The Calexico City Council approved a letter prepared by Economic Development Manager Julia Osuna that was sent to Rep. Juan Vargas (D-San Diego), Obama Administration Officials in the Department of Justice, Department of Treasury and other federal agencies asking them to end bank closures in Calexico and along the international border. As reported before, Chase, Rabobank, and Bank of America decided to close their Calexico branches. This is a situation that has affected all the banks next to the U.S. Mexico border. Just in San Ysidro, over half of their banks have closed in the last year because of the new regulations imposed by the federal government. The only two commercial banks staying in Calexico will be Union Bank and Wells Fargo. The letter that was approved by the Calexico City Council last week states how the Bank Secrecy Act, U.S. Department of Justice's Operation Chokepoint and other regulations by the federal agencies have placed ever increasing reporting criteria, and liability for laundered funds on banks throughout the country, specifically targeting border communities. The letter added that more than 500 small businesses rely on financial banking provided by local banks. "The City of Calexico is a border city that relies on the economic stimulus provided by the visiting foreigners and daily border crossers through shopping, banking, business transactions and tourism. Bank closures have created limited financial transaction options for Calexico small businesses and forces these business owners to drive 12 miles to do their banking, creating additional business cost in travel time, and creating susceptibility to robbery and theft." the letter stated. The Calexico Chamber of Commerce hosted a follow-up meeting last week about the bank closures in Calexico where members of different sectors met to discuss the bank situation. Representatives from the Business Improvement District, Workforce Development, Neighborhood House, Senator Holtville Rebuilding After Fire Hueso's Office, County of Imperial, and other business representatives spoke about the resolution that the city passed. At the meeting, Calexico Chamber EDC Chairman Daniel Romero said that the Chamber will also be sending a letter to Bank of America asking them to reconsider their closure in June. Bank of America announced the closure of its Calexico branch after more than 50 years of being here. "We continue to follow up this issue and are asking Bank of America to stay since it will greatly affect our senior citizen population and those that are taking unemployment benefits." Romero said. By Chris Furguson At their meeting on Tuesday, May 5, 2015, the Brawley City Council approved the design for a series of incoming street lamps as part of the city's ongoing downtown beautification project. The incoming street lamps, which will line the Brawley Plaza area in three phases, will include 20-25 foot tall "pendant lanterns" along the median strip and 16-18 foot tall "acorn" lamps along the North and South Plaza park areas. The lights will also incorporate other elements, including racks for placing banners during Cattle Call, holidays and the city’s flags honoring their military veterans Complaints by council members and residents of a lack of lighting around the park area, particularly during evening events, prompted the beautification project. Project funding that will be used for the new lights require certain designs be selected. The three choices given to the council were vetted by consultants from Psomas, who are under contract for this particular project, and engineers from the city's Public Works Department. Of specific concern to council members was the prevention of pigeon nests on the lamps themselves. In the end, the council unanimously chose a design labeled "E2," on a purely aesthetic choice. Public input was not sought as the city and council felt enough due diligence was done by staff and the consultants. The lights will be installed once wattage requirements and footings are determined as well as necessary electrical improvements required from the Imperial Irrigation District. In addition to replacing outdated lights and lamps placed by CalTrans when they were in charge of Main Street, the new lamps will include power outlets for street events, the City of Brawley logo and other The three designs were selected among more than fifty available, none of which matched the designs used at the Brawley Transit Transfer Terminal, located near the Plaza. Calexico Receives Notice For City Insurance Termination By JPIA By Mario Conde The Joint Powers Insurance Authority voted to give the City of Calexico notice to termination from their insurance coverage. The Joint Powers Insurance Authority held a meeting Monday evening and on their agenda item it was to approve a notice of termination and intent to cancel membership of the City of Calexico as of July 1, 2015. The meeting was held this past