There were 139 seniors that met the requirements for graduation, with many of those going on to higher education. The ceremony started with some of the senior choir members singing "Time of Your Life." There were speeches given by the Salutatorian, Anali Cine Garcia, and Valedictorian, Ashley Holt. Holtville High School Principal, Mr. Jeff Magin, gave a very strong list of achievements that were accomplished by the 2015 graduating class. One such mention was that Holtville High School was one of 10 Schools K-12 that made the Campaign for Business and Education Excellence honor roll from the Accrediting Commission for Schools. Western Association of Schools and Colleges gave the Holtville High School outstanding marks and accrediting the high school through the year 2021. ENDING A NOTABLE year with plenty of achievements the Holtville High School Class of 2015 graduation was held last Wednesday, June 10th in front of their parents, family and friends. Holtville High School had 97 students that were accepted into the California Scholarship Federation, 64% of the seniors held a GPA of 3.0 or above, 43% met the A-G / College Entrance Requirements, the state average is 38%. Holtville High School seniors received over $60K in scholarships. Maritza Jaime and Daniela Vasquez were awarded IVROP's outstanding students of the year. Anali Cine Garcia was recognized as the Migrant Student of the Year. The Migrant debate team came in 2nd at the State of California tournament. The Viking Football team won their league title and made it to the third round in the CIF playoffs, the wrestling team won their 2nd consecutive CIF title, and the Lady Vikings won the league title in softball. Mr. Magin's comments were followed by the presentation of diploma’s, which were handed out by the Holtville Unified School District Board of Trustees. The rate increases proposed by the consultant and staff would help keep Brawley above a financial threshold required by the loan agreements made by the city for a number of improvements. The proposed raises would continue throughout a five-year period. By Fiscal Year 2020, the rates would be raised 34% for water and 46% for sewer, compared to current numbers. The increases would also help pay for infrastructure improvements the city staff calls “critical.” This includes new sewer pipe to replace ones well past their expected lifetimes and water meters for commercial and industrial busineses. Discussion also focused on fam- ilies that have two-inch water meters connectiosn to their houses instead of the standard 1 inch. Rates for these families would nearly double. According to City Attorney William Smerdon, the immediate 18% water rate increase is necessary to maintain a financial stability for past loan agreements and future opportunities. Brawley’s water conservation efforts have been too successful, requiring rate increases to maintain revenues. In 2014, Brawley’s council chose to defer an increase in water and waste water rates due to the loss of National Beef, Brawley’s biggest contributor to the water and wastewater funds. In the end, the council requested that staff and their consultants, Bartle Wells and Associates, return in July with a differing proposal. By Chris Furguson While the vast majority of students at last week’s Brawley Union High School Graduation ceremony had a passive role, waiting with their friends before walking and receiving their diplomas, a few hard working students had the privilige of speaking to their classmates. While speeches came from the school’s ASB and class presidents, two students earned the right to address their peers during the ceremony. Valedictorian Oscar Macias and Salutatorian Roxanna Olivos were the top of their class for 2015 and spoke about their hard work and the future. Macias, who will be attending UCLA in the fall, plans on studying either Biology or Bio- Chemistry in order to join the school’s medical program and become a general surgeon. “Becoming Valedictorian was the end result of a lot of hard work,” said Macias. Macias was also a member of the Math Club, the Literary Society, HOSA (a club for students interested in the medical fields) and Freshman soccer, among other activities. Saltuatorian Roxanna Olivos, who leaves Brawley Johns Hopkins University in Baltimore, will be studying Applied Mathematics for a government career. Olivos was a part of some of the BUHS Varsity Basketball and Volleyball teams, along with Literary Society and other clubs on campus. In leaving words of advice for future Wildcats, Macias says to enjoy the time at BUHS, suggesting that those not willing to strongly pursue the top spots should take more “fun” electives. Most folks are planning their summer vacations or heading out on the open road in pursuit of a new adventure. Your town probably looks as deserted as Sunday morning. And its only the middle of the week. Right after graduation day its as if people had their cars packed and were waiting in the parking lot for the ceremony to end. Grab the diploma, hop in the car, and head for someplace cooler. Some of us, unfortunately, have to stay around and keep an eye on things. Even though there isn’t as much to occupy our minds. ONE THING THAT I ALWAYS ENJOY is a tall, cool Arnold Palmer. Not the golfer, the drink that bears his name. It’s made of iced teas and lemonade, mixed together in a concoction that cools the throat and soothes the mind. It’s smooth as silk. No wonder its named after the golfer who invented it. We have to wonder if he gets a cut of the royalties. No doubt he does. Arnold Palmer is sold in a can embossed with his pictures and his golfing records and it sells for only a buck! What can you find for $1.00 these days that will please your palette and your disposition as well as pay tribute to the greatest golfer who ever lived. If