$214,431 for Henniker
Town receives Safe Routes To School Grant
The Town of Henniker has been awarded
$214,431 for sidewalk improvements as part of
the Safe Routes to School Program. This grant,
administered by the Bureau of Planning and
Community Assistance at the New Hampshire
Department of Transportation will allow significant improvements to sections of the sidewalks
on Western Avenue between Route 114 and Hall
Avenue. Approximately 200 feet of the sidewalk
north of Western Avenue and along the west side
of Route 114 will be replaced. Work will occur
during 2014.
The Road Safety Audit that the New Hampshire Department of Transportation (NHDOT)
funded for the Western Avenue, Main Street
and Route 114 intersection is still in process. The
original proposal prepared by the consultant contained three optional redesign concepts. NHDOT
has asked for a fourth design that addresses
pedestrian issues more than the original three
designs.
Once NHDOT is satisfied by a proposed
design there will be a public meeting to present
the design and receive public comment.
Proposed Newport school budget shows 4.8% increase
The Newport School Board is searching for
ways to cut back on a proposed 4.8 % budget
increase. With twenty seven percent of Newport’s students currently in special education
programs, out of district placements and trans-
portation costs alone reflect a one hundred and
twenty thousand dollar increase. The school
board will meet with the Budget Advisory Committee on December 17 in hopes of limiting the
increase.

Attorney General closes Seastrand case with no criminal charges
David Seastrand, the former New
London police chief, who quit after a local
college student said he asked to photograph
her nude in exchange for dropping a charge,
will not face criminal charges or any further
discipline stemming from complaints filed
by three other women. Attorney General
Joseph A. Foster said that the investigation
of David Seastrand's activities determined
the new allegations, "while disturbing," did
not rise to the level of criminal conduct and
each allegedly happened when Seastrand
was acting "in his personal capacity." "I will
tell you that it's abhorrent behavior and unacceptable behavior for anyone in that type
of a position," Associate Attorney General
Jane E. Young said. "It was imperative that
we get him out of office to ensure that he
will never serve as a police officer again,"
she added. Seastrand, then 50, resigned as
police chief and surrendered his certification as a police officer on April 4 in a
negotiated agreement he reached with the
Attorney General's Office following a criminal investigation. The agreement Seastrand
reached with the state on April 4 concluded
the investigation with no criminal charges.
It permanently bars Seastrand from working as a police officer.
Then the Attorney General's Office
learned that three other adult women filed
complaints against Seastrand, and a second
investigation was launched. The first
woman said she had sexual contact with
Seastrand while "he was working as chief
of the New London Police." The second
woman said Seastrand paid her speeding
ticket in exchange for her posing for him in
lingerie, and the third woman said Seastrand offered her cash. While some of the alleged actions occurred while Seastrand was
on duty or in uniform, they did not involve
an action in his official capacity as police
chief, Young said. At least one civil suit is
expected to be filed.

Resveratrol may have the potential to protect against hearing and
cognitive decline, according to a study published in the journal
Otolaryngology — Head and Neck Surgery . Hearing loss affects
nearly one in five Americans. For most, hearing steadily declines
with age. Noise-induced hearing loss, too, is a growing medical
issue among American troops, with more than 12 percent returning home from Iraq and Afghanistan with significant hearing loss.
Noise-induced hearing loss not only impacts a person’s ability to
hear, it can cause difficulties with sleep and communication, and
even raises the risk for heart disease by increasing a person’s
blood pressure, lipids and blood sugar.

