FROM THE PRESIDENT
Hello Association Members,
First of all, I must say it is an honor
for me to serve as your president for
the fiscal year 2013-2014. A special
thanks to our General Manager
Ron Nichols who took time from
his busy schedule to join the Board
of Directors at our annual luncheon
meeting.
It promises to be a very good year for
Department employees and retirees as
we continue our tradition of providing
valuable services and great products
for our members. Just a reminder, if
you are an LADWP employee, or
retiree, you are a member. There is no
Association fee required for you to
be able to enjoy the great benefits of
membership.
Can you believe it? The calendar year
has dashed by and we are already into
the autumn season. First on the fall
agenda is our Charity Fair, scheduled
for Thursday, October 3, 9:00 am
– 2:00 pm on the A-Level of JFB.
Kudos to Linda Kubo, chairperson of
the Donors’ Welfare Plan committee.
She and her committee are doing a
fantastic job, staying in touch with
the charities. Be sure to stop by and
meet some of the representatives at
the Charity Fair and learn more about
the numerous local charities who are
supported by our Donors’ Welfare
Plan. There will be prizes and free
popcorn!
The next item on our calendar is the
Second Annual “Live at JFB” talent
show, featuring LADWP employees.
Immediately following last year’s
talent show, we received dozens and
dozens of inquiries from employees
who wanted to know when we would
have the next talent show. Many of
them were people who were sorry to
have missed the show and had heard
about how entertaining it was. As
the expression goes – We’re Back by

That is when we will present our
talent show. Tickets go on sale in the
Association Office on October 1 and
proceeds will, once again, benefit the
Donors’ Welfare Plan.
The Holiday Season is just around the
corner, too. The Activity Committee is
busy making a list and checking it twice
as they prepare for our annual Dolls
‘N’ Toys program that takes place in
November. Don’t forget, the dressing
of the dolls is only one aspect of the
program. Your association purchases
thousands of toys for boys, too. Check
the upcoming Association Report for
more details.
As many of you may know by now,
November 5th marks the 100th
anniversary of the completion of
the Los Angeles Aqueduct, built by
William Mulholland. Did you know
that our Association is celebrating
a milestone, too? This year marks
the 80th anniversary of the Los
Angeles Water & Power Association.
Congratulations to all of our members
and thanks for your support. All of us
should be very proud.

DONORS’ WELFARE PLAN
Atwater Park Center
Early Intervention, Preschool and Childcare
The Board, staff and children of the Atwater Park Center
would like to thank you for your continued support.
Employees of the Department of Water and Power have
donated generously to our program over the years, enabling
us to maintain excellence in early intervention, preschool, and
childcare services throughout northeast Los Angeles.
Since 1968, our mission at the Atwater Park Center has been
to provide the best possible start in life for children from birth
to three years of age. Most of the children we serve have
been identified as having developmental delays or disabilities,
but other children enroll here for the individualized, caring
curriculum that is specifically designed to enable young
children to develop to their highest potential. When children
come through our doors, they encounter caring, dedicated
professionals, an enriched environment, and positive peer
interaction. Our low 3-1 student-to-teacher ratio makes our
program exceptional.
Research has shown that ninety percent of a child’s brain
growth occurs in the first five years of life. This is a perfect

time to intervene with structured, loving support, education,
and therapies for children who are having a difficult time
meeting life’s challenges. It is also an excellent time for
typically developing young children to profit from high quality
childcare and preschool. By intervening early, we are able
to give all children a “leg up,” boosting their developmental
progress and increasing their chances for success in school, in
friendships, and in a fulfilling life.
Again, we want to thank you for your support to the Donors’
Welfare Plan. As state budgets are being cut, threatening
our very survival, your support means more than ever. The
generous donation from the Department of Water and Power
Donors’ Welfare Plan really makes a difference to our kids.

