Airmen from the U.S. and
11 NATO countries officially kicked off the Frenchled exercise Serpentex 16
March 7 on the island of
Corsica, France.
Approximately
215
Airmen, including joint terminal attack controllers
from the 2nd Air Support
Operations Squadron from
Vilseck, Germany, are participating in the annual exercise held at NATO’s tactical training center and the
French air force’s Air Base
126 Solenzara.
The multinational exercise
is focused on the training
of U.S. and NATO aircrews
and JTACs on the air and
land integration mission, to
include close air support,
dynamic targeting, strike
coordination and reconnaissance, and live ordnance
operations.

“There are times, like
when we are deployed, when
we work with JTACs from
other countries, and sometimes we do things a little
differently,” said Tech. Sgt.
Jeremy Rarang, 2nd ASOS
JTAC. “This exercise is giving us the opportunity to
build partnership capacity
and know how to better work
with our allies when we are
in those situations.”
Serpentex has occurred
annually since 2008 and has
contributed to the development of U.S. and NATO relations, capabilities, interop-
erability and multinational
training between allies.
Other U.S. Air Force
participants include three
B-52 Stratofortress bombers
from the 2nd Bomb Wing,
Barksdale Air Force Base,
Louisiana. Other countries
participating include France,
Belgium,
Canada,
the
Czech Republic, Denmark,
Germany, Italy, Jordan, Saudi
Arabia, Slovenia, Spain and
the United Kingdom.
“Exercises like Serpentex
are exciting and extremely useful because we get to
learn different countries’
equipment and how they
would control in a realword scenario,” said Senior
Airman Gage Duvall, 2nd
ASOS JTAC. “I know that
we will be able to learn a few
things from all the different
JTACs, and hopefully they
will get to learn something
from us.”
The training exercise will
continue through March 25
with a variety of training
scenarios to increase the Air
Force’s ability to work side
by side with its European
allies and partners.

Alaska, using a C-40B and C-37A to
support both the operation in China

Command commander, and to resupply the China-bound aircraft with
both fuel and food.
Not only did Airmen deal with
multiple factors that could have
interfered with logistics but also the
time difference around the globe.

Squadron engaged in flight operations Feb. 21 through March 3 on
four different continents across the
globe.
The 76th’s mission is to provide safe, world-class priority airlift for civilian and military lead-
ers and ensure a continuous aeromedical evacuation capability. The
success of the simultaneous recent
mission surge highlighted the squadron’s ability to meet mission requirements well beyond its normal areas
of responsibility.
In addition to a 10-day C-21A mission to Africa and a combat deployment to Afghanistan, Airmen from

From DWI to resilience trainer

U.S. Air Forces in Europe
recently gained more than 70
master resilience trainers; I
count myself lucky to be one
of them. However, some people
would say the Air Force is lucky
to count me as one of its MRTs.
The people who know my
personal Air Force history have
referred to me as the epitome of
resilience. I don’t know about
that myself, but let me share my
history with you.
I enlisted in the Air Force in
2010 after graduating college
with my bachelor’s degree in
physics. In basic military training, I had one goal: to leave with
my military training instructor
not knowing my name. I failed,
as I was picked to be an element
leader shortly after getting there,
and I finished BMT as an honor
graduate.
I then proceeded to technical training at Fort Meade,
Maryland, where I was one of
the top students but fell just
short of distinguished graduate.
I arrived at my first duty station, Davis-Monthan Air Force
Base, Arizona, where I won two
wing staff agencies’ Airman of
the quarter awards while staying active in my community as
a volunteer lead and pursuing
the few credits my bachelor’s
didn’t cover for my Community
College of the Air Force degree.
All of these things played a
part in me being awarded the
rank of senior airman early,
under the Below-the-Zone program, which in turn allowed me
to test for staff sergeant a year
earlier than I normally would
have. I found out I made staff
sergeant shortly before finding out I would be making a
permanent change of station
to Ramstein, arguably one of

The appearance of advertising in this publication,
the best assignments in the Air
Force, but I wasn’t really happy
about either one.
I’m not one of those people
that want to rush to rank. Yes,
more money and more opportunities come with it but so does
more responsibility, and that was
the focus of my mind. I wasn’t
sure I was ready to lead and
be in charge of someone else’s
career, even though my superintendent at the time told me I
was being groomed to be a chief
master sergeant.
Additionally, I got picked
up for Ramstein because it was
still on my selection sheet from
when I was engaged to a French
woman, who I broke up with
two years prior, because it was
the closest the Air Force could
get me to the part of France
where her family lived without
being assigned to a consulate.
I also had to let another relationship go because Ramstein
placed distance between us.
So, I wasn’t thrilled about
either aspect as they brought up
questions I wasn’t really ready
to deal with: Am I ready to be
an NCO? How am I going to
deal with being in a location that
brings up a moment, in my mind
at least, when I failed?
But I pushed on as expected,
and I only brought up my reservations about being an NCO
to my new leaders at Ramstein
before I headed to Airman
Leadership School, where again
I excelled as I graduated at the
top of my class as the John L.
Levitow Award winner.
Things were looking to continue onward and upward for my
career, until I made a mistake.
The very same night I graduated ALS as the Levitow award
winner was the same night I
was charged with driving while
intoxicated. It was April 1, 2014,
one heck of a buildup to an April