on resveratrol have twice the endurance and are relatively immune

Weare 5th grader has the spirit of giving
Weare Middle School fifth grader Cali Bishop was given a writing assignment in Sue Fountain’s English Language Arts class.
The assignment? If you were given a sum of money and couldn’t
keep it, what would you do with it? Cali’s response? The United
Way. Her essay was so compelling it ended up on the front page
of the most recent Greater Nashua United Way newsletter.
“Cali’s beautifully written appeal for giving was inspired by her
grandfather, Rod Hansen, a long time supporter of the United
Way,” said teacher Sue Fountain. “For a 10 year old to write such
a strong piece—she states the goals of the United Way and then
continues to bolster her argument for giving with stories of her
grandfather’s involvement and volunteerism— is quite an accomplishment,” Fountain continues. When asked about the essay,
Bishop says it took her about an hour to write the piece after a
couple of days to think about the topic. “I was in art enrichment
when other students in my class did the writing prompt, but Mrs.
Fountain wanted everyone to write about the topic. I had to write
it as homework” said Cali. Besides her essay landing her on the
front page of the United Way’s newsletter, it also got the attention
of other media and made her a bit of a celebrity. She was just interviewed by Nashua Life Magazine. “Yeah, it’s kind of cool,” said
Cali about her notoriety. “It doesn’t normally happen to a lot of
people by doing their homework.” In addition to her writing, Cali
plays lacrosse and is on the jump rope team at the Weare Middle
School.
Sunapee man charged with manslaughter
Robert Dellinger, 53, of Sunapee has been charged in connection
with the deaths of a couple killed in a crash on Interstate 89 over the
weekend. Dellinger was charged with two counts of manslaughter.
He is accused of recklessly causing the deaths of Amanda Murphy,
24, and her fiance, Jason Timmons, 29. Murphy and Timmons were
killed when a pickup truck driven by Dellinger crossed the center
line on I-89 in Lebanon and crashed head-on into their car. Murphy
was eight months pregnant, and her unborn child also died in the
crash. Authorities say Dellinger was attempting suicide after an
argument with his wife. The judge set bail at $250,000 cash only.
Dellinger must live in Sunapee and was ordered to surrender his
license and passport and get a mental evaluation.

Capital improvements needed at Hillsboro-Deering Schools
There was good news and bad news
for taxpayers at Monday's meeting of the
Hillsboro-Deering School Board. The
good news is that the proposed operating budget of $20,466,826 reflects only a
1.5% increase over the current budget. The
bad news is that the District is in need of
several major capital improvements.
Building & Grounds Supervisor John
Butler informed the Board that it will cost
about $200,000 to install a second boiler
in the Middle School. Experts have told
him that it was inexcusable to have only
one boiler because if it was out of order
for any length of time, the building would
freeze up, causing major water damage.
It will also cost $30,000 to replace the
inefficient windows in the Bailey wing,
which was built in the early 1950's.Finally,
it was reported that neither baseball
fields were constructed correctly. It will
cost $40,000 to repair the field between
the Middle and High Schools and over
$200,000 for the new upper field. The
Board is debating which items should appear as warrant articles.
Weare hires two cops
and two for Highway
The Town of Weare has hired several
new employees. Police Chief Velleca
introduced Barry Charest, who is currently a part time officer. Officer Charest
was deployed in 2003-2004, has 14
years of military service, and is highly
decorated. Chief Velleca would like to
hire Officer Charest as a full time officer
and Ryan Frisbee, who is 25 years old
and from Ithaca, NY. Frisbee holds a
bachelor’s degree and is first generation law enforcement. Chairman Clow
then swore in Barry Charest and Ryan
Frisbee as full time Weare Police Officers.
Tim Redmond, Public Works Director,
recommended that the Board hire Jean
Maurice LeMay, resident of Weare, as
a truck driver/transfer attendant and
Joseph Sarno as a full time truck driver/
transfer attendant. The Board approved
both hirings.