Monday evening having Mayor John Moreno and Councilman Luis Castro participating via conference call from Calexico City Hall. The agenda item was to cancel the participation of the city in the insurance plan since they have not met the Authority's expectations for improvement. "Despite completing six of the seven performance standards, certain councilmembers continue to violate the spirit of the Performance Improvement Plan and, through their actions, continue to expose the city and other members of the Authority to unnecessary risk." the letter stated. "Mr. Warne has shown a keen understanding of the need for a robust risk management program, and has taken steps to improve Calexico's standing with the Authority" The letter also noted the 3-2 decision last week to continue the negotiations with the City Manager but opening the position as well. "The Authority staff believes that the City Council, acting as a whole, has lost sight of the importance of risk management within the organization, it has been inconsistent in its commitment to the goals and objectives of the Performance Improvement Plan, and it has taken actions that are detrimental to the City of Calexico, its citizens, employees, community stakeholders, and other members of the Authority." Mayor John Moreno said that the JPIA is looking for stability at the administrative level and are looking to bring closure to the City Manager negotiations and said they are close to reach a deal. "They (JPIA) wants to see stability, they don't want to see more turnovers at the administrative level and if we do that then we will be on the right track, if we don't, they will move forward to cancel our insurance." Moreno said. If the cancellation does occur, the city will have to pay workers compensations from the General Fund. Moreno said that the intent to cancel the insurance may be rescinded if the city gets a permanent city manager. Banks in El Centro that will remain open after this round of closures are expected to draw the majority of new customers while the Rabobank branch in Holtville have already begun accepting new customers from Calexico. Meanwhile, banks in Brawley are also preparing for the rush of new customers, but the expectations aren't as high as in those cities closer to the border. "Well, the simple truth is that people who are used to banking in Calexico aren't likely to travel 45 minutes to Brawley on a daily basis to do their business," said one bank manager who wished to remain anonymous as they didn't have permission to speak to media. "We're expecting some Imperial Valley Weekly Calexico Chronicle new customers, but not as many as the branches south of us." The manager also added that while national chain banks were closing, banking options would still be available to residents in Calexico. Union Bank, Wells Fargo and the local credit unions (Sun Community FCU, First Imperial, Community Valley Bank) will remain open, with some possibly expanding to meet new customer needs. Over the past year and a half, banks all along the US-Mexico border have closed for a variety of reasons. Operation Chokepoint and the Bank Secrecy Act of 1970 (most recently expanded and amended by the USA PATRIOT Act of 2001) have been blamed for the closures. Members of the Justice Department blame the closures on business decisions by the banks. Most modern banking customers use online methods and ATMs to do most of their business, nearly negating the need for a branch office. Non-criminal customers most likely affected by the closures are those who choose to live in Mexicali but do their business in the United States and Calexico business owners who operate mostly in cash. New Brawley Circle K Convenience Store Holds Modest Grand Opening By Chris Furguson On Saturday, May 9, the location of the former Goyal Shell station at the corner of K street and Highway 86 held a public grand opening as the newest member of the Circle K chain of convenience stores. The Goyal celebration include free sodas and coffee and inexpensive food and raffles. Prizes included snack items, a signed Chargers jersey, a small bike, a television and a child’s motor scooter. The celebration was not widely publicized, nor were members of the city and the Chamber of Commerce on hand in an official capacity. A larger affair is expected to take place sometime in the fall, with a networking mixer and a ribbon cutting. The Goyal Circle K joins a recently renovated Circle K location at the corner of Main Street and North Best Avenue in Brawley. While owned by separate entities, the two stations have received some significant renovation efforts by new owners, including new gas tanks and pumps and a brand new interior. SCAG celebrated their 50th anniversary. SCAG is the largest Metropolitan Planning Organization and Council of Governments in the nation. The agency is governed by a Regional Council consisting of 86 elected officials from Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura Counties and represents 191 cities that make up the SCAG region. Federal and state mandates require SCAG to research, analyze and prepare comprehensive regional plans for transportation, land use, housing, air quality and related issues to enhance the overall quality of life for the 18 million residents of Southern California. SCAG conducts all planning efforts in coordination with regional partners and stakeholders. Officially established on October 28, 1965, SCAG is proud to celebrate 50 years of comprehensive regional planning and looks forward to helping to shape the future for all Southern Californians. The Southern California Association Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. In June 2010, Walker was selected as the Imperial County representative to the Southern California Association of Governments [SCAG]. At SCAG, Walker is the incoming Council and serves on the Audit, Bylaws, Energy and E n v i r o n m e n t , Legislative/Communications and Membership, and Regional Housing Needs Assessment/Housing Element Reform [RHNA] committees. She is past president of the Imperial Valley Division of the League of California Cities. In 2014, she served on the Public Safety policy committee and is a current member of the Employee Relations policy committee. Walker’s community service extends to many organizations, including the Juvenile Justice Commission, Imperial Valley Food Bank, and San Diego State University Dean's Advisory Board (Imperial Valley Campus). Viegas-Walker is married to Steve Walker, who was born in Calexico and raised in El Centro. He is a member of the Central Union High School Board of Trustees and serves as City Attorney for the City of Holtville. They have two sons, Casey, a UCLA graduate, received his doctorate from Princeton University and is attending the University of Iowa Writers' Workshop. Tribune-Weekly-Chronicle Thursday, May 14, 2015 PAGE 04 IMPERIAL COUNTY POLICE BRIEFS BURGLARY: The caller had arrived at her vacant home to find that she had been burglarized. The caller did go to her neighbor's home while her home was searched; the subject had been gone. The caller who was counseled and advised of her options stated that she was going to sleep at a friend's house for the night PERSONAL PROBLEMS: A couple living next door had begun to yell at each other, the caller then heard thrashing. Upon inspection, it was found that a male and female couple had begun to throw items at each other. They were both separated for the night, the caller was advised to call back should anything happen again. TO NOISY: A group in the neighborhood is playing loud music while drinking and making a mess. After asking his neighbors to turn it down, he was ignored. A couple of officers were able to make contact with the host, they complied to turn it down and keep it quiet, and they were counseled and advised. DISTURBING THE PEACE: Two men were seen out in the street yelling at each other, though the caller has no idea why. The caller did state that these two men have been known for carrying their loud arguments in public. Both men were contacted, they were advised to keep their loud arguments to themselves and to work things out in a civil manner. NOT WELCOME: The caller's son is being very aggressive and is refusing to leave the owner's home. The caller does have a restraining order against him; he doesn't want it to come to that. The male subject was counseled, he was warned to leave the premises. The subject did apologize and did leave the area. HUNGRY DOGS: A pack of large dogs are in the neighborhood roaming around through the alleys looking for their food. The caller states that the dogs are knocking over trash bins and making a mess behind his house. The dogs were eventually retrieved by their owner who was counseled and warned to keep his dogs secured. The owner apologized to the caller and stated that he'll clean up the mess. STOLEN VEHICLE. The caller's vehicle was stolen sometime last night from her home. The caller admitted that she came home tired from work and may have forgotten to lock her vehicle before turning in for the night. The caller stated that her vehicle is white four door vehicle, the caller was advised. SOMETHING IS MISSING: The caller had found his shed opened this morning though he remembers locking it up after working on his bench last night. The caller is noticing that a few things are missing, though it isn't known what is missing he was Border Patrol Apprehends "MS-13" Gang Member U.S. Border Patrol agents assigned to the El Centro station apprehended a gang member attempting to make an illegal entry into the United States, west of the Calexico Port of Entry. While performing line watch duties Border Patrol agents observed a man, later identified as Jonathan, Castro-Magdaleno, a 21-year-old Salvadoran national, as he entered the United States from Mexico at approximately 10 p.m. Agents responded