VOL. 111 NO. 42, IMPERIAL COUNTY, CA. 92250 Thursday, October 22, 2015 CalexicoVs Brawley Pages 2 and 8 County Supervisors Revise Mobile Business License Ordinances By Mario Conde The Imperial County Board of Supervisors approved the revision of guidelines for mobileoperator businesses working on the unincorporated areas of the county. County Chief Executive Officer Ralph Cordova brought the item for review of the County Supervisors at their regular Tuesday meeting since there were several people expressing their concern about the ordinance. Cordova said the guidelines generally exempt certain businesses from obtaining a business license including any business with a valid business license from a city within the county and no physical business location in the county's unincorporated area, any agricultural business, and any business conducting more than one business at any one physical location is not be required to obtain another business license so long as the business is owned by the same person or entity. A member of the public questioned the BOS a few weeks ago whether the County's business license ordinance requires mobile-operator vendors to obtain a separate business license for each vehicle or trailer owned by the business. Currently, an applicant pays $250 and $25 registration fee and a fire inspection fee of $72 per vehicle. Cordova said staff reviewed the issue and recommended amending the guidelines to only require one business license for any mobile-operator businesses notwithstanding the number of vehicles and/or trailers operated by such business in the unincorporated area of the county so long as the business is owned by the same person or entity. Agricultural business vehicles that work in the County are exempt from this business license since they get their license from the agricultural commissionaire's office. "The reason is to identify vehicles and be inspected and have county departments send information to the appropriate agencies." CEO Cordova told the Board. Supervisor Ryan Kelley said that they need to look at their business license ordinances and make it more efficient and clarify the guidelines for those that want to do business with the county. CEO Ralph Cordova said they will be reviewing the ordinances and will bring it back to the board at a future meeting. In order news, the County Board of Supervisor passed a resolution relating to the increase of compensation for the members of the board. The resolution states that each member of the Supervisors shall receive $4,583.04 per month effective upon the passage of the ordinance. On July 1, 2016, each member of the board of supervisors shall receive $4,697.62 per month as a full compensation for services performed as a supervisor. Calexico Council Approves Mobile Showers For Fire Department By Mario Conde The Calexico City Council approved the purchase of a mobile shower and restroom facility to address the dilapidated facilities at fire station one. The Calexico Fire Station One located on 5th Street in Calexico has been in operation for more than forty years being the working place and temporary homes for the firemen that serve Calexico. The conditions of the station have since deteriorated and needs various improvements. Fire Station One has been deteriorating due to its age and damaged pluming infrastructure. A study was conducted in 2009 deeming the facility suitable for a major refurbishment or possible relocation due to its limited size and pluming and structural deficiencies. The most recent issue requires immediate resolve due to multiple showers and restrooms facilities no longer being functional. There are numerous health and safety concerns that result in these findings and an immediate resolve needed to be found. A few years ago, the city planned to use part of the Measure H bonds for capital improvement projects that included the construction of a new fire station in Calexico that would move its current one to a location northeast of Calexico. The plans were put on hold due to the constant change of city managers in the last three years. Calexico Fire Chief Peter Mercado approached the City Council last Tuesday to purchase a mobile shower and restroom facility for the station. "The idea of leasing the mobile shower and restroom facility is an immediate fix to the problem and would allow the fire department staff and operations to be moved into the courthouse facility until a long term fix is reached." Chief Mercado said. Calexico Fire Chief Mercado gave the council two options; one was to have a 90 day lease that could be extended in 90 day increments at $9,508.50 lease payments. Option two was for a flat purchase of the modular unit $36,060.33. Mercado told the council since the fire facility is in very poor conditions, requires remediation