According to the CHR, Cudia should be allowed to graduate from the academy. Findings by CHR investigators show members of the Honor Committee were the ones who committed violations. The commission said the committee vioated Cudia’s rights to due process, non-discrimination, dignity, education, privacy and access to genuine justice. Based on their findings, CHR recommended Cudia be proclaimed “full-pledged graduate and alumnus of PMA.” Chairman Loretta Rosales of CHR wants President Aquino, Defense Secretary Gazmin and other top PMA officials to conduct a comprehensive review the Honor Code. There should be a new code, the CHR said, which is more “human rights-based”. Police said the victim was about 5’ 3” to 5’ 4” in heigh, with medium build and fair complexion. He has a tattoo in his arm and chest with a mark “Topheng Mendoza”. The victim was also described as wearing a sando and maong shorts. When found, police said the victim’s feet were tied with steel wire and packaging tape was around his mouth. The body of the victim was discovered by Joseph Yabut, 32, a boatman from Sitio Putat, Barangay Bebe Anac, Masantol at around 5:35 pm. CABANATUAN CITY -- Occasional rains, especially on top of the Pantabangan watershed, have caused a slight increase in the water level of the reservoir, a ranking irrigation official said on Thursday. Engineer Josie Salazar, operations manager of the National Irrigation Administration-Upper Pampanga River Integrated Irrigation System (NIA-UPRIIS), said the water level at the Pantabangan dam was recorded at 181.59 meters above sea level as of 8 a.m Thursday, a bit higher than Wednesday’s 181.51 meters. “The increase was noted even after the system released an average of nine cubic meters per second on Wednesday for irrigation purposes,” Salazar said. She said the improvement in water reserve brought about by the rains increased the inflow to 29 cubic meters per second from SUBIC BAY FREEPORT – A quality management supervisor responsible in initiating quality management systems in the Subic Bay Metropolitan Authority (SBMA) has been named SBMA Employee of the Year for 2013 in a ceremony held at the Subic Bay Exhibition and Convention Center. In a statement, the SBMA announced that Juan C. Aquino, Jr., officer in charge of the agency’s Total Quality Management office, bested five other finalists in the annual search for the agency’s outstanding employees. SBMA Chairman Roberto Garcia congratulated the finalists and said they have the admiration of their peers and the recognition from the whole agency. Aquino, who has been with the SBMA since 2000, helped the agency achieve the ISO 9001:2008 certification, the international standard for quality management systems. He also set up the “Voice of the Customer” system, which allows customers to give feedback, thus making it possible for the SBMA to further improve customer service. The other five finalists were shipping operations specialist Florence Basobas, investment analyst Marie Elaine Gonzales, utility worker Renato Ching, heavy equipment operator Nestor Manuel, and Ecology Center clerk Febie dela Cerna. SBMA, ‘Gapo back PHUS security agreement BY REY GARCIA SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) and Olongapo City Mayor Rolen Paulino have both expressed full-support to the newly signed Enhanced Defense Cooperation Agreement (EDCA) that would allow the increased presence of American troops in the country. In a press briefing, SBMA Chairman Roberto Garcia told reporters belonging to the Samahan ng mga Mamamahayag sa Subic Bay Freeport (SMSBF) that the Subic agency managing the former US military base is in favor of the new agreement as this would strengthen na- tional security. Garcia, however, stressed that although there is no detail coming from Malacanang as yet, “clearly, no US bases will be put up in Subic.” The pact merely allows increased presence of US military troops, ships and planes on rotation basis, Garcia added. The briefing was held while US Pres. Barrack Obama and Pres. Benigno Aquino III met in Malacanang on Monday. The EDCA was signed by Defense Secretary Voltaire Gazmin and US Ambassador Philip Goldberg. In a separate interview, Paulino said that he is also supporting EDCA because of the socio-economic benefits that “dol- lar-spending” US troops will be bringing to the city. “We have learned our lessons very well during the presence of US base. This time we will treat them as tourists wanting to enjoy our attractions but we will also maintain good friendship as our allied country,” Paulino said. Will he finally graduate? Will he finally be a PMAer? This, we have to see. Oh writers! (For writers who labor to write day by day) I WAS at Urban Hub in Balibago, Angeles City the other night – one of the best entertainment and party “hubs” in Angeles City – to meet a friend whom I have not seen for many years now, since she decided to pursue her writing career thousands of miles away from PH. And I asked her why she chose to become a writer. Well, she said she did not want to talk about it. But I have a good guess. Perhaps it’s the all-encompassing hipster movement of premeditated