Fools’ joke on my career. It was
even crueler as both my first sergeant and my supervisor, who
only hours earlier saw me win a
distinguished award, had to pick
me up from a police station.
I sometimes still feel the sad
pat on my back my first sergeant gave me as my supervisor
walked me out of the station to
head home, and that honestly
hurt more than the actual punishment I got from getting a
DWI.
The first few days were rough.
I went through a cycle of grief.
I denied it happened, but my car
missing from my driveway said
otherwise. I got angry at myself
for being stupid. I barely ate or
got out of bed. I even laid down
once and asked God to just let
me make it through this without being kicked out of the Air
Force. Then, I finally accepted
that if I didn’t get kicked out I
would do my best to leave the
Air Force on my terms. At least,
I thought I had accepted it.
My blood alcohol level wasn’t
high enough to warrant a more
severe punishment, so my commander gave me a letter of reprimand and took away my line
number for staff sergeant, a
guarantee to a referral enlisted
performance report and a warning that I had put myself on the
chopping block should a force
reduction require it.
The situation was not ideal,
but I was still in the Air Force
at the moment and still able
to work toward being better.
However, this was harder than
I thought.
I had to make some personal changes to better suit my
unit, but I definitely didn’t get a
warm fuzzy feeling from them.
Many of my co-workers, both
Airmen and NCOs I thought I
had formed bonds with, quickly distanced themselves from

me. Even some of the people I
considered friends from DavisMonthan stopped talking to me.
I wasn’t being tasked with any
job. Most people didn’t even
look me in the eyes.
I felt as if I had been put off
to the side as if to say, “He’ll
be out of here soon. Let’s just
make sure he doesn’t do any
more damage to our reputation.”
No one actually said this, and I
don’t think I would have blamed
them if they had, but actions can
often speak louder than words.
Initially, I had to find things
to do. Some people took notice
of my initiative and started tasking me again. The first person
was actually another senior airman who needed help covering
a story for the base paper. Then,
the person who would eventually become my new supervisor
had a conversation with me.
She asked me how I was
doing, made sure I wasn’t planning to hurt myself or give up.
Then, she said she was proud
of me for not giving up because
she had seen other Airmen, even
some in our shop, who would
have had they been in my shoes.
She also encouraged me to keep
going and to be an example
to other Airmen. I’m just now
realizing that was the moment I
gave up most of my reservations
about being an NCO.
So, I kept plugging along
doing what I could to show that
incident wasn’t indicative of the
person I am and strive to be.
I had to admit some things to
myself. I had fallen, my relationship issues were bigger to
me than I realized, those fears of
being an NCO were part of the
underlying cause to my heavier
drinking and reckless behavior,
and it hurt to be shunned.

not miss a beat, according to Lt. Col.
Craig Lindstrom, 76th AS director of
operations.
“The level of effort required to
simultaneously plan and support
operations on four continents, encircling the globe, was (impressive),”
Lindstrom said. “Our aircrews are the
primary conduit for the planning, but
everything channels back through our
squadron operations center. It was
truly a team effort between the 76th
AS and the 603rd (Air Operations
Center) (distinguished visitors) plans
shop.”
The challenges presented did not

hinder the Ramstein team, as they
are always “Forward, Ready, Now,”
said Lt. Col. Daniel Mangan, 76th AS
commander.
“We’re forward here in Europe to
support (distinguished visitors) and
to provide aeromedical (evacuation)
capability,” Mangan said. “Being on
four continents at the same time from
a small unit at Ramstein is significant. We’ve never done it before, and
we accomplished it with only 110
people, using four different airplane
types at the same time, while also
combat deployed and while providing 24/7/365 aeromedical ‘evac’ coverage for Europe, North Africa and
the Middle East.”

Summit was held March 10
and 11 on Vogelweh. The purpose of the summit was to
inform transitioning service
members and their spouses
of programs and companies
to assist through and after the
process of leaving the military.
Hiring Our Heroes is a
nationwide U.S. Chamber of
Commerce foundation to help
transitioning military members and their spouses find
jobs and opportunities after
their service commitments.
“We hold about 20 of these
transitioning summits annually on military installations,
primarily around the U.S., but
also a few international ones,
like this one in Germany,”
said Sarah Worley, Hiring
Our Heroes senior manager.
“We try to go where we’re
needed, and our goal is to
help service members and
their families create a more
seamless transition into the
civilian workforce.”
Worley said the veteran
unemployment rate is the
lowest it’s been in seven
years at just under 4 percent.
Programs like Hiring Our
Heroes could be a key factor
in educating and progressively decreasing this statistic.
“A lot of veteran service
organizations, like (Hiring
Our Heroes), know they’re
doing the work they need
to be doing, but what some
people don’t realize is more
than half of the transitioning service members population is unemployed in the
first 15 months of getting out
of the military,” Worley said.
“The summits are designed
to get those service members
thinking ahead of time about
opportunities because a lot of
times they don’t know where
to start.”
During the summit, attendees listened to leaders empowering them to make informed
decisions. Key speakers talked about actively seeking to
hire veterans for their companies and were given the
opportunity to attend workshops to improve networking
connections, as well as given
information on how to start
their own businesses.

beneficial and educated him
on opportunities.
“The summit has helped
me gain confidence for when
I do separate,” Filipowski
said. “It’s good to start planning to transition as early as
possible. Some military members may have less time to
plan, so I think this experience would be beneficial to
them, especially because they
provide immediate contacts
for careers and organizations
for assistance.”
Worley said the number of
companies actively seeking
veteran employees is increasing, and events like this help
other organizations understand the unique talents and
abilities military members
have to offer, making them
very desirable.
“Because of the generous support of our sponsors,
we’re able to do this event,”
Worley said. “Companies
who want to hire veterans and
their spouses are really setting a gold standard and are
reaching out to other companies as well, and that is so
invaluable to not only what
we do but mostly to the service members and spouses
because they’re wanted by
these companies, who can see
how much of an asset they
can be.”
The Hiring Our Heroes
event gave transitioning service members the opportunity to become more informed
about their options for their
futures. By assisting during transitions, veterans can
remain just as successful in
the civilian sector as they
were in the military.

Gate hours change
Gate 9 on Vogelweh Military Family Housing,
off B-270, is currently open from 6 a.m. to 6 p.m.
daily. Beginning April 6, Gate 9 on VMFH will
close temporarily for construction. To accommodate the increase of traffic, Gate 10, next to
Vogelweh Child Development Center, will open
for outbound traffic only from 7 to 8:30 a.m.