of various health and safety issues, and no near future plans for construction of a new fire facility exist, he recommended the purchase of a modular facility. Councilman Armando "Mandy" Real said he visited the fire station last week and was surprised as to how deteriorated the fire station was and said the city needs to get the bond they allocated for the construction of the new station to work. Durazo Art Center Holds Exhibit For Calexico Artist Known As “Sunshine” CALIFORNIA STATE SENATOR Ben Hueso presented a resolution to the California Association of County Veterans Service Officers at Tuesdays County Supervisors meeting. Story on page 7. By Tony Ramirez The Carmen Durazo Cultural Arts Center held an art exhibition for artist of the month 19 year old Manuel Mejia also known as "Sunshine" on Monday October 19, 2015. The exhibition consisted of over 20 pieces of art, Mejia, explained more about what inspired his work. Mejia stated, "My process is to splatter all over the place, different strokes and I usually find different patterns. It is all expression. I consider my style to be abstract and tribal." Mejia expressed that the most difficult thing for him was and is to get art shows, and in fact this was his first actual art show display. The event was open to the public and allowed spectators to have a one on one conversation with the artist this allowed the artist to receive feedback on his work and possibly even gain potential art sponsors. Mejia says, "Just keep doing art, never care about what anyone thinks of it, make sure that you like it first and eventually someone will like it as well. I always paint what I like, not what people expect or want me to paint, I always express what I want and feel on my paintings." Manuel Mejia expressed his excitement as he was named artist of the month of October and is looking forward to future art galleries where he can display his paintings. (Photos on 10) Convoy Recreates Historical Cross-Country Route Through Holtville By Chris Furguson It wasn’t a typical Friday afternoon in the city of Holtville on October 16, 2015 as at least 50 residents cheered on a convoy of historic military and support vehicles that drove down 5th Street. The convoy was recreating a historic four-week trip from the Washington D.C. to San Diego along the Bankhead Highway in 1920. While the original trip took nearly 4 months, mostly due to road conditions at the time, the recent trip took four weeks. Nearly 40 vehicles, both historic and modern, drove the 3000 plus miles to recreate the convoy for the 95th anniversary. Friday’s trip through Holtville began in Yuma that afternoon and ended at the WalMart SuperCenter in El Centro, where members of the convoy were treated to dinner at the city’s new Fire Station No. 3. The convoy began in Lawton, Virginia on September 19, 2015 as the group did not have permission to start at the White House. On October 17, the expedition ended in San Diego, the final destination of the original convoy in 1920. City and county deputies had the cross streets blocked off while the convoy traveled to El Centro along the Evan Hewes Highway. Local veterans and supporters of the military parked and waited alongside Holt Park, cheering while the vehicles drove down the street. The convoy included several restored jeeps and other military vehicles used throughout modern American history, including ones recently released by the US Armed Forces inventories. The organization that arranged the convoy, the Military Vehicle Preservation Association, called their group a moving museum of military history. Tribune-Weekly-Chronicle Thursday, October 22, 2015 PAGE 02 County Supervisors Establish Illegal Dumping Statute By Mario Conde The Imperial County Board of Supervisors approved an ordinance establishing illegal dumping as nuisance and establishing an administrative enforcement process. Robin Hodking, Director of Public Health, informed the County Board that on September 17, 2015, the Imperial County Illegal Dumping Task Force reviewed, approved and requested the department to submit to the Board of Supervisors the proposed ordinance designating illegal dumping as nuisance and establishing and administrative enforcement process. The ordinance seeks to reduce the unlawful disposal of solid waste at unauthorized locations within Imperial County; minimize health and safety hazards from illegal dumping; reduce the financial hardship incurred by the property owners tasked with the removal and proper disposal of illegally disposed solid waste on their property; and, reduce public nuisances from accumulated wastes on private properties and businesses. According to some in the stands, the game was over by the coin toss. Brawley dominated Calexico 37-8 in what was their “Homecoming” game of the