Summer Message
from Mayor Dave Kleis
Welcome to the summer issue of the city newsletter and a brief overview of a few
points from my State of the City address. Over the last year we have achieved
significant progress by building additional partnerships and strengthening
relationships. We have also added additional resources to our transportation
infrastructure and have completed a number of projects such as the opening of
George Friedrich Park, starting construction on the Community/Aquatics Center
in partnership with the YMCA, working towards completion of the Rivers Edge
Convention Center parking ramp, and the completion of the St. Cloud 101 course, just
to name a few.
This year the City of St. Cloud is celebrating a milestone 160th birthday. Our
City has changed a lot since 1856 and it is amazing how different the three small
hamlets were when they came together to form St. Cloud. That unity has spanned
generations to today. People have always been moving into this community which has
created changes and challenges. It is important to resolve these challenges through
conversation. Creating community involves thinking about all the steps you could do
to create a better community, and it doesn’t take a lot. It just takes a lot of people. We
are fortunate to have so many individuals willing to engage to make St. Cloud a great
place to live.

ST. CLOUD CITY APP
The City has officially unveiled “St. Cloud City Mobile” an app that residents can use
to access the City in a more capable format for their android or apple devices. This
app will allow residents to conduct business, and access the information on the City’s
website through a more user friendly interface.
ABRAHAM LINCOLN PLAZA
The City’s Abraham Lincoln statue, which was originally installed in Empire Park in
1918, is currently being restored and will be placed in a new plaza at the corner of 5th
Avenue and 1st Street. The statue and plaza will be very visible from 1st Street and will
act as a welcome to the entrance of 5th Ave, as well as the Rivers Edge Convention
Center.
BEAVER ISLAND TRAIL – HISTORY – ART
Crews are working to extend the Beaver Island Trail from 4th Street North to the
Rivers Edge Convention Center. Along the new section of trail will be information
panels presenting area history. The City will also install a Selfie-Spot which will
highlight the City’s name along the world famous Mississippi river. We have initiated a
callout to artists to develop this feature. This will also highlight some of the talented
artists that helped put St. Cloud on the map as the 16th most vibrant arts community
in the U.S. This year our vibrant arts community will host a year-long sculpture walk
starting in June 2016. Twelve pieces of outdoor sculpture will be featured in and
around the core of our community – from Lake George, through Downtown to the
Mississippi River. United Arts of Central Minnesota and the St. Cloud Arts Commission
are hosting this activity with a grant from the Minnesota State Arts Board through the
generous support of Clean Water Land and Legacy Amendment.

HISTORY TROLLEY TOURS
I will be continuing the tradition of offering history trolley tours. The trolley has
seating for 25 and the tours last about 90-minutes. They are free and open to the
public, departing and returning from the City Hall parking lot. The June, July, and
August dates are being scheduled. Reservations for upcoming tours can be made by
contacting my office (255-7201).
Also, as in the past few summers, the trolley will be used to shuttle folks between
Clemens Gardens and downtown. The trolley will also run on Wednesday evenings as
part of “St. Cloud Rotary’s – Summertime by George”.
CITY BUDGET & INPUT OPPORTUNITY
We are beginning to assemble the 2017 Budget, which I will present to the City Council
for consideration in early August. We will create several opportunities for anyone to
make comments about the budget before August through my town hall meetings and
also an interactive, televised, town hall meeting that will be held on Monday, July 18
from 4:30-5:30 p.m. in the City Council Chambers. You can also leave comments on

CELEBRATE
Lastly, summer is the time to celebrate. Remember to enjoy some of the great
activities in St. Cloud this summer. St. Cloud Rotary’s – Summertime by George
begins on June 15th, every Wednesday at 5:00 PM through August 31st. Come out
and enjoy the music, food and fun.
The 10th Annual St. Cloud Granite City Days will begin with the Lemonade Arts
Fair and Concert on Thursday June 23rd. The Liberty Block Party will once again
be on Friday June 24th at the Whitney fields. The theme of the Block Party is the
1960’s with Herman’s Hermits! As always, we will have a great parade on Saturday
and Family Fun Day at Lake George on Sunday. A new addition for Saturday will be
“Sing! St. Cloud” featuring Tonic Sol-fa and Justin Ploof and the Throwbacks. Other
activities include the medallion hunt, community bike ride, 5k run, a canoe trip, and
so many activities for family, friends, and everyone in our community. Don’t forget to
celebrate our country’s birthday this July 4th with our annual tradition of fireworks on
the river.

AND WHAT TO
TEACH YOUR KIDS
Every dog can and will bite, given certain
circumstances. Dogs bite for many reasons such as
protection, territorial, fear, injury/sickness, or after
being provoked.
One can easily avoid a dog attack if a few
cautionary tactics are used. Never approach a
dog you don’t know; especially if it is tied up or
contained in car or fenced area. Do not disturb a
dog if they are sleeping, eating, chewing on a toy or
tending to puppies. Never pet a dog without letting
it see you first, even if it is your own dog. The dog
may bite out of fear if it is surprised. Never turn and
run from a dog, it is their natural instincts to chase
and catch you.
If you feel you are being attacked:
1.) Do not run away or scream.
2.) Stand still with your hands at your sides and
avoid eye contact with the dog.
3.) Remain motionless until the dog is no longer interested and walks away.
4.) If the dog does attack, put anything you have in between you and the dog. Any
item such as a purse, bike or jacket will help. Keep the item positioned between
you and the dog and if they try to bite put the item in their mouths to prevent
them from biting you.
If you are bitten by a dog:
1.) Wash the injury with soap and water.
2.) Contact your physician for additional recommendations.
3.) Call your local animal control with any and all information you know. Information
about the dog’s description, dog owner name and address, location of bite and
contact information for any witnesses are very important. On weekdays call St.
Cloud Animal Control at 320-650-3164, weekends and nights call St. Cloud Police
at 320-251-1200.
Looking to adopt an animal?
St. Cloud Animal Control impounds over 600 animals yearly. Over half
of these are not claimed by their owners and need loving homes. Visit
the Health & Inspections webpage at www.ci.stcloud.mn.us to see both
lost and adoptable animals. The shelter is located at Central Minnesota
Animal Care & Control (CMACC) at 1021 Benton Drive South.

