Comment Contents District plan progresses As everyone knows the challenge of supporting economic growth and dealing with the national deficit goes on nationally. Here in Mid Sussex our economy is very resilient and has generally fared better than many through the recession. As a Council we have worked constructively with the business sector to support it. A few weeks ago the Chancellor announced the Spending Review including further huge reductions in the spending of government departments. We will not know until much later this year how these national cuts will affect Mid Sussex but based on our experience in recent years it is very likely the reduction in funding to this Council will be well in excess of 10%. This will be very challenging but I take some comfort from the thoughtful and careful way my Council colleagues have dealt with the massive cuts to date. We will address these challenges by prioritising protecting front line services and keeping Council Tax as low as possible. approach. Our District Plan is now ready to go through the vigorous Public Examination process. We hope this will take place soon, meantime I have been hugely impressed by the way communities and my colleagues on the Council have worked together to develop our Plan. Green matters Planning how our District will grow; planning for the right level of housing and business growth can be very controversial and many authorities have found it overwhelming. We however have managed to work constructively and maturely with local communities and we have been delighted with the positive feedback our Plan has received to date. Mid Sussex Matters Summer 2013 3 Local news Save with a season ticket Car parking safe and sound Seventeen Mid Sussex car parks have retained a prestigious Police award for safety and security following a recent assessment by an independent inspector. The car parks have been recognised as examples of excellent parking design and will proudly display the ‘Park Mark’ sign of quality for the next 12 months. The ‘Park Mark’ is part of the UK Police flagship initiative ‘Secured by Design’ that promotes crime reduction through effective design and security standards. Pavilions for the people Local motorists can make significant savings on long stay car parking costs by arranging a season ticket. All day parking in Mid Sussex longstay car parks currently costs £4 a day, but many motorists who park regularly could pay even less by purchasing a season ticket. There are a variety of prepaid options with discounted monthly tickets for £66; a 13-week (quarterly) ticket at £150 and the annual season ticket offering the biggest potential saving at £550. Eight community pavilions are now benefiting from the recent £200,000 improvement programme - investing in facilities for local people and reducing running costs. London Road Pavilion in Hassocks (pictured) was extended to provide a new shower area in addition to internal changes which have created extra storage space, a secure soft play area for the local nursery and more room for social activities. 4 Sports clubs, nurseries, social groups and community meetings are now benefitting from the work which was funded and carried out as part of the previous financial year. Jane’s Lane - Burgess Hill, St John’s Park - Burgess Hill, Whiteman’s Green – Cuckfield, Mount Noddy East Grinstead, Victoria Park Haywards Heath, Hickman’s Lane Lindfield and Berrylands Farm Sayers Common have all been improved as a result. Mid Sussex Matters Summer 2013 Benefits are changing to make sure that ‘work pays’ and that people are always better off in work than on benefits. We know that getting into work can be difficult for people who have been out of a job for some time or who haven’t worked before. That’s why Mid Sussex District Council is working with Sussex Oakleaf to provide a helpline which can help you find the right support you need to get into work. Local news Green gateway for Burgess Hill The new green gateway to Burgess Hill will begin to take shape over the next few months. Town, District and County Council projects are all combining to improve the quality of the environment, the lighting, carriageway and public access linking into the town centre. Active at 80 Members of the Balcombe 61 social club rolled back the years recently by taking part in a free outdoor gym training session organised by the Mid Sussex Wellbeing Team. Summer is a time to enjoy the garden and relax with friends and family but it can be frustrating when wasps and hornets take up residence close by. When wasp nests become a danger to residents, Mid Sussex District Council can provide trained professionals to treat the nests with insecticidal dust or sprays. The cost of the service is just £50 (including vat) per visit for the first two nests and £20 for each additional nest. Open4Business 2013 Wednesday 18 September is the date for your business diaries. Clair Hall in Haywards Heath will host Open4Business where locally-based companies share experiences, contacts and business opportunities. www.midsussex.gov.uk/open4business Queen Elizabeth Avenue has seen many changes over the past few years. In 2011 the careful demolition of The Brow office building by the District Council ensured 95% of the building material was re-used, and space was