you’re out looking for a thirst quencher on a hot and dry Imperial valley day, stop by any store and pick an Arnold. It will perk up your day like a trip to the mountains. THIS IS A SPECIAL OCCASION FOR ME TOO. I didn’t graduate from anything, but 48 years ago my wife, Alice and I were married in Minneapolis, Minnesota. I was 21 and she was just 19, but we thought we had all the answers in the world and that the world was going to be our oyster. And here we are, still together. a little worse for wear after all these years, but still taking care of each other and sharing the good times and the bad. fortunately, the good times outnumber the bad. She’s a little under the weather these days, living in a convalescent center as she overcomes some of the stresses of aging. But she will be back home in a week or so and we will be off on the next adventure of our lives together. So what’s the key to longevity. I learned who the boss was a long time ago. And I know how to say yes, dear on a regular basis. Beyond that, there's’ little things like trust, sharing and caring. You do all those things and you can see yourself over the rockiest of times and the most challenging situations. We don’t have any plans for this day, but we are looking forward to a long life together that stretches beyond the far horizon. MAKE SURE YOU HAVE A GATE AROUND YOUR SWIMMING POOL if you have one at home and that there is always an adult around when children are playing in the water. It’s too hard to keep track of youngsters and for them to slip from sight is an easy thing to do. That leads to tragedy. We’ve had a couple of those in Imperial Valley already this summer. Vigilance and a sharp eye will help avoid those tragedies. That way we can all have a safe summer and a cool one too. CALEXICO IS GETTING STARTED on its new swimming pool. It will be a joint effort with the school district and provide a first rate facility for use by the whole community. We were beginning to wonder if those folks over there could agree on anything. At least in this case they are benefitting everyone and not some special interests. We look forward to being around for the ribbon cutting at the new pool when it is completed. The evening ceremony, the culmination of several years of hard work and dedication for students and parents alike. ASB president Christian Ramirez joined Valedictorian Oscar Macias and Salutatorian Roxanna Olivos in addressing their classmates about their past four years and their futures mov- ing forward after high school. Also honored by the Senior Class, represented by class president Alexus Snowden and vicepresident Roman Sanchez, were Senior class counselor Frank Felix, Spanish teacher Martha Oceguera, Drama teacher Jason Contreras, Science teacher Jennifer Fowlkes, coach Victor Martinez and Computer teacher Greg Smith. A special recognition was also given to Bette Hardy, the school’s retiring head counselor and main organizer of the Graduation and Senior Awards night ceremonies. After BUHS Principal affirmed that the attending stu- dents had passed the requirements, every students climbed the stage and received their diploma. The end of the evening concluded with a fireworks display paid for with the Senior Class budget. Nearly 100 students from this year’s Brawley class will be attending four year universities while many will also attend local community colleges, join the military or join the workforce. Calexico High School Sends Off 573 Bulldogs Towards Their Futures uled for Wednesday at Ward Field where the weather conditions where more than perfect to have the commencement ceremony for the 573 graduates. Speaking to the class this year where Valedictorian Jose Zazueta and Gissell Lopez who gave worlds of encouragement to their fellow classmates. Valedictorian Zazueta spoke about how he was a stubborn person when he began in 9th grade when he came to De Anza from Mexicali. Zazueta is from Calexico but his passport was confiscated and had to go back to Mexicali when he was in first grade but came back four years ago. The Calexico High School graduation was postponed last Tuesday, June 9, due to the rain caused by a tropic storm that affected the area. Calexico Unified officials decided to postpone the ceremony since they didn't have the safe conditions for students and the community. This was also Calexico High School Principal Sergio Persqueiras' last graduation since he will retired after 30 years working for Calexico Unified School District. Answers at bottom Holtville Tribune Friday, June 19, 2015 PAGE 08 Calexico Hires Richard Warne As Permanent City Manager By Mario Conde Fourteen months had to pass before City of Calexico could have a permanent City Manager and that happened last Tuesday as the Council voted to hire Richard Warne to the position. The Calexico City Council changed venues for this week's meeting in anticipation that a large number of residents were going to attend the meeting and was decided to have the meeting at the San Juan Diego Parish Hall. The meeting started at 5:30 p.m. where several residents spoke in favor of the City Manager's contract and asked the council to approve his contract. The contract for City Manager Warne called for a base salary of $199,000 a year plus benefits that include a severance payment for eight months. The council can terminate Warne with a 3-2 vote and the amendment to his contract voted in closed session is that the City Manager can be evaluated up to four times a year. Resident Maribel Padilla asked the board to think about the community and take action to keep the insurance by the JPIA and have the city continue with Supervisors Table Compensation Increase Plan By Mario Conde The Imperial County Board of Supervisors tabled an item increasing the compensation for the Supervisors at their Tuesday meeting. The