Landstuhl tax offices relocated
The Landstuhl Tax Assistance Center on
Wilson Barracks in Landstuhl has moved to
the Landstuhl heliport, Bldg. 3368. The heliport is located on the left when driving up the
hill to the Landstuhl main gate. Once through
the heliport main gate, turn left and proceed to
Bldg. 3368. The entrance to the tax center is on
the left side of the building.
Kaiserslautern County offices
Renovations of the Kaiserslautern County
Administration building, Lauterstrasse 8 in
Kaiserslautern across from city hall and next
to the German-American Community Office,
will start soon. Starting Monday, the majority
of offices will move to the former SWK building at Burgstrasse 11, including the drivers
license office, vehicle registration, office of
public order, school administration and traffic
offices as well as the foreigner’s office. Last
week, the youth and sports department moved
to Fischerstrasse 12. The County Music School
permanently moved to the Union Community
Office in Otterberg, Hauptstrasse 27. For

Dental volunteer program
The Ramstein Dental Clinic will start the
American Red Cross Dental Assistant Volunteer
Program April 25. The course will be held from
6:45 a.m. to 4:30 p.m. Monday through Friday
for seven months. This program is open to
dependent ID cardholders with a high school
diploma or equivalent. Applicants must attend
the mass briefing at 3:30 p.m. April 4 in the
Ramstein Dental Clinic, Bldg. 301. Interviews
will be conducted April 6 through 7, and notification of selection will be announced April
8. Participants will inprocess April 11 through
22. Applicants must be dedicated, motivated
and up-to-date on all immunizations. Further

New opening hours
Landstuhl Tourist Information will have
new opening hours starting April 1. Hours will
be 9 a.m. to noon and 1 to 4 p.m. Mondays to
Fridays and 9 a.m. to noon Saturdays.

Approximately 25 Airmen from the 1st
Combat Communications Squadron left Israel
March 8 after providing network support that
ensured the success of Juniper Cobra 16.
Juniper Cobra 16 is a combined ballisticmissile defense exercise held every two years
by the U.S. European Command and Israeli
Defense Forces. This year was the eighth in a
series of biennial exercises of the two militaries
since 2001.
Airmen from the 1st CBCS established networks as well as installed the infrastructure
necessary to enable the ballistic-missile defense
fight.
“We had to engineer an automatic connectivity fail-over capability between not only the
Air Force and Army networks but the Israel
Defense Forces as well,” said 1st Lt. Jonathan
Garcia, 1st CBCS airfield systems flight commander. “It’s awesome to work alongside so
many different people and see how they contribute to the mission.”
Though the role for Airmen was specific to
ensuring network stability, each day came with
new challenges for them to overcome.
“Our job was as simple as running and terminating Ethernet cables to as difficult as developing network architecture, which was required to
support our capabilities,” Garcia said. “Every
challenge we faced was a learning experience.
We even worked alongside the U.S. Army,
which garnered its own benefits to our growth
as Airmen.”
During the exercise, more than 1,700 U.S. service members, civilians and contractors worked
with the Israel Defense Forces to address computer-simulated challenges that may occur in
real-world operations.
“This exercise is a significant milestone in
the strategic relationship between the two countries, a security alliance unmatched by any other
country in the world,” said Brig. Gen. Zvika
Halmovich, Aerial Defense Division command-
er. “This collaboration reflects a commitment to
protecting civilian lives, as well as a deep appreciation for the Israel Defense Forces, Israel Air
Force and the Aerial Defense System.”
Along with exercising their cyber capabilities, the 1st CBCS Airmen also networked with
their Israeli counterparts in hopes to build partnerships as well as improve current processes.
“At first, everyone stayed within their respective work areas, but not long after everyone
started to open up and realize that the other units
could make each other’s lives much easier, if
we work together,” Garcia said. “The exercise
enabled us to see how the Israelis operate so
that we can identify areas for improvement
and potentially develop best practices for both
countries.”
Though the exercise lasted from Feb. 21 to
March 4, Ramstein Airmen were in Israel from
Jan. 9 to March 8 to provide additional cyber
support for the exercise.
“The 1st CBCS has two teams dedicated to
our mission at all times, one training while the
other is standing by to deploy,” Garcia said.
“We practice like we fight and are confident
we’re ready to face any wrenches thrown at us.”
Throughout the exercise, both nations’ service members were tested on a variety of
computer-assisted simulations ranging from
ballistic-missile defense, crisis re-supply, foreign-disaster response and foreign-humanitarian assistance, and the skills gained through the
trials faced will strengthen the militaries’ capabilities and established friendships.
“To the entire 1,700 total force Soldiers,
Sailors, Airmen and Marines, civilians and
contractors: Thank you for your selfless work
and an incredible job well done,” said Lt.
Gen. Timothy Ray, 3rd Air Force and 17th
Expeditionary Air Force commander. “I’m very
proud to be a part of this team. Thank you to
the planners and white cell who ran the exercise and to our gracious Israeli hosts. The U.S.
remains fully committed to the security of Israel
and ready, tomorrow, next month or in Juniper
Cobra 18.”

expected, but due to the change to a static closeout date for
EPRs, I received another one in six months. This allowed me
to test for staff sergeant again in 2015. Spoiler alert: I made
it again.
Making staff sergeant wasn’t the highlight of 2015 for me.
I met a wonderful woman at the end of 2014, who I made my
wife and with whom I now have a beautiful daughter. I kept
pushing forward. I got involved with my community again,
and I took steps to start working toward my master’s degree.
I kept moving forward in work as well. I became a self-aid
and buddy care instructor. I also became a resilience training
assistant, which eventually led to me being selected for the
MRT course.
During the MRT course, I heard many people share intimate moments in their lives, which they had to overcome.
One particular story hit close as another NCO shared how he
had been demoted.
I had been asked to share my story. Again, some people
saw me as the epitome of resilience, but I just couldn’t find it
in myself to do it. I didn’t know why until I heard him tell his
story in conjunction with the lesson we were learning.
I had never really accepted it and moved on. I had never
even told my family back home because I didn’t want to disappoint them. Almost two years had passed, and I had kept it
away from them.
So, that’s what I did, and they responded with, “Everything
happens for a reason. … Look at you now,” “We’re still proud
of you,” and “We love you.”
Now, I don’t know if I’ll share this story often. I still don’t
think it’s indicative of who I am. I still don’t think I’m an
epitome of resilience, but I have some resilient qualities for
sure. What I do know is I’m lucky to have the support I do,
and I’m lucky to be an MRT because now I get to teach others
how to make it through those difficult situations.