created for the new housing development for retired people created on the site by McCarthy and Stone. Work is due to begin in July to add new energy efficient, bright LED lighting on the north side while the south side of the road will have a new cycle lane linking the town centre to the west part of Burgess Hill. It has been designed as a shared surface with the existing footway. At the School Close junction, a 'left turn only' traffic safety measure (on to Queen Elizabeth Avenue) is also being implemented. The vision of a Boulevard is hoped to be achieved by planting an avenue of London Plane trees on both sides of the carriageway during autumn. This is because there are so many different types of plastic which need to be separated and sorted (they can't just be lumped together). The easiest thing to do if you have a plastic item is to ask yourself if it is a bottle – if it is, it can be recycled. Many residents are very good at recycling but they put their collected material into their bins contained in plastic bags, and so the carefully sorted items have to go to landfill. The recycling sorting plant is unable to tear open plastic bags. Please place your recycling in your bin loose. test yourself Below are 5 plastic items - tick which you think can currently be recycled? People often use the recycling symbol or numbers on plastics as a guide to figure out if they can recycle it or not, but this can be misleading as some plastics are easier to recycle than others. The numbers tell you what type of plastic the item is made from. In West Sussex we can only take plastic for which there is an environmentally sound and sustainable end market. Supporting Local attractions Bluebell railway and local attractions Railway enthusiasts and residents rejoiced at the arrival of the Bluebell Railway to East Grinstead on 23 March this year. Mid Sussex District Council has been entirely supportive of the plans, investing a total of £100,000 in the restoration of the line between Sheffield Park and East Grinstead. The Bluebell Railway runs for 11miles through Mid Sussex using steam trains operating between the stations at Sheffield Park, Horsted Keynes, Kingscote and now East Grinstead. It is the first preserved standard gauge steam-operated passenger railway in the world to operate a public service. Today the railway is managed and run largely by volunteers. Having preserved a number of steam locomotives even before the cessation of steam service on British mainline railways in 1968, today it has the largest collection (over 30) of steam locomotives in the UK after the National Railway Museum. Tourism is an essential part of the Mid Sussex economy with day visit spend of £124 million in the area in 2011. The Bluebell Railway forms a key visitor destination for the area, as well as a valued attraction for residents. Mid Sussex Matters Summer 2013 7 Out and about Schoolchildren offer help with a foul problem Pupils from Manor Field Primary School in Burgess Hill joined forces with Mid Sussex District Council to remind local people that dog fouling is unacceptable. Park Rangers from Mid Sussex District Council visited the school to talk to the children about the importance of responsible dog ownership. Afterwards children in Years 2 and 4 took part in a competition to design a new poster encouraging local dog owners to clean up after their pet. Dog owners who are spotted breaking the law by not picking up after their pet could be given a Fixed Penalty Notice of £75. Playday is the national day for play in the UK, traditionally held on the first Wednesday in August, this year it falls on 7 August. As well as a celebration of children's right to play, Playday is a campaign that highlights the importance of play in children’s lives. If you would like to organise Playday events in your area you can find out more at www.playday.org.uk Watch out for National Playday activities in Victoria Park 12noon - 4pm including mini-beast arts and crafts, bug fancy dress and fun and games for everyone! With a variety of play areas dotted across the District there are lots of places for fun and outdoor play. Recent improvements include - World's End Recreation Ground, Burgess Hill With a table tennis area and new basketball hoop this equipment will help older children keep busy enjoying active games. An octagonal area also contains six exercise machines including a space walker, pull down exerciser and body twister to provide an all-round work out. Seating and a picnic table are also available for those feeling a little less active. King's Centre Playground, East Grinstead A large swing seat, spinner bowls and a helix climbing pole will sit alongside a fun exercise bike and rowing machine in the re-vamped play area. Tel: 01444 458166 www.midsussex.gov.uk Supported by: Out and about Students help design new Students from Warden Park Academy recently worked with a skate park designer and Mid Sussex District Council to help plan the proposed new skate park for Bolnore village. Two of the students have written for MSM about the experience – Luke said - As an avid skateboarder it’s been a big part of my life for about six years now. At the meeting we had an hour-long conversation with the designer, and it really felt as though we had made a difference; in fact, changes