SHELBY COUNTY ARTS COUNCIL Since the Arts Council opened its doors in a rented storefront in the town of Columbiana in the fall of 2005, the organization has served over 23,000 children, youth and adults in a variety of arts education programs and community events. In addition to visual and performing arts classes open to the public, a thriving arts outreach program serves school children, senior citizens, at risk youth and mentally and physically challenged youth. The mission of the Shelby County Arts Council is to support, nurture and promote arts and cultural opportunities and artists in Shelby County, enhancing the quality of life for citizens and promoting economic growth. The Arts Council is fully incorporated as a functioning 501(c) (3) not-for-profit organization governed by a 25 member board of directors. No additional classes can be added due to shortage of space. The current location does not have a performance space or a dance room so SCAC cannot fully meet the needs of the community or fulfill its mission to encompass performing arts. Blueprint Birmingham, a growth strategy for the seven county region, identified community and regional stewardship as one of four key elements to economic growth stating that “quality of place” is critical to location decisions of families and corporate relocation prospects. Improving the region’s arts, cultural and entertainment amenities is a priority for economic development. Shelby County, population 195,000, has only 5 performance venues with a total seating capacity of 1,890. All of the venues are located in Montevallo, in the southwest section of the county. By comparison, Jefferson County boasts 26 performance venues with seating capacity for 14,400 (excluding the BJCC). Building for the Future The Need The Cultural Master Plan of Greater Birmingham, written in 2003, states that spaces in which to perform or exhibit arts and culture represent the biggest investment and most difficult challenge to the cultural sector. Arts and culture tend to thrive when there are excellent facilities available. The Plan emphasizes that building audiences starts with children and children have their earliest cultural experiences in venues that are close to where they live. The reality is that our adults, children and senior citizens are not going to drive 30-45 miles into Birmingham to engage in arts and cultural activities. We must provide these experiences in our own community. Americans for the Arts has produced several tools to measure economic prosperity and impact. Using their economic calculator and SCAC projected annual operating expenses and attendance in the new center, the total economic impact is predicted to be $2,296,940 annually. A massive survey of cities and counties across the nation determined that the local arts attendee spends $13.65 on other goods and services while the out-of-town attendee spends $23.47. This is in addition to the direct expenditures for tickets, classes, and art purchases. New jobs will be created and tax revenues will increase for Columbiana, Shelby County, and neighboring cities. Building for the Future The Need The Shelby County School System supports 36 schools and 28,000 students and is the fastest growing school system in the fastest growing county in our state. 22 of the 36 Shelby County schools have 30% to 71% of their students qualifying for Title 1 federal poverty status. While Shelby County has many affluent areas, it also has families in need. Since its beginnings, the SCAC has provided scholarships and outreach programs so that all youth, regardless of financial status, could participate in the arts. Our continued growth and additional space will allow this mission to flourish. Education funding cuts have reduced the visual and performing arts programs in schools. National statistics prove that children educated in the arts are better students in math, science and reading. Many medical schools look for students with a background in music because it demonstrates discipline and focus. The new performing arts and education center will exponentially increase accessibility to the arts. Columbiana is centrally located between I-65 and Hwy 280. Calera and Chelsea, the two fastest growing cities in the county, are a short, 10 minute drive on easy country roads - no interstates or traffic jams required! Chilton and Talladega county residents can reach the center in 30 minutes. SCAC theatre will host performance groups from across the United States. Performing groups from Montgomery’s Shakespeare Festival to Birmingham’s Alabama Symphony, Red Mountain Theatre, Childrens Theatre and the Birmingham Opera will particularly appreciate the close proximity. These groups can perform for a new audience without overnight lodging expenses and nurture a new ticket buyer and patron which will enhance their revenues and profitability Building for the Future Site Plan Shelby County Community Arts Center | Columbiana, Alabama The Arts Center will be located on one acre of a seven-acre site. The SCAC performing arts and education center will be located in the county seat, just off Columbiana’s Main Street. The Revitalized Main Street is the perfect setting for a creative arts community. The beautiful Courthouse, brick walks, street lanterns, Historic Museum, gift shops and small town pace produce an ideal ambience. The performing arts center will sit on 1.2 acres of a 7 acre site owned by the city. The rest of the site, owned by the city, will be developed as a public green space. Ample parking is available in this very safe and walkable community.
