VOL. 111 NO. 36, IMPERIAL COUNTY, CA. 92250 Thursday, September 10, 2015 Dean David Pearson To Leave SDSU-IV Campus By Mario Conde David Pearson announced his retirement as Dean of the San Diego State University Imperial Valley Campus after serving the position for five years. In a memo sent to SDSU staff Thursday evening and after announcing it to the Campus Advisory Board, Pearson announced that he will be stepping down from the position to become a full time instructor with the campus and that his last day as Dean will be October 1st. Pearson said came to this decision because of personal and family business. "It's been an honor to serve as Dean of San Diego State University during the last five year." Pearson said. Dean Pearson said in his statements that during the last five years new programs were implemented at the Calexico and Brawley Campus that help the educational goals for SDSU students. Those projects include the creation of the Imperial Valley University Partnership that start- ed thanks to a partnership between SDSU-IV, Imperial Valley College, and Imperial County Office of Education to give students better transitional access to their bachelor's degree. Other programs offered during his term were the Confucius Institute and projects with related to renewable energy sectors. However, his term as Dean was difficult at time like in 2012 when SDSU Imperial Valley faculty gave him a vote of no-confidence. Pearson was selected in 2010 from a pool of candidates that applied to replace Dr. Stephen Roeder after his retirement. Pearson's retirement as Dean is part of a series of changes in the administration of the IV-Campus. Dr. Carlos Herrera was appointed to Associate Dean for Academic Affairs replacing Dr. Michael Sabath. Herrera is a Calexico resident and is a history teacher at the campus. More on Page 6 Calexico Still In Shock And Anger Over Newest Attorney Hire By Mario Conde The Calexico City Council's action to dismiss the interim City Attorney and replace it with a new firm has caused debate over the method of hiring and transparency. Pending confirmation by the CARLOS CAMPOS, Calexico’s newest City Attorney, also serves as attorney for the cities of Coachella and Colton, California. council, the new Interim City Attorney will be Carlos Campos, a Coachella Valley native, to be the city's legal counsel going forward. Campos will be replacing Mark Austin form Rutan & Tucker who represented the city for the last four months. Campos serves as the city attorney for the cities of Coachella and Colton and represents the cities of Ontario, Palm Desert and Indian Wells in various capacities. He earned his law degree from the University of California, Hastings College of the Law and later graduated with honors from Pitzer College with a double major in political and labor studies after studying abroad in Mexico, England and Central America. Councilwoman Maritza Hurtado was critical of this hiring and posted her feeling on her Facebook page labeling the hiring as lack of transparency. Hurtado criticized Councilman Armando "Mandy" Real for going by himself finding a new law firm without sharing it with the council. "This was all in a secret meeting between Councilman Real and the new attorney. I don't appreciate that because this new attorney is to be under my direction as well. Councilman Real disrespected the council. He made a decision that was not his to make "alone" like that. I do have to question that Councilmen Castro and Kim immediately and totally accepted his suggestion without backup." Hurtado wrote. Councilman Real responded saying that he voted to fire the law firm McDougal, Love, Eckis, and Boehmer and leave them for thirty-days until they hired a new law firm. Real said that one of council meetings during that time frame was cancelled and the City Manager brought Rutan & Tucker as a recommendation. Real said he voted for Rutan to have legal counsel as an interim basis but said that the position Brawley Wildcats Lose Tough 21-14 Match Vs Valley Center Jaguars By Chris Furguson To call the start of the 2015 Brawley Wildcats football season “rocky,” certainly seems like an understatement to the Blue and Gold faithful. After a rough 38-21 loss to the Christian Patriots the previous Friday evening, the Brawley Wildcats slipped further down the losing road with a 21-14 defeat at the hands and feet of the Valley Center Jaguars. Friday night’s loss matches last year’s total losses, the second of which occured in the Division 2 playoffs. Friday’s matchup was also help the Jaguars claim a bit of revenge on the Wildcats, who defeated Valley Center 35-28 last year. The evening began with a BBQ fundraising dinner by one of the BUHS classes. The dinner, consisting of beef, beans, salad and a roll, will help pay for class