Neighbours Membership Picnic
If you want a day of rain—just pick a date for Neighbours Membership Picnic! Once
again this year we got rained on—but once again that was not enough to stop our
wonderful
members from having a good time!!
And once again Neighbours was honoured
with a VIP visitor!! We had our local Minister
of
Parliament Christine Moore with us.
Mrs Moore addressed our members, shared
a meal with us and spoke one on one to
many present! As you have noticed, often
with your Newsletter or Bulletin you are receiving English copies of publications from
Mrs Moore. This is thanks to a partnership
Neighbours has undertaken with her office to
make sure her correspondence is available
in both English and French!
Again this year the game of choice from most was Win Lose or Draw and we are
happy to announce that all games ended in a tie!
Our younger member managed to get sometime enjoying the wonderful grounds at Lac Flavrain in Evain.

Even though the official agenda was not available at the time of printing this
newsletter, we have been told that a special documentary will be aired during
the festival. This documentary will feature Charles Gabrysz’s mother
(a Romanian immigrant) and Father Lev Chayka (the renowned Ukrainian
Priest). The documentary is shot in Romanian and Ukrainian with French
sub-titles. Watch your local paper for more details which should be able
October 12th!
Book of the month by Sharleen Sullivan
Since our resident Book Profiler Michelle is busy this month I will attempt to
fill her shoes—this one time!!!
How can we have a book review after the Summer of 2012 without looking
at the now famous book—Fifty Shades of Grey!!
Fifty Shades of Grey is a erotic novel by British author E. L. James. Set
largely in Seattle, it is the first installment in a trilogy that traces the
deepening relationship between a college graduate, Anastasia Steele, and
a young business magnate, Christian Grey. It is notable for its explicitly
erotic scenes featuring elements of diverse sexual practices.
The second and third volumes are titled Fifty Shades Darker and
Fifty Shades Freed, respectively.
Fifty Shades of Grey has topped best-seller lists around the world, including the United Kingdom
and the United States. The series has sold 40 million copies worldwide, with book rights having
been sold in 37 countries, and set the record as the fastest-selling paperback of all time, surpassing the Harry Potter series.
Personally I found the books to be very (umm) interesting!!! But be warned, if you are the shy type,
or if you don't like erotic reading—stay away from this series and wait for the movie which will
HAVE to be tamed down!!!

The QCGN welcomes the government’s outreach to our English-speaking Community
September 19, 2012 – The Quebec Community Groups Network (QCGN) congratulates all members of the new
Cabinet on their responsibilities and welcomes today’s appointment of Jean-François Lisée (Rosemont) as Minister
of International Affairs and Minister Responsible for the Montreal region. The Premier also gave this Minister a
special mandate to reach out to the English-speaking communities of Quebec.
‘’ Today’s announcement is an important signal to all Quebecers that the English-speaking community of Quebec
is an integral part of the fabric of this province, “said Dan Lamoureux, President of the QCGN. “With this announcement, Premier Pauline Marois demonstrates that her government is willing to open lines of communications and to establish a dialogue with the English-speaking communities of Quebec.’’
PQ minister meets with English school board
October 1, 2012
The head of the English Montreal School Board said he’s cautiously optimistic after meeting with PQ cabinet
minister Jean-François Lisée Monday.
Lisée visited the school board in an effort to build better ties between his party and the Anglophone community. The two discussed the EMSB’s low enrollment rate and what that might mean for the future of the
city’s Anglophone community.
“My fundamental position is that if there is worry for the strength and continuity of the English speaking
community, remedial measures are in order,” Lisée said.“That is the basic position and that is the same position for the french majority - and for first nations we have to live in era of common linguistics and identity
security for the three groups.”
The Quebec Community Groups Network is pleased to bestow its fourth annual Sheila and Victor
Goldbloom Distinguished Community Service Awards on a remarkable trio of community stalwarts:
David Angus (retired Senator and former chair of McGill University Hospital Centre); Gretta Chambers ( first female Chancellor of McGill’s Board of Governors—very active in Education); and Father
John Walsh (has work many tireless years with diverse community groups)

