Bright from the Start: Georgia Department of Early Care and Learning
Bright from the Start: Georgia Department of Early Care and Learning (DECAL) leads the state's efforts in
meeting the early care and education needs of Georgia's children and their families. The department
administers the nationally recognized Georgia Pre-K Program, licenses child care learning centers and
home-based child care, administers federal nutrition programs, and administers the federal Child Care and
Development Fund (CCDF) in the state. CCDF funds are used to provide subsidized child care through the
Childcare and Parent Services program and to enhance the quality of child care. Quality initiatives include
Quality Rated, Georgia's tiered quality rating and improvement system, the Child Care Resource and
Referral agencies, the Professional Development System, the SCHOLARSHIPS and INCENTIVES programs,

Georgia Head Start Collaboration Office
The purpose of the Georgia Head Start Collaboration Office is to help develop significant multi-agency and
public/private partnerships among Head Start and other early care and education stakeholders to serve low
income children and their families. These partnerships support state policies and plans that affect
preschool children and their families with the involvement of DECAL and the Georgia Head Start Association; create significant cross-agency initiatives on behalf of children and families; build a more integrated
and comprehensive service delivery system to improve families' access to services and promote program
quality; and encourage local community collaborations between Georgia's Pre-K Program, Head Start, Early
Head Start, and other early care and education programs.

Divisions for Special Education Services and Supports
The Divisions for Special Education Services and Supports, as part of the Georgia Department of
Education, assist local school systems in providing a free appropriate public education to students with
disabilities, ages 3 through 21. The Divisions for Special Education Services and Supports provide
information, training, and technical assistance to local educational agencies, teachers, related service
providers, parents, students, and others interested in the education of children and youth with disabilities.

Quality Care for Children (QCC)
Quality Care for Children (QCC) is an Atlanta-based nonprofit organization with a 30-year history of ensuring
Georgia’s infants and young children are nurtured and educated. The organization’s primary focus is on
creating excellence in child care and early learning by providing training, technical assistance, support and
resources to child care providers and helping parents access affordable, quality care for their children. QCC
offers a database for child care providers to have their program listed for referrals to parents in need of child
care. Through 1-877-ALL-GA-KIDS parents find access to child care catered to their needs. Onsite technical
assistance is available for child care providers (including centers, school age care, and family child care) in
an effort to move them towards Quality Rated and accreditation thus improving the quality of their
program. QCC has offered significant staff and resource support for many GAYC Conferences.

Quality Rated early care and education programs support the full participation of each young child, including those who are culturally,
linguistically, and ability diverse. What can programs do to implement policies and practices that align with Quality Rated and ensure that
each child’s learning and development needs are met? How can your professional development contributions shape efforts at state,
regional, and local levels to increase program quality and participation in Quality Rated?
This session will focus on tools and strategies through which early childhood professional development leaders can support more explicit
and intentional attention to Quality Rated and the diversity of both children and families in their work.
Join us to learn about Quality Rated, the GELDS and Georgia’s Guiding Principles to Support Cultural Competency, and leave with a
generous handout of resources and lots of new ideas.
Camille Catlett is a Scientist at the University of North Carolina’s Frank Porter Graham Child Development Institute. Camille is a frequent
presenter at state, national and international conferences on effective professional development, diversity,
Inter-professional collaboration, inclusion and family-professional collaboration.
Laura J. Johns, Ph.D. is the Director of Quality Initiatives for the Georgia Department of Early Care and Learning. In this role she oversees the
Georgia Program for Infant and Toddler Care and Quality Rated, Georgia’s tiered quality rating and Improvement system. Dr. Johns focuses
on systemic initiatives that address increased quality in early care and education programs, holistic child development, cultural competency,
and intentional teaching practices. She is also committed to collaboration with the early childhood community to address systems of care
and the improvement of child outcomes.

Becky A. Bailey, Ph.D., is an award-winning author, renowned teacher and internationally recognized expert in
childhood education and developmental psychology. Her workshops touch thousands of lives each year, and
her top selling book titles have over 400,000 copies in circulation.
Dr. Bailey is the founder of Loving Guidance, Inc., a company dedicated to creating positive environments for
children, families, schools and businesses. She is also the developer of the Conscious Discipline program.
Dr. Bailey has authored 14 books related to guidance and discipline, several of which have won national
awards. Her core publication for parents, Easy to Love, Difficult to Discipline is published in nine languages
and has received national acclaim.
In her passion to empower all people, especially those working with our youngest citizens, Dr. Bailey has
established the first Early Childhood Education four-year university degree program in the state of Florida.
She was also instrumental in establishing a teacher certification program for Native Americans in New Mexico.
Dr. Bailey has raised over $2 million for children's programs over her years in education. She played an
integral role in fundraising for building a preschool in tsunami-devastated Sri Lanka, and sponsored two Sri
Lankan teachers to attend the week-long Conscious Discipline Summer Institute. She established a non-profit
organization to provide free training and resources to at-risk families and teachers in memory of her mother,
Frances Canipe Bailey.
With thirty-five years of experience working with the most difficult children, Dr. Bailey deeply believes we must
transform the lives of adults first and children second.