expenses, senior year trips and the graduation ceremony. After losing the coin toss and being unable to score in the first quarter, which also saw Valley Center’s Andrew Navarro run the ball several times for a late first quarter score, Brawley had a spark of life courtesy of a second quarter interception by Nathan Suits. Unfortunately, the breakaway play ended when Suits stepped out of bounds and Brawley was unable to capitalize on the turnover. With the score 0-7 at halftime, Brawley’s high school band, under new leadership, per- formed a few songs for the crowd. The third quarter saw Valley Center score two additional times, one being an 8 yard pass from quarterback Rhett Reilly to his brother Trent and the other on a 9-yard run that was preceeded by an interception of Brawley’s quarterback A.J. Grivalja. Later in the third quater, Suits managed a 5 yard run, giving Brawley their first points of the game and leaving the score 21-7 at the end of three. Suits had an additional touchdown in the fourth quarter, but time ran out before Brawley could score again. Brawley (0-2) next travels to Indio to face the Shadow Hills Ninjas. Photos on page 9 was never open to bid by the City Manager. "It's interesting that the people screaming for transparency are the ones being less transparent since the City Manager brought a firm he worked with in Twentynine Palms but he never open the Request for Proposals we voted on." he said. Real said he researched attorney firms around the area and found Best, Best, and Krigger to be the largest one and the ideal one for Calexico to come as interim. "In a real democratic society, the majority vote makes things happen. We voted to open the position so that we can hire a new law firm and have the opportunity to get the best firm at best rate for our city." Real mentioned. Several residents criticized the council for dismissing the attorney stating that he was doing a good job. "They are a good law firm, I think Mark Austin is a good attorney, unfortunately because of his alliance to the City Manager, he was not a good fit for Calexico at the moment." He said, "Maybe in the future he could be our city attorney again but in different circumstances." Another issue people pointed out just hours after the appointment of this law firm is that they represented the City of Bell when they had their debacle. Real said that the firm has 200 attorneys and the situation in Bell, California does not concern him at all. "Only in Calexico will someone bring up something so ridiculous. If cities like Coachella have this law firm working for them and are bringing $12 million for parks and are growing, it's ridiculous that some is bringing this up." The Council will again discuss the City Attorney item at their September 15 meeting. Tribune-Weekly-Chronicle Thursday, September 10, 2015 PAGE 02 Calexico Priest Joins Effort To Feed Local Homeless By Mario Conde Every day, dozens of homeless people line up to be given food for the day by the Calexico Brown Bag Coalition, only that this time had they had a visit from Father Alejandro Solalinde. Solalinde is a Mexican Catholic priest and human rights champion. He is the coordinator of the South Pacific Human Mobility Ministry of the Mexican Bishopric and director of “Hermanos en el Camino” a shelter that provides Central American migrants with humanitarian aid and education. Father Solalinde made a stop Calexico to feed the homeless last Thursday, September 3rd, and also to talk to them individually. Nearly forty homeless people were given spaghetti, bread, and salads for dinner last week. As reported before, the Calexico Brown Bag Coalition feeds the homeless everyday and been doing so after the temporary homeless shelter was closed last winter. The shelters opened thanks to the hard work of Norma Aguilar who immediately contacted local organizations to open a temporary shelter during the cold front last winter. Nine months into the year, the Calexico Brown Bag coalition continues delivering food with the help of volunteers serving them seven days a week. As reported before, the Calexico Brown Bag Coalition feeds the homeless everyday and been doing so after the temporary homeless shelter was closed last winter. Aguilar met Father Solalinde her brother’s house and was invited to come to Calexico to meet the homeless and help them feed them. Solainde said in his visit that he came to meet the community leaders that take care of homeless and immigrants. “These actions educate us to be better people.” he said, “Faith is not based on acts of religion; faith is helping those that are vulnerable and care about their human rights.” Maribel Padilla, co-founder of the Calexico Brown Bag Coalition, said that Solalinde’s presence with them is a huge honor because he knows the works