locale, the caller's mother is tried to get him to leave but he refused. The subject did end up leaving on his own, he threatened the mother. DRUNK: The caller's son has come to the locale looking for trouble, the subject has been drinking . The caller then stated that he subject was throwing items outside of the caller's home. UNDER THE INFLUENCE: There's a female subject is in the area, she appears to be under the influence of alcohol, the female subject does not want to leave the area, but she finally complied when an officer made contact. TO MUCH PARTY: The caller has an on-going problem with the neighbors. The problem this time is that the caller is having a party and it's getting out of hand. The caller has asked politely to keep them off their property but they keep coming back. Holtville Volleyball Schedule 2014 WHO ARE YOU: The caller has spotted a two door vehicle which was parked at the alley; the caller also noticed that the man whom owns the vehicle was knocking on the windows before heading to the front of the home. The subject was not spotted in the area. NO MORE HORSE PLAYING: Two young boys between the ages of ten and twelve years old were having a physical fight, the two kids were separated and brought to their parents where both parties were counseled and advised to stop horse playing. SISTERLY LOVE: Two sisters were having an argument which seems to now have lasted almost an hour; the two young women were brought together with their mother. All there were counseled; they complied to work out their problems. STOLEN PROPERTY: The caller's camera was been stolen, the caller stated that a few other things were taken from her home but not as valuable as her camera. After a perimeter check, no one was found in the area. BAD SON: The caller's son was being violent throwing things around the home and yelling at the parents who couldn't control him. An officer made contact with the young man, he was counseled and advised to stay on his medication. WHO IS CALLING ME: A male subject kept calling the caller's name, the caller couldn't see the male subject who may be hiding around her trailer, an officer was sent on his way and found no one in the area. FATHER AND SON PROBLEMS: A father and son couple was yelling at each other, though the topic of discussion was not known. They were both contacted by an officer who then counseled both of them. They were advised to take any serious problems to a civil court. UNDER THE INFLUENCE: Two males got physical at the caller's locale, both males were under the influence and were thought to be friends. The two subjects suffered minor injuries and fled the scene after their altercation. FRIENDS?: The caller has noticed that the neighbor's home appears to be under attack. The subject was seen throwing items towards the house front wall. The subject and home owner were both contacted, they both turned out to be friends. WHERE IS MY DOG?: The caller's medium sized dog has made it out of the caller's house, he hasn't been seen in three days and the caller is now worried. The caller was unable to identify the breed of the dog and described it as being a light tanned; spike eared dog with a white belly. The caller was advised and counseled, a report was taken. Just because someone is talented at something you care about, it’s not okay to make excuses when that talented person does something wrong. Ray Rice, a running back for the Baltimore Ravens, has been suspended indefinitely by the NFL for punching his wife in a hotel elevator. Adrian Peterson, running back for the Minnesota Vikings, was indicted by a Texas grand jury on charges of reckless or negligent injury to a child. Peterson used a small tree branch (a “switch”) to beat one of his alleged six kids, leaving scars on the child. US Women’s Soccer goalie, Hope Solo, continues to play on the field for her professional team as well as the US World Cup Qualifying team despite an upcoming trial where she is alleged to have punched her sister and nephew repeatedly. These are the top three stories going on right now, but there are dozens of others in the NFL. Yet, “true fans” have been very vocal in their support for these players. They make excuse after excuse, crying that their players aren’t allowed on the field One suspects that their “support” is more “we don’t care what they do away from the game as long as they win.” The truth is, if these incidents were conducted by anyone else other than athletes, the “support” for the perpetrators and not the victims would not be as fervent All one has to do is remember back to June 2012, when IID Director Anthony Sanchez was caught beating his stepson with a belt in his Heber backyard. Sanchez was arrested, indicted on felony child abuse charges which were pled down a few months later. Sanchez also resigned from the IID and left the county soon after his guilty plea. Point being: there wasn’t nearly as much support for Sanchez as there seems to be for Peterson, Rice, Solo, or the dozens of others accused of or convicted of violence against their spouses, family or children. Perhaps it’s time we look at ourselves and figure out why we make excuses for bad behavior from athletes and celebrities. Do we really care that much about a meaningless touchdown on a Sunday game to excuse beating a child