Old US-27 was still closed at press time Thursday. Becker said emergency workers put in a 27 hour shift when the water levels were highest. “We have two law enforcement units and one Department of Natural Resource unit monitoring the Muskegon,” Becker said. “The water from the dam failure will empty into the Muskegon.” In Farwell, the rising water cascaded around the stressed dam there and roared downstream filling Clare’s Lake Shamrock and endangering homes there. Clare City workers raised a third flood gate in Clare’s dam Sunday morning sending even more water east down the Tobacco River’s course and raising the river to near record levels before Monday morning. “Sunday night at midnight, Clare’s Shamrock Lake dam’s water level was at 8.9 feet,” Becker said, “the highest in 20 years.” He said City workers had reinforced the Clare dam with “rip-rock” (large stone) and that the dam was stable. By Tuesday morning the water level at the Shamrock dam had gone down to 8.1 feet he said. Becker also said the water levels in the Little float in flood waters and the electric connections to the houses would travel through the flood waters and jeopardize the lives of the workers.” Becker said he wasn’t sure how many homes were affected because the area is remote and was checked by Emergency Services from the air. He said he drove into the area as far as he could Wednesday afternoon and the man who was evacuated walked out to his county vehicle wearing hip boots. “We brought him to a Clare hotel,” Becker said. “Those houses were completely surrounded by water.” Residents along the Muskegon that have been displaced by the flooding or power outages can go to the Spring Hill Camps in Evart at 7717 95th Avenue, Evart or contact the American Red Cross at 231-7966562. Citizens should report any damage to their insurance company, Becker said. For more information visit the Emergency Management website or call 989539-6161. Storm wreaks havoc on area By Pat Maurer Correspondent Tobacco Drain, which runs through Clare, were so high that one family had to be evacuated. “Their house was an island,” he said. “Ironically,” he added, “the project to improve the Little Tobacco Drain is scheduled to be on the County Commission agenda Wednesday.” He reported Thursday morning that the water level was down and the family had returned home. Heavy rains also flooded a portion of the Clare Municipal Airport property and filled ditches to over- flowing, cascading across Washington Road before adding more volume to the Tobacco which reportedly was up to bridge level, before the water began to recede again. Drivers throughout the county were faced with flooded roads due to the storm. Becker said in total, 29 roads in Clare County became flooded, most caused by culverts washing out. “Some culverts get rotten and we don’t know until floodwaters wash them away,” he Continued on page 5 Man rescued from flood waters PRSRT STD U.S. Postage PAID Clare, MI Permit #19 By Pat Maurer Power was cut to about a dozen homes along the Muskegon River in Redding Township Wednesday afternoon and one resident was evacuated from the badly flooded area, Clare County Emergency Director Jerry Becker reported Thursday morning. “The power was cut to protect Consumer’s emergency workers who were securing floating propane tanks at the mostly seasonal cabins and houses,” Becker said. “People don’t realize those tanks will Photo by D. The exercise was part of the Surrey Fire Department’s regular Monday night training, Fire Chief Dave Williams said. By Pat Maurer Correspondent “It will take one to two months to replace all of the damaged technology equipment [at Clare High School],” said Clare-Gladwin Regional Education Service District Engineer Adam Pitt Monday. The district’s network equipment that provides the phone system and internet service was destroyed in an electrical fire caused by a lightning strike during a violent thunderstorm Saturday night. “Lightning hit our wireless internet antenna,” said Superintendent Doniel Pummell. “It went into the technology closet and started an electrical fire. A motion detector was activated and the police went to investigate around 3:37 a.m. Sunday morning. We didn’t know there was a fire until 4:10 a.m. when the smoke alarm went off.” The fire department extinguished the fire, which was contained in the technology closet but the rack for the technology and phone system was destroyed, Pummell said. “A tech team worked all day Sunday just to get our phones back up.” She said no computers were damaged and the antenna was replaced. Pitt said it was a sixteen to 20 hour job to rewire and get the system back up and working again. “It is just a temporary fix though,” he said. High School Principal Lee Turner said because of fans that keep the equipment cool, smoke and soot from the