were made to the skate-park there and then on the computer, giving the feeling that we had done something really productive. What’s more than this, the students learned a lot about the processes of designing and building a skate-park, and the hard work that surrounds it. We were shown pictures from previous builds that the designer had supervised, giving us a better idea of time scale and ways in which we were limited as to what we suggested. We worked around this, and ended up with a park that would be useful for us, our friends, and other riders in the community. William commented - Since I was young I always had an interest in skating and joining the 'skate community'. I have been interested in design for many years now, so you can imagine my face when Mr Perry (Assistant Headteacher) asked me to be a part of the making of Bolnore skate park. It was also very interesting seeing the steps involved with seeing the designer putting the skate park together on his laptop, if anything this made me more interested in the designing side to the world. All in all I think that everyone found this experience helpful and it was great to see that we made a difference and that we had a say in what was to happen to this project. Chances are you have probably already looked at whether or not you need planning permission but are you aware that you also need to get any work approved by a building inspector? MSDC’s Building Control team offer a friendly, speedy and competitive service so you can be sure that your building, electrical and plumbing works all meet the required standard. They can also offer pre application advice too so that you’re aware of what’s needed before you embark on your project. Mark Payne, the Council’s Principal Surveyor explains, We’ve got a wealth of experience in the team so if you’ve got a very straightforward extension or something much more complicated we’re sure to have somebody that can give you the advice you need. We’re all local too so there’s not much about this area we don’t know and that can come in useful, we’ll know details of your site that you might not be aware of yourself. Because we’re a part of the Council and we can’t make a profit for our work we are very competitive. Our fees don’t include any extras - and as we’re just up the road you won’t have to wait long for an appointment with us. [email protected] 01444 477570 New depot for refuse and recycling vehicles The Council is replacing its waste and recycling fleet depot in Bridge Road Haywards Heath with a new modern facility. The new depot will be completed by summer next year and will significantly improve the area. It will also create an opportunity to provide business start-up units for small local businesses - subject to planning permission and consultation work on the start-up units, they could start by summer next year. The Council is overseeing the development of the depot to ensure that any potential disruption to local businesses and residents will be kept to a minimum and noise and dust levels will be constantly monitored. Mid Sussex Matters Summer 2013 11 Developer contributions How is Section 106 money used? When new housing is agreed within an area there are often obligations attached to the agreement, known as Section 106 agreements. Many of these include payments of financial contributions but can also be non-financial, such as provision of land for open space or affordable housing. This money often has restrictions attached and can only be used for specific locations and be relevant to the area where new development will be located – for example including funds for traffic calming, school places and flood mitigation. Mid Sussex District Council collects contributions and retains a portion of the Section 106 funding related to the services we provide – which can include play areas, sports facilities, community buildings and local sustainable transport projects. West Sussex County Council receives a contribution for areas such as highways, education, libraries and fire services. Examples below are of recent projects which have benefitted from Section 106 contributions through Mid Sussex District Council Adastra Sports Pavilion, Hassocks Contribution £94,214, work completed 2011 Ansty Village Centre Trust Contribution £127,000, awarded May 2013 Funds towards a new village hall and sports pavilion. Records are kept of when the agreement is signed and building may start soon after that. A developer is required to notify Mid Sussex District Council when they start work on a site, otherwise they will be contacted and the status checked up on. If a year has passed since an agreement was originally signed, an agreed form of ‘interest’ payment is also added to the total amount owed by the developer. Replacing Section 106 The Community Infrastructure Levy (CIL) was introduced by the Government in 2010. Each District Council is now working to produce a 'Community Infrastructure Levy Charging Schedule'. The Charging Schedule lays out the charges that will have to be paid to fund new infrastructure. The CIL is a new system of planning charges for the funding of a wide range of infrastructure and will largely replace the existing system of Section 106 obligations. Our CIL proposals accompany the District Plan which is reaching final