The Kisling NCO Academy kicked off the first
interactive leadership course in Europe March 3
on Kapaun.
Intermediate Leadership Experience is part of
an Airman’s professional military education and is
completed by eligible candidates after they finish
the online distance-learning platform, Course 15.
“The Intermediate Leadership Experience course
goals say it all,” said Chief Master Sgt. Tamar
Dennis, Kisling NCOA commandant. “We develop
adaptable NCOs for current and future leadership
and management challenges in order to operate
(think and act) critically in these complex and
ambiguous environments.”
ILE is designed to develop leadership, interpersonal communication, and many other concepts
and tools for leaders through guided group discussions, assignments and speeches. ILE is also
intended to complement the Course 15 material.
“We have a stellar group of junior noncommissioned officers in (U.S. Air Forces in Europe
and Air Forces Africa) performing significant Air
Force missions,” Dennis said. “We are honored
and humbled for the opportunity to prepare them to
lead and manage in these ambiguous and complex
environments they operate in daily. We do not take
this responsibility lightly because the stakes are
high once they return to their organizations.”
To get ready for their students, NCOA instructors collaborated for months with the Thomas N.
Barnes Center for Enlisted Education on MaxwellGunter Air Force Base, Alabama, to ensure both
they and their lesson plans were ready for the new
students.
“At the center, the instructors where highly motivated, and they got me excited about the course,”
Johnson said. “Now I am trying to help get these
Airmen to the next level.”

Professional military education is constantly
changing to develop Airmen. According to Johnson,

March 7 in the Mediterranean.
Serpentex, an annual
French-led exercise, involves
joint-terminal attack controllers from 12 partner countries.
Operating on the French island
of Corsica, these JTACs work
together to practice properly
identifying targets and using
that data to call in air strikes
from nearby French and
American aircraft.
“Serpentex is a great opportunity to have all the JTACs
from coalition nations in
one place, training together
to increase interoperability
and work on communication
skills,” said Maj. Sarah Fortin,

Squadron assistant director of
operations. “It gives them a
chance to train and get smart
on what they have to do and
what their capabilities are, so
later on down the road when it
counts, they can perform effectively and efficiently.”
Serpentex differs from other
joint military exercises in the
region, as it concentrates solely
on close air support. This critical capability puts the power
of precise, concentrated airstrikes in the hands of troops
on the ground, who can call
these strikes in to defend themselves against enemy attacks or
to eliminate vital targets with
lethal accuracy.
This is the first year B-52s
were invited to participate in
the exercise, as the role of CAS
has traditionally been filled by
various fighter platforms. The
Stratofortress is well-suited for
this application however, as it
can loiter for extended periods
and carries a wider range of
munitions than any other aircraft in the U.S. inventory.
During the exercise, the
B-52s will join with French
fighters to support JTACs from
several NATO nations as well
as those from Jordan and Saudi
Arabia, who are also participating this year. Training with
a wide range of mission partners ensures a more comprehensive learning experience,
Fortin explained.
“Working alongside our
coalition partners out there
will be a great experience for
everybody,” Fortin said. “Most
of them haven’t worked with
bombers for these types of
missions before. We have a
longer duration and a lot wider
turn radius than some of the
fighters, so they’re going to
have to find a new pacing for
calling us in for close air support. But I promise that bomber CAS is worth the wait.”

From mud to sun, weather covers all

Snow plows are prepared to clear an airfield, a
base is issued a delayed reporting notification, and
the running portion of a physical fitness assessment
is moved inside.
While these events may seem unrelated, they all
have one thing in common: a weather forecast played
a part in the decision.
Weather is something many people may not consciously think about until it affects their routine,
but for the Airmen at the 21st Operational Weather
Squadron, weather is at the front of their minds.
“We provide timely, accurate and relevant weather intelligence to make sure the U.S. European
Command and U.S. Africa Command missions are
met,” said 2nd Lt. Daniel Bazemore, 21st OWS
weather officer.
The 21st OWS provides forecasts, weather advisories and resource protection warnings for Air Force,
Army and Navy facilities within U.S. European
Command and U.S. Africa Command.
The 21st OWS Airmen work with their counterparts throughout both commands’ areas of responsibility to ensure the products are as accurate as
possible.
“We have weather flights that we support all
throughout those AORs,” said Staff Sgt. James Hale,
21st OWS weather forecaster. “Any mission that
takes off in either of those AORs has to get weather
information from us before they can take off.”
To provide accurate data, the 21st OWS Airmen
will contact a weather flight in the area for which
they are making a weather forecast. After monitoring weather patterns, they contact a local weather