and arrested the man approximately 11 miles west of the port. The man was transported to the El Centro Border Patrol station for processing. Agents discovered that he was a member of the notorious Mara Salvatrucha (MS-13) criminal street gang out of El Salvador. Castro is in Border Patrol custody and will be further processed for his illegal entry into the United States. A document listing total illegal alien apprehensions by fiscal year can be found here. MOVE IT ALONG: A few subjects were loitering again, in front of the caller's apartment, by her vehicle. Though they have been asked to leave, they refused. The subjects were contacted while they dug thru trash; they finally complied with leaving the area. The caller was advised to call back should he return. WHERE IS MY TOOTH?: The caller had gotten into a minor scuffle with a drunken friend. The problem was that the caller's tooth was knocked out of place. They were both separated by friends, the caller stated that he was just trying to get his friend into a taxi cab, when he refused he punched him square in the jaw. The drunken friend was taken home; the caller was advised of his options. MORE THREATS: It was reported that the caller and her nephew had a large argument over an undisclosed matter, the caller stated that his nephew left the area soon after and does not know where he is, but he did threaten her before leaving, the caller wanted him arrested, the caller was advised of her options. Bridge on Interstate 8 Dedicated to Fallen Border Patrol Agent Eric N. Cabral A ceremony to honor fallen Border Patrol Agent Eric Cabral, was held at the Boulevard Border Patrol Station on Friday to mark the renaming of a bridge along Interstate 8 near Jacumba to “Border Patrol Agent Eric Norman Cabral Memorial Bridge.” To preserve Agent Cabral’s memory, the family of Border Patrol Agent Eric Cabral, California Assemblyman Brian Jones, representatives from the U.S. Border Patrol, and Local Border Patrol Union 1613 gathered for the official unveiling of signs and renaming of the bridge. Medical personnel were unable to revive Eric. It was determined that Eric died of complications brought on by heat exhaustion. Going back to the beginnings of civilization cats were considered to be sacred animals with strange powers that were hard to understand. The ancient Egyptians worshiped them. And today, they even express some of those same traits that made them mysterious. We’ve had as many as five cats in our house at one time and only have one resident at this time. I’m still amazed at the ease with which they can appear and then disappear without a trace. I was looking for our cat the other day and searched through every nook and cranny. No cat. I called his name. Looked outside. Looked inside. If this isn’t mystical I don’t know what is. No cat. There I was, scratching my head when right in the middle of the kitchen floor, the cat materialized. Where did he come from? Who knows? Would he grace me with his presence for long? No telling. All I know is that he graced me with his presence and he would stay around as long as he deemed it necessary. I’ve had many experiences like this. The most common is entering a room that is sealed up, like a garage, and then having the cats come forward from God only knows where to greet me. If this isn’t mystical, then I don’t know what is. Such fascinating behavior doesn’t apply to other animals. Only to the feline species. You won’t see a dog appear then disappear. Or a bird. Or even a hamster. So, how come these cats can do it? Perhaps its a means of survival. They can hide out for long hours where no one can find them. Either way, they are a species which definitely defies logic. But I will just enjoy my time with them as long as they let me. You see, because people don’t own cats. The cats own the people. BEING AN AVID GOLFER I’ve always enjoyed watching IID Seeks Formal Resolution From CAISO The Imperial Irrigation District Board directed its general counsel, with the assistance of the law firm of Lewis Brisbois Bisgaard & Smith LLP, to initiate a formal action against the California Independent System Operator to restore long-term deliverability of generated resources located within the IID balancing authority. At the same time, the district, through appropriate judicial and administrative means, will seek reconsideration of the California Public Utilities Commission’s reversal of Commissioner Ferron’s 2011 ruling that fixed resource adequacy within the IID balancing authority at 1,400 megawatts. In a related action, the board also directed staff to execute a written engagement agreement with the San Diego-based law firm of Aguirre & Severson LLP to assist in this regard. Both actions were taken during closed session by a unanimous vote and were reported during open session by the district’s general counsel, Ross Simmons. the tournaments on TV. And with the end of the football season, they