fire traveled through the school ductwork into the technology room and as far as the faculty lounge. Clare – Gladwin RESD engineer Adam Pitt works at removing the burned wiring inside the CHS technology closet Monday afternoon. He said a temporary system was set up until the whole system can be rebuilt, a project that will take from one to two months. “I’m so grateful we didn’t lose our data,” he said, “but the components are a total loss.” Temporary repairs have the internet and phone system working again, at least partially, until the system can be rebuilt. Turner said the media center was shut down completely Monday while repairs and cleanup was underway. Pummell said she didn’t have any idea of the cost of the damage yet. “The insurance adjusters are working on that,” she said. Cell: 989-529-0826 Phone: 989-544-3666 With no new, or even old business to vote on, Surrey Township held a quiet, and short, meeting April 8th that focused on reports. County Commissioner Lynn Grim reported that Rick LaBoda is the new chair of the County Commission and Dale Majewski is vice-chair. She said Mid Michigan Medical Center is seeking a new Medical Examiner since Dr. Elmer Shurlow has retired after many years. She also said the county board had approved a new Information Technology position for the Clare County Sheriff’s Department, -- Jim Schuster from the Clare-Gladwin Regional Education Service District (RESD). Grim also said that Superintendent Russ Hamilton and Clare DPW Supervisor Alan Jessup had been appointed to the County Department of Public Works committee. The county will see an additional $129,392 in revenue sharing this year, Grim said. “We are back to full funding after 14 years,” Lynn said. “Unfortunately that doesn’t include cost of living increases or increased costs over those years.” She reminded the board that the ground breaking for the Veterans Freedom Park will be April 25 at 2 p.m. and that there will be a Public Health Summit at the Mt. Pleasant Comfort Inn on April 22 from 9 a.m. to 3 p.m. She also reminded the board of the Paula Pernstill Health Fair, the tenth annual fair, will be held April 26 at the Farwell High School from 10 a.m. to 2 p.m. New Clare County Conservation District Administrator Holly Keenan was at the meeting to introduce herself to the board. She said the CCD covers forestry, water quality and that their spring tree sale is underway. Zoning Administrator Rod Williams reported just two violation letters issued and four active cases, adding that he had attended a conference in Battle Creek. He did report on the extra time taken to clean up rubbish along township roads during regular zoning and asked the board for authorization to have it picked up and taken to the transfer facility. The board agreed to have someone from the transfer facility pick up any he reports and take it to Northern Oaks, with extra compensation for a one month period. Planning Commission Chair Mahlon Parsons reported that the quarterly meeting of that board would be held Wednesday, the 16th at 7 p.m. Surrey Fire Chief Dave Williams reported on Fire Department activities including 43 runs in Surrey and one in Gilmore Township and a total of 132 runs so far this year. Page 6-The Clare County Review - April 18, 2014 Mike’s Musings Michael Wilcox, Publisher/Editor Viewpoints Pat’s Bits & Pieces Pat Maurer, Review Correspondent Tearjerker turns into controversial story Talk about a firestorm! Sometimes in this business they call journalism you run into a story that appears to be one way, but lo and behold once it’s in print, it could take a whole different life. That’s what happened last week when Melissa Schlicht presented a piece she had been working on for some time. It was about a young mother and her autistic child and how they feared being kicked out of an apartment complex because of his autism. Heck, before the story even got to press it was brewing controversy on the internet. We typically post stories to our website and Facebook as they are written. This one appeared a couple of days before the print version. I immediately got a call from the apartment complex’s regional manager who was on vacation down South. She was not a happy camper, indicating vociferously, that we had gotten the story wrong and we should have talked to her, and neighbors in the apartment complex. We argued back and forth, basically agreeing to disagree. Reporter Schlicht did talk to a slew of people including the mother, her mother, her aunt, a spokesperson for the apartment complex, a therapist who is at the home 20 hours a week, as well as several friends. No one at the time had anything bad to say about the mother, or the situation she was in. Once the story was posted, however, all that changed. I’ve never seen so many negative comments about a story, or at least the