flight to get a visual confirmation of what they are
forecasting.
However, there are some monitored areas where
there is no local weather flight to provide responses
on their weather forecasts. In instances such as these,
the 21st OWS relies on satellite imaging or observations from a mechanical tool or their customers.
“In regions where radar is sparse, we are highly
dependent upon observations,” Bazemore said. “That
comes from civilian observations or our observational equipment. That’s the great thing about satellite
observation. Even if we don’t have a surface observation, we do have an image on that area from our
eye in the sky.”
Feedback on the quality of their forecasts isn’t
the only time weather forecasters speak with their
customers.
“In the flight-weather briefing section, we provide
weather forecasts for our pilots,” Hale said. “We
receive (a) pilot-to-metro-service call, which is a
phone line patch from an airborne pilot who needs
quick and relevant weather information.”
According to Hale, a pilot-to-metro-service call
shouldn’t last more than one to two minutes. Thus,
the weather forecaster has to be certified to be in the
section and capable of accessing all the information
required to inform the pilot of how the weather is
expected to behave on their route.
“The most rewarding part for me is working in
that section,” Hale said. “I can actually see the end
result of what I’m supporting. I write forecasts every
day, but I have no idea what customer is using them.
I know everyone is using them, but I don’t know
for what purpose. When I’m giving a pilot weather
information directly, I get to see how that impacts
the mission.”
Similarly, many people are probably not aware that
they are using the products from the 21st OWS, as
they don’t just provide weather forecasts for flying
missions. The weather forecasters produce approximately three products a day for the 11 areas they
monitor around the clock.
“We touch entire installations,” Bazemore said.
“Weather affects personnel, maintenance or whatever
it might be. We get the reports to the decision makers
so they make the appropriate call.”
Whether it is pulling maintainers off the flight line
because of the heat index, redirecting a mission to
another location because of inclement weather, or
informing the populace the roads are safe to drive on,
the decision was likely made based on a product from
a weather forecaster.
Just as the weather they monitor does, the 21st
OWS Airmen affect everyone under their scope.
Retired three-star admiral shares disaster relief experiences with 7th MSC

A retired vice admiral
with extensive experience in
humanitarian assistance and
disaster relief operations visited the 7th Mission Support
Command March 11.
Retired Navy Vice Adm.
Michael A. LeFever will be
the senior mentor during the
7th MSC’s upcoming annual
training exercise, Anakonda
Response, in April. The exercise simulates a U.S. response
to a catastrophic flooding event.
“I’m looking forward to getting to know you and working with you on this exercise,”
LeFever told the Soldiers and
civilians of the 7th MSC during
a town hall-style discussion.
LeFever was in charge of the
U.S. military’s response to two
natural disasters in Pakistan.
In 2005 and 2006, LeFever
was assigned as commander of
the Disaster Assistance Center,
Pakistan, to coordinate U.S.
military assistance during a
devastating earthquake.
The four-minute event registered a magnitude of 7.6, displaced 3.5 million people, and
killed nearly 75,000 in Pakistan
and India, LeFever said.
In 2010, as the senior
defense representative at the
U.S. Embassy in Islamabad,
LeFever led the U.S. military
response to the catastrophic
flooding of the Indus River,
which submerged one-fifth
of the country, damaged or
destroyed 1.2 million homes,
and affected 17 million people.
While conducting these
disaster responses, LeFever
had to come up with innovative solutions with no precedent, said Command Sgt. Maj.
James Murrin, 7th MSC senior
enlisted leader.
“He’s got the experience
when it comes to doctrine but
completely understands that
doctrine is just a guide, not a
limiting factor,” Murrin said.

will be working directly with
Brig. Gen. Arlan DeBlieck,
7th MSC commanding general,
but the whole command will
benefit from his experience,
said Lt. Col. Lance Oliver, the
exercise planner.
“He will help us inject
some realism into the CPX
(Command Post Exercise) scenario and correct our assump-
tions based on his past experience,” Oliver said.
During LeFever’s visit, the
7th MSC staff briefed him
about the command and the
upcoming exercise. LeFever
also took time to speak to the
Soldiers and civilians about his
experiences in Pakistan.
“The key to a humanitarian
operation is trying to get the
population back to normalcy as
quickly as you can,” LeFever
said.
With disasters of this magnitude, it is essential to put
aside personal and organizational ego and work to get the
job done, LeFever said. The
trust that relationships bring
is essential to getting the job
done.
“I tell everybody that my
priority was relationships, relationships, relationships, in that
order,” LeFever said.
A successful response builds
credibility and deepens personal relationships, LeFever said.
It also demonstrates good will
and commitment and shows
strategic impact with U.S.
enablers.
Despite the challenges,
LeFever lists the HA-DR
efforts as his career highlight.
Being personally responsible for helping so many people
is an incredibly powerful experience, LeFever said.
“Once you do this mission,
it gets in your blood,” LeFever
added. “There’s nothing like
it.”

Ramstein highlights
Women’s History Month

Ingredients (for 4 people)
4 chicken breasts
4-6 red/purple onions
1 cup red wine
1 tablespoons balsamic vinegar
2 tablespoons vegetable oil
Salt to taste
Ground white pepper
Sweet paprika
2 pre-packaged Gnocchi packs
Ingredients for salad
Radicchio lettuce
Iceberg lettuce
1 tablespoons mustard
2 cups sunflower oil
Salt ground white pepper
1 teaspoon sugar
Finely diced onions
1 teaspoon vinegar if you like
Heat the oven to 300 F.
Bring the salted water to a boil for the
Gnocchi. Also, heat a pan with the vegetable
oil in it. Season the chicken breast with pepper, salt and paprika. Put the chicken in the
hot oil and roast it on all sides on medium
high. Let the chicken breasts rest on a plate
in the oven for 8-10 minutes. Add Gnocchi
to boiling water. Cut peeled onions into quar-
ter pieces and add this to the pan where the
chicken was roasted. Slightly roast the onions
until they are a nice brown color. Add red
wine, salt, pepper and paprika. Let this simmer for 5 minutes or so. At the end, add balsamic to taste to the sauce.
To make the French dressing for the salad,
whisk the mustard adding oil to it, drop by
drop. If you add the oil too quickly, it will sit
on top of the mustard. If that happens, you
can add a bit of hot water so the oil and mustard blend better. Once all the oil is whisked
in, add spices, finely diced onions and vinegar,
if you like a tart taste added into the dressing.
Once the Gnocchi are done, put them in a
non-stick pan with melted butter. Roast them
slightly and add a pinch of salt, if you didn’t
add salt to the boiling water. Fresh basil will
give a nice garnish to the Gnocchi. It must be
fresh.
Take the chicken breasts out of oven and
let them rest for 2. Slice the meat in a 45 degree angle. This makes for a nice presentation.
You can place the Gnocchi on one side of the
plate, the chicken on the other and drizzle the
sauce over the chicken.
Mix the lettuces together after washing
and cutting into bite size pieces. Add the
dressing. Just a perfect meal for spring!