preparation before being submitted to government for examination. Once finalised, the District Plan will put in place the overall planning framework for Mid Sussex for the next 20 years. The programme is aimed at families with a child who is above a healthy weight. Families with a school aged child/children can contact Mid Sussex Wellbeing for further information. Referrals with consent may also be made by GPs, Practice Nurses, School Nurses, Health Visitors and Parent Support Teams. This exciting, fun and FREE programme provides expert one-to-one support from a qualified instructor over ten sessions. The sessions are tailored to individual family needs and are scheduled at times which suit the family. In previous programmes The basic goals of the course are to - • All children have seen a positive change in body mass index (height and weight ratio) and in confidence levels and eating behaviour. • Support families to eat more healthily. • 86% of families have seen a positive change in their child’s weight with an average weight loss of 2kg. • Increase confidence. • 71% have seen an increase in their child’s fitness. • Increase fitness and activity levels. • Support children and adults to achieve and maintain a healthy weight. NHS health checks could save a life The Mid Sussex Wellbeing team organise free NHS checks across the District. One person who knows how valuable these can be is Councillor Peter Reed, Vice Chairman of Mid Sussex District Council, who discovered problems with his aorta, the main artery in the body, after a routine check. “It was a spur of the moment decision to stop for a quick health check but now I’m so glad that I did,” said Councillor Peter Reed. “I found out that my blood pressure was unusually high and I was advised to visit my doctor. One thing led to another and before I knew it an ultrasound scan had revealed I had a 3cm aneurysm, a kind of bloodfilled swelling in my major artery. “The scary thing is I felt perfectly healthy, I wasn’t in pain and there were no symptoms to warn me that anything was wrong. The only reason I found out about it was because I had this health check and an ultrasound scan. “I dread to think what would have happened if the doctors hadn’t caught my condition early. My aneurysm would have continued to grow larger and there is a strong possibility that it would have burst and killed me. “There’s no way to cure an aneurysm but now that I know about it I can make changes to my lifestyle that will prevent it from becoming any bigger. By being careful about what I eat, taking more exercise and having regular checks with the specialists at the hospital I can make sure the problem does not become more serious. “This has been a real wake up call for me. My dad had an aneurysm which contributed to his death and without this health check I could have suffered the same fate. I urge every Mid Sussex resident resident aged between 40 and 74 years to book an appointment for a free health check because you never know; it may just save your life.” Everybody who takes part will receive a blood pressure check, a cholesterol measurement, and will have their BMI (Body Mass Index) calculated by measuring height and weight. After the health check there will be an opportunity to discuss the results with a trained Wellbeing Advisor, who will provide personalised advice on how to lower the risk of future problems and maintain a healthy lifestyle. In this first piece we meet Katy Bourne, the first Sussex Police and Crime Commissioner, who tells us about her new role. Working in partnership to ensure we all feel Safer in Sussex Over six months have passed since I was elected as your Sussex Police & Crime Commissioner (PCC) and a lot has already been achieved. Most notably I have delivered my first Police & Crime Plan ‘Safer in Sussex’ and the budget. I have also announced a freeze on the policing element of the Council Tax so that residents will not pay any extra for policing in Sussex this year. As PCC it is my job to hold the Chief Constable of Sussex Police to account and ensure that the police focus on our local priorities. During my election campaign and since taking office, I have met members of the public from all over Sussex who have told me what matters to them. As a former Mid Sussex district Councillor and a longstanding local resident I have an affinity with this area. It has been a pleasure to meet residents and local officers since taking office. Since the election I have attended neighbourhood meetings, local panel meetings and public events and I have also received hundreds of letters and emails from people with an interest in policing and crime in their area. I have listened carefully to this feedback and those priorities have helped shape the Police & Crime Plan, which lays out how, in partnership, I will tackle four key priority areas for policing and crime in Sussex during my term of office. In response to this, Sussex Police has prepared an Operational Delivery Plan, setting out how they will deliver operational policing against the priorities, targets and budget I have set. The Police & Crime Plan is a living document and will remain under constant review. It has been scrutinised by the Police & Crime Panel who have the important role of holding me to account for the Plan and my performance against it. I firmly believe that the future of crime reduction and public safety lies in prevention and successful partnership working. There are many established and committed partnerships across Sussex striving to make our communities safer. As PCC I am uniquely placed to work closely with all these partnerships to identify areas of success and to look for improvements where they are needed in order to reduce re-offending, prevent crime and improve public confidence. 