season, which included the crowning of a new King and Queen of the following evening’s dance. After a four and out drive by Calexico, Brawley managed an easily drive the ball to the Bulldog’s half of the field. Deep within their own territory, a failed attempt by the Bulldogs to move the ball resulted in a safety for the Wildcats and possession. The Bulldog woes continued as Brawley’s Nathan Suits took the ensuing kickoff down the Brawley sideline for an immediate touchdown and a David Quintero extra point, making the game 9-0. Brawley’s scoreboard was not functioning during most of the game, so times are not available. After an interception by Brawley’s Kevin Kastner and a Calexico penalty, Brawley wound up scoring their second touchdown in the first quarter when Suits ran for15 yards, his second of the game. With the score 16-0, and having a punt return called back due to a penalty, Brawley’s Austyn Gutierrez ended the team’s second quarter drive with a five yard run. Another long returned punt resulted in a the final score of the first half, as Gutierrez ran the ball 19 yards for the touchdown after a long punt return. With the score 30-0, the school’s homecoming ceremony began. To the theme of “A Night In Neverland,” the school’s student body crowned Ty Garcia and Ericka Waters as King and Queen of Brawley’s Homecoming dance. Garcia will be accompanied by Bobby Flornoy, Alan Marquez, Joseph Leon, and Marcos Martinez while Waters will have Savannah Copeland, Jordyn Becerra, Andrea reyes and Preslee Melarejo as her attendants. Early in the third quarter, Moises Lazos scored his first touchdown of the year with a 56-yard run. While Brawley gave their second and third string players some needed experience, Calexico’s Frank Moreno managed a 44-yard pass to Andy Rojas with a failed 2-point conversion. Brawley (4-3, 2-0 IVL) will next host Imperial while Calexico (0-7, 02 IVL) will host the Central Spartans. Both games are set for Friday, October 23, at 7 pm. CBP Shoot Man With Knife By Mario Conde A U.S. Customs and Border Protection Officer shot and killed a man at the Calexico Port of Entry. The shooting occurred midnight at the Calexico Downtown Port of Entry. CBP officials stated that a man on a bike was in one of the vehicle lanes when he got off the bike and approached the officer and had a knife. "The officer discharged his service issued weapon, striking the individual," according to the CBP press release. The man was pronunced dead hours later. Brawley Council Meeting Delayed Until Thursday By Chris Furguson The Brawley City Council will have their second meeting of the month on the afternoon of Thursday, October 22 instead of their usually expected day of Tuesday, October 20. The day and time change was made at the previous meeting to accomodate a number of council members schedules as well as a Joint Chambers of Commerce event scheduled for that afternoon. Items on the delayed agenda will include: • A contract approval for nearly $30,000 for a consultant to prepare the city’s urban water management plan (a state requirement). • A request to sell and consume beer at the upcoming First Friday’s Art Walk near Brawley’s South Plaza area. • A request to change the meeting day and/or time for the scheduled meeting on November 3, 2015. Members of the council had concerns over the meeting falling under the same day as Election Day. Thursday’s meeting is scheduled to begin at 2 pm instead of the usual 6 pm to allow for a Joint Chambers of Commerce mixer scheduled for that afternoon at the Hart Insurance Center in the city. Brawley’s meetings are usually scheduled for the first and third Tuesdays in any given month, but meeting days may be changed with enough advanced notice. Calexico residents approved a half cent sales tax June, 2010 that would increase sales tax and was sold to residents that it would go for public safety services, parks and recreation. The ballot measure included that an oversight committee was going to be appointed to oversee the spending of the funds. However, the Measure H committee did not meet for several months and had no participation in the expenditures made by the city from Measure H. Interim Finance Director Eduardo Gutierrez presented the Measure H Committee a sales tax report where it showed the expenditures of as of June 30, 2015. Measure H net sales tax revenues as of June 30 were $9,913,999. The ending balance after expenditures and allocated funds for projects is at $1,149,548. The Measure H board had two meetings last Thursday, October 15. The first was going to be with the members of the pool committee and the Calexico Unified School District regarding the new swimming pool. The meeting was supposed to be with CUSD board members that sit on the pool committee and with the city counter parts, Mayor