Force, what would it be?
A: Do it. There’s no better
way to be courageous, bold,
strong and independent while
learning a skill setting you up
for an entire lifetime. There’s
so much opportunity you can’t
go wrong.
Q: Where is home for you,
and what was your reason for
joining the Air Force?
A: I’m from Henderson,
Kentucky, … straight from the
farm. I had two years of college already and was not feeling fulfilled. I didn’t have a
purpose and was bored. My
friend called me saying she
was enjoying the Air Force
and I should join. After racking
up student loan debt and not
being too fond of homework, I
figured the Air Force would be
a nice change of pace. My boyfriend at the time thought that
was my weird way of trying
to break up with him. I didn’t
want to go in the Air Force by
myself though, so I called my
best friend from junior high
school and asked if she’d go
with me. That’s how you know
you have a real friend. She
said ok, and off we went to the
recruiter. After 18 years, we’re
both still in the Air Force. And
that boy … Well, I’ve been
married to him for 17 years
now.

Q: Who has been the most
influential woman in your life?
Why?
A: The most influential
woman in my life, besides my
mom and grandmother, was
Master Sgt. Liz Bolin. I was
a brand new airman 1st class
at my first duty station when I
first met Bolin. She was a fiery
senior NCO who was strong,
confident, articulate, smart and
knew how to influence others.
She demonstrated what being
an Airman was supposed to
be about. She always set a
good example, stood up for her
Airmen, allowed us to “teach”
her, and showed great patience
while ensuring we had everything we needed to be successful. The life lesson I remember
most from her was to stand up
and be heard even when you
think you have a small voice.
Q: What professional goal
do you hope to accomplish,
and how are you working
toward that goal?
A: There’s not a big difference in my professional or
personal goals. My goal is to
have no regrets. Sometimes I
miss that mark and am reminded quickly by my girls or by
an Airman. But, I’m always
grateful when I look back on
the week or month, or even
years, and know that with the
big things … I wouldn’t have
changed a thing. Even the mistakes I made helped me learn
and become better.
Q: What is something
unique that most people don’t
know about you?
A: While many people know
I’m from Kentucky because I
frequently discuss my love for
the bluegrass state, most probably don’t know I grew up on a
farm. My nearest neighbor was
over a mile away. I learned to

Don’t let the hay bales, lassos, saddles and cowboy-hat wearing hosts
fool you, the upcoming garrison rodeo
is less a physical sport and more a
mental activity.
Knowledge and information are
the goals, but similar to a traditional rodeo, participants will be steered
through timed events at the U.S.
Army Garrison Rheinland-Pfalz Total
Army Sponsorship Program Rodeo
from 9 a.m. to 2:30 p.m. Wednesday
at Armstrong’s Club on Vogelweh
Housing.
“We’ll have 14 information booths
set up that folks will rotate through
every 15 minutes,” explained Ivor
Watson, chief of the Military Personnel
Division and coordinator of the event.
Those booths will be staffed with
experts in areas ranging from unit and
spouse sponsorship to child and youth
sponsorship, as well as civilian sponsorship, community reception and more.
The purpose of the sponsorship
rodeo is to ensure Army leaders have
the knowledge and tools necessary to
create and maintain an effective sponsorship program within their units,
Watson explained.
“The rodeo is not intended as a
training or informational event for
sponsors,” Watson clarified. “Rather,
it is intended for military and civilian
leaders, supervisors, family readiness
group leaders and unit sponsorship
coordinators, to provide them information and tools to improve their organizations’ sponsorship programs.”
The
garrison’s
sponsorship
rodeo is for the Kaiserslautern and
Baumholder military communities and
is the result of a 2015 U.S. Army
in Europe Inspector General finding
that USAREUR needs to improve the
effectiveness of its sponsorship program. USAG Rheinland-Pfalz took the
lead in organizing the first sponsorship
rodeo last July.

first-line supervisors, commanders
at all levels, first sergeants, sergeant
majors, command sergeant majors,
civilian supervisors, and Unit Family
Readiness support assistants, liaisons
and group leaders. He emphasized
that attendees should arrive no later
than 11:30 a.m. to be able to rotate
through all the booths by 2:30 p.m.
“It’s important because effective
sponsorship contributes to unit and
individual resiliency, readiness, cohesion and esprit de corps by properly
integrating them into units and communities,” said Lydia Pete, Ready and
Resilient Program specialist. “It contributes to a stronger team, Soldier,
civilian and family.”

At first glance, March 20,
doesn’t seem to be an important date in U.S. Army
Europe’s history. However,
on this day 65 years ago a
predecessor of today’s U.S.
Army Garrison RheinlandPfalz was activated in
Kaiserslautern, marking the
beginning of the U.S. Army
presence in town.
When thousands of service members arrived in
Europe after 1950 to deter
Soviet
aggression,
the
Kaiserslautern area was earmarked to become a mainstay
of the U.S. Air Force, but the
city also received numerous
Army units. A military hospital, several major depots and
countless other units turned
the Kaiserslautern area into
a major Army hub in Europe.
To provide community
support to Army installations
in Rheinland-Pfalz, the Rhine
Military Post was activated
in Kaiserslautern on March
20, 1951.
The RMP’s area of responsibility included all Army
installations in the state of
Rheinland-Pfalz,
making
it one of the largest military posts and an almost perfect image of today’s USAG
Rheinland-Pfalz. Various
reorganizations in decades
to come would naturally
change the area of responsibility administered by
Kaiserslautern’s community
support organization, at times
confining it to the immediate
environs of Kaiserslautern.
Some of these changes
even brought two community support organizations to
Kaiserslautern: a local service provider in charge of
Kaiserslautern, Landstuhl and
Miesau and a higher headquarters for several such local
organizations
throughout
Rheinland-Pfalz.
On Dec. 1, 1952, the RMP
was re-designated as Western
Area Command with the
Kaiserslautern
District
— later Kaiserslautern
Subarea — providing local
community support in the
Kaiserslautern area. As
WACOM was incorporated into the Northern Area
Command in Frankfurt in
1959, all of its subareas
were re-flagged as posts.
By 1964, the Kaiserslautern
Post was one of 11 throughout Germany.
To better reflect the fact
that the Kaiserslautern Post
actually covered an area several thousand square miles in
size, the unit was renamed
Palatinate
District
on
July 1, 1965 and Support
District
Rheinland-Pfalz
on July 1, 1968. SUPDIST
Rheinland-Pfalz
provided community support to
all Army communities in
Rheinland-Pfalz and operated
several support activities in
communities. Kaiserslautern
Support Activity was activated July 1, 1970 and headquartered on Vogelweh.
On July 1, 1974, all support districts were deactivated
while support activities were
re-flagged as U.S. Military
Community Activities. The
USMCA Kaiserslautern now
reported to the 1st Support
Brigade on Panzer Kaserne,
a predecessor of today’s
21st Theater Sustainment
Command. The new USMCA
structures proved to be very
successful in mastering the
challenges of the 1970s and
1980s and endured for 17
years.