take on more significance since they are on every week. Big money tournament, little money tournament. It doesn’t matter. They’re all interesting. But, unfortunately, they’ve become slow moving and glacial in their pace of play. If anything needs a perk up for the TV audience, it’s golf. Sometimes the pace is so slow that even the announcers act as though they would rather be someplace else. It’s time for organized golf to step in and speed things up. Yes, they are playing for millions of dollars in prize money (this week’s winner of the TPC got $1.8 million for first place) and a missed shot can mean a loss of hundreds of thousands of dollars. But the essence of the game is that it keeps moving forward at a reasonable pace. When a golfer takes four or five times to look at his shot - a stagnant object sitting on a golf tee or has to move his ball a half dozen times to line it up on a green, they’re moving too slow. A few penalty strokes would speed things up a bit. A class in on-course personality would also help some of these players. That’s why Tiger Woods was always popular with the galleries and the media. He gave the game some excitement. He reacted to a good shot and a bad shot in ways that most golfers don’t know exist. the same with Arnold Palmer, Jack Nicklaus, Gary Player and the other poobahs of the game. Put some excitement into it and the fans will turn out in even bigger droves. Keep going at the pace they’ve been going and you’ll see more and more people reaching for the remote. I found myself watching the Xgames for a little excitement after watching golf for part of an afternoon. A little more enthusiasm please. Ricky Fowler won this year’s tournament from Sawgrass. He of the dufus hat and bright orange outfits. But I had time to go to the grocery store and the pharmacy while he and the rest of the field fretted over putts and placement. IT IT IS MARIACHI WEEK IN CALEXICO. It’s time for locals to come out and support this concert which is about as close as the city gets to a civic pageant. There’s a Mariachi Queen, a singing contest, plenty of good food and entertainment. It’s enough to get you out of the house on a Saturday night. And its cheap too. Only $10.00. IID Urges Children To Swim In Pools During “Water Safety Month” With May being “water safety month,” Imperial Irrigation District’s safety mascot Dippy Duck and his team will be taking flight, landing at grade schools across the Imperial Valley between now and the end of June to promote the water safety message. Between May 7 and June 11, an estimated 25,000 school children throughout Imperial county will hear the water safety message and be reminded of the need to stay away from the canal system and to swim in pools, thanks to the annual water safety campaign. Canal awareness messages are tailored to each grade level to reach a wide range of students. This year’s theme, “Stay Active, Play Safe, Be COOL,” will be presented to 45 schools. “Children will be reminded to learn to swim and to swim only in safe places where a lifeguard or another adult is present—never in a canal,” said Kevin Kelley, general manager. IID operates and maintains more than 3,100 miles of gravityfed canals and drains in Imperial County. Since 1959, the district has conducted a water safety program in elementary schools and preschools throughout Imperial County to inform children of the hazards of playing in or near a canal. Dippy Duck became official spokesperson and mascot in 1966 for the elementary program. Today, IID supports an additional campaign that reaches junior high and high school students with a similar message. As part of the “Stay Active, Play Safe, Be COOL” effort, the message to adults and children throughout the county will be carried on billboards, radio and in the Imperial Valley Mall. Closing ceremonies were held on Tuesday, May 12th. Each player was given a chance to run the bases and receive a 2015 Little League pin. The players were also able to enjoy a hamburger, chips and drink. The coaches and board members met on Wednesday to discuss the All Star Teams and the Tournament of Champions. The Holtville Little Leaguers were also invited to participate in EACH TEAM WAS given the chance to run the bases in front of their parents and coaches then received a hamburger plate. the San Diego Padres Little League Day at Petco Park for their game against the Washington Nationals this coming Sunday, May 17th.. The players that participate will be given a chance to be in the Little League Parade prior to the game and will walk down the third base line from left field to home plate, then down the first base line out to right field. They will also be able to enjoy the game at a discounted price. The playoffs, all-stars, and Tournament of Champions games will all be getting started next week. Holtville Adding Earth To Their One Day BMX Track By Jim Predmore The Holtville Public Works and Fire Department have