Staff Training
During the month of September Nathalie and Sharleen spent 8 days in training!!! The first session was to become certified trainers for the ABC’s of Self-Management of Chronic Diseases. These wonderful workshops
will be offered in English very shortly (watch Neighbours Health Bulletin for more information). It is the process in which this program is taught that makes it effective and original. Classes are highly participative, where
mutual support and success build the participants’ confidence in their ability to manage their health and maintain active and fulfilling lives.
The second week of Training was with the CHSSN (Community Health and Social Services Network). This is
a bi-annual workshop and is held in Quebec City. These workshops are excellent training workshop and are
geared towards situations we are facing daily in the office and out in the community.
Our training was located in the picturesque Lac Delage region. We allowed us the opportunity to spend
some time outside. A new learning technique which we all enjoyed was a “Walk & Talk” - participants were
divided in groups of two and were sent outside for a relaxing walk, but we had to learn and share with our
walking partner—on our return we were expected to share what we had learnt with the group!
This year we were privy to a Question and Answer period with the worldrenowned Margaret J. Wheatley. Mrs Wheatly is a writer and management consultant who studies organizational behavior. Her approach
includes systems thinking, theories of change, chaos theory, leadership
and the learning organization: particularly its capacity to self-organize.
We were also spoiled with a 3 hour workshop on Communications and Dealing
with the Media by Mr Royal Orr. (who
sends his love to Mrs Lawton, Mrs Sullivan, and Mrs Gillis). Many of us will
remember Mr Royal Orr from our Alliance Quebec days. Mr Orr was the third
President of Alliance Quebec, the CBC radio Quebec AM correspondent and
now a days a very requested consultant. Nathalie and Sharleen both
participated in role playing activities on how to deal with friendly and not so
friendly reporters!!
Throughout the week, participants are also given time to share ideas and thoughts with peers from around
the province. This year we came home with some new and exciting ideas for publications we hope; you, our
members will enjoy!!

Removable Carports
Message from the City of Rouyn-Noranda
Removable carports are permitted from October 1st to April 30th inclusive
Exception: Rollet - October 1st to May 31st inclusive
CONSTRUCTION STANDARDS
Carports must be removable:
• made or coated uniformly polyethylene (plastic) or fiberglass
flexible;
• made of the same materials and color;
• maintained and kept in a good state of preservation;
• can have a structure made of wood, metal, or aluminum;
• the maximum height must not exceed 2.6 meters (8 '6 ");
• The carport is allowed to park a passenger vehicle, it should
not be used as a warehouse.
DISTANCES TO RESPECT
Standards for the location of the carport: * Distances may vary according to the regulations in force in the
neighborhoods (contact the Department of Planning).
• distance to a fire hydrant: 1.5 m (5 ft)
• distance from a property line: 0.3 m (1 ft)
• distance of an alley of 6.09 m (20 ft) 0.3 m (1 ft)
• distance of an alley 3.05 m (10 ft) 0.9 m (3 ft)
IMPORTANT NOTES
• At no time can the carport must impair the visibility of motorists at intersections of streets.
• Note: that your property line does not necessarily correspond to the curb or edge of pavement.
• The carport must be removed and disassembled completely (fabric and structure) from May 1st to October
1st each year (exception: Rollet from June 1 to October 1).
• These regulations provide for fines of $ 300 plus fees for offenders.

News from Noranda School
The 2012-2013 year Noranda School is well underway. At the high school
level students and teachers have jumped into the routine and the usual high
speed pace of school life. Students are busily studying their many courses
from Math to Home Economics, History to art. Students have already had
field trips in Science and Outdoor education where they continue their
learning outside the school walls.
Mothers Against Drunk Driving (MADD) recently visited the school and gave a high impact
presentation on the dangers and impact of driving while impaired. MADD has the goal of reducing
risk through education.
Extra-curricular activities have begun as well. This year the Student Council and the Grad
committee are a combined group this year. They will share the work of fundraising and building
school spirit through a variety of special activities throughout the year. The new student council
president is Andrew Rivest who is sure to be a great leader full of energy and ideas. Andrew was
chosen to be part of the WQSB Leadership Camp last year and it is nice to see him use those skills
as part of our student body. Our Noranda Blues Volleyball team has started to practice. They are
energetic group and already looking forward to their first tournament November 10 at Ecole La
Source here in town. Cross country runners ran in a local competition October 4. As always,
Noranda students were near the top of the pack. A few will be competing at the regional
competition on October 13.
The secondary 1-2 class is once again looking forward to taking part in the YMCA Exchange
program this year. The Kitchener teacher who we worked with two years ago has said he’d love to
come back to our wonderful town so we might be matched with them again this year. The exchange
gave the students a multi-cultural experience, a week in an English community while developing
their social skills meeting and working with new people.
We are looking forward to another wonderful year at Noranda School. Together we Succeed.

What is a Parent Participation Organization (PPO)?
The PPO is reserved for parents only, parents who care about student success and want to be part
of school life. PPO parents : 1) are involved in drafting, carrying out and evaluating the school’s
educational project; 2) give their opinion on the improvements that should be made in the school;
3) carry out various projects and activities in tandem with school staff.
Noranda School needs parents who want to be involved! Think about joining this committee!!!!

Harmonization of taxes
As of January 1, 2013, changes will be made to the QST (Quebec Sales Tax or in
French TVQ) following an agreement between the governments of Canada and
Quebec on the harmonization of this tax (QST) with the Federal GST.
Under this agreement, from next year on the QST is
calculated on the price of sale of goods and services
without the GST.
Hence you will no longer pay QST on the GST.
But of course there is a hitch !!!
The QST rate will be adjusted accordingly and increase from 9.5% to 9.975%, a rate
equivalent to what we are paying currently!!!

information (identity fraud), follow the steps in our Victim Assistance Guide. (Call the
office for help)
If you are a victim of fraud and it is not related to identity fraud, contact the police
service of jurisdiction in your area.
