…...reaching out Volume 3 Issue 3 Newsletter March 2011 INSIDE THIS ISSUE 63rd BATCH : ACADEMIC UPDATES The month of February, 2011 was one of the most significant periods of the Induction Training of the 63rd Batch consisting of Departmental Examinations, Home Tests and the first leg of the International Attachment to Malaysia and Australia, Attachment with financial institutions at Mumbai, in addition to some important technical inputs given to the Officer Trainees. In the previous month the Officer Trainees were given inputs on Digital Forensics by the specialists from the C-DAC, Trivandrum which was followed by a Test conducted by them. These sessions were supplemented by officers working in field including those from Mumbai. Intensive classroom sessions on application of ITD software continued during this month. Departmental Examinations The Home Tests, which are basically rehearsals of the Departmental Examinations, were taken in February, 2011. This was followed by the second Departmental Examinations which was a challenge in view of the new Papers of Management and Administration in the Tax Department and Information Technology and Security. For the new Papers, detailed study materials as well as a Question Bank were prepared for the assistance of the persons setting the Question Papers and for the evaluators. All the Officer Trainees appeared for the Departmental Examinations. NALSAR Project Submissions The Officer Trainees also submitted their respective NALSAR projects and appeared for the viva voce. Almost the entire batch cleared the NALSAR pro- gramme and acquired their degrees. International Attachments Training at the NADT consists of academic learning, practical experience and exposure to Revenue Services of different parts of the world so that we can share our experiences and learn from each other. This is incorporated through a week long International Attachment. As a new initiative, the International Attachment for the Officer Trainees of the 63rd Batch was extended to four countries viz. Australia, Malaysia, South Africa and Netherlands in place of only Malaysia and Singapore last year. NADTree, …reaching out News letter Page 2 Volume 3 Issue 3 Attachment with Financial Institutions at Mumbai Mumbai Trip The Probationers of the 63rd Batch had a 5 day (21 st to 25th February 2011) tour to Mumbai to visit the premier institutions dealing with financial transactions, as a part of their 16 month training programme. During the one week attachment at Mumbai, 70 Officer Trainees of 63 rd Batch visited the following institutions, National Stock Exchange Bombay Stock Exchange National Securities Depositories Limited Securities and Exchange Board of India Reserve Bank of India At the National Stock Exchange (NSE) probationers were told in detail about Capital Markets, Online Trading, Clearing and Settlement, Surveillance, the functions of National Commodity Clearing Limited (NCCL), the National Securities Clearing Corporation Limited (NSCCL) and the subsidiary companies of NSE. At National Securities Depository Limited (NSDL), the Officer Trainees had interactions with the officials who gave a presentation on the overview of NSDL, its features and operations and its role in Tax Information Network. The constraints prevailing in tax payments, the solutions processed and a detailed view of the implementation process was initiated with Process Redesign and continued with legal enablement, phase 1 implementa- tion, phase 2 implementation, User Support, User Education, Monitoring and Feedback. The attachment program with SEBI was held in National Institute of Securities Markets (NISM). Mr. Anand Barua, Executive Director, SEBI, graced the programme with his lecture on the Overview of Indian Securities Markets, explaining the origin of Indian Securities Markets, the need to set up a regulatory body, the establishment of SEBI, the legal provisions enabling the Board to regulate the securities market and the overall functions of the Board. Mr. Sunil Kadam, General Manager, SEBI gave a lecture on the Regulatory Challenges to Securities Markets. He explained the various legal provisions like SEBI ACT 1992, SCRA 1956, Depositories Act 1996, Provisions in Company Act 1956. Ms.Sareena, AGM, SEBI conducted an interactive session on Investor Protection. The attachment with the premier banker of India, RBI, happened to be an interesting and informative session for all the probationers. The session was attended by the presence of Dr.K.C.Chakraborty, Deputy Governor, RBI. The enthusiastic and informative introductory speech given by him followed by lively interaction with the probationers stood as a platform for all to understand the functions of the Bank and its role in Indian Economy. His talk was followed by interactions with various officials of RBI, during which the probationers sought clarifications on many issues related to finance and the economy. Submissions were Mr.V.S.Das, Executive Director, Smt.D.PantJoshi, CGM RPCD, Mr.Deepak