16 Mid Sussex Matters Summer 2013 As set out within the Police & Crime Plan I am looking to strengthen the relationship with all Community Safety Partnerships (CSPs) across Sussex. To provide some continuity for 2013/2014 I have maintained their funding, which includes financial support from my own budgets, at the 2012/2013 level. I attended the last meeting of the Mid Sussex Partnership Board and I look forward to working with them to build on the work already underway to ensure residents feel safer in Sussex. Your Council Better Connected West Sussex County Council has been co-ordinating a project to help improve rural broadband connections and speeds in your area. The Better Connected West Sussex Broadband project will provide broadband and infrastructure to over 44,000 premises with superfast speeds of between 2 - 24Mbps by the start of Spring 2016. Local businesses will benefit from improved connections, allowing them to be run from home or from more rural areas. Users will be able to access bandwidth-hungry applications, send and receive large amounts of data and store and process information faster. At the same time residents will benefit from faster access to online entertainment. The multi-million pound project is a partnership funded by BT alongside WSCC and the Government’s Broadband Delivery UK (BDUK) funds. Mid Sussex Matters Summer 2013 17 Community grants Mid Sussex District Council continues to support local community groups through small grants, recognising the essential work they do. Grant applications are considered by the Cabinet Grants Panel, which usually meets in January, May and September. There are two streams of funding - Disability Access – East Grinstead Area • Small Revenue Grants. Contribution towards running costs and help with the visually impaired readers group £800 • Spotlight Grants – annual grants with a different theme each year. See below for more details about the theme for 2013/14. Below are some examples of awards given at the Council’s last round of grants. Burgess Hill Runners The organisation works closely with the District Council on access issues, covering the whole of the district. They also run the Burrin Awards recognising efforts to improve access by local organisations, and carry out specific projects and provision of the East Grinstead Access Guide. Their work benefits local residents and visitors to the area. Bringing Park Run to Mid Sussex £500 Burgess Hill Runners, together with Haywards Heath Harriers, plan to establish a timed 5km free weekly Park Run at Clair Hall Park, Haywards Heath, in summer 2013. Park Run is a national scheme aimed at all levels of participants, currently with over 150 runs across the country which encourages people to improve their general health and wellbeing through running. www.parkrun.org.uk Handcross Rosemary Club Contribution towards hall hire and insurance costs £400 The Club currently has around 60 members aged over 60, who are disabled or isolated and living in the Handcross area. The Club provides valuable opportunities for members to meet socially for companionship, organises outings once or twice a year and runs coffee mornings and a Christmas Party. Haywards Heath Operatic Society Towards the purchase of microphones £1500 Haywards Heath Operatic Society (HHOS) put on two shows each year which attract between 1,500-2,000 local people, enjoying high quality theatre productions. By owning their own microphones the production costs would be reduced, and help running costs. The equipment may also be made available, when possible, to the other two Societies in Burgess Hill and East Grinstead. www.hhos.co.uk 18 Mid Sussex Matters Summer 2013 Community grants Mid Sussex Older People’s Council (MSOPC) Promoting the rural ‘MSOP Roadshow’ £800 The MSOPC grant will help them to create a Roadshow that will visit as many village fetes as possible to increase contact with those in rural areas, provide information and support. The group aims to work with existing older people's groups and, at the end of the Roadshow, share their findings with other service providers and local authorities. www.msopc.org.uk Neighbourly Care Helping spread the word about local service £800 Neighbourly Care provides free services such as escorted shopping, local transport (to the Health Centre, shops, hospital visiting), light help in the home or minor household repairs. This enables vulnerable isolated people to stay in their own homes for longer and live more independent lives. The grant will assist the group to provide leaflets in the areas they cover (Hassocks and Burgess Hill) with the aim of expanding and recruiting more volunteers. www.neighbourlycare.co.uk Tadpoles Swimming Gr oup Many thanks for your £50 0 grant towards our pool hire costs,training and equipm ent maintenance. During