Joong Kim and Coucilman Luis Castro. The issue on the agenda was to dis- cuss the swimming pool project and the Measure H financial assistance to the swimming pool project. Mei Randle, CUSD Business Manager, asked for this meeting not to continue since the District did not receive proper notification of this meeting and the pool committee should only report to the council and board of trustees. Measure H chairman Guillermo Hermosillo said that they are all in support of the swimming pool but said they need to be transparent and follow the steps of the measure and get an audit on the funds and see where they stand since they haven't been given reports in about a year. Hermosillo suggested this item be brought back at a future meeting so they can approve the bond for the swimming pool. The Financial Advisory Board and the Measure H Oversight Committee met an hour later to analyze the status of Measure H decided to have a joint meeting in order to bring more clarity. Measure H Committee Chairman Guillermo Hermosillo said that some of the expenditures were done without the oversight or approval of the Measure H committee. Hermosillo asked if they had a special account for Measure H. Finance Director Gutierrez said they don't have a special bank account for the sales tax because it was commingled with the general fund. Member Norma Aguilar stated that when the Measure H committee started, the directive was to have a special account in order to tract the special sales tax. Aguilar added that the city circumvented the Measure H committee by not following the recommendation the board made. Finance Committee Chairman Alex Perrone expressed his concern about why everything is kept in the dark and there is no knowledge about what is going on with city financials. "The years City Manager Warne and Finance Director Quinn were here are the worst I've seen. There was a lot of disrespect to the Measure H committee because they were appointed to look out for the fiduciary responsibility of the money and vote on it." Perrone said. After Two Decades, Special Calexico JPA Board May Disband tinuance of the half cent sales tax in 2006 by defeating Measure Q. Back then, Heffernan planned to use the half cent sales tax to build a medical campus on Jasper and 111 but that project never came to fruition since the sales tax was defeated. The half cent sales tax gave Heffernan an annual revenue stream of approximately $2.4 million for ten years. The Special Financing Authority is composed of two members of Heffernan Memorial and two members of the city council. The JPA board currently monitors the remaining funds from the sales tax. Councilman Armando "Mandy" Real, a member of the JPA, suggested that the board should be disbanded and said that there was no need for the board to exist at this moment. Heffernan Attorney Eduardo Rivera said that there is no need for the board to continue since it has already accomplished its role. "We are at the sunset of the life of the authority." Rivera said, "This board has done a magnificent job through the years after the bankruptcy of the hospital, paying the debt, and monitoring the money, but I think it's the sentiment of everyone here that we need to wind it down." Thank You And Upcoming Events From Library By Mario Conde The Imperial County Board of Supervisors approved a Memorandum of Understanding with the California Department of Parks and Recreation for improvements at Truckhaven trail. Public Works Director Bill Burnett gave a presentation to the County Board of Supervisors about the offer they were given by a state department to improve a tourist populated area near the Salton Sea. The Truckhaven area is used for 4x4 competitions and by extreme sports enthusiasts. The Department of Public Works received an offer from the California Department of State Parks last year to make improve- By Mario Conde The Calexico Special Finance Authority might cease to function after being active for nearly two decades. The Joint Powers Authority Special Financing District met at their regular meeting and discussed the possibility of winding down the Authority and transfer its funds to Heffernan Memorial. The Calexico Special Financing Authority was created in 1996 after the old Calexico Hospital went bankrupt and served as the oversight board for the half cent sales tax that paid off the $10 million debt the hospital had went it closed in 1995. Connie Barrington, MLS County Librarian, Imperial County Rivera said that when the sales tax ended, there was $5 million left in bank and currently they are at $1 million. Rivera added that the authority would have to do its final audits before transferring the remaining million to Heffernan Memorial that will be used their upcoming plans. "Heffernan is being aggressive in providing medical