Singhal, CGM HRDD, Mr.Ravimohan, CGM DBOB, Smt.R.Fauzdar, GM DCM, Mr.Amitava Sardar, Advisor, MPD. Attachment with the BSE was marked by one day Programme on Capital Market. The BSE Training Institute organized the programme. Mr.Alok Churiwala of Churiwala Securities gave a lecture on the Overview of Indian Capital Market and Market Dynamics. He detailed the binaries of the Stock Market, the players in the market, the process and procedure as a player in the market and the challenges. Mr.Parminder Singh of BSE had a session on BSE Online Trading and Clearing and Settlement. The practical applications of online trading was exhibited. Mr. Laxminath, Vice President, Operations, Central Depositories Services Limited addressed the OTs on the topic Dematerialization and Depositories which gave an outlook on the functions of CSDL, its role as Depository and the measures to ensure safety for deposit of securities. Mr. Hitesh Desai, DGM, Surveillance, BSE spoke on Surveillance and Inspection Process at Exchange. He brought out the methods of surveillance to discover suspicious and malicious transactions in the market. He explained some real time cases and the process of investigation. The officers belonging to the 62nd Batch of IRS working in Mumbai arranged for a sumptuous dinner at Gymkhana. This occasion presented a good chance of interactions with the immediate seniors to understand field realities and ways to handle the challenges faced on immediately entering the field. Various attachments served the purpose best by giving the probationers an opportunity to understand procedures and measures in financial transactions, the surveillance methods adopted by various institutions in finding out suspicious transactions, risk factors underlying online transactions, the challenges faced by the institutions and their success stories. The submission of NALSAR Project report was made a prerequisite for appearing in the Departmental Examinations which resulted in submission of reports by all the 120 Officer Trainees. Out of these 120, 116 reports were approved by the respective guides and barring one OT who was on leave, 115 Officer Trainees gave viva voce before a panel consisting of faculty members from NALSAR and NADT. Although the MoU with NALSAR was in existence for the last five years, every year not more than 4-5 Officer Trainees were able to submit the Project Reports and become eligible for the degree of Masters in Business Laws and Taxation. This was the first year when almost every Officer Trainee has submitted the Project Report and for the Masters Degree from NALSAR. NADTree, …reaching out News letter Page 4 Volume 3 Issue 3 International Attachment for 63rd Batch of IRS, Malaysia and Australia The globalization process and the successful economic liberalization witnessed by the country during the last one and a half decades have thrown various new challenges to the tax administration and in particular the training of Directly recruited Officers of Income Tax Department. The officer trainees for the purpose of firsthand exposure to tax administration and taxpayer services in various countries were taken to countries like Malaysia and Australia, recognized as having adopted the best practices in this field. AUSTRALIA The 5-day attachment, planned in collaboration with Sydney Law School, included lectures by eminent faculties on the Australian Tax System, International Taxation, and also a visit to the Call Center of Australian Tax Office (ATO). Prof Michael Dirks elaborated on ATO and covered all aspects of Taxation in Australia such as the structure of the Australian Taxation Office, Compliance and audit, Commissioner's powers to gather information. He also spoke about Tax Payers Rights such as (a) Taxpayer's charter, (b) Public and private rulings system, (c) Formal appeal procedures and (d) Alternative avenues of review both formal and informal. Prof. Richard Vann talked about the international responses to tax evasion and avoidance. He also talked on global administrative responses to international tax evasion such as (1) Exchange of Information (2) Taxation Information Exchange Agreements (TIEAs) (3) Assistance in the collection of taxes. Prof Grame Cooper spoke about International tax avoidance, strategies and domestic rules to combat them, use of general anti-avoidance regimes in the international context. Mr. Jude Armos, a research fellow, who also has experience of working with OECD talked about Challenges before developing nations in combating international tax evasion and avoidance in the context of Africa. Chris Bowman (Accredited ATO transfer pricing expert) talked about Transfer Pricing and Advance Pricing Agreements (APAs) ,the use of anti-tax deferral regimes (controlled foreign corporation (CFC) and similar rules). The Visit to the call center of Australian Taxation Office at Penrith, Sydney provided the Officer Trainees an opportunity to see how ATO works and the tax payer services provided by them. The Officer