1991. In Kaiserslautern’s

415th BSB was activated in
Kaiserslautern to relieve the
29th ASG of its community
support function.
On Oct. 1, 2005, all
ASGs, BSBs and ASTs in
USAREUR were re-designated as USAGs. Eight
years later, on Oct. 1, 2013,
USAG Kaiserslautern was
finally replaced by today’s
USAG Rheinland-Pfalz, a
direct report garrison under
Installation
Management
Command Europe and an
organization similar to the
RMP, WACOM, the Palatinate
District and the SUPDIST
Rheinland-Pfalz. Indeed, an

Traumatic brain injuries: Detect, don’t neglect

For many, it starts with
a headache. But millions of
people get headaches every
year, so it’s nothing out of
the ordinary, right?
Soon however, the headache carries over for days,
weeks
and
sometimes
months. Suddenly, it becomes
apparent to these individuals
that something is wrong, but
they don’t report it and continue to live with a constant
throbbing in their head.
These can be cases of traumatic brain injuries, according to Lorrie Cappellino,
Landstuhl Regional Medical
Center Traumatic Brain
Injury and Rehabilitation
Clinic nurse educator, and
reporting these possible concussions or worse is an issue
with service members.
“Service members are
occupationally at risk,”
Cappellino said. “They can

or just don’t understand the
severity of these concussions
or a mild TBI.”
The TBI clinic offers evaluation, assessment, treatment
and follow-up services for
service members, beneficiaries and retirees who have
sustained a TBI and have
ongoing symptoms.
According to a statistic
published by the Defense and
Veterans Brain Injury Center
in 2015, over 25,000 service
members were reportedly
affected by a TBI in 2014.
This number has rapidly
increased over the years, but
this isn’t due to more incidents occurring, rather the
increase in reports, according
to Cappellino.
One of Cappellino’s
patients, Wilbur Boulware,
was affected by TBI from a
stroke in 2012. Since then, he
has undergone many surgeries and is still being treated
at the clinic.
“My treatment’s been
excellent,” Boulware said. “I
(am thankful) that we all have
a TBI clinic because you’d
be surprised about how many
people suffer from a TBI.”
His time at the clinic has
allowed him to see the progress of people that are treated
early for TBI.
“I’ve seen so many people
come through this clinic,”
Boulware said. “By the time
I see them leave, they look
whole again.”
Boulware was treated four
years ago and is now volunteering at the clinic with
the American Red Cross. His
recovery has allowed him
to become one of the faces
that greets people when they
walk into the clinic’s front
doors.
However, those who
waited to report or failed
to identify concussions
aren’t so lucky, according to
Cappellino.
“There are people who,
after waiting so long to
report a concussion, never
return to their highest performance levels,” Cappellino
said. “It takes the brain a lot
longer to heal after waiting
so long and can permanently
affect vision and cognitive
abilities. Those lower performance levels start to cause
issues with work or home life
and build.”
Since March is TBI awareness month, the TBI clinic has events going on all
month to engage with people
and educate them on what it
is, why they should report it,
and how they can.
Even if it only results in
a slight headache, all head
collisions should be reported immediately. If you think

The meaning of Easter
is universal, but it’s celebrated differently throughout the world. Even in the
various states of Germany,
people observe different traditions and customs. Little
trees in backyards are decorated with Easter eggs, special Easter wreaths hang on
entrance doors, and in houses, Germans put branches
of forsythias, willow catkins
and other trees in vases and
decorate them with Easter
eggs and ornaments. In some
towns, Easter trees are put
up, fountains are decorated
with eggs, flowers and garlands, and Easter markets
with selling booths and merry-go-rounds are held.

during Lent.
In former times, decorated eggs were given as

eggs, but also storks, foxes
and donkeys were the bearers of eggs in mythology.
In 1682, the Easter Bunny
was mentioned for the first
time. When the production
of Easter chocolate and bunnies as well as the printing of Easter picture books
and postcards began around
1850, the long-eared bunny
became an Easter trademark.
In Germany, Easter celebrations start the Thursday
before Good Friday, called
“Gruendonnerstag,” or green
Thursday. The word green
is not associated with the
color but rather with the
old German verb “grienen,”
which means “to bemoan.”
It’s a custom in German
families to eat green vegetables that day, preferably
spinach.
The following day, Good
Friday, is an official German
holiday. For Protestants it
is one of the most important religious holidays, while
Roman Catholics strictly
observe it as a day of fasting.

The Ramstein-Miesenbach Office of Public Order would like to remind all motorists that
streets that have the blue traffic signs, which show playing children, a car and a house, are designated areas with reduced and limited traffic. The authorized maximum speed is 10 kph. Local
officials noted that numerous motorists drive a lot faster. This is dangerous, especially for children who play on such streets.
Motorists are asked to stick to the given speed limit and to drive at a walking pace, being
extremely cautious.
The following rules apply to areas with limited traffic:
• Motorists must drive at a walking speed of 10 kph and pass with the utmost attention.
• Pedestrians are authorized to use the full width of the street but must not interfere with traffic.
• Children’s play is authorized everywhere.
• Motorists may not endanger or impact pedestrians. If needed, they must wait.
• Parking is only authorized in designated spaces.