services to the residents of Calexico and these funds will certainly help accomplish that." He said. Among those projects, Rivera explained, is opening the Pioneers Urgent Care Center 24 hours a day, a child obese program by Dr. Luz Elva Tristan, and the Wellness Parks. Heffernan Board Member Sylvia Bernal said that Heffernan could still give the city financial reports on how they are using the money and their negotiation with various groups. "We are working on opening Wellness Parks here in Calexico and this will help the community see our projects and see what Heffernan is doing." Bernal said. County To Improve TruckHaven Trail ments to Truckhaven Trail at its entrance from the North Edge of S-22,to a distance of 700 feet. Truckhaven Trail is an unpaved road, included in the County’s maintained mileage system, from S-22 to Glendale Avenue, a distance of approximately 3.3miles. State Parks offer was to provide this one-time support to the County, because Truckhaven is used by many State Parks visitors to enter into the Truckhaven area, which is a part of the State Parks District. “The unpaved road is currently eroded into deep ruts, making it difficult for most vehicles to enter, and causing visitors to bypass the eroded sections. This has caused the road to migrate to the west, thereby cre- ating a larger footprint of impact.” Burnett said. Supervisor Ray Castillo thanked Burnett for making this happened since there is an increase in tourism in the area during the winter. Burnett said the improvements will consist of re-grading of the road and installation of gravel,which will bring it back to its original alignment, and will provide drainage to prevent further erosion of the road. Under this agreement, the County will provide all maintenance of the improvements, and will perform any work that is needed in the future.County CEO Ralph Cordova said that this is an example of various agencies working together for the benefit of residents. The young man was quickly removed from the premises by an officer. carrying a flashlight and an empty backpack. The caller thought he was up to no good. He was out of the area when a police officer arrived. When contacted, it was found that the noise was actually coming from some equipment down the street. WHOSE THERE? It was reported that the caller noticed dogs barking and heard glass breaking and believes that there is a prowler in her back yard. After a perimeter search, nothing and no one was found WHERE IS MY HUSBAND: It was reported that the caller’s ex-daughter-in-law is at her home, banging on the front doors and windows. The subject was looking for her husband. She was sent on her way and asked to not return. RETURN MY BOOKS: It was reported that the caller’s vehicle was vandalized. The vehicles side window was broken. The window was at a $300 value and the only item missing was a leather bag filled with Jehovah Witness books. A report was taken. ARE YOU LOST: It was reported that a subject was riding around the parking lot on his bike. The subject was also LOUD EQUIPMENT: It was reported that a subject has been revving up the engine to his vehicle for the past few hours. SUSPICIOUS: It was reported that a vehicle is parked in front of a vacant residence and its driver is talking on his cell phone. The subject seemed suspicious in picking an odd location to speak. The caller was concerned that he may be drug trafficking. unknown if he was sleeping or unconscious. When contacted, the subject turned out to be sleeping. The subject was checked and sent on his way. TRESPASSING: It was reported that two subjects trespassed into her yard and stole a few pieces of ply board. The two subjects, who appeared to be teenagers, left the area as soon as the caller came out. It was unknown who the two subjects were and a report was taken. KEEP OUT OF SCHOOL: It was reported that three Hispanic subjects were seen climbing the fence into one of the local schools. The area was checked and the three subjects were not found on school grounds. The caller was asked to call back should they return. SMOKING IN THE BOYS RESTROOM: It was reported that a group of about two males were smoking marijuana in and around the restroom facilities. The subjects were gone on arrival and the caller was asked to call back should they return. GIVE ME SOME MONEY, PLEASE: It was reported that the a male subject in his 60’s with a full beard was yelling at customers, though the reason why was not known. It was believed he yelled at those who did not give him change. The subject was sent on his way. SMOKING UPSTAIRS: It was reported that the neighbors from upstairs are smoking marijuana. The caller estimated that there were around three subjects using drugs. When contacted, no one was upstairs and the caller was asked to call back