Trainees also got an opportunity to interact with Prof. Gillian Triggs, Dean, Sydney Law School, Shri Amit Dasgupta, IFS, the Consulate General of India, and Shri Vivek Kumar, IFS. MALAYSIA 20 officer trainees 63rd Batch of Indian Revenue Service under the guidance of Sri N. Sankaran, ADG-I, NADT visited Malaysia to study their Taxation systems and procedures. They were attached with Inland Revenue Board of Malaysia (IRBM) and Malaysian Tax Academy (MTA). NADTree, …reaching out News letter Volume 3 Issue 3 Page 5 International Attachment for 63rd Batch of IRS - Malaysia and Australia The group was welcomed by Madam Ruedah Karim, Director of International Tax Department of Malaysia. She gave an overview of organizational structure, functions and activities of Inland Revenue Board of Malaysia. Ms. Er Lee Keng, Director, IRBM, talked in detail about the assessment procedures and self assessment system followed by the organisation. Malaysian Tax System was explained by Ms Gan Lee Choo. She also talked about Tax reforms and changes in the tax system that were implemented in the year 2000 in which the preceding year basis of assessment changes into the current year basis of assessment in order to increase efficiency and responsiveness in income tax collection and to improve the level of tax compliance. Mr. Koay Chuan Seng talked in detail about the Audit procedures and selection of audit cases. The concept of Field Audit was a novelty for the OTs as the same is not Homage was paid to late Shri. Mr. Mazian Wan Chik briefed the OTs on taxpayer services and education. OTs also visited the Department of Processing centre in Pandan Indah. This visit provided an opportunity to learn first hand the efforts of IRBM to enhance tax payer services so as to encourage voluntary compliance. One day was spent on a visit to the MTA, the primary training center of the Inland Revenue Board of Malaysia (IRBM), the Malaysian counterpart of NADT. The Visits provided a great insight into the working of Tax Offices in different countries and also offered an opportunity to learn nuances of International Taxation from world class experts. Besides the academic part, Officer Trainees also had an opportunity to see life in a developed country and how the systems of civic life are working there. The 63rd Batch thus had a busy month with valuable inputs provided to them on diverse fronts. ANNUAL TRAINER’S CONFERENCE The Annual Trainers‟ Conference was held at the Conference Hall, Aayakar Bhavan, Bangalore .on the 17th & 18th of February. The conference under the chairmanship of Shri G G Shukla, DG NADT, was attended by the Additional Directors General at NADT, Directors of the seven Direct Taxes Regional Training Institutes and faculty members of NADT and DTRTIs. Mr. K.C.Jain, DIT (Infrastructure), New Delhi also participated in the Conference. Infrastructural augmentation was one of the major points discussed in the conference. Detailed discussions were held on the infrastructural requirements of the training sector and the initiatives and projects currently underway, especially the proposed new campus for DTRTI Chandigarh. All DTRTIs made presentations on their proposed training calendar for the year 2011-2012. Presentations were also made by Additional Director (P&R), NADT on the in-services courses proposed to be mounted at NADT; and Course Director, 64th Batch on the structure and content of the induction course for the latest batch of IRS officer trainees. The other major theme of the Conference was the preparation of the road map for capacity building on the proposed Direct Taxes Code. It was decided that the training sector would wait for the final version of DTC. NADT and DTRTIs will keep a contingency plan ready so that the training on DTC can commence soon after its enactment. NADTree, …reaching out News letter Page 6 Volume 3 Issue 3 64TH BATCH-ACADEMICS,ACTIVITIES,ATTACHMENTS The training of the 64th Batch continued in the month of February, with a balanced curriculum comprising of core academics, team building activities and several innovative initiatives. Formal classroom sessions in the core areas of Direct Tax Statutes, Accounting and Business Laws were held against the backdrop of broader topical areas of Law, Management, Economics, Organizational Behaviour and Human Resource Management. from the Lead Institute continue to take sessions on the applied portions of Accounting. It is proposed to conduct, for the first time, a unique project in which real books of accounts will be accessed by the Officer Trainees, which over a period of 2 months will need to be ledgerized, journalized and transformed into Final Statements. This will help them know threadbare even the nuances of Accounting and stand them in good stead in the tests on Investigative Accounting that lie ahead. Special Sessions Innovations: ‘Computer Nirvana’ In particular special sessions were held on Quasi Judicial functions of an IRS Officer by Shri A.LK.B. Chand ,Chief Commissioner of