accidental coolness, where record players and typewriters and oversized glasses reign supreme. Or, sadly, perhaps it’s the death of tangible literature itself, creating a supply and demand that can romanticize even the most painful of professions. And what did she say?? “Oh writers!” Either way, let us all accept the fact that the vocation of being a “writer” has been glamorized ad nauseum. Everyone, from the occasional blogger to website journalist to fantastically impressive list creator seeks the now-coveted title of “writer”, as if it holds any sort of societal and political weight. People don’t read past 140 characters anymore, remember? Remember?!?! And it is this poignant phenomenon, this astounding need to be perceived as a troubled-yet-delightfully complex contributor to literature that has me thinking, “Wђ@+. Tђ€. Hell. Why?” And what do I say? “Oh writers!” Writing is, for lack of a more eloquent or a more politically correct description, a horrible, painful, downright-effin-awful obsession which rarely, if ever, passes as a lucrative profession. Why anyone would want to be a writer is beyond me and for those who do, they clearly suffer from an extreme case of carefully calculated delusion or morbid masochism. Writers cannot fathom or express the world without the crutch of a metaphor or simile or fiction. They need synonyms to describe their stinking synopses and sensible satire to dissect significant sadness and hypocritical hyperbole to hide their hallow happiness. While others can adequately articulate their feelings via silver tongues and hypnotic mouths, writers need a few endless freaking hours, staring at a computer screen while punching a keyboard, a frail friend and then they realize why punishments are called sentences. And what would they say?? “Oh writers!” Writing is all about process. Learning how you write, or how you create, is just as important as what you’re actually writing about. Writers are condemned to the confines of their vernacular, living vicariously through figurative descriptions of literal events. (Unless you’re a trying hard editorin-chief who got fired and you’re still basking on its gory glory every now and then.) Believe it or not, writers are not naturally joyous people. Mundane affirmations of positivity and optimism, promising some heightened sense of existential merriment, make them want to pound five shots of whiskey and Towards vomit. The notorious, 54-year-old leader of Al Qaeda, the terrorist network of Islamic extremists, had been the target of a nearly decade-long international manhunt. The raid began around 1 a.m. local time, when 23 U.S. Navy SEALs in two Black Hawk helicopters descended on the compound in Abbottabad, a tourist and military center north of Pakistan’s capital, Islamabad. One of the helicopters crash-landed into the compound but no one aboard was hurt. During the raid, which lasted approximately 40 minutes, five people, including bin Laden and one of his adult sons, were killed by U.S. gunfire. No Americans were injured in the assault. Afterward, bin Laden’s body was flown by helicopter to Afghanistan for official identification, then buried at an undisclosed location in the Arabian Sea less than 24 hours after his death, in accordance with Islamic practice. Just after 11:30 p.m. EST on May 1 (Pakistan’s time zone is 9 hours ahead of Washington, D.C.), President Barack Obama, who monitored the raid in real time via footage shot by a drone flying high above Abbottabad, made a televised address from the White House, announcing bin Laden’s death. “Justice has been done,” the president said. Probably his name does not ring a bell to many us, only people with cable channels have access to see his shows and learn at least a few tricks on how to train our canine friends especially dogs. I am one of his avid fans here in the Philippines. I love watching his shows since I gain some information on how to deal with my two dogs, “Kiko” and “ Basti.” I sometimes useD his tricks on my old dog “Basti” but frustration was all I got since I cannot teach new tricks to my old dog. Cesar is a Mexican raised in the US. He became known for being an animal activist and for adopting stray dogs by giving them shelter and food to eat. His shows are amazingly interesting. The fact that he could turn a once wild and beastly dog into a submissive and amiable pet is utterly fascinating. He is the 911 of all dogs problems. Even Hollywood stars ask his advice on how to deal with their shaggy and half-witted dogs. He recently visited our country to teach dog owners how to rehabilitate their canine companions as well as address their behavioral problems.He also paid tribute to the Aspin (Asong Pinoy) dog hero “Kabang,” who lost her snout while saving two children from being hit by a motorcycle in 2012. “Kabang” has proven that a dog is indeed man’s best friend. The occupants of the car were a husband and wife and their children who were traumatized by the incident. Although the family members were unhurt, they now suffer trauma and fear as a result of what they consider an “ambush” that turned out to be a mis-encounter. Thirty two policemen of the