with a tree branch or knocking out their girlfriend in an elevator? Food for thought, at the very least. FOOTBALL HAS RETURNED to the Imperial Valley and, with it, anticipation for the latest Bell Game between Brawley and Central. Some say this year’s IVL Championship may rest on the November 7th game at Brawley’s Warne Field. If there’s one guarantee, however, it’s that Brawley’s side of the field will be packed fans ready for the rivalry to continue. It remains to be seen how full Central’s stands will be, however. To be blunt, the WildcatsSpartan rivalry, one of the longest running high school football feuds in American history, has become pretty one-sided. And I don’t mean the recent records. Two years ago, Central’s attendance at the Bell Game was far smaller than expected. Central was not a contender for the IVL title and Brawley’s team was so dominant that it seemed a foregone conclusion. Even Brawley’s loyal fans felt that the better game that year was against Royce Freeman and the Imperial Tigers. Maybe it’ll take a big championship run by Central to get the El Centro side of Warne Field full this year. WE CONCLUDE THIS month with another reminder to please support as many of your local high school sports programs as possible. Football gets the most attention (we are certainly guilty of this), but there are other sports If you have the time and a few dollars to spare, give the volleyball and tennis teams some of your time and attention. Supervisors Approve Plan To Unban Fireworks From County By Mario Conde The Imperial County Board of Supervisors gave directions to once again allow fireworks on the unincorporated areas of Imperial Valley. The item was requested by Supervisor District 5 Ray Castillo a couple of months ago after the 4th of July celebration and asked if the County would considered bringing back the use of fireworks at the county areas. Imperial County decided to ban all fireworks on unincorporated areas back in 2006 due to large monetary loses due to fire- work incidents. These losses stemmed from fires to agricultural products, residential units and brush fires. Examples of incidents include the public lighting of fireworks around the area of Freedom Fest event and igniting the brush that ran along the Rio Bend R.V. Resort and endangering the residents of the area. In 2006 several cities including Calexico, El Centro, Brawley, Holtville, joined Imperial County in banning the sale and use of fireworks within their city limits. However, in the last several years each of these cities have recon- sidered the ban and have allowed the sale and use of safe and sane fireworks. The cities have reported a minimal increase in firework related incidents since then. Should the board allow fireworks on incorporated areas there will be conditions such as: use regulations from the State of California Fire Marshall's Office as a minimum. Use of safe and sane shall one be used only on person property, and be prohibited within 100 feet of all combustibles. Those who violate and cause fires will be subject of felony violations and a fine of up to $500. County Fire Chief Tony Rohoutas said that since the implementation of the ordinance banning fire works there has been a substantial decrease in firework related incidents and the use of mandatory overtime on the 4th of July. Supervisor Mike Kelley said he was pleased with the new ordinance saying this will help prevent fires. Supervisor Ryan Kelley said that already the cities are selling safe and sane fireworks so there will no need of issuing permits for the county areas. Supervisors Jack Terrazas agreed saying that what the proposal that Chief Rohoutas brought forward is enough to give direction and not to delay action by bringing it back later on. The rest of the board decided that will be best to bring it back a draft ordinance for a future meeting while the chief talks to the agricultural community for input. The Board voted 4-1 with Jack Terrazas voting against it. Barbara Worth Science Teacher Wins Brawley ‘Teacher Of The Year’ By Chris Furguson At a dinner held at the Stockman’s Club on September 18, 2014, the Brawley Chamber of Commerce named Ivan Vildosola as the 2014 Teacher of the Year. Vildosola, a STEM (Science, Technology, Engineering, Mathmetics) instructor at Barbara Worth Junior High School, was nominated by his fellow teachers at the start of the school year. The dinner also celebrated five other teachers from the High School and the four lower public elementary schools around the city. Vildosola said that he was excited to be nominated by his fellow teachers at Barbara Worth. “I am really excited and honored to be thought of as a great teacher,” said Vildosola. “When they told me two weeks ago I was nominated I was so happy.” The other nominees included: • Jonathan Archer, an art teacher from Brawley High School. • Gail Zeigler, a fourth grade teacher at Phil Swing Elementary • Christie Lee, a kindergarten and first greade teacher who specializes in special needs kids. • Cheryl Charlton, a third grade GATE teacher at Myron Witter Elementary. • Laura Duarte, a fifth grade teacher at Miguel Hidalgo Elementary. Each nominee was introduced by their school’s princi- pals. Both the Brawley Elementary and Brawley high School Superintendents (Ron Rubio and Hasmik