the work of the Coalition. “For us it’s an honor for him to take time from his very busy schedule to come down and help us feed homeless and talk to them.” Padilla said. Padilla mentioned that there has been more community support since people have seen their work on Facebook and people have started to volunteer. Padilla said that restaurants like McDonalds Calexico donate to help feed the homeless on a monthly basis. Asked if the Coalition will be working with the city once again with the temporary shelter this winter, she said that they might not do it because of the situation with the city right now but are looking into become a non-profit. “We want apply for grants and have plans to get housing, portable showers and things like that. If we become a non-profit we can receive more funding.” Padilla said. Dubbed IV Conserves, the campaign will feature a new website, Facebook page, billboards, radio and newspaper announcements, posters, and other educational materials. The IV Conserves website will showcase each water provider’s specific restrictions or guidelines, general water savings tips and will provide direct links to other helpful websites and rebate information. “After meeting with our local city representatives and water providers, we recognized the need for a unified water conservation message,” said Antonio Ortega, who heads up government affairs and communications at IID. “We wanted to provide a one-stop-shop for residents as they learn about water savings opportunities, while at the same time highlighting the efforts already underway across the region and spearheaded by our local partners.” Facing a severe drought, the State Water Resources Control Board this year set savings targets for urban water suppliers throughout the state. Tribune-Weekly-Chronicle Thursday, September 10, 2015 PAGE 03 Heffernan Board Waiting On Mega Park Funds By Mario Conde The Heffernan Memorial Health District is working on getting their funds back from the Mega Park project they invested on year ago. It's been five years since the Heffernan District decided to invest in a parcel at the Mega Park retail project to build a medical center. The Calexico Mega Park project was originally approved in June 2009 which proposed on the same 146-acre site with approximately 425,610 square feet of commercial space and 51.9 acres of Highway Commercial uses. Unfortunately, the certification of this project was rescinded some time later since a group challenged the EIR process saying that it didn't comply with the Housing Element and greenhouse gas issues. The Mega Park developers re-submitted the project and were approved by the Calexico City Council early this year. However, Mega Park has yet to announce date for construction and have not finalized the project maps with the city. Heffernan Memorial had interest to have a medical facility at the Mega Park project but with the original project being rescinded and the project not having a tentative track map approved, the Heffernan Board decided to pull out of the project entirely and claim the $450,000 that it was invested in the parcel escrow. Since then, Heffernan has worked to get the public funds invested back to the district and use the money for medical and wellness programs. Attorney Eduardo Rivera said they are looking to get the money back plus interested that has been accumulating since 2008 and be repaid to them. "We have been told by Mega Park that they will reimburse us, we have a deed of trust and the money is secured, and we are hoping that something will materialize by end of the year and get our money back." Rivera said. Rivera said that Heffernan does not have an interest in working with Mega Park after they get their money back. Brawley Cheer Boosts Wildcat Spirit By Chris Furguson The roars from the stands at Warne Field whenever there’s a Brawley football home game often come from the action on the field itself, be it a touchdown, a spectacular tackle or some other game-changing play. Some unsung heroes of the Brawley home games, however, stand on the sidelines, performing routines that raise and boosts that hometown spirit. Brawley’s cheerleading teams, at the Freshmen, JV and Varsity levels, encourage a healthy amount of enthusiasm for the games and the team. Brawley’s Cheerleading coach, Gabriel Ontiveros, has been at the job for the past two years, having previously coached Pop Warner cheerleaders and at Central Union High School. The squad, consisting of 27 young women this year, is higher than Ontiveros prefers, which is no more than 20. “We had a lot of ties during the audition process,” said Ontiveros. “I don’t like having tiebreakers, so we wound up with a large squad this year!” In addition to the Friday night football games, Brawley’s cheerleaders also do their thing at