It appears that all obligations thru August 31, 2013 have been paid.
Attached is the final draft of the 2013-2014 District 39 Budget that will be submitted to
Toastmasters International this month.
Clubs are required to keep all Club dues in a separate bank account. Mingling Toastmaster funds
with personal funds is expressly forbidden.1 Clubs should strive to secure an account without fees.
When exploring options for club account, be sure that the financial institution understands that the
account is for the club, a non-profit unincorporated association. When discussing the possibility of
an account, be sure to verify that fees will be waived.
The following are some financial institutions that will provide free or fee-waived accounts for clubs.

Another consideration is made sure that the financial institution will provide a debit/check card. In
the past, some financial institutions would refuse. I think that it is no longer a concern, but do
check.
If you have reimbursement requests, please submit them to the District Governor as soon as
possible. Per TI Regulations, “Reimbursement by a district must be made within 60 days after receipt
of an authorized reimbursement request. Reimbursement requests must be made within 60 days of
incurring the expense and by July 31 for expenses incurred in June.”

Greetings to all. I wish I could say that everything is just ducky! When you see a
duck gliding on the water, you may admire how smoothly he is floating. What you
don’t see is the frantic paddling under the surface just to stay afloat. Quack! Quack!
The District 39 marketing team is missing several key players – New Club
Development, Assistant to the LGM, Community Outreach Coordinator and Club Fitness Coordinator. If
you are interested in helping the district grow while growing yourself, please give me a call or email
[email protected]. Enough whining, let’s get on with the show.
We have our second and third clubs chartered in September – Licensed to Speak in Reno and Power Inn
Speakers in Sacramento. Racing to meet that marketing incentive deadline of Sep 30 are Liberty, Cordova
Communicators, and Cog Masters, all in Rancho Cordova. They will be looking for that new club banner
and a set of advanced manuals. Thanks to Dianne Bish for her able assistance with an info meeting on
Wednesday with PRIDE Industries. We were so persuasive that they want to charter by Sep 30. New
club mentors are needed for all right away.
Two of our clubs have changed their name: 3 rd Street Masters is now 20/20 Visionaires and 400 Toasts is
now Strickly Speaking (both new meeting location also). Club 39 has been reformed as a parliamentary
club.
Kudo’s to Carmela Porcella, Bill Inman and Roger Linder for their staffing of the table at the Placerville
Job Fair. They had lots of visitors and gave away plenty of brochures.
Do you have your ducks in a row for holding an open house before Sep 30th? Get 2 or more guests to
join during this membership contest period and earn the Dynamic Duo ribbon. Gain 5 members and
Toastmasters International will provide a Smedley Award ribbon plus 10% off your next TI order. If you
miss this membership contest period, try again for the “Talk Up Toastmasters” or “Beat the Clock” time
frames.
One quick way to have your club semi-annual dues paid on time is to have each of your club officers pay
their $36 online. They can get together later with the treasurer to pay their club dues if any. A minimum
of 6 payments insures on time submission for the DCP goal # 10. Note: your name has to be on file with
Toastmasters International as a current club officer. Three clubs (Yolo Yakkers, State Street Sacramento,
and Voices of Business) failed to submit their officer list June 30, 2013.
Our Regional Advisor Allan Edinger has been visiting our local prisons to see about perhaps
converting our 4 gavel clubs to regular Toastmasters clubs. California has 10 correctional
institutes and Nevada 2.
With your help and leads, we can be a distinguished district. What better motivation can you
use than sharing one of the world’s foremost venues for improving your communication and leadership
skills?

Contest Season begins; check
out our best-of-the-best!
The Humorous Speech and Evaluation contest season is
in full swing, with the first area contest staged Sept. 6.
Division contests start Oct. 4 and run for four consecutive Fridays and Saturdays. The culmination of these contests is at the Fall Conference on Nov. 2, where the district
champions will be determined.
You are encouraged to attend contests to show your
support for the contestants.
If you want to volunteer to help at any of the contests,
contact the respective area or division governor who is
coordinating the event. All area and division contests are
listed on the district39.org calendar.

Glossophobia
Glossophobia or speech anxiety is
the fear of public speaking or of speaking in general.
The word glossophobia comes from the Greek glōssa, meaning
tongue, and phobos, fear or dread. —Wikipedia
Many people join Toastmasters to eliminate their glossophobia. Most realize that merely alleviating it is a mark
of success, as even seasoned speakers experience it.
How do you treat it? By attending Toastmasters meetings, giving speeches, getting lots of “Stage Time, Stage
Time, Stage Time,” as Darren LaCroix preaches, and
working on the Toastmasters program.