Danielian) also gave speeches. Time was also given to some of the event’s major sponsors, who presented prizes to previously selected teachers. Each teacher was nominated after the previous school year ended. While last year’s dinner rewarded the best Brawley High School, Brawley Elementary and Westmorland teacher with their own apples, this year’s ceremony only focued on one teacher in Brawley. The evening also included a chicken and pasta dinner that was free for all teachers in Brawley This year’s teacher’s committee focused on making the event as intimate for Brawley’s teachers as possible. For several years, the dinner has been held at the Lions Center. Supervisor’s Corner With John Rension It has been a few weeks since I last wrote in for a column and I want to apologize because my goal has been every two weeks. I have quite a bit to report beginning with progress at the East Port of Entry for a golf cart service from the Mexican side to the building. The idea is to transport pedestrians that currently have to maneuver over one mile to arrive for pedestrian inspection. This should be remedied by November if everything goes right. The service has approved tentative approval from GSA and CBP. It would be a seamless ride into the U.S. to the area just adjacent to the gas station. A round trip would cost $1.50. Pedestrians would then board a bus to Calexico with stops at Walmart, the swap meets, Imperial Avenue then to the downtown Port of Entry. The bus would then proceed to return to the East Port of Entry. I feel this service will relieve some of the pedestrian congestion that we experience downtown. I will report more on this later. I attended the United Senior Citizens meeting in Brawley recently with clubs from the entire Imperial Valley in atten- Progress On Port Of Entry, Senior Citizen Club Meeting And More dance. I asked the senior community to come up with some sort of project to benefit the entire Imperial Valley senior community and present it to the Board of Supervisors for funding consideration. I have asked the AAA Office under Norma Saikhon to begin to hold quarterly meetings in each city to inform the senior population on programs such as nutrition and other programs available. I recently conducted a meeting with Calexico seniors and most of the questions concerned Medicare, Medical and other services. I am planning to stage another informational meeting sometime in October. I will advise the dates and time within one week. The backups on Imperial Avenue entering Mexicali downtown had returned recently and I met with Mexican Customs officials to discuss this issue. As of last week, there have been four to five lanes once again entering Mexico but I will continue to monitor the situation. If you experience any delays entering Mexico, keep me posted. The County Public Works Department recently met with Calexico officials regarding the expansion of east Second St. past the Calexico airport. Those present agreed to work together for the eventual improvement of the access to the Gran Plaza area and will be working on this project soon. A reminder that every Friday morning at 6:45 am I have been asked to visit Channel 66 in Mexicali to update the viewers on Imperial County happenings. I thank those that have responded to those interviews with questions and concerns. Supervisor Terrazas and County CEO recently met with Tim Walsh, Chief of Staff for Congressman Juan Vargas. We asked him to work with the County on convincing the Federal Government to repurpose the soon to be shuttered El Centro Detention Facility. We will make this a top legislative priority at the County. Finally, I would like to report that the new Imperial Valley Detention Facility is in full operation with over 350 jobs created.I had a conversation with MTC officials recently and they informed me that they would soon be negotiating an expansion of that facility within the next 12 months. Landing in the parking lot of Rogers and Rogers Toyota the longtime driver for Toyota Racing was greeted by hundreds of fans that came out to welcome Stewart. Stewart has been contracted by Toyota for 33 years and is possibly the longest contracted driver in the history of racing. After landing the Toyota red helicopter Stewart invited all of the fans to come inside the showroom for photos and autographs, he answered questions about his racing career. Ivan Stewart used to work here in the Imperial County prior to his racing career and helped in building a lot of the walls along interstate 8, he said that he was happy to be back. "Ironman" Ivan Stewart has banked 17 Baja 500 wins and 3 Baja 1000 wins. He was the first man to meet the Ironman challenge by winning the Baja 500 and 1000 solo, no one to give him direction no one to fix a flat, he was one his own, he stated "It's like driving from Imperial run two, eight-lap segments over a 7.85-mile course at the Coyne Powersports Motorplex near Plaster City, Calif. in Imperial Valley. The race festivities will be held starting Thursday with racing on Friday night, all day and into Saturday evening and Sunday morning and afternoon. The race venue is located approximately 100 miles east of San Diego just north of Plaster City, Calif. With late entries accepted up to 1 p.m. Friday, the final field is expected to include