If your dog is found in St. Cloud, it will get a FREE ride home instead of to the animal
shelter. (Generally limited to one free trip per year)
All dogs living in St. Cloud are required to be licensed per City Ordinance 1040:10.
Failure to license may result in an administrative citation.
How do I license my dog?
1. Fill out a dog application form. Available at City Hall or by contacting Animal
Control.
2. Obtain proof of your dog’s current rabies vaccination.
3. Obtain proof of spay/neuter. (If applicable)
4. Bring or mail the above information

When maintenance goes by the wayside, complaints are made to the Health &
Inspections Department. We complete hundreds of complaint based and proactive

Common violations include:

St. Cloud Park and Recreation is offering baseball and softball for ages 4-12, coached
by our trained staff. Each level builds on the fundamentals and refining the skills they
have learned previously. All levels will focus in the importance of good sportsmanship,

Sports Sampler (Boys and Girls, Ages 5-7)
Sports Sampler is a great program for participants who aren’t
quite ready to join a league and want to stay active and develop
skills. This program offers a chance for youth to try a variety
of different sports, including soccer, t-ball, kickball and yard
games. Skills for these sports will be taught through various
drills and games. Along with developing sports skills they will
build confidence while meeting new friends! Participants are
required to bring a water bottle.

Make plans to join us this summer on Tuesdays from 1-3pm, beginning June 6th, for the
Lake George Fishing Club! Meet staff at the warming shelter on the east side of Lake
George for a great afternoon of catch and release fishing. Anyone 16 and older will need
a fishing license. Bring your own equipment or use equipment provided by St. Cloud
Park and Recreation and Scheels at no cost; bait will be provided by Stop Light Bait.

Movie in the Park
We are busy planning another night under the stars at Whitney for Movie in the Park!
Bring a blanket or a lawn chair and enjoy a movie under the stars with your family and
friends. Admission will be $5 per person or $8 per family. Movie seating will open at
7:30pm; the film will start at dusk. Concessions will be available for purchase. Watch

Music in the Gardens
Concerts are held on alternating Sundays at 3pm near the Gazebo in Munsinger
Gardens on the banks of the Mississippi River. All concerts are free and the Munsinger

Photography in the Gardens 2016 Photo Contest
Join the area’s shutterbugs in the annual contest, sponsored by Munsinger Clemens
Botanical Society. Photos will be judged in two categories: Landscapes (garden
scenery) and Hardscapes (decorative features in the Gardens), and in both youth and
adult age groups. Photographs must be taken between Jan 1-Nov 4, 2016.

Munsinger and Clemens Gardens Weddings and Photography
The beauty of St. Cloud’s Munsinger Gardens provides the ideal setting for intimate
wedding ceremonies and posed photography sessions. Ceremonies are held in the
Special Events Area on the southern end of Munsinger Gardens. This “botanical room”
provides a private setting within the beauty of the Gardens. Photography sessions,
including wedding, family, or senior photos, are allowed, by permit, throughout the rest
of the Munsinger Gardens. There is a 50 person limit for all Ceremony and Photography
Sessions in Munsinger Gardens. Additionally, photography sessions may be booked for
Clemens Gardens with a 12 person limit. All reservations are scheduled in 2 hour blocks.
These reservations are booked between 4pm-7pm on weekdays; between 10am-7pm on
Saturdays; and at 10am on Sundays. If you would like more information about having your
ceremony or photos at the Gardens, or would like to book an event, please call the Park &
Recreation Business Office, Monday through Friday, 8am to 4:30pm, at (320)257-5959.

Recreational Burning
Ordinance
Recreational Burning Permits Are Required Within the
City St. Cloud Ordinance 300:50
• Permits are available on-line through our website or
from the St. Cloud Fire Department Station #1,
Monday-Friday, 8:00 a.m. - 4:30 p.m.
Station #1 is located at 101 10th Avenue North.
• Applications, available on our website, can be mailed to Fire Station #1.
• Annual permits are $25 and valid from January 1 to December 31.
• Permits are issued only to property owners unless verifiable written
permission is given to another party by the owner. Permission forms
can be found on our website listed below.
Recreational Burning regulations can be found
on the city website at: www.ci.stcloud.mn.us.
2016 Recreational Burning Ordinance changes:
• Burning is permitted daily between the hours of ance 300:50
4:00 p.m. until midnight.
• The fire must be contained within a noncombustible ring or pit located at least 25 feet
from buildings and property lines or within
an approved manufactured fireplace located
at least 15 feet from buildings and property
lines. Total fuel area allowed under this permit
shall not exceed 3 feet in diameter or 2 feet in
height. Conditions that could cause a fire to
spread shall be eliminated prior to ignition.
• These regulations do not apply to barbecue
grills, cooking or hard piped compressed gas installations installed under a
mechanical permit that use no solid fuels.
• Permits may be temporarily suspended due to seasonal
fire conditions or air quality concerns including smoke
drifting onto adjoining properties.