should they return. VANDALISM: It was reported that three teenagers were seen throwing a rock at a parked vehicle’s windshield, which completely shattered. The subjects left soon after and were not rounded up. A report was taken for the vandalized vehicle. GO HOME: It was reported that there was a subject on the ground. THE MORE THINGS CHANGE, THE MORE THEY STAY THE SAME. That’s what our mothers told us and what we told our children and they tell their children. Here in Imperial Valley the newspaper industry is going through a whole lot of changes to make it come out about the same...or maybe better. The past recession and economic downturn, coupled with encroachment from the internet, forced a lot of newspapers, large and small, to make drastic changes in their production and content. The dominant daily in the Valley, the Imperial Valley Press, went through a series of layoffs and closed down most of its production operations. It has farmed the printing out to Palm Springs. Meanwhile a newspaper conglomerate has purchased the I.V. Press and the Yuma Sun. Rumor has it that the company is planning to print from Yuma and create a regional newspaper that would be distributed in both areas. Definitely a major change which would be one of the first in the last 100 years in this part of the world. In addition, weekly newspapers were also forced to cut back on content and staff while faced with rising costs. That led to the consolidation of those newspapers into only a couple of local weeklies. Now stepping in are two new players in the newspaper game. The Desert Review, which is published exclusively at this time for the Brawley area. It’s also supposed to provide a conservative voice in print media for that region, so we are told. And adding to the mix is word that El Sol Del Valle, the locally owned Spanish language newspaper is looking to market a daily newspaper with a 50 cent price tag on it. That has been a dream of owner Felix Meza’s for the last 20 years. He made one attempt several years ago, but ran into huge costs Supervisor’s Corner With John Renison I returned from a roundtable sponsored by the Border Trade Alliance in Mexico City. The roundtable featured Congressional representatives from Texas including Henry Cuellar and Tim Hurd. The discussion ensued on how the Alliance will begin the lobby- ing efforts at the federal level to convince Customs and GSA to better plan border infrastructure improvements. The reactive nature of the government has not worked out well and it is strongly felt that proper planning will result in a more orderly improved infrastructure. The Border is so important to our fiscal stability that this is a priority that the County will pursue with a well designed strategy. The Brown Bag coalition recently held a meeting to discuss the all valley homeless meal event to be held November 20th in Calexico. I asked the attendees to keep the County informed as to how we can assist their efforts for this most important event. The Public Benefits Committee is holding meetings in all cities to inform the that made him back off. Now he is back with a daily marketed exclusively for Calexico. We suppose if a Spanish language daily is going to go over, that would be the place to do it, with its large cross-cultured population. Does Calexico have enough news to sustain a daily newspaper? Or enough advertising and subscriber support? I guess we will all be finding out shortly. Meanwhile, we will just keep trying to crank out a weekly newspaper and online service for the Valley and its cities as we have done for 25 years. I suppose that makes us more of an establishment enterprise. The change in the media climate is a far cry from what it was just two years ago when everyone was scrambling to stay afloat. One thing is for certain. You can’t keep newspapers down for long. Let the games begin. ANYBODY OUT THERE WATCHING THE LATENIGHT TALK SHOWS? In a couple of weeks, when Daylight Savings Time goes off, you’ll get to see them a lot earlier in Imperial Valley. Since the feed for most of the shows comes from Yuma, they start as much as two hours earlier. Cool, huh? I guess this being 2015, the Yuma stations haven’t heard of TIVO and DVR. I supposed they leave that up to the individual. Well, anyway, you aren’t missing much. There’s too many shows with too many hosts telling the same jokes on the same subjects and interviewing the same people. Any resemblance to fresh humor is strictly a coincidence. How many times have you heard about Donald Trump’s hair? Too many times. When the talk show hosts all retired in short order, we had expected to get some fresh latenight comedy and entertainment. But instead we’ve gotten the same old tired format with the same old jokes delivered by a few new faces. And politics. Way too much