The LADWP Snow Club promotes social interaction and networking opportunitues among LADWP/City past and present
employees and their family and friends through organized snow and sport travel activities.
We organize two to three trips a season. Our top destination is Mammoth Mountain Resort, but we are not restricted to it. For

Blood is needed for emergencies and for people who have cancer, blood disorders, sickle cell, anemia and other illnesses.
Some people need regular blood transfusions to live.
Imagine if giving blood was part of everyone’s life. Something you did on a regular basis, like eating at your favorite
restaurant. What kind of difference would that make? For nearly 5 million people who receive blood transfusions every
year, your donation can make the difference between life and death.
Top 5 reasons people don’t give blood
1. I don’t like needles / I am scared of needles / I am afraid
to give blood
Nearly everyone feels that way at first. However, most
donors will tell you that you feel only a slight initial pinch,
and 7-10 minutes later, you are finished and headed for the
canteen. If you take the time (and courage) to make one
donation, you’ll wonder why you ever hesitated.
2. I am too busy
The entire process takes about an hour, and the actual
blood donation time is only 7-10
minutes. If you stop to think that an hour of your time
could mean a lifetime for a premature baby, someone with
cancer undergoing chemotherapy, or someone who’s had an
accident, you might decide that you can make the time to
give the gift of life.
3. No-one ever asked me… I didn’t realize my blood was
needed
Consider yourself asked! There is simply no other way to
supply the blood needs of hospital patients but for the
generous donations of people like you. Every two seconds
someone in America needs blood. More than 38,000
donations are needed every day in communities across the
U.S.
4. I already gave this year
You can give every 56 days. Many donors give 5 times a
year!
5. I am afraid I’ll get AIDS
It is not possible to get AIDS by donating blood to the
American Red Cross. A new sterile needle is used for each
donor and discarded afterwards.

2013 Active
Employee Picnic
Water and Power Employees’ Association Annual Active
Employee Picnic was held on Saturday, August 3. It was a
sunny, mild, beautiful day for the event held at Universal
Studios. A year of planning and effort resulted in great
fun for the 1000 ticketed attendees, including employees,
friends and family members. This year the picnic location
was inside the Globe Theater, where two seatings were
scheduled to accommodate our numbers!
Delicious food was served at all-you-can-eat buffet tables
with a menu of bbq chicken, hot dogs, burgers and much
more. At the door to the venue attendees could get a
fanciful creation from the balloon artist on request. A DJ
and Universal staff members provided entertainment and
led kids and adults in various games and activities such as
SPOTLIGHT
Hula Hoop contests and trivia competition. Lots of great
prizes were awarded for those games and the Association
raffled off various items as well. As pleased as we are with
2013’s successful event, your Association is always working
to make next year even better.

Pull Apart Graveyard
Cupcakes
Although it looks almost like a cake, this graveyard is made
up of individual cupcakes, making it a self-serve party option.
Just grab your cupcake and go--no knives necessary.
Cupcakes:
3 cups all-purpose flour
1 tablespoon baking powder
1 teaspoon kosher salt
1/2 cup grape jelly
1 cup granulated sugar
4 large eggs, at room temperature
12 ounces (3 sticks) unsalted butter, melted
2 tablespoons pure vanilla extract
2/3 cup milk
Remove 2 cups of the batter and stir in the grape jelly. Evenly fill the
liners about two-thirds full, alternating with yellow and grape batter.
Bake until a tester inserted in the center of the cupcakes comes out
clean and the tops spring back lightly to the touch, 20 to 22 minutes.
Place the pan on a rack to cool for 10 minutes, and then remove the
cupcakes to the rack to cool completely, about 1 hour.
Frosting:
For the frosting: Beat the butter and salt in a large bowl until fluffy
and combined. Gradually beat in the confectioners’ sugar until smooth
and fluffy. Beat in the milk one tablespoon at a time until the frosting
has a nice spreadable consistency. Add the crushed cookies and
continue to beat until any large chunks are crushed to smaller bits and
the frosting has a speckled, greyish look.
Decorations:
For the decorations: Arrange the cupcakes in 4 rows on a large
serving plate or cutting board. Fit a marshmallow between each
cupcake, 5 marshmallows per row, to fill in the gaps between the
cupcakes. Spread the frosting over the whole rectangle so it looks like
one cake. Sprinkle with the cookie crumbs and black decorating sugar.
10 ounces (2 1/2 sticks) unsalted butter, at room temperature
1/4 teaspoon kosher salt
3 1/2 cups confectioners’ sugar, spooned and leveled
3 tablespoons milk
10 chocolate sandwich cookies, coarsely crushed
15 large white marshmallows
1/4 cup finely crushed chocolate sandwich cookies
(about 3 cookies)
1 tablespoon black or dark green decorating sugar
One 6.4-ounce tube black decorating icing, with tips
5 oval-shaped vanilla and chocolate sandwich cookies
One 7-ounce tube marzipan
3 round lollipops, wrapped
1/4 cup orange decorating sugar
One 6.4-ounce tube green decorating icing, with tips
Seven 8-inch pieces black licorice
Directions:
For the cupcakes: Preheat the oven to 350 degrees F. Line two
12-cup standard muffin tins with paper cupcake liners.
Whisk together the flour, baking powder and salt in a medium
bowl. Warm the grape jelly in the microwave until loosened,
20 to 30 seconds, and whisk until smooth. Set aside.
Beat together the sugar and eggs in another medium bowl
with an electric mixer until light and foamy, about 2 minutes.
While beating, gradually pour in the butter and then the
vanilla.
While mixing slowly, add half the dry ingredients and then all
of the milk. Follow with the rest of the dry ingredients, taking
care not to over mix the batter.