the sidelines of the school’s Volleyball and Wrestling events. For the team, which also consists of one male among 26 women, the biggest challenge is raising funds for uniforms and trips. While the school has a policy for “buyers” and “loaners,” they’ve had problems in the past with this system. “We’ve had some of the young women take their loaner suits to get tailored and, when we give them to the girls next year, they won’t fit anyone else.” explained Ontiveros. “This year, we’ve had to ask the girls not to do that.” This year’s team includes a male cheerleader, which is still a rare occurence in Imperial County, but one that is becoming more common. “We have a boy on the JV team this year who was more than a little nervous having never cheered before,” explained Ontiveros. “Once he got over his nerves, he’s been an outstanding member of the team.” A typical cheerleading session at a football game usually starts with a special pose for the national anthem, followed by rooting for the team as they make their way to the home sidelines. While some games will have a special halftime perfomance with the marching band, the biggest will usually occur during the third quarter, when both the visiting and home squads will join together for a special group cheer. The teams will do these special routines, learned at cheerleading camps over the summer, for both sides before separating once again. National statistics show that cheerleading leads to more injuries than any other physical activity. Most of the injuries suffered by cheerleaders hit the neck, wrist and knees. IV Football Wrap: Southwest Eagles Surge To 2-0 Preseason Record By Chris Furguson Imperial Valley Football is already in the full swing of things, with every local team playing this week! Continue to support your local teams as they battle throughout the season! (For highlights from the Brawley vs Valley Center and Holtville vs Palo Verde games, please see pages 1 and 6, respectively.) Imperial Tigers 6 Bonita Vista Barons 54 Some coaches believe in the theory that a tough preseason can lead to success when the games count. Imperial has taken this lesson to heart, losing to the highly regarded Bonita Vista Barons 54-6 in Imperial last week. Imperial’s only score came from an interception return in the second quarter by Josh Gutierrez. Imperial (0-2) will next host the Carlsbad Lancers tomorrow at 7 pm. Central Spartans 10 Gila Ridge Hawks 13 A halftime momentum shift in favor of the Hawks kept Central away from a 2-0 start to their football season as the Spartans lost 13-10 in El Centro. All of the Spartans; 10 points came at the feet of Alex Duarte, who scored a touchdown, an extra point and a field goal during the first half of last week’s game. Central (1-1) next travels to face the Coachella Valley Mighty Arabs. Southwest Eagles 49 San Ysidro Cougars 0 With a stable coaching staff buffered by some standout leaders from last year’s Freshmen system, the Southwest Eagles have soared to a 2-0 record, defeating the San Ysidro Cougars 56-0 last week in El Centro. Scoring from Southwest included Justin Cordova, who ran for four touchdowns in the first half, two passes from quarterback Cameron Jungers, one to Jesus Macias and one to Tyler Saikhon, and a final rushing touchdown from Macias. Southwest next faces the Kofa Kings in Yuma at 7 pm local time. Calexico Bulldogs 14 Desert Mirage Rams 42 While the Calexico Bulldogs had a bye last week, their 100th season of organized football started with their usual result, with a 42-14 loss to the Desert Mirage Rams. Unfortunately, Calexico’s scorers were not available at press time. The Bulldogs (0-1) will next face the San Diego Cavemen at Ward Field for the Centennial celebration game on September 11. In Manzanita action... League Vincent Memorial Scots 24 Escondido Charter White Tigers 7 Vincent Memorial’s football team continues to show their stride from last year as they defeated Escondido Charter 24-7 at Orange Glen High School in Escondido. Vincent Memorial’s scorers were not available at press time, unfortunately. Vincent (2-0) will host the Army-Navy Warriors at Southwest High School on September 11. Calipatria Hornets 13 Excelsior Eagles 12 It took an entire game for the Calipatria Hornets to eke out a victory at their new Veterans Field in Calipatria last week. Aided by scores from Zeke Fernandez and George Rubacalva, the Hornets managed a victory at the first game of their new home field The Hornets (1-1) will challenge the Sherman Indian Braves in Riverside on Saturday. Tribune-Weekly-Chronicle Thursday, September 10, 2015 PAGE 04 Agents Arrest 5 Attempting to Smuggle Marijuana El Centro Sector Border Patrol agents assigned to the Calexico Station arrested five men after discovering more than 200 pounds of marijuana in