Income Tax, Kolkata,Macro-Economic Stabilization Policies and Direct Taxes as In-built Stabilizers by Dr. Rajendra Vaidya, Professor, Indira Gandhi To address the constraint and apprehensions that are experienced while facing computers specially designed Computer classes named‟ Computer Nirvana‟ are being held. It covers both the theory and practice components of efficient computer handling. The Theory portion of the classes deals with the basics of algorithms, computer architecture and system configuration dynamics and the ever changing world of computer applications. In the practical sessions the Officer Trainees are being given a hands on exposure of Managerial Modeling in MS Excel, Financial and Statistical Functions in MS Excel, Charting, Graphics and Visual Imagery and MS Powerpoint. This would enable them to shed their inhibitions and embrace Computer Technology confidently and benefit from the tremendous potentials of ICT. This will equip every Officer Trainee to have a thorough grounding on international tax issues and prepare them to take up the challenges of cross-border taxation . The attachments are proposed in the nations above since the tax systems in these are state-of-the-art, stable and globalized. Video conferencing with Chairman, CBDT Shri Sudhir Chandra , Chairman, CBDT interacted with the Probationers through Video-Conferencing wherein a request for deepening and strengthening the content, lengthening the timeframe of the International Attachment from 1 week to 1 month and increasing the number of countries and partner institutions/universities/organizations. This is since in today‟s changing times among other things, IRS Officer Trainees need to be fully equipped to understand the nuances of international tax administration in other countries. Consequently, it has been proposed to have one week attachment with overseas jurisdiction (s) (with whom we already have bilateral/ multilateral arrangements such as South Africa and Brazil. Additionally, it has been proposed that a three weeks attachment with an overseas University/Institution in the UK/ USA should also be organized to provide practical inputs to support Co-curricular activities A seminar titled ―Heads and Tales of Income‖ was held to strengthen the understanding of the OTs in the foundational sections and provisions of the Income Tax Act. This was held House-wise. Ganapathy, Akerkar, Bapat and Badami (joint third) Houses split the honours in that order. Separately, Seminars and presentations on key conceptual areas of Economics were held cohort-wise as part of the curriculum. “Book Review” and “Inspiration” exercises were carried out in line with the new evaluation scheme (NSIA, 2011). The existing clubs and societies have been reorganized and new clubs dedicated to Music, computer and ICT Education, Language and Literature, Cultural Activities and Health and Wellness have been constituted. NADTree, …reaching out News letter Page 8 Volume 3 Issue 3 New initiatives with greater focus on holistic development New Look Identity Cards (shown above) that have colours of the national Tricolour shading their background and the NADT Emblem embossed on them have been prepared in-house by Officer Trainees as part of their Individual Initiatives. The visit of a group of Indian Administrative Service Officer Trainees also took place in the month of February. During the visit, besides conducting classroom sessions for the same, debates on various interesting topics were conducted for mixed teams comprising of Officer Trainees from both the IAS and the IRS. A collection of literary and fine arts contributions „Aavishkar‟ was brought out at short notice by the Officer Trainees. An aesthetically designed thematic Table Calendar showcasing all of the birthdays (with photographs) of the Officer Trainees and Faculty members was also prepared Organ Donation Awareness Camp A Camp for Organ Donation Awareness was also conducted under the aegis of Zonal Transplant Coordination Committee (ZTCC), KEM Hospital, Mumbai. It helped to clear many misconceptions and apprehensions of the Officer Trainees about organ donation. Organ donor cards were also made available. Session on Ayurveda A session was conducted on The Essence and Contours of Ayurveda by Dr. Sunil Joshi, Leading Ayurveda Practitioner of the Vinayak Ayurveda and Panchakarma Foundation. It emphasises how modern living has given rise to stress at multiple levels and lifestyle diseases, and how they can be effectively countered through the mechanisms of Ayurveda which is a holistic Science. The session emphasized how Ayurveda inherently embraces the broad definition of Health by the WHO to be a state of complete physical, mental and social well-being and is not merely the absence of disease or infirmity. The formal sessions started with a welcome note by Mr.Amand Shah, Course Director,61st Batch of the IRS(C & CE) and the inaugural address by D.G ,NACEN . This was followed by short introduction to the Customs & Excise