To make the tombstones: Use the black decorating icing and a small
round tip to write “RIP” or other one-word epitaphs on the top half
of the oval sandwich cookies and stick into the cupcakes randomly
around the graveyard.
To make the ghosts: Remove two-thirds of the tube of marzipan and
place between 2 sheets of wax paper or parchment. Roll about 1/8inch thick and cut into 3 rounds using a 4-inch biscuit cutter. You may
need to gather and reroll the scraps for all 3 rounds. Drape over the
wrapped lollipops and stick into the cupcakes around the tombstone.
Using the black decorating icing and the same round tip, dot eyes and
a mouth on the ghosts.
To make the pumpkins and leaves: Divide the remaining marzipan
into 4 small pieces and roll each into a ball. Roll in the orange sugar
until coated and place around the graveyard. Use the black icing to
pipe a small stem. Fit the tube of green decorating icing with a leaf or
ribbon tip to dot bits of green grass poking through the dirt around
the graveyard and pumpkins.
To make a border: Use 6 pieces of the licorice, trimming to fit, to
make a border around the cake, leaving the middle of the front side
open. Bend the seventh piece into an upside down “U” and stick into 2
cupcakes in the front to m ake an arched gateway.

1. Preheat the oven to 450 degrees F. Coat a baking sheet with
cooking spray.
2. Slice the zucchini into 1/4-inch thick rounds. In a medium
bowl, toss the zucchini with the oil. In a small bowl, combine
the Parmesan, bread crumbs, salt, and a few turns of pepper. Dip
each round into the Parmesan mixture, coating it evenly on both
sides, pressing the coating on to stick, and place in a single layer
on the prepared baking sheet.
3. Bake the zucchini rounds until browned and crisp, 25 to 30
minutes. Remove with spatula. Serve immediately.

The Mutual Benefit Plan is a low cost death benefit coverage offered
by your Employees’ Association. The Plan is designed to provide
expeditious payments to the designated beneficiary of both active
and retired Los Angeles Department of Water and Power employees.
No Medical Exam:

Your Employees’ Association can provide an interest-free, no cost,
automatically payroll deducted loan for medical and dental procedures
not covered by your health plan.
DEATH-IN-FAMILY LOANS
The death of an immediate family member can be devastating, but
our staff will assist you in applying for an interest-free, no cost loan,
automatically payroll deducted to cover funeral related expenses.
EMERGENCY LOANS
Emergencies seem to occur when we least expect them. If you are
affected by an unforeseen financial hardship, we also have automatically
payroll deducted interest-free, no cost emergency loans.
SAFETY SHOE LOANS &
EQUIPMENT
Do you need safety shoes for your job? Your Employees’ Association can
provide an interest-free, no cost, automatically payroll deducted loan.
Visit one of our approved vendors. Forms are available from the safety
shoe vendor.
DISABILITY ADVANCES
Disability checks are sometimes delayed due to late medical certification
or processing requirements. We can provide an early advance of up to
80% of the amount of your disability check.

Curling, often called “Chess
on Ice,” involves teamwork,
skill, and endurance. Players
of all ages can participate.
At local and regional
levels, curling is usually not
refereed; scoring and penalty
decisions are determined by
teams based on fairness and
sportsmanship. After a game,
opposing teams typically join
in a social gathering known
as “broomsticking.” Curlers
may play to win, but the spirit
of curling puts honor and
relationships above winning
and losing.