politics. Stephen Colbert has decided he’s on Face The Nation or Meet the Press with a steady stream of non-entertainment guests and politicians. Too heavy and not funny. Jimmy Fallon has brought an immaturity to TV that would be great if you were about 12 years old. Those people are supposed to be in bed when he comes on. And Jimmy Kimmel is still trying to deliver the same old rap he was when he was on the Man Show. That leaves Conan who isn’t doing anything different, even though he does try to be funny in a slapstick sort of way. Maybe the networks ought to try again. This mixture hasn’t worked. The County will be making news along with the IID regarding the Governor's recent announcements regarding the Salton Sea restoration plans. We are very encouraged by recent events that included naming a Salton Sea Assistant Secretary under the State Water Resources Board to handle projects that will mitigate the effects of the 2003 water transfer. The County along with the IID will continue to pursue the best plan to restore at least part of the sea. We have no other alternative since inaction will result in increased pollution if wind events occur that will harm both the Imperial and Mexicali Valleys. Rest assured that this is a high priority for the Board of Supervisors. No update on the "sea to sea" concept to bring water from the Gulf of California to the Salton Sea. This idea has been mentioned for years but at this juncture is a very feasible idea in light of the drought that has arrived. I had an informal meeting with the Cucapah tribal members in Mexicali recently and they updated me as to their plans including construction of a desalinization plant in Laguna Salada utilizing water from the Gulf. The November 11th Farmers Market and Street Fair is going to be a huge event with food and craft booths along with a car and bike show and life entertainment that will follow the Veterans Day Parade. Photo by Jim Predmore By Jim Predmore California State Senator Ben Hueso presented the California Association of County Veterans Service Officers with a California Senate Resolution commending them for their 70 years of service to the American Veterans and their families, The Ceremony took place on Tuesday morning at the Imperial County Supervisor meeting. Senator Ben Hueso mentioned this year marks the 70th Anniversary of the California Association of County Veterans Service Officers (CACVSO). The resolution presented Tuesday morning tells the history of the CACVSO and proclaims the successes of the Association and the County Veteran Services Offices statewide. The CACVSO was formed in 1945, at the end of WWII, to assist California's veterans to obtain the federal veterans benefits they earned by virtue of their service to our country; and to assist returning veterans in accessing their earned entitlements as authorized by Congress, such as the GI Bill for education and the veteran home loan program, as well as compensation and pension benefits for wounded veterans and their families. A County Veterans Services Office plays a critical role in the veterans' advocacy system and is often the initial contact in the community for veterans' services, currently providing services to 2 million California veterans and their families. Since 1995, CVSOs have assisted veterans in qualifying for and receiving $4.6 billion in federal benefits, which are sent directly to veterans and ultimately spent in local econ- omy. The Imperial County VSO has served Imperial County veterans for over 57 years, with two California Dept. Veterans Affairs Accredited staff, three extra help staff, and a Veterans Outreach Representative. The U.S. census indicates that we have 7,670 veterans in the Imperial County. However, according to the Imperial County VSO, this number is greatly under reported as in they have 16,000 veterans' files and an additional 4,000 of deceased veterans for who dependents may be receiving benefits. totaling an estimated 20,000 veterans files. Between July 2013 and June 2015, the Imperial County VSO has generated $399,007 in monthly awards amounting to $4,788,084 on an annualized basis as well as $2,724,026 in retroactive payments. Needless to say, it is the professionalism and care of the Imperial County VSO that has helped promote the welfare and rights of veterans, changing the lives of those who are entitled by law to these services. This year, County Veteran Services Offices statewide received an additional $3million to help the Veterans in the District, making the total $5.6 million. This will help agencies such as this one provide services to veterans. Senator Hueso is proud to be part of important steps to enhance the quality of life of our veterans and it makes him happy to see that local veterans are being positively affected by this.