Department by K.G.Chaudary, ADG(Audit). The Officer Trainees of the twin departments then watched a live broadcast of the Honourable Finance minister Shri Pranab Mukherjee presenting the union Budget. The birthday of DG,NADT Shri G G Shukla was also celebrated. Post-lunch the Course Director of 64th batch, Shri N Jayasankar then took an introductory session on the training philosophy at NADT. Though the training modules are unique in many ways both are aimed at making efficient tax The visit to NACEN, Faridabad will be followed by visit to other important institutions in March.All of the various activities, including logistics, boarding, memento selection, introductory and valedictory speeches etc encompassing the attachments are being selfmanaged by specially constituted groups of Officer Trainees. These will help generate, enhance and finetune leadership, initiative, selfsufficiency discipline, work ethics and high output quality. Thus the month of February witnessed a myriad of activities highlighting the multi-dimensional nature of the training for the 64th Batch of IRS., focusing both on giving high quality technical inputs and overall personality development of the probationers. NADTree, …reaching out News letter Page 10 Volume 3 Issue 3 DTRTI NEWS DTRTI Ahmedabad A special programme for Sr. P.S. and P.S. of Gujarat and Rajasthan Regions was conducted during 07/02/2011 to 11/02/2011. 15 participants attended the course, out of which 3 participants were from Rajasthan charge. The topics covered were mainly divided into two parts viz. HRD and computer. Training. Need Analysis was done with a tailor made registration form which was a great help in finding out the real problems faced by the P.S. and the training could provide real time solutions of all their problems. Through, a Role play in communication, the various mistakes normally done by P.S. were pointed out and the necessary inputs were given. Check-in exercises were done making each session more interesting. The re-cap of sessions taken in the earlier day was done by the participants themselves. The study materials in softcopy were distributed to all participants. A course on “Basics of Computer and its application” for Inspectors of Gujarat and Rajasthan Regions was conduct e d duri ng 2 1 / 02/ 2 0 1 1 t o 25/02/2011. 25 participants attended the course, out of which 8 participants were from Rajasthan charge. The real highlight of this course was that, this training was conducted with 100% in-house faculty. Training Need Analysis was conducted with a tailor made registration form which was a great help in finding out the real requirement and expectation of the participants and we could fulfill their expectation. The re-cap of sessions by the participants had boosted the participant‟s confidence to face the audience and this practice was appreciated by almost all. A 40 days‟ long course designed for newly promoted ITOs and Senior Qualified Inspectors began during January. As against 39 nominated participants, 24 attended the course, out of which 2 were from Rajasthan. There were 22 ITOs and 2 Inspectors who attended the course. The Course was aimed at empowering the participants with in depth knowledge of Income-tax Act, other related Acts, Examination of Accounts, Computer application including ITD, software skills etc., which will help them in carryout out their functions as Assessing Officer more purposefully and efficiently. Emphasis was also put on the investigation techniques, drafting of orders etc. A course on “Developing Managerial Skills” for Inspectors of Gujarat and Rajasthan Regions was started on 28/02/2011. Out of 26 nominated Inspectors, 20 Inspectors attended the course, out of which 4 participants were from Rajasthan charge. DTRTI Chennai A three day All India Workshop on Right to Information Act for CPIOs of Income tax Department for familiarizing the participants with the theoretical and procedural aspects related to the legislation was conducted from 09.02.2011 to 11.02.2011. The 8 weeks orientation programme for newly promoted Income Tax Officers (Batch 2) was held from 20-012011 to 16-03-2011 . During the month of February, 2011, the participants were taken through important topics like drafting of assessment orders, penalty orders, assessment procedure, handling scrutiny assessments, working on tally package and ITD applications. Besides, the in-house faculty took a number of sessions on issues in salary, house property, capital gains and business.. Thus, the participants were given both theoretical and practical inputs on the core functions needed for them to effectively function as assessing officers. Training programmes outside DTRTI, Chennai: During this month, Shri Howard Devisser ADIT, has attended the First National Training of Trainers of “Academy of ICT Essentials for Government Leaders” at LBSNAA, Mussoorie from 14th to 16th February, 2011. DTRTI Mumbai In the month of February a total of 6 courses were conducted which included 2 in DTRI