Bright Eyes Program
Policy and Procedures BE-1
PURPOSE: The purpose of the Bright Eyes Program is to provide qualifying children (infant through grade 12) of active
duty military members in the Kaiserslautern Military Community (KMC) with one pair of eyeglasses per school year.
Qualifying applicants may present their paperwork (see below) to the KMCC AAFES Optical Shop for a credit of up to
$89.95 towards a pair of eyeglasses. Extra expenses above $89.95 will not be covered by this program.
FINANCIAL SUPPORT: The Bright Eyes Program is supported with contributions from the Welfare Committee of the
Kaiserslautern Landstuhl Spouses’ Association (KLSA).
ADMINISTRATIVE SUPPORT: The KLSA provides organizational support for the program through a chairperson and
manages funding through its treasurer. Additional support is provided by the School Liaison Offices of the KMC and the
KMCC AAFES Optical Shop.
QUALIFICATIONS:
 Dependents must be screened and qualify for enrollment in the Free Lunch Program through either the 86
MSG/School Liaison Officer (SLO) in Bldg 2118 at Ramstein Air Base, or USAG-RP SLO, Pulaski Barracks in
Bldg 2925. The SLO screens you for the free lunch program but you also receive a Bright Eyes Authorization
Memo if you qualify for the Free Lunch Program and want to participate in Bright Eyes.
 Dependents are infants through grade 12 students.
 Sponsor and family members assigned to and living in the KMC.
PROCEDURES:
For a DODDS student:
1. The school nurse will conduct vision screening at school and will send results home if your child needs further
evaluation.
2. The sponsor/guardian will then make an appointment with an optometrist either at the LRMC Optometry Clinic or
the Ramstein KMCC Optometry Clinic.
3. If the child needs glasses and the sponsor/guardian wants to use the Bright Eyes Program, he or she would then
see the School Liaison Office to be screened for Free Lunch Program eligibility. If he or she qualifies, he or she
would then receive a Bright Eyes memorandum stating that they qualify for the program. An application is

4. The parent/guardian would then visit the Ramstein KMCC Optical Shop and present a valid eyeglass prescription
and the Bright Eyes memorandum from the SLO to receive an $89.95 credit towards the purchase of a pair of
eyeglasses for his or her dependent. If the parent/guardian wants to spend more than $89.95 for more expensive
lenses or frames, for example, the additional cost is incurred by the parent/guardian and not the KLSA. The
KLSA in this case would still provide only the original $89.95 towards the glasses.
For a Non-DODDS child/dependent:
1. Parent/Guardian identifies that their child needs to see an optometrist and will make the appointment at either the
LRMC Optometry Clinic or the Ramstein KMCC Optometry Clinic.
2. If the child needs glasses and the sponsor/guardian wants to use the Bright Eyes Program, he or she would then
see the School Liaison Office to be screened for Free Lunch Program eligibility. If he or she qualifies, he or she

would then receive a Bright Eyes memorandum stating that they qualify for the program. An application is