been adding more dirt to the area where the BMX track is going to be located. It may take some time as they are working on this in their spare time. The Public Works along with the Fire Department will be seeking advice as they plan out the track and will be talking to some of the people that were involved in the building of the BMX track in Seeley. The track, when finished it will provide another recreation area for the youth of Holtville. This will be a nice addition to the Holtville Skate Park which was built last year. The Skate Park has been a great addition to the City and has been used for a couple of Skate Competitions with more to come in the future as well. The BMX track will be just for recreation at first with the hopes of one day having competitions held there as well. There have been some complaints of a lot of trash being left behind at the Skate Park and some of the signage being torn down. It is the hope of the city that the users of the park would take care of it. Holtville City officials have been made aware of the issues at the Skate Park and will be taking a look at what can be done to help keep the park cleaner. Photo by Jim Predmore Businesses Affected By The April 26 Holtville Fire Still Waiting To Reopen By Jim Predmore Nearly three weeks since the fire at Holtville's 99 Cent Store was extinguished, three effected stores wait for the green light to reopen. Georges Pizza, H.C. Tax Services and Surfin-Sub Deli were red tagged after the April 26th fire. The fire that completely destroyed the 99 Cent Store burned so hot that Holtville's building inspector red tagged the businesses that shared the common walls due to worries that the concrete in those walls may have been damaged structurally from the heat. All of the businesses had to hire a civil engineer to inspect the walls, which has now been completed and they were found to be sound. The building to the east which houses Parkers Pharmacy, Surfin-Sub and H.C. Tax Services is considered one building and suffered some slight damage to the roof and air conditioner in the areas that H.C. Tax Service operates its business. They are waiting for those repairs to be made before reopening. Georges Pizza and SurfinSub have had their buildings inspected by the Imperial County Health Department on Wednesday and are looking forward to reopening on Friday. The 99 Cent store front has now been secured with fencing and a plastic barrier. THE RESIDENTS OF Holtville have been waiting patiently for the reopening of their favorite Pizza Place. Paul is writing a letter to the people of the church in Philippi which he had founded a few years earlier. He wrote them to let them know that although he was in prison, he was doing okay. He was sure he would be released soon, so they did not have to worry. Keep on Keeping On! Even though the church was having some problems, Paul wanted to assure them the way to react to these problems was to act as he does. He had taught them the ways of Christ and the ways to lift themselves above the turmoil wrought by others. Are we able to keep on doing these things, keeping these ideals in mind when things get tough for us? Do we struggle with the old thoughts of getting even, and lowering ourselves to the level our adversaries wallow in? It is not easy to keep ourselves "above" this kind of situation. Our tendency is to answer back more harshly than the others to make sure we show others Holtville Soroptimist Annual Award Luncheon By Jim Predmore The Holtville Soroptimist Club held its Annual Awards Luncheon this past Tuesday, May 12th, at the Women's Club Clubhouse. The luncheon is customary at this time of year to recognize award-worthy youth and women in the community. There were four winners for the Youth Citizenship Award that is given out annually to high school seniors. Honorable mention ($200) went to Jorge Osuna, 3rd place ($300) was given to Rebecca Velarde, 2nd place BETTY PREDMORE AWARDS the 2015 Woman of Distinction Award to Holtville resident Susan Hawk. ($400) was awarded to Ashley Holt, and Kaycee Larios was the first place ($500) award winner. These awards were presented to the students, with their parents in attendance, by Soroptimist President Laura Goodsell. Betty Predmore presented the Live Your Dream Award to Naomi Wendell. This award is presented each year to a mom who is supporting her family while furthering her education. Naomi is a single mom of two who is pursuing her degree in the nursing field. Susan Hawk was given the honor of being this year's Woman of Distinction. A recipient of this award is chosen each year based on the work she does to improve the lives of women and girls. Susie was applauded for her work with Campus Life, youth groups, and Hannah House in Thailand. The club will be meeting again next month, and will then enjoy the summer off before reconvening in September with a project for young girls. Watch for more details in the coming months.