more than a dozen racers from the Imperial Valley area including Imperial, El Centro, Brawley, Holtville and Calexico. SCORE Trophy Truck, SCORE's marquee racing division for 850 horsepower, high-tech, unlimited production trucks had the most entries with 15 vehicles, including the top five point leaders. Patterned after its popular predecessor the Laughlin Leap, this jump competition will have the various classes divided into different groups with the long jump with cash payouts in all six groups. Jim Predmore photos Holtville To Receive WOVEN Holds 5th Annual US$3.56 Million Grant For Womens Conference Wastewater Treatment Plant Improvements The North American Development Bank (NADB) and the City of Holtville, California, have signed a US$3.56 million grant to rehabilitate and upgrade the city’s wastewater treatment plant, which will improve the quality of water discharged to the Salton Sea and other local waterways. The grant funds are being provided by the U.S. Environmental Protection Agency (EPA) through the Border Environment Infrastructure Fund (BEIF), which is administered by NADB. The US$11 million project will address persistent problems with effluent toxicity resulting from high ammonia levels associated with high organic loadings, and consists of installing a BIOLAC® Wave Oxidation System, as well as upgrading effluent pump stations, the UV disinfec- tion system, and storm water tanks. The operations building will also be replaced. The project will improve the quality of the effluent discharged from the plant in compliance with federal and state requirements for ammonia and other pollutants, thereby contributing to the protection of aquatic ecosystems and helping to improve water quality conditions in the Pear Drain, Alamo River and Salton Sea. The project was certified by the Border Environment Cooperation Commission (BECC) in February 2014. Additional funding is being provided through California’s Clean Water State Revolving Fund (CWSRF). The Wildcats also shut out the Cibola Raiders 21-0 in a nonleague game with all points scored in the first half. The Raiders thoroughly dominated the Calexico Bulldogs the previous week and squeaked out a victory on the Imperial Tigers the week before that. This week’s opening toss was delivered by Brawley Mayor and Pop Warner board president Don Campbell. Campbell and the current board were honored for their work in revitalizing a program that has fallen though difficult times. Calexico Mural Project Begins Second Cycle The Calexico Arts Commission is inviting artists to apply for the Community Mural Project. The mission of the project is to promote the creative expression of local artists and provide an enriching visual experience to residents and visitors of Calexico. The second cycle of this project has just opened up. Applications are due by October 22, 2014. Application packets may be picked up at the Camarena Memorial Library at 850 Encinas Avenue, or can be found at http://calexicolibrary.org/about/c ommission A detailed rendering of the proposed mural to be completed through this program must be submitted along with the completed application. Anushree Parashar Joins Husband At Behavioral Health Department Psychiatrist Anushree Parashar has joined the Imperial County Department of Behavioral Health Services, agency Director Michael W. Horn announced. Parashar was hired in August and is a specialist in child/adolescent psychiatry. She works in Behavioral Health's Youth and Young Adults Clinic in El Centro. She also works in the Children's Unit in El Centro. A native of India, Parashar graduated from Netaji Subhash Chandra Bose Government Medical College in Jabalpur, India, in 2004. After working as a psychiatrist in India, she came to the United States and from 2009 to 2012 completed a residency in general adult psychiatry at Wayne State University/ Detroit Medical Center. From 2012 to June 2014 Parashar was a child and adolescent psychiatry fellow at Children's Hospital of Philadelphia, University of Pennsylvania. She also has been involved in a variety of psychiatric research. With Imperial County's rapidly growing population of children, Behavioral Health Director Horn said Parashar is a good fit. "Her skills in child and adolescent psychiatry and enthusiasm for her work are great assets. We have a great need in Imperial County in reaching children, and psychiatrists such as Dr. Parashar help us meet those needs," Horn said. Parashar said her interest in psychiatry occurred because very early in life she saw the connection between body and mind. She also comes from a medical background. Her father is a nephrologist (kidney) and her mother a pediatrician. Parashar added her specific interest in child/adolescent psychiatry developed from work she did while in medical school. "I volunteered in inner-city schools in Jabalpur. I was surprised to see the amount of psychiatric needs in young children," she said. Parashar noted her decision to come to Imperial County was due to the way Behavioral Health integrates its services with other agencies, including juvenile detention, social services and schools, to provide a complete multi-disciplinary approach using all systems of care. She said she is particularly impressed with the dedication to the prevention/early intervention