San Antonio, Zambales Police Station, who were on a buy-bust operation have, without any provocation, fired upon a car carrying the couple and their two children. The family’s patriarch turned out to be a member of a barangay intelligence network but the said mis-encounter has nothing to do with the said circumstance. He and his family fortunately evaded death or injury when he sped up his car that resulted into a hot pursuit. The policemen took the man’s licensed gun without any apparent reason. The family was taken to the Subic police station where the policemen involved in the indiscriminate shooting simply said sorry to the members of the family. Subic policemen later on disclosed Alvin H. Arceo that the supposed drug buy-bust operation was coordinated with their station. It turned out that the car was tipped off by a person as a big time drug pusher but resulted into a mistake in identity of the car and its occupants. It could have been a major tragedy where an innocent family could have been massacred. There were instances in the past involving police operations that turned out to be cases of mistaken identity. A number of innocent civilians were made victims of wrong application of the rules of engagement. Although the supposed drug buybust operation was legitimate, the involved policemen made a serious blunder in firing upon a wrong car without any slight provocation. They should have confirmed and verified the identities of the occupants of the car and the vehicle’s description properly. The operation could have taken innocent lives if not for the right and quick judgment of the family’s head who was driving the car when the incident happened. There are certain rules of engagement that policemen should faithfully comply with. As far as I remember, there are instances that they should not fire their weapons until fired upon by their targets or their enemies. There are instances too that they need to positively identify their subjects before using their firearms to effect their apprehension or police operations. The policemen in this case merely relied on a tip of their informer without properly identifying their subjects. It was likewise an overkill on their part to discharge their firearms even without any provocation from their supposed targets. While it may be a case of an honest mistake, still the operating policemen should have flagged down first the vehicle and properly identify its occupants and determine if they have the positive identification of their suspects. As a consolation to the family, they admitted their faults when they said sorry to their victims. Nevertheless, the couple filed administrative charges against the policemen including their chief of police. The latter should now face the consequences of their mistakes and their wrong application of the rules of engagement. We cannot blame the family for filing their complaints due to the trauma they suffered with the incident. They in fact cheated death when they were fired upon by trigger-happy policemen who seemed to be excited in firing their weapons on a car that turned-out to be the wrong one. A penetrator firetruck is smaller compared to a regular firetruck. • BPSU clean cookstove presented in Cambodia, China By Butch Gunio ABUCAY, Bataan -- The clean cookstove developed by the Bataan Peninsula State University (BPSU) that responds to the problem of pollution has been presented to Cambodia and China. Engr. Jonathan E. Lacayanga, chairman of research and development of BPSU Abucay, invented the improved vertical fed biomass cookstove that responds to the problems of household air pollution or indoor air pollution. BPSU Abucay campus Director Herminio Miguel, BPSU faculty member Engr. Walter Valdez, and Reynan Calderon, secretary general of consultancy firm WRJ Agriboize Incorporated, collaborated with Lacayanga to develop the cookstove. “We have already presented this biomass cookstove in Cambodia and China. We have also been invited to present in Cameroon in South Africa”, Lacayanga said. “Several non-government organizations in Africa wanted the technology transferred to them but we prefer our countrymen to first benefit from this invention,” he divulged. The cookstove has been recognized by the Global Alliance for Clean Cookstoves (GACC), a United Nations initiative, making BPSU one of the about 430 institutions in the world belonging to the alliance and the first in the Philippines. As member of GACC, BPSU becomes an implementing partner in realizing the vision of the alliance to provide and distribute 100 million clean cookstoves for biomass dependent households worldwide by the year 2020. According to the World Health Organization 2009 report, 2.5 billion people in over 500 million homes worldwide use dirty and inefficient cookstoves. In developing countries like the Philippines, the use of open fire stove that burn biomass fuel inefficiently are noted to caused hazards to human health, environment, and problems on household energy requirement. Lacayanga whose invention is patented with the Intellectual Property Rights of the Philippines, has been seeking for the commercialization of the cookstove. •