The Gartenschau Kaiserslautern reopens its doors Thursday. The park features a Lego exhibition with new buildings, including the Capitol and Empire State buildings, flower shows,
musical performances, children’s activities and dinosaurs. The official opening ceremony
with music will be held at 2 p.m. March 27. Since it is Easter, a life-sized Easter Bunny will

education and counseling services to 11- to 19-yearold ID cardholders in the military community. ASACS’s
mission is to provide comprehensive counseling services
to adolescents and military families stationed OCONUS
while enhancing military readiness and quality of life. In
addition, ASACS offers Life Skills classes that promote
health and personal development in the Department of
Defense schools. ASACS participate in supportive activities related to military life transitions as well as providing

KHS StellarXplorers team advances to national finals

StellarXplorers team director
The Kaiserslautern High School StellarXplorers
team, the Space Raiders, has won an all-expensespaid trip to Colorado Springs, Colorado, to compete in the very first StellarXplorers national competition finals. Students will compete against nine
other schools for the coveted title.
StellarXplorers is one of two national competitions put on by the Air Force Association. Building
on AFA’s stunning success of their CyberPatriot
National Cyber Education Program, AFA has
decided to take their science, technology, engineering and math initiative one step further with the
introduction of this newly released national space
competition.
The StellarXplorers program and competition
was designed to inspire and motivate high school
students and their educators to pursue studies and
careers in STEM through a challenging, space-system-design competition. Since space science inherently includes virtually every technical discipline,
students learn firsthand the fundamental aspects of
space system engineering, assembly, integration,
test and operations.
Teams are provided with computer simulations
for orbit determination and propagation, computeraided system design, system performance assessment, and budgetary constraints. With nearly 20
pages of technical data, teams must be able to efficiently organize, analyze and evaluate mission data

in order to make critical decisions concerning their
mission. Teams will have a six-hour block of time
to make all the final decisions. For these teams, this
is the ultimate test, where higher order thinking
skills are competing against both time and space.
The Space Raiders hope to visit both the Air
Force Academy and Schriever Air Force Base
during this unique opportunity in Colorado
Springs. Additionally, the team will attend the
Space Foundation’s 32nd Space Symposium. For

The Landstuhl Regional Medical Center
Combatives Tournament will begin at 9 a.m.
March 25 at the Landstuhl gym. Weigh-in will be from
8 a.m. to 4 p.m. Thursday. The tournament is open
to all U.S. service members and all skill levels. For

Physical health screenings
Annual health screening physicals are required
for students who wish to participate in sports. The
86th Medical Group will conduct sports physicals
by appointment only April 2 for youth ages 6 to
18 years old enrolled at the Ramstein Clinic. The
physicals will be performed from 8 a.m. to 3:35
p.m. at the Ramstein Clinic, Bldg. 2114, and are
valid for one year. If your child has had a recent
well visit within the past year they do not require an
additional sports physical appointment in order to
complete the sports physical forms.
Appointments can be made by calling
479-CARE (2273) or 06371-46-2273. The MDG
will provide all necessary paperwork for this examination. Families need to arrive 30 minutes prior to
the scheduled appointment to complete paperwork

and the necessary pre-examination testing. If a child
wears glasses, bring them to the appointment. Have
your children wear comfortable clothing, such as a
tee shirt and a pair of shorts.
In addition, the 86th Dental Squadron will be
providing a walk-in mouth guard clinic for children, teens and young adults. Impressions will need
to be tolerated for custom mouth guards, and boiland-bite mouth guards will be available for smaller
children. This is a benefit for children involved in
contact sports.
Running of the Fools
Join U.S. Army Garrison Rheinland-Pfalz Sports
and Fitness for the Running of the Fools 5K-ish
Run/Walk at 9:30 a.m. April 2. Not knowing the
exact distance is all part of the fun! The run will be
more than 5 kilometers, but less than 8 kilometers.
In addition, you may get wet. Registration will be
held from 8 to 9 a.m. on the day of the event from
at the Rhine Ordnance Barracks Special Events
Center, Bldg. 237. Cost: $7. The first 150 to register
will receive a free T-shirt. Wear your craziest hat for

The Otterbach-Otterberg union community sponsors its second Hinkelstein hiking marathon and trail run April 3. The hiking
marathon starts at 7:30 a.m., the half-marathon starts at 8 a.m., and the trail run, which is the distance of a marathon, starts
at 9 a.m. in Otterberg. Start and finish is at the Abbey Church. The certified route, called “Hinkelsteinweg,” offers nature forest
paths, fields, historical border stones, menhirs, ponds and views of the highest hill in the Pfalz, Donnersberg. Participants
must follow the black and white menhir signs. Food and beverage stations will be put up along the route. Starting fee is €17

March 16 online. The half-marathon run is approximately 21 km long. The main sponsor
this year is the store called “Der Laufladen” in Kaiserslautern, hence the name half marathon TSG Kaiserslautern/ Der Laufladen. The Kaiserslautern Half-Marathon run has a long
tradition and is celebrating its 35 Anniversary this year. The run starts at 9:30 a.m. and
closes at 12:00 at the Bertha von Suttner School Gymnasium. Last year around 400 runners participated in the run and somewhere around 100 American runners participated.

Responsibilities/Duties
• Tour Preparation: Maintain and update tours database and data sheets. Prepare tour packs and
monthly tour signup sheets. Prepare End-of-Day sign-up list. Obtain bus transportation. Research
tour destinations. Provide tour guide support and training. Prepare and send out requests for information to city tourist offices, parks, etc.
• Customer Relations: Respond to all tours-related telephone, e-mail, and Facebook inquiries. Process
tour guide payments and customer refunds. Handle tour cancellations.