Mumbai and4 in MSTU,Mumbai. The courses in DTRI Mumbai were Orientation Course for Newly Promoted Inspectors (Batch-V) (continued from Jan.2011) and Workshop on General Financial Rules & Conduct Rules.A Seminar on Right to Information Act weas also conducted there. In MSTU,Mumbai the courses conducted were Refresher Course for Sr.T.A. (Batch IV), Refresher Course for Sr.T.A. (Batch V), Special Training Course for DDOs' Staff (Batch-IV) and Special Training Course for DDOs' Staff (Batch-V).In addition an Orientation course for Newly Promoted ITOs - Module-II (continued) was conducted in MSTU Pune which was partly done in July. The course was conducted for Addl./Joint CsIT / DCsIT /ACsIT / ITOs and Inspectors working under the jurisdiction of CCIT, Amritsar. The main objective of the seminar was to address issues arising during Income tax Survey u/s 133A of the I.T. Act, 1961. Since digital accounts are maintained, session on basics of Tally and how to draw trading account, stock inventory and other details from computerized accounts was taken by Charted Accountant Mr. Balwinder Singh. Issues regarding survey assessments The Valedictory Ceremony with CCIT, Amritsar Mr. G.R. Sufi giving away the certificates to the participants tances under section 195 and inspection of liaison offices to establish the existence of PE etc. were also discussed by Mr. Kapil Goel, CA. The session on seizure of digital evidence was taken by Ms. Punam K Sidhu Director RTI, Chandigarh. Total number of Participants was 105. Valedictory ceremony took place in the afternoon by Mr. G.R. Sufi, CCIT, Amrit- sar. Guest of Honour at the proceedings was the VC of Guru Nanak Dev University, Amritsar, Dr. A.S. Brar who delivered the Valedictory speech. Also present among the participants were Commissioners Mr. G.S. Sodhi, Mr. Surinderjeet Singh, Mr. Harbhajan Singh. A One Day Seminar to “Improve Efficacy of Income Tax Surveys and Handling of Digital Evidence” at Ludhiana was conducted on 09.02.2011 for Addl.CIT/DCIT/ACIT/ITO/Inspec tor. Total number of Participants was 121. Seminar was inaugurated by Mr. G.S. Randhawa, CCIT, Ludhiana who delivered the inaugural address. Valedictory ceremony took place in the afternoon which was presided over by Mr. B.S. Dhillon, CCIT(CCA) NWR. It was difficult to fit all the participants in the training hall as also in the group photograph. But the take away from the Seminar was clear that we need to take training to the mufsils. Regarding Acquisition of Land at Mohali The DTRTI, Chandigarh has made full and final payment for land measuring 5.08 acre. Conveyance Deed has been sent to CA GMADA for registration of land. Boundary fencing, „In and Out Gates‟, have been installed at the site as photo shows. Contingency for land covering the cost of fencing, sign boards, gates foundation stone, leveling and inaugural expenses by CPWD is tentatively provisioned at Rs. 7 to 8 Lacs and the money is available with the CPWD. Hence, the ceremony should be completed within the month of March 2011. Minutes of ATC 2011 on 17th and 18th at Bangalore were received and as per decision minuted therein, letter was issued to TCIL for executing the project. They have sent a letter confirming time for project and also for maintenance of the complex. The maintenance is stated to be on “mutually agreeable terms whereas the discussion at the presentation in Bangalore was regarding maintenance at CPWD rates. Regarding Training— Smt. Act was held at Chandigarh on 17.02.2011 for Officers/Officials of PCDA and officers of the CIT (TDS). The main objective of the course was to provide comprehensive overview of TDS Provisions under I.T. Act and obligations of TDS Deductors. This course was inaugurated by Mr. H.C. Negi, CIT (TDS), Chandigarh. The Faculty members included Mr. Kapil Goel, CA. Total number of Participants was 44. Valedictory ceremony was presided over by Shri Sham Dev, IDAS Additional Controller, Pr. Controller of Defence Accounts (Western Command). One Day “Training Course on Budget Estimates, Grants and Financial Matters” was held at Chandigarh on 23.02.2011 for HOOs, DDOs, and A.Os. The main objective of the course was to provide comprehensive knowledge on preparation of Budget estimates, Utilization, forecasting of next year‟s requirements and filling of monthly, quarterly, ten monthly and revised estimates expenditure statements. This course was inaugurated by Mr. Jaswant Singh DGIT(Inv.) Chandigarh, who shared his personal experience and illustrated his talk with examples of practical value. The Faculty members included Sh Negi Ram, ZAO, Central Excise and Customs, Chandigarh, Sh. S.R. Mathur, AAO, Sh. Vi- nod Malhan, ZAO(Retd). Total number of Participants was 47. Valedictory ceremony took place in the evening and certificates were given away by Raja Shivdev Singh. MSTU, Delhi– A 35 Days Long Term Course for Newly recruited TA‟s commenced at New Delhi on 17 January for 35 working days. 23 out of the 25 TAs nominated are attending the course.
