Catholic Social Services (CSS) serves the poor, the elderly and disadvantaged families and
individuals for the entire island Guam. CSS is a non-profit, non-stock social services agency
serving all races, creeds and ages.

The Father David I.A. Quitugua Foundation was established in 1986 to assist the
families and individuals in this situation that are experiencing financial crisis due to the
severe illness of a family member. Assistance is given to help defray part of living
expenses when the patient must go off-island for an emergency medical care not
available on island.

and counseling no matter what the situation is.

Provides services to adults age sixty (60) years and older who are unable to
function at home without supportive services and who do not need 24-hour care.
These are people who would normally be homebound, and have no one at home
during the day to care for them.

Provides advocacy, assessment, counseling, evaluation, information & referral,
interpreting, placement referral, home visit and telephone assistance to persons
who are sixty (60) years or older. Case management social workers assess the
needs of the frail elderly and homebound elderly and refer to the appropriate
department for services.
Elderly Apartment / Housing….635-1446
The Apartments were funded by GHURA / HUD HOME grants program and CSS.
To be eligible, elderly persons must be 60 years of age and above. Ten 1bedroom units with a single shower are designed for the disabled and have
comfortable living rooms. Tenants must have the ability to pay a minimum rent of
$250 or one third of their adjusted monthly income if higher. Section 8 programs
are utilized when available for senior citizens to pay their rent.
In-Home Services….635-1415
The IHS Program will help pay for services provided to you so that you can remain
safely in your own home. To be eligible, you must be over 65 years of age, or
disabled, or blind. Disabled children are also eligible for IHSS. IHSS is
considered an alternative to out-of-home, such as nursing homes or board and
care facilities.
Homeless Program

A homeless individual or family may stay for up to a maximum of (60) days.
Individuals not on food stamps are provided 3 meals a day. Transportation is
provided to access services. Caseworker assists clients in seeking training or
employment; housing, or applying for Section 8 housing programs and also
networks with government, and non-profit organizations to provide needed
services.
Guma San Jose Homeless Shelter II….637-2957
Provides shelter for families for 30 - 90 days. Included in the programs are meals
provisions and a caseworker to assist the family in resolving their problems which
prevent their independent living arrangements.

KARIDAT Supportive Services Program (KSSP) is a supportive housing program
for homeless persons with disabilities. Three apartment units at the LIHENG
apartments have been designated as permanent supportive housing units.
Consumers must be assessed to be a homeless person with disabilities.
Liheng Transitional Home Program….635-1400
Provides subsidized transitional housing for homeless families, person with
disabilities, and other eligible individuals to pursue economic self-sufficiency over
a two-year period. Applicant has to be classified as homeless and be in a lowincome class bracket.

Eligibility conditions include severe mental retardation, multiple physical, mental or
communication impairments, traumatic brain injury. The program assists the
individual to improve his/her ability to function dependently in the family or
community in such areas as self care, and other activities of daily living.

Provides assistance, guidance, and counseling towards future planning for victims
of domestic violence, spouse abuse or neglect. Women and their children may
receive short term shelter, in a safe and comfortable environment. Provides a
safe, clean and loving home for children in need including those removed from
harmful, unhealthy situations. They may be cared for here until foster care can be
provided.

families or those in crisis situations due to unusual circumstances.

The Fr. Quitugua Foundation was founded for catastrophic medical problems. The
foundation can provide assistance to persons in need because of catastrophic
medical problems.
Emergency 24-hour Crisis Hotline (CSS / APS)…. 632-8853
These services are generally toll-free, confidential phone lines that one can call 24
hours a day 7 days a week to speak to staff and/or trained volunteer in a time of
crisis for support and advice. The services may include risk assessment,
intervention, screening and referrals.

The Emergency Receiving Home provides temporary shelter to elderly sixty (60)
years of age or older and adults with disabilities age eighteen (18) years or older
who are victims of abuse and have been determined to be in immediate danger
requiring protective shelter. The shelter provides personal care (when necessary)
and nutritious hot meals three (3) times a day and snacks two (2) times a day.
Social Workers develop individualized care plan (ICP) to each client admitted. The
total capacity for the shelter is no more than eight (8) clients at any given time. A
part-time registered nurse is available in the morning and evening daily.

organization. Successful prevention programs for youth are based on the influence of

Anderson Family Advocacy Programs (FAP) is located on the Air Force Base. Its mission is
to build a healthy community at Andersen so that every family and home is violence free.

classes that are provided to improve parenting skills and to help couples communicate
effectively. Clinical intervention services are provided to prevent unhealthy interactions and