subject of the story. Neighbors in the complex, relatives and friends began bashing the mother utilizing the comments section of our website. In one aspect, the regional manager was right. We should have talked to the neighbors, because it was the neighbors’ complaints that precipitated the disciplinary action the apartment management had initiated. The major complaint was that the mother was verbally abusive. It is her yelling and screaming profanities, the comments say, that has led to the violations she has received from apartment management, not the loud behavior of the three-year-old autistic child. In defense, the mother argues differently. I have always said there is two sides to every story, and that certainly applies here. Can you really blame the apartment complex for threatening eviction when neighbors are complaining incessantly about problems in one apartment? Probably not. Can you blame the mother for being upset and reaching out for help if she truly believes she may become homeless because Just Thinking By Dr. Ray Augenstein Back in the 50’s again I saw this little cafe on the street I was driving down, and it caught my eye. So I turned my car around and made my way back to check it out. What caught my eye was the name of the place. It was “Back to the Fifties” Now I was a teenager in the fifties, and that name pulled my chain. I pulled into the parking lot beside of the building and was greeted by the sound of “In the Still of The Night” seeping through the door. Now I was intrigued, I hadn’t planned on going in but I couldn’t retreat now. It was as if the sound reached out and just pulled me in. When I stepped into the cafe, I was amazed at the decor. It was like I had stepped back in time. There was a lunch counter with swivel stools, juke box stations, and over in the corner, an authentic Wurlitzer juke box. Now I assumed it was a CD player, but when I walked over to it, I discovered it was a genuine player of 45 records, and it was the source of the music I was hearing. I walked over to one of the booths lining the wall, and noticed a selector box on the table for the juke box. There were checkered tablecloths, and the menu had a red checkered border around the edge. The special listed on the front, was a double cheeseburger, French fries, and a Malt. Behind the counter I could see a malt mixer, and beside it the shiny metal con- The tainers that they mixed the malt in. There was a young lady that sashayed over to my table in step with the music, who was dressed in a poodle skirt, cashmere sweater, wearing bobby sox and saddle shoes. As I dined on my fries, hamburger and cherry coke that I had ordered, the juke box started blaring out Bill Haley’s rock around the clock. A young man in a white T shirt, blue jeans, and penny loafers came out from the back and began dancing with the waitress. At that point, I truly felt like I had stepped back in time. It reminded me of when I was a teen, with slicked back hair, blue jeans and white buck shoes. My mind was carried away by the ambiance I was in, back to the carefree days of my youth. I don’t care how old you get, or how bad you feel, I still believe that there is a little bit of the teenager still hidden somewhere inside. I believe that we get older and mature, and that we learn from our past and make better decisions. But beyond all the mistakes, and bad choices we made, there is a part of us that long for certain events that occurred in our lives. Like the High School girl friend or boyfriend that we walked from class to class. The High School Dances, where we tried out all the new steps. Our first car, and all the gang we hung with. The café where we would meet and eat ham- Wow, spring storm packs a real wallop her little 3-year-old is autistic? Certainly not. So where does the story end? Her immediate family says the mother needs to grow up or face losing her children (she has two) to authorities. If what people say is true, the loud, abusive profanities do not belong in anyone’s vocabulary, let alone a single mother raising two children. The apartment complex has offered to move the family to a first floor apartment in hopes that the ground level environment would work better for the autistic child. To me that’s a start to solving this problem. I am also told that her lease is up in June, and because of all the trouble the mother would like to move elsewhere. To make ends meet and save money for that move, the mother is now working two jobs. So time alone will bring this current situation to conclusion. June is only a month and a half away and presuming her lease will not be renewed alternative housing has to be found, anyways. I’m still flabbergasted that a story that was supposed to be “tearjerker” has ended up being so controversial. I guess you never know when you write for an