program and the agency's mental health rehabilitation technician services. Her husband, psychiatrist Gaurav Mishra, also recently joined Behavioral Health. They demolished Montgomery high school 35-0. It was a tough game on both ends, but Calexico managed to score and keep their endzone clean and touchdown free. Alberto Valdez, running back for the bulldogs stated, "we basically changed our entire routine, our goal now is to become more explosive on both sides of the ball." It is evident that their focus changed. They defended their end zone until the last minute to ensure that there was no risk of losing. El Centro Sector Border Patrol Stops Two Meth Smuggling Attempts On The Same Day El Centro Sector Border Patrol agents assigned to the Indio Station arrested three suspected female drug smugglers and seized more than 10 pounds of methamphetamine in two separate incidents. The first incident, occurred at approximately 11:30 a.m., when Border Patrol agents encountered a 22-year-old female, driving a grey Mitsubishi Eclipse as she approached the Highway 86 checkpoint. A Border Patrol canine detection team alerted to the front passenger side under carriage of the vehicle, and then referred the driver to the secondary inspection area for further investigation. Agents discovered two packages of methamphetamine concealed inside the front seats of the vehicle. The methamphetamine had a combined weight of 8.79 pounds with an estimated street value of more than $56,000. The U.S. citizen woman, the vehicle and methamphetamine were turned over to the High Intensity Drug Trafficking Areas Task Force (HIDTA) for further investigation. The second incident occurred at approximately 8:00 p.m., When Border Patrol agents encountered a 25-year-old woman driver of a black Volkswagen and her female passenger as they approached the Highway 86 checkpoint. A Border Patrol canine detection team alerted to the passenger's side of the vehicle and was referred to the secondary inspection area. Agents were given consent from the occupants to search the vehicle. A search of the vehicle was negative for narcotics. Agents proceeded to question the 35-year-old passenger who admitted to carrying narcotics underneath her clothing. The methamphetamine had a weight of 1.65 pounds with an estimated street value of $10,725. Both women were U.S. citizens. The women, vehicle, and methamphetamine were turned over to the Drug Enforcement Administration for further investigation. Begin Flu Shots October 6 The Imperial County Public Health Department announced today that it would start administering flu shots on Monday October 6th to individuals six months and older. The Department will host a flu clinic at the Department’s Training Center from 8:00 am – noon. Walk-ins for the flu shot will start on Tuesday October 7th. Flu shots for seniors will begin on Tuesday October 7th at regularly scheduled Senior Clinics throughout Imperial County. This year’s flu vaccine will protect against seasonal flu. The cost for receiving the flu shot will be $5.00. Dr. Stephen Munday, Public Health Officer stated, “Since the flu vaccine takes about two weeks to become effective, the Public Health Department strongly advises all individuals who are eligible, to get their flu shots early to lessen their risk of contracting the flu this flu season and in preparation for the Holiday season.” Flu activity in the United States generally peaks between late December and early March. Each year the Public Health Department conducts a mass vaccination exercise to test locations and distribution methods to prepare in the event of a local disaster or an emergency. This year, the Department will be hosting two mobile flu clinics for north county residents on Saturday October 25th as part of its annual mass vaccination exercise and to make the flu vaccine available to those areas where flu shots are not easily accessible. The mobile flu clinics will offer flu shots at the Westmorland Community Presbyterian Church from 8:00 am -10:00 am and at the Calipatria Well-Being Center from 12:00 pm- 2:00 pm. Flu shots will be available at the Public Health Department on a walk-in basis starting Tuesday October 7th during regular work hours (Monday through Friday from 8:00 am to 12:00 pm and 1:00 pm to 5:00 pm.) Flu Clinics for seniors are being held in various areas of the County. In addition, flu vaccine is available with local physicians, community clinics and local pharmacies. Individuals who wish to receive the flu shot from their doctor will need to contact their healthcare provider directly about the availability of flu vaccine. Influenza is an acute respiratory illness that is spread from infected persons to the throat or nose of others. Signs and symptoms of the flu include fever, headache, extreme tiredness, dry cough, sore throat, runny or stuffy nose, and muscle aches. According to the Federal Centers for Disease Control and Prevention (CDC), every year in the United States, an average 5% to 20% of the population gets the flu; more than 200,000 people are hospitalized from flu complications, and about 36,000 people die from the flu each year. Some people, such as older adults, young children, and people with certain health conditions, are at higher risk for suffering serious complications from the flu.