Board of Supervisors had in their consent agenda the first reading of an ordinance amendment relating to the compensation of the Board of Supervisors. The BOS have not received an increase in compensation since November of 2013. Human Recourses Director Rogelio Aguayo said that amendment will reflect the 2.5% salary wage adjustment approved by the Supervisors for employees in 2014, a one-time payment equivalent to a 2.5% of the annual base pay and the 2.5% salary wage adjustment approved for 2016. The first increase will take place 60 days after its adoptions. Currently, the Board of Supervisors earns $4,583 per month and this proposal will increase it, if enacted, $4,697.62. County CEO Ralph Cordova said that the increase reflects the cost of living adjustment and that they followed the board's direction to consider this item until they finished talking to all the bargaining units. Continued on page 14 services. "If it means giving a contract to someone you dislike then too bad because you will do it for the city. We don't have time for you guys to be playing your games and need to decide what we are going do with the city." Padilla said. Calexico resident Flavio Grijalva said that Calexico can do great things but has not done it because of the politics. "You have a great responsibility with the residents. You knew you had to hire a permanent city manager six months ago and have stability for the 40,000 residents and employees." Grijalva said. Resident Ernie Medina said the council is now being held accountable by the citizens and will remember the current events when election time comes. Medina told Real to let go of his ego and do the right thing for the residents of Calexico and said city employees could lose their jobs if the insurance is cancelled and will affect their livelihoods since he was the swing vote. Former Mayor Alex Perrone also came in support of the City Manager saying that he has done a good job and there is no Plan B to replace JPIA. He asked the council to work together and do positive things for Calexico. At 6:30 p.m. the council came back from closed session and the City Attorney announced that Richard Warne was voted to be the permanent City Manager by a vote of 3-2 with Council members Kim and Castro voting against it. Upon the announcement the audience gave a standing ovation to the three council members for hiring Warne as permanent City Manager. City Manager Warne thanked the council and the audience and said he was proud to be a Calexican and Bulldog and work for the residents. "I have fallen in love with Calexico since I arrived a year ago and consider it an honor to serve your community. I promise you that I will work every day to have a government that is efficient, customer service efficient and took the time to support me you have my eternal gratitude." Warne told the audience. Many of the graduates began their scholastic careers at Pine and have attended the small country school for nine years; many of the students referred to their classmates as family. The ceremony was emceed by eighth grade teacher, Austin Quarcelino. Principal Mitch Drye addressed the parents and students and highlighted some of the achievements of the past year. Certificates of Promotion were handed out by the Board of Trustees and the Superintendent of Holtville School District. The ceremony took place at Rodney Auditorium where the Class of 2015 received their diplomas. Aurora Principal John Moreno congratulated the students for moving on and become better people. Moreno told them that one of the most important things is to make their parents proud in everything they do. "High School is just a chapter in the book of life." Moreno told the graduates, "failure was not an option for you and we welcome you with open arms. Mistakes will be made but it's all about how you will react on the actions that you take." Moreno told the students present. Salutatorian Mussa Asiad spoke about the difficulties he went through his student life to get to this point but said he was strong enough to rise above them. "I have learned to respect the property of others, respect the rules, to be honest, truthful, responsible, and that life is not a easy as it looks. Nothing is impossible in life so always have goals in mind and never give up." Mussa told the audience. Co-Valedictorian Mary Algravez thank for family and friends for the support in her school years. However, Algraez belongs to the Class of 2014 but officially graduated when she received her CASEE grades on November 5, 2014 and she finally was able to wear her cap and gown at the graduation. She currently goes to Imperial Valley College and will soon transfer to SDSU where she will study Administration of Justice and works at the Calexico Police Department as a traffic controller. All this while being married and raising a child. According to the National Highway Traffic Safety Administration (NHTSA), heatstroke is the number one killer of children, outside of car crashes. Supervisor Kelley said that that he agreed to wait until they settle with the employees units and until they ratified the increase bonus for the employees and also to the other elected officials in the county who already received their increase. "This board has gone far and beyond to make sure everybody including the elected officials receive all the benefits." Aguayo told the board. Teamsters representative Ruth Duarte said that the board deserves the compensation for their work but the timing is not right since there is deduction of benefits and increase of insurance for them to receive the bonus. "It is very unfair to have people on the table fighting for a 35 cent increase and you just increase it. I think that is a slap in the face saying 'you got you bonuses now it's our turn' this is not the time. What are you giving up?