This is a great year to be on the team! This is a great year to grow as leaders in Toastmasters and in District 39, personally and professionally. I am already seeing examples of this in the quality of the contests that are being held. Success is all about doing our best and being our professional best. As toastmasters and leaders, we are always "on stage" and that does not mean just when we are at a contest. As a leader, someone is always looking to you for guidance or help; looking at how you conduct yourself, how you perform, or asking someone else about you. Toastmasters International Values are at the core of professionalism. Integrity: being your word, keeping your commitment Respect: valuing each individual for their contribution, with consideration and kindness Service: to our clubs, our members and each other so everyone has the opportunity to succeed. Excellence: to do the very best we can everyday‐to value and appreciate what others do. As professional people and leaders, we need to continually walk the walk and talk the talk. We need be committed. This means stepping outside of our comfort zones, and taking risks. It means putting ourselves out there, seeking help and advice from people around us. 

 The great Hall of Fame baseball player Joe DiMaggio made everything look effortless. He was known as the Yankee Clipper because of his skill and grace. He was once asked why he played so hard. His reply was the secret to his greatness. He said, “I always thought there was at least one person in the stands who had never seen me play, and I didn’t want to let them down.” It doesn’t matter if you are the manager or the worker bee. A professional gives their very best every day, invests daily in improving skills, and makes each conversation count. A professional continually works on their game. The professional seeks counsel and coaching from others who can assist in their development. The professional focuses on the needs of the other person and seeks ways to solve issues. The professional strives to draw out the best from those around them. Today, give it your best shot; focus on how you can strengthen your skills and techniques, encourage those around you to be the best they can be. Remember, today you may run into someone who has never seen you at your best … and you don’t want to let them down. International Convention! People attending and carrying proxies for District 39 were Joey Waldrop, Brian Hatano, Emma Santa, Louise Houdelette, Carmen Carr, Dwayne Landenberger, Rick and Marcia Sydor, Herb Long, Robert Kraften, and Gloria Robinson. Thank you to all of the clubs who sent their proxies so our district could vote. Elections for 2013‐2014 International Officer and Director candidates were held on Saturday, August 24, 2013. Below are the election results: 2013 ‐ 2014 International President: George Yen, DTM 2013 ‐ 2014 International President‐elect: Mohammed Murad, DTM 2013 ‐ 2014 First Vice President: Jim Kokocki, DTM 2013 ‐ 2014 Second Vice President: Mike Storkey, DTM Proposal A ‐ Amendments to the Club Constitution and the Standard Bylaws for Clubs of Toastmasters International was passed. Yes Votes: 19,502 No Votes: 1,086 One of the main items of interest is that newly chartered clubs may qualify for all of the points in the DCP program. Page 1 of 2 District Governor’s Report – September 2013 Club Proxy Clarification There are two types of proxies ‐ ‐ one is for the District Council Meetings and Elections, and the other is for the Annual Business Meeting at the International Conference. For the District Council meetings, the following applies: District Administrative Bylaws; Article X: Council Meetings, Quorum, Proxies, and Voting; Page 90, section (d) Proxies Either the club president or vice president education of any member club may designate, in writing, any active individual member of the club to act as a proxy for him or her at any district council meeting. In the event one of those officers is not in attendance at the meeting and has not designated, in writing, an active individual member of the club to act as his or her proxy at such meeting, the officer or proxy holder in attendance shall be deemed to hold the proxy of the other and may therefore cast two votes at such meeting. The intent of this provision is to assure that every club will be represented by two votes. No other proxies shall be valid at a district council meeting. A written proxy, to be valid at a district council meeting, must contain all the elements set forth in Toastmasters International policy and must be delivered personally, by mail, by fax, by e‐mail, by electronic transmission, or by other reasonable means to the club member who will hold the proxy. The proxy holder must present the proxy in paper form (i.e., print out an e‐mail) to the credentials desk. If the proxy does not bear a handwritten signature, it must have the typed name of the club officer(s) giving the proxy or some other indication that the club officer(s) authorized the proxy to be given. A proxy that complies with these requirements shall be treated as valid so long as the credentials desk has no reason to believe that the proxy was not authorized. A proxy holder cannot transfer or assign a proxy to someone else. A valid proxy delivered to the proxy holder is revoked only if the club officer who gave the proxy takes one of the following subsequent