audience, how that audience might react. As they say always expect the unexpected. It was a little different from last year, when the water only filled up the yard a couple of times though. The river surprised us this year with levels that came all the way up to the edge of the bridge over the Tobacco and actually went under the deck in the backyard. We had water everywhere around the house, and although it didn’t get inside like it did in September of 1986, we were, in fact, an island for a bit, when it actually circled the house and crossed the driveway. Of course when it covered our drain field Sunday afternoon, we had to leave for a safer, and more comfortable and “flushable” location, so just in case there was more of the same in store for us, we, with the help of son Don, moved everything we could out of the lower level (my office), shut down the power to that part of the house, packed up ourselves and Peanut and headed out. And now we are home once more. This afternoon, although the river is still up, everything is looking like normal spring weather again. The snow is melting, the water’s going down and although with the arrival of a cold front, it is a little chilly out there, the sun is shining again… Oh the joys of living on the river. In the first week of September, 1986, we were not only an island in the river, our place looked like a houseboat – with a lot of leaks. That time we got nine inches of rain in just 12 hours. The river came up and up until we began to wonder if our house would soon be headed downstream with the rest of the debris. It not only came inside, we had nine inches of water in this very room and in our garage. You haven’t experienced it until you see a canoe floating around in your garage. The water actually went over the bridge that time, and cut across the road just east of the bridge. People were evacuated from our neighboring Pleasant View Subdivision and if you wanted to head east from here, you had to have a “big” four-wheel drive SUV or take a five mile detour just to make it a quarter mile east. It was a scary time and what the old-timers called a “50-year flood.” I just called it a “mess” because that’s what we had when we were finally able to come home a couple of days later. It was an extremely hard way to remodel a room and get new carpeting… News from your Sheriff John Wilson, Clare County Sheriff We are currently at 176 inmates lodged in the jail which consist of 80 local, 70 Renters, 22 Federal, and 4 Department of Corrections. Mother Nature sure surprised us with a whopper of a spring storm last Saturday night. If it wasn’t the middle of April, I would have said we were hit with a real April Fool’s joke this time. We had been downstate to visit family and were on our way home when we ran into the first inkling of things to come early Saturday evening. The rain came down so hard, people were pulling off the highway to wait for it to pass. We made it home and things continued with more rain, thunder and lightning throughout the night. In fact, Saturday night we had a real thunderbuster, complete with a downpour of nearly five inches of rain over a 24hour period, leading to the worst flooding in the area since 1986, and complete with road damage, a ferocious windstorm that took out buildings and trees and just as a little frosting on the cake, ended up with a couple inches of snow and icy roads to contend with. And it’s only Tuesday. We were recently given permission from the Board of Commissioners to fill a full time IT (Information Technology) position here in the Sheriff’s Office. Currently between the County building and the Jail/Sheriff/Central Dispatch building there is one person that handles this. We have seen over the last few years that there is a need for a person to be assigned to the Jail/ Sheriff/Central Dispatch building, with the priority being keeping our Central Dispatch Center running smoothly and efficiently. We have three dispatching station, each with 7 monitors running 8 different software programs at the same time. The main software is our CAD (Computer Aided Dis- patching) software. This is the main software used in recording all incidents that go through the dispatch center. There are many switches and servers runnin in the center, which include the entire 911 phone system This system has gotten to the point where we need someone assigned to it, to keep it running smoothly to better serve you. I want to take this time to welcome Deputy Don VanBonn as a full time Deputy Sheriff for our Office. Deputy VanBonn started ou with us working the jail as a corrections officer in June o 2010. He came to me a littl over a year ago and told me he wanted to go through the police academy to become a certified police officer. He took it upon himself to further his education and dedicated time in order to