a vehicle early Tuesday morning. Shortly after 3 a.m., Border Patrol agents observed five men carrying large backpack type bundles as they illegally entered into the United States. The men walked north towards a 2004 Dodge Neon that was parked near the Imperial Irrigation District's Drop 1. Agents approached the vehicle's location and observed five men flee south. Agents discovered 10 bundles of marijuana inside the Dodge and placed the driver, a 32-year-old, United States citizen, under arrest. Border Patrol agents conducted a search of the area and arrested four Mexican citizen men, between the ages of 18 and 35-years old, who were hiding nearby. The marijuana bundles had a combined weight of more than 219 pounds with a street value of around $131,000. "Despite the advances in technology, vigilance is still our greatest tool in safeguarding our nation's borders," said Calexico Station's Patrol Agent in Charge Carlos Briones. The men, marijuana, and vehicle were turned over to the Imperial County High Intensity Drug Trafficking Area task force for further investigation. Agents tracked the fifth man to the International Border Fence where he likely fled back into Mexico IMPERIAL COUNTY POLICE BRIEFS MUSIC TOO LOUD: A male subject has his sound system turned up extremely high. The neighbor was hosting a small gathering of friends on the front lawn by the system in the vehicle. The subject was contacted, he was advised to keep it down or to turn it off, he complied to keep things civil. DOG TRASH TIPPING: A dog is tipping trashcans over from around the block onto the streets. Though no description of the dog was made, it is believed to be large and dark brown. The caller was advised to call back should the dog decide to make more of a mess. GOOD LOOK OUT : Two male subjects were in the area attempting to break into his neighbor's vehicle. The two subjects failed in breaking into the vehicle and were scared off by the caller shining a light on them. An officer did arrive on the scene, though the subjects were long gone, a report was taken. VEHICLE UNLOCKED: The caller's vehicle has been stolen, the caller was unsure if he had left the keys inside or if he left it unlocked. Though he is sure that he saw it late last night before bed, a report was written of the incident, the caller was advised of his options. SLASHED TIRE: It was reported, that the caller's vehicle has been vandalized, the caller had found that one of his tires had been slashed with an unknown object sometime last night. A report was made of the incident, the caller was advised of his options. PERSONAL PROBLEMS: A couple who is in the middle of a loud argument began to throw items at one another. The caller stated that his wife started grabbing valuables to throw such as dishes and silverware, the situation was resolved by an officer on scene. CURFEW: The caller is worried about a mom and son couple who seem to be arguing. Apparently they were arguing over curfew, the mom wanted her son to be home a little earlier. The young man who is in his late teens finally complied when an officer spoke to him. LOUD MUSIC: A group in the neighborhood is having loud music playing while they drink and relax, when they turned down their music. The group then began to talk loudly, the subjects were asked to take it inside, they complied. COUPLE ARGUING: A male and female sibling couple were arguing in plain view of the public which quickly escalated into a pushing and shoving fight. The siblings turned out to be in their early teens, they were both counseled. UNDER THE INFLUENCE: The caller's son and husband are having an argument. Both the son and the father were under the influence and getting a little physical as their talking became a little too personal. IT’S AFTER LABOR DAY ALREADY and everyone is settling back into the routine that always follows the long, hot summer. The employees are returning from vacation, a boss somewhere is grumbling that his employees should get less time off and Calexico is back to squabbling. The Calexico City Council is hiring a new city attorney and Maritza Hurtado is unhappy with the process. Somebody’s always unhappy in Calexico. The new lawyer is with a firm located in Coachella Valley. We find this rather odd that the city didn’t consider someone from the Imperial Valley where we live. Since City attorney positions are usually appointed, wouldn’t it be better to have a lawyer that is familiar with the city and the immediate area? Having one who isn’t seems like a hindrance that the city doesn’t need. Since they haven’t decided on the position yet, I think, they should at least consider a local law firm. Imperial Valley, after all, has some pretty good lawyers in it and even a few who specialize in local government. Let’s try to keep jobs local