actions: he or she destroys the proxy, cancels the proxy in writing, issues another proxy authorized at a later date, or actually attends the district council meeting. District proxies and voting are governed by the District Administrative Bylaws, Article X, Sections (d) and (e). B. The district sends a credential or proxy form to each club president and vice president education 30 days before a district council meeting in the district newsletter or in the mailing announcing the meeting. C. The credential or proxy form must contain the district number; a description of the event; the date and location of the meeting; space for the club name and number; space for the name of the club president, vice president education, or proxy‐holder who attends; space for the signature of the president or vice president education authorizing the credential or proxy; and the date the credential or proxy is signed. D. Proxies are valid only for in‐person meetings. For the International Conference, Annual Business Meeting, the following applies: Bylaws of Toastmasters International; Annual Business Meeting; Article X, Section 2: Proxies Any member club, if unrepresented at the Annual Business Meeting by a delegate or alternate from among its own active individual members, may designate as its proxy holder, in writing, any active individual member of any other member club. Upon presentation of proper credentials, such proxy holder shall have the right to vote for the club represented in addition to any other right to vote which such proxy holder may have. All forms of proxy designation must conform to policies and procedures set by the Board of Directors in compliance with the California Nonprofit Public Benefit Corporation Law. All proxy holders must be in good standing with Toastmasters International under Article III, Section 8 of these Bylaws. Policies and Protocol; Policy 9.1: International Campaigns and Elections; 11. International Proxies and Credentials A. Proxies are defined in Article X, Section 2 of the Bylaws of Toastmasters International. B. Annual Business Meeting proxies are available to clubs no later than May 15. C. When amendments to the Bylaws are to be voted on, there is a method in the proxy process for a club to indicate how it wishes its votes to be cast. D. A credentials chair and two vice‐chairs are appointed by the International President: 1. The appointees are current or past Board members. 2. A person may be reappointed as chair after a three‐year interval. 3. Appointees are responsible for the operation of the credentials process preceding the Annual Business Meeting. Vacancies in Elective Offices District Administrative Bylaws; Article VII: Officers; Page 86, section (f) Vacancies A vacancy in any elective office shall be filled by the district executive committee based upon the recommendation of the district governor, or upon recommendation of the highest elected district officer if the vacancy is in the office of district governor. Such appointment shall become effective immediately and will run until the next succeeding district council meeting at which time such appointment shall be confirmed or another individual member elected to the office. DIVISION B REPORT – SEPTEMBER 14, 2013
“Division B will continue its legacy of reliably contributing to the District’s success by again
being Distinguished or better for a 12th consecutive year. The goal is finishing the year with at
least 16 Distinguished or better clubs, and with a net club growth”
Regarding club growth, our new club at Microsoft Licensing, “Licensed to Speak” is
now chartered in Area 23 with 27 members and running smoothly! Many thanks to
Jeffrey Purtee for his initiative in making this a reality!
23 Division B clubs have met the minimum of 4 officers trained, meeting the first round
target for the Distinguished Division Goal. The following clubs each had all 7 of their
officers trained; University, Capital Nevada, Sierra Advanced Speakers, Biggest
Little Talkers, Toast of Tahoe, Truckee Talkers, and Sparks Legendary Speakers.
In total, 143 officers were trained. Many thanks to our Division’s Assistant Governor of
Education & Training, Russ Steele and his team, for their efforts in making this happen!
Area Governors continue submitting their club visit reports. Kime King-Patraw, Area
21 Governor, has submitted 2, as has Stephanie Halls, Area 25 Governor. But our
over-achiever is Steffany Walker, Area 22 Governor, with all 6 of her club visits
submitted! Go Steffany!!!
20 of our clubs have new members since July 1st, for 37 new members division-wide.
(Add the 27 at Licensed to Speak, and we have 64). Sierra Sunrise leads with 6 new
members, already earning DCP goal #7. We the People and Tahoe Toastmasters are
coming on strong, and tied for second place with 3 new members each. Steffany
Walker’s Area 22 and Mike Hill’s Area 26 can both boast having at least one new
member in each of their combined 10 clubs. Go Steffany and Mike!!!
We have 13 clubs with DCP goals already earned, but Sierra Sunrise in Area 21,
Capital Nevada in Area 22, Amped in Area 23, and Blue Tahoe in Area 25 lead with 2
goals each already! In other good news, I have a report that Stagecoach Speakers in Area 24 is showing
signs of renewed strength. Many thanks to Immediate Past Division Governor Dwayne
Landenberger and Area 24 Governor Tina Machado for their follow-up on this!