reach his goal. I’m proud and pleased with his decision and look forward to working with him for many year to come. Congratulations Deputy Donald VanBonn. Like always, GOD Bless Sheriff John S. Wilson Letters Disappointed in article Dear Editor: I was disappointed to read your article concerning misguided parents whose children attend Farwell Schools. My hope is this was a bad week (we all have them) and not a change of direction to become Clare County’s TMZ. I’ve heard Facebook called the “bathroom stall of the Internet.” Please, do not ruin your credibility by using Facebook posts as a reference. You do a remarkable service to this community, don’t change. To the students, “The tough thing about adulthood is it starts before you even know it starts; when you’re a dozen decisions into it.” Your parents aren’t doing you any favors. In the real world, there are CONSEQUENCES for your actions. The sooner you take RESPONSIBILITY, the quicker you can get back to the GOALS you are trying to reach. A situation is never lost. Don’t dig a deeper hole. You’ve put yourself into a position where other people are making decisions for you. The secret to SUCCESS is limiting the amount of times this happens in your lifetime. How bad do you want it? What are the limits you are willing to go? How will you prove yourself? Properly communicate your answers to the leadership at your school and the results might surprise you. Be prepared to work extra hard. Nothing in this world will be given to you. MARCH AGAINST MONSANTO On May 24, 2014 at Island Park & Town Square, in beautiful downtown Mt. Pleasant, MI at 2 pm. March Against Monsanto is a global call to action aimed at informing the public. Calling into question long term health risks of genetically modified foods and demanding that GMO products be labeled so that consumers can make informed decisions. Why we march: Protect our food supply, support local farms, protect our environment, promote organic solutions, expose the Cronyism between big businesses and the government, and to bring accountability to those responsible for the corruption. There will be speakers, information tables, entertainment, and a protest march to create awareness. Family oriented, come join in on all the fun. A truly free and educational experience. “Future historians may well look back upon our time and write, not about how many pounds of pesticide we did or didn’t apply, but by how willing we are to sacrifice our children and future generations for this massive genetic engineering experiment that is based on flawed science and failed promises just to benefit the bottom line of a commercial enterprise.” – Don Huber, Professor Emeritus, Plant Pathology, Purdue University. The Tree City USA program, sponsored by the National Arbor Day Foundation, the USDA Forest Service, and the National Association of State Foresters, distinguishes communities throughout the nation exhibiting a commitment to proper tree care and management. For obtainment of this status, communities must meet four criteria. These criteria include having a tree advisory board or department, adopting a tree care ordinance, investing at least $2 per capita in forestry programs, and holding an annual Arbor Day event. From Left to Right: Hunter Hakes and his 5th grade teacher, Heather Jensen. Harrison 5th grader is published author Hunter Hakes of Harrison Middle School is recognized for his accomplishments as a published writer. Hunter wrote a published memoir for the Michigan Reading Association Kaleidoscope “A Celebration of Michigan’s Young Authors” 2014 conference. Hunter and his family were invited to attend the luncheon at the Amway Grand in Grand Rapids where he was recognized for his accomplishments, received a copy of his published work and was awarded a medal of recognition. As his teacher, I must say that Hunter had to put forth extra time and effort after school to take his memoir Godzilla with Grandpa through several revisions and edits. This was in addition to what was instructed in the classroom and as homework. Being a writer is an overwhelming but exhilarating process, but Hunter stuck with it. Hunter learned firsthand what the writing process was about and that creating prized work goes beyond the time spent in the classroom. in 2010 they had old computers from the Farwell Public Schools. A few years later they got some old computers from Dow Corning and Warner Petroleum. It became apparent as they grew, that a system and updated computers were badly needed. Last year they began partnering with MSU extension to provide cooking classes. They had to go through hundreds of files to find clients for the class in Clare, again for the class in Harrison, and are going through them again for the Farwell class in May. With the new system this can be done much more efficiently.