Bright from the Start: Georgia Department of Early Care and Learning Credit Hours
In accordance with licensing regulations, by attending a session, obtaining a sticker documenting session attendance and
signing your certificate (found in the GAYC Final Conference Program, distributed on October 11 and 12), participants in this
conference may earn up to six (6) credit hours of their annual training requirements. Six hours is the maximum quantity
established by BFTS licensing for all conferences.
Continuing Education Units (CEU’s)
We are able to offer 0.1 up to 1.3 CEUs to those participants who have attended one to thirteen hours of sessions at the
GAYC Conference over the 2-day period. If you would like to obtain CEU’s, you must pay $10 as an additional
registration fee (see registration form). You need to complete a CEU form at the On-Site Registration Booth marked for CEU’s
as soon as you have achieved your hours. If you are attending both days return your completed CEU form on Saturday and
your certificate with your sessions documented by stickers. If you are only able to attend one day, at the end of the day on
Friday or Saturday return your completed CEU form with your hours of documented sessions. GAYC must verify and make a
copy to send to the University of Georgia BEFORE YOU LEAVE THE CONFERENCE. Should you wish to obtain a copy you must
request transcripts from the University of Georgia.
Georgia Department of Education (GA DOE) Professional Learning Contact Hours Certificate and PLU Information
Participants at the 2013 GAYC Conference who hold either a valid Georgia Teaching Certificate or Paraprofessional License,
or who are working towards a Paraprofessional License, can earn (10) hours of contact time towards one PLU credit. Please
refer to your local school system’s policies and procedures regarding this matter. Ability to apply the Professional Learning
Contact Hours Certificate toward PLU’s varies. All attendees must attend a minimum of (10) hours of approved GAYC
Conference sessions to receive the GA DOE Professional Learning Contact Certificate. The certificate will be available at the
On-Site Registration Booth at the close of the conference upon verification that 10 clock hours have been attended.
There is no charge for PLU’s.
Babies Can’t Wait (BCW) Continuing Education Credits
Sessions at this GAYC Conference have been pre-approved for Babies Can’t Wait SCEI’s continuing education credits. If you
wish to receive credit you must collect your session stickers and fax your completed certificate to the Project SCEI’s office at
404-413-8043. GAYC does not automatically apply these credits.
NASW Georgia Chapter Continuing Education Units
Through approval by the Georgia Chapter of the National Association of Social Work GAYC is able to offer 6 or 12 Core clock
hours of Social Work CEUs to those participants who have completed one or two full days at the GAYC Conference. There is
no charge for Social Work CEUs. The certificate will be available at the On-Site Registration Booth at the close of the
conference upon verification of session stickers received at the end of each presentation.

To join all 3 Regular membership is $75 and a Comprehensive membership is $120. You can become a member and receive
registration benefits for the 2013 GAYC Conference, the 2013 NAEYC Annual Conference in Washington, D.C., on November
20-23, 2013 and the Southern Early Childhood Association Conference, January 16-18, 2013 in Williamsburg, VA.
Your membership includes benefits from the National Association for the Education of Young Children (NAEYC), the Southern
Early Childhood Association (SECA) and the Georgia Association on Young Children (GAYC).
GAYC Refund Policy
Should you choose to cancel your registration, you may receive a refund minus a $10 per person handling charge. Refunds can only
be given if notice of cancellation is received in writing by GAYC at least 7 working days prior to the Conference. No refunds or credits
can be made after that date under any circumstance. If you cannot attend, you may send another participant in your place.

The GAYC “Together for Children” 47th Conference is an exceptional opportunity for professional growth and to
network with other child and family professionals in an open, supportive, and enriching atmosphere.
Mission
The Georgia Association on Young Children (GAYC) Conference mission is to provide the most current evidence-based
research, training and skill development for early childhood educators and others who work with children and families.
To meet this mission, GAYC hosts an annual conference -- two days of workshops, seminars, exhibits and
organizational meetings along with pre-conference sessions and an awards banquet.
The GAYC Conference offers nearly 140 sessions that can count for BFTS licensing credit, PLU’s, CEU’s, Social Work,
and Babies Can’t Wait (BCW) Continuing Education Credit.
The GAYC Conference demonstrates what “Together for Children” means. Bright from the Start: Georgia Department of
Early Care and Learning and many others partner with the GAYC Conference. This collaboration helps streamline
efforts to provide all professionals with relevant resources and best practices.
The GAYC Conference targets center-based teachers, family child care providers, Pre-K professionals, Head Start
teachers, infant/toddler and preschool teachers, K-3 teachers in both public and private schools, school age care
providers, early education program administrators, social workers, legislators, advocates, consultants, early childhood
education students, and parents.