Pertinent Activities in August and early September:
1. Produced September and draft October Division newsletter.
2. Continued planning for Saturday, October 12 DECM and Division C contest.
3. Area 31 scheduled their area contest and held club officer training.
4. Area 32 scheduled their area contest and another Area Council meeting. They also
had TV ad air on KXIE for Toastmasters shown in the north Sacramento Valley.
7. Area 33 held first Area Council meeting and scheduled their area contest.

Team Up-Dates
Area 42 Governor Helen Alexander recently had to set down for personal reasons. We really appreciate
her service to the clubs and look forward to her having time to play with us again in the future. The
Division is currently seeking a replacement to be announced soon.
Training Results
We need to do a better job getting our club officers trained; we’ll hit ‘em early and often in the winter
training session! Results for the summer training sessions:

We’re working hard to help clubs grow…

Area Governor Donna has been working with Fairfield-Suisun; they have grown
from 7 members to 10 in the past two months…can I get a “Wahoo”?!?

Area Governor Trina is discussing a community-wide membership campaign to
help City of Vacaville (6 members) and the other clubs grow
Area 45
Voices of Business has stopped meeting, haven’t received reply regarding fall
re-start…
Area 46
Super Marketers Club is down to seven members, but meetings are great and the
club is dedicated to growing this year.
Division D as a whole has seen membership grow from 405 to 432 members, although we’re still below
the 468 we had on July 1, 2012.
DCP Goals Completed
Watch This Space….so far, our clubs have completed 15 DCP goals, with Clear Signals, #999 leading the
way with three goals. We’re on our way!

 Clubs and Membership Growth
o 400 Toasts is changing their name to Strictly Speaking. This club was revived by the
leadership and dedication of Merri Litka.
o We have several clubs in the pipeline that we are developing to charter strength.
o We are having challenges with forming Area Councils, mostly due to club apathy. I
asked the Area Governors to make the best effort and we will count one interested
person as a victory and we can start fresh in January.
 Education
o Several Leaders created last minute Club Officer Trainings throughout Downtown
Sacramento and District 39.
 Contests
o Three Cheers for Kristi Beres who is assisting Division E as interim chief judge to cover
for Mona Maggio who is handling a serious personal matter.
o Faye Portman, Area 53, and all of the AGs of Div E have scheduled their contests and
have shown inspirational service to each other. I am proud and grateful for their
cooperation.
o Mutual Co-operation – I am asking club and district leaders to work together through
contest season as judges, model speakers and contest volunteers.
 Club Visits
o Eliza Yam, Area 51, was the first Area Governor in Division E to submit an area visit
report online.
o Andrew Silvester, Area 52, was inspired by Eliza and he submitted 3 of his 4 club visit
reports online.
o Nen Huang, Area 55, has been having difficulty scheduling visits with 2 clubs who are
suspending meetings.
o Faye Portman, Area 53, and Pat Morris, Area 54, are making their visits and their
reports will come when they are prepared for official visits.

SEPTEMBER 14, 2013
I am sad to announce that our Area 61 Governor, Susan Korbey, has stepped down due to work and
family obligations. We wish her well and hope she can return next year as an area governor. I am
pleased to announce that Rachel Cleveland from Area 64 has graciously stepped in as Susan’s
replacement. Welcome Rachel!
The Area 61/62 and Area 64 Humorous Speech and Evaluation Contests were held last night, September
13th in Roseville and Nevada City. I would like to thank my fellow Division B Toastmasters for driving
over the hill to judge both contests. I am truly honored to be a part of this great Division and hope some
of your magic rubs off on Division F. We will give you a run for first place this year!
I would also like to thank Kristi Beres for finding a model speaker for the Area 61/62 contest. Your
dedication and willingness to help your fellow Toastmasters is greatly appreciated!
The Area 63 contest will be held on Friday, September 20th, at the Keller Williams Realty building, 548
Gibson Drive, Ste 200, Roseville, California 95678, potluck at 6, contest at 7. We need judges so please
let me know if you would like to volunteer.
The Division F Humorous Speech and Evaluation Contest will be held on Saturday, September 28,
potluck at 12 noon, contest at 1pm, location TBD.
Eighteen out of 20 Division F clubs have met the minimum of 4 officers trained, the following 3 clubs
having all 7 out of 7 trained; Roseville Toasters, Excel Orators and Empire Toastmasters.
Area Governor visits will commence soon.
We have 33 new members division-wide. Gold Country and Early Risers have each achieved DCP goal
7 with 4 and 5 new members, respectively.
Louise Houdelette reports that PRIDE Industries in Roseville is interested in starting a club. Kickoff
meeting is September 18. PRIDE is enthusiastically looking at September 30, 2013, as their charter date!
Club sponsors and mentors are needed. Please see the District calendar for more information on the kickoff meeting. Thank you Louise and Dianne Bish for attending the info meeting at PRIDE!

Officer Training:
Area 71: All Clubs met the goal of 4 officers trained. E-Z Speakers and Mather had 7 out of 7 trained. Tax Talkers and American River had 5 out of
7 trained.
Area 72: Five out of six Clubs met the goal of 4 officers trained. The Nooners and Rap Masters had 6 out of 7 trained. Charle’s Angels had 5 out of
7 trained. EdTalkers and Visionmasters had 4 out of 7 trained.
Area 73: All Clubs met the goal of 4 officers trained. Diamond had 7 out of 7 trained, Sunrise Center had 6 out of 7, Spellbinders had 5 out of 7
trained.
Area 74: Four out of five Clubs met the goal of 4 officers trained. Hangtown, HDR and Old Town Talkers had 5 out of 7 trained.
Club Health:
Area 73 initial visits completed. Other Area visits to be scheduled. At next Division team meeting we will discuss Area and Division DCP goals to
date and Club Visits.