and keep the attention focuses on the city of Calexico. It’s just a thought. We got several Facebook comments about Labor Day and the struggles that organized labor had to go through to achieve what they get now. People actually fought and died to have a five day work week and to get better safety measures in their working environments. Even President Obama got into the act, talking about unions and what they do for people. He even brought Tom Brady into his speech, pointing out that the NFL Players Association brought suit against the NFL for his four game suspension. “I’ll bet Brady is glad he has a union,” quipped the President to a pro labor crowd. I hope you enjoyed the celebration this weekend. THIS, OF COURSE, IS THE 15TH ANNIVERSARY OF THE 911 DISASTER. I can still remember that fateful day when the country found itself under attack. The shock and awe was highly unsettling as the whole country wondered what was going to happen next. We even speculated on attackers coming through Imperial Valley, a highly unlikely scene. But the whole experience made everyone distrustful of each other as we tried to make some sense out of what happened. But we have all moved on since then. The World Trade Center monu- ment has been constructed, the Pentagon has been put back together and we have tried to return to a normal life. But we should all pause to remember what happened on that day and to guard against it happening again. For the thousands who lost their lives and the professionals who tried to help them, we salute you on this Labor Day. GOLF HAS A NEW ROCK STAR! That’s Right. Ever since Tiger Woods self-destructed, golf has needed a hero to worship and criticize, to cheer and to boo. Stepping into that gap is Rickie Fowler, a 26 year old phenom who wants to be included with the young guns of the game. That includes Jordan Spieth, Rory Mclroy, and Jason Day. Fowler is the guy with the ultra loud shirts and pants, who wears matching shoes promoting Puma athletic gear. He’s gotten enough of a following on tour to have groupies following him wearing the same colored shirts as he wears and cheering for his every shot. They generated a lot of excitement Sunday in Boston as Fowler won the Deutche Bank Championship in the second leg of the FedEx Cup. They’re gunning for a $10 million prize in a series of elimination tournaments that leave the top 30 to shoot for the big money. Rickie wants his share of the loot and to be included among the game’s top young players. He’s more than accomplished that this year and his fans showed their appreciation by cheering him on as boisterously as possible to victory on the last hole of the Duetche Bank. We haven’t heard noise ;like that coming from a gallery since --Tiger Woods last major championship win. Fowler is definitely the new rock star, with his unconventional dress and his cool, cool play. Look for him to be in the finals for the $10 Million. Also hope the Imperial Valley’s football teams make a little better showing this week. They all lost. The game got started as the Vikings John Rodriguez kicked off to the Yellow Jackets. The Jackets started on the 20 yard line and with their first play of the game they fumbled the ball but were able to recover, starting again from their 21 yard line, Palo Verde's QB threw a short pass to #7 who ran another 69 yards for a P.V. touchdown. Palo Verde missed the extra point which gave them an early 60 lead. Palo Verde then kicked off to the Vikings, a short kick gave the ball to the Vikings at mid field. The Vikings went to work and on three plays Anthony Castro teamed up with Braden Abatti for three running plays which lead to a Viking touchdown as Abatti scoring. The Vikings made the extra point and went up 7-6. Rodriguez kicked off giving the ball back to the Jackets. The center for the Jackets then hiked to football over the head of the Palo Verde quarterback which moved them back to the 10 yard line, on the next play the center did it again, hiking the ball through the end zone causing a safety, giving the Vikings a 9-6 lead. Both teams went at it back and forth coughing up the ball until Yellowjackets fumbled the ball on the Vikings 22 yard line which led to another Holtville touchdown, 16-6 Holtville. The Jackets then drove the ball and ended up scoring another touchdown with only 5.7 seconds left in the first half bring the score to 16-12 Holtville at the half. In the second half Holtville added another touchdown with the Jackets adding 2 which brought the score to 26-22 jackets. Holtville took control of the ball with just minutes on the clock where the moved it down to the 23 yard line but lost it on downs giving the ball back to the Jackets with only 1.03 minutes on the clock which allowed Palo Verde to run out the clock giving them the win.