the breaks fully trained staff and volunteers help provide 24hour support and care-on-call, as well as pre-arranged programmes of trips and activities. Additionally, they also allow carers the opportunity to have a rest from their vital caring roles. Last year Mid Sussex residents benefited from 33 care breaks. www.vitalise.org.uk/ The Club was awarded £584 for cricket equipment – which has now arrived and is being put through its paces! Spotlight grants 2013/14 The annual Spotlight Programme which was launched in 2006 and is intended to highlight specific local priorities within Mid Sussex and give particular parts of the community more emphasis. The theme for 2013/14 is Make a Difference in your Local Community. Small grants will be made available to voluntary/community organisations for one-off events or items of equipment that will make a beneficial difference to their local community, i.e. town or village. Spotlight grants are aimed at new innovative projects – for example, schemes to deter anti-social behaviour, decorating a community building, starting a community garden/wildflower garden, formation of a community choir, “Silver Surfers” Day, or an event to bring together isolated local people. Awards are likely to be in the region of £500. The deadline for this year’s Spotlight Grant applications will be August 2nd 2013. Access PRS is a scheme which offers a cost free package for landlords to let their properties in a way that’s beneficial to their local community. Following the success of Access PRS Chichester, the scheme has been extended to most parts of West Sussex including Mid Sussex. Access PRS is a free matching service for tenants and landlords, offering advice and support to both parties throughout the process to ensure all tenancies created are suitable, affordable and sustainable. Advantages for landlords include: • choice of tenants • free template tenancy agreement • free photographic inventory • all potential tenants receive advice and have undertaken workshops • named contact on hand to assist • no need to comply with tenancy deposit legislation (in some circumstances) • free Landlord newsletter. The scheme aims to increase accessibility to the private rented sector whilst offering a quality and professional lettings service. Prior to considering applicants for housing each individual's suitability is assessed, references and checks are obtained. All potential tenants are then placed on a series of tenancy workshops, giving them the appropriate knowledge required for the rental to be sustainable and giving landlords the reassurance that all potential tenants are aware of their obligations and have gained valuable independent living skills. I was surprised at the speed and efficiency, references were given to me after the tenant first looked at the property, these gave me confidence in the system to go ahead with letting the property through Access PRS”. Sport Sussex Parallel Youth Games On 12 June, 450 disabled youngsters from 20 schools competed in the most recent Parallel Youth Games at the The Triangle, Burgess Hill. The games included swimming, boccia, new age curling and golf. The Parallel Youth Games was the result of a partnership between the Southern Disability Forum, Freedom Leisure, Inspire Leisure, Active Sussex and Mid Sussex District Council and sponsored by Cooperative Insurance and Southern Water. Six-time Paralympic swimmer Sascha Kindred was the guest of honour: he enjoyed a lively day that celebrated talented young athletes engaging in a range of sports. Junior Fitness Challenge Hundreds of 4-14 year olds will be buzzing around Mid Sussex during the school holiday on a mission to collect activity points in the Junior school holidays Fitness Challenge. Armed with a fitness diary to record all their activities, they’ll be totting up the minutes spent swimming, playing sport, washing the car, walking the dog, collecting the newspaper and running errands. So long as their activity lasts for 30 minutes, it counts. For every 10 activities completed, children will receive a reward and any who complete 30 activities will win a certificate and medal. Diaries can be collect at any of the three leisure centres or downloaded from the website. Centre member beats bullying through fitness Nikki Bailey of Burgess Hill dealt her childhood bullies the ultimate blow by passing her NVQ 2 Gym Fitness Instructor exams at The Triangle. This was no mean feat: years of bullying had left her with very low self-esteem and a weight problem. Despite losing three stone in weight and raising nearly £7,000 in a sponsored diet and numerous sponsored runs, Nikki still lacked confidence. She wanted to help other people lose weight and get fit but she needed to study hard and sit exams. She needn’t have worried; she passed with flying colours, her confidence has soared and she’s on her way to a fitness career. Fundraising after brain tumour Earlier this year, Aquafit teacher Su Coleman underwent an operation to remove a brain tumour. To show their support family, friends and colleagues at The Triangle had a sponsored ‘head shave’ alongside Su. The operation went well and Su is now back at work. She was able to say ‘thank you’ in style by presenting £1,505.50 to Hurstwood Park Hospital where she was treated.