Mother and child injured in fall from Crotched Mountain chairlift
A woman and child suffered serious
injuries after falling 40 feet from a chairlift
at Crotched Mountain ski area. One victim
was flown to Dartmouth Hitchcock Medical Center, while the other was taken by
ambulance to Monadnock Hospital. They
fell about halfway up the mountain on
what’s known as Pluto’s Trail.
The lift was stopped while officials
took the victims from the mountain. It was
restarted, after an initial inspection, to remove the other skiers. Two state tramway
safety inspectors were brought in to look
at the lift, which doesn’t appear to have
malfunctioned.
“There’s no indication at this time to
indicate that there was a mechanical problem,” said Keith Rodenhiser of the State
Fire Marshal’s Office.
Crotched Mountain General Manager
Patrick Terry said he believes the problem
was what workers call a "misload" when
the two were put on the chairlift. While it’s
not clear what caused the two to fall from
the lift, Terry said the lifts are designed to

Friends filled the American Legion hall to celebrate David Hubbards life.
A Fitting Tribute
Recently a large crowd gathered at the
American Legion Hall in Hillsborough to
celebrate the life of David Hubbard, who
passed away in November at age 85.
Dave will be remembered for many
things, but none more prominently than
his commitment and dedication to the
Hillsborough Food Pantry, where he served
as Director for almost 15 years. Equally
committed has been his wife of 37 years,
Norma, who served faithfully with him.
Mike Gillette, who died several years ago,
was also instrumental in getting the Pantry
off and running.
Let me be the first to suggest that this
great community asset be renamed "The
Gillette-Hubbard Food Pantry" in honor
of their long service to the community and
our neighbors in need. It would indeed be a
fitting tribute to the three of them.

If my mother was still alive she would
be pleased that at age 67 I have finally
found a use for the three years of Latin she
made me take in High School.
Recently the Henniker Selectmen have
been exploring the possibility of expanding
the town's Human Services Department
at the urging of an impressive group of
concerned citizens who propose forming
a Human Services Advisory Committee to
connect with similar towns' human service
committees and directors, update Human
Services Director job description and Support the Human Service Director and Town
Administrator to ensure delivery of needed
services and outreach to the community. In
addition they advocate hiring an experienced social worker 20-30 hours per week
to provide assistance to clients in navigating the state and federal social service
systems: DHHS, DFA, NHEASY, Medicaid,
Medicare, Meals on Wheels, Healthy Kids,
and to provide referral to non-profitsVNA, Lutheran Social Services, Servicelink,
and Riverbend.
The group has stressed that it seeks
no additional tax dollars but hopes only
to reallocate the existing human services
budget.
That sounds great, but by adding an
experienced social worker 20-30 hours per
week, within the town's current $80,000
welfare budget, reduces the amount available for direct aid to those in need, requiring an expanded budget to provide the
same services. This happens so often when
Government runs the program.
The sticking point seems to be the hiring of an experienced social worker, but is
that really necessary?
The Town has received a proposal from
Child and Family Services to perform many
of these functions. CFS has a strong relationship with New England College and can
enhance the work provided to the Town
through the use of student interns. CFS has
offered to staff the Henniker Town Welfare
Office two or three days a week, fifty-two
weeks a year. Ten hours a week would
cost taxpayers $14,154.40. An additional
$3,000 to increase the hours of the current
Welfare Director would provide Henniker
with a public/private Human Service initiative that could be the model for the nation.
And, all for just over $17,000.

ConVal School to Work Coordinator Mary Lou O'Neil was
honored as a New Hampshire Scholars Champion for her work in
business/education partnerships.
Mary Lou was recognized for her work with placing students
in internships and job shadowing opportunities; for her ability
to make connections with local business partners; for her role as
student mentor for recipients of the ConVal Community Scholarship Foundation Dollars for Scholars scholarships; and for her
work with school to career advisory teams. Mary Lou provides
students with an opportunity to test-drive careers and discover
what a particular career is like and the skills and training needed
to be successful. Mary Lou was presented with this award by Scott
Power, Director of New Hampshire Scholars, and Dr. Virginia

Planning Board asks for full-time Director
At its last meeting, the Hillsborough Planning Board asked
selectmen's representative David Fullerton to again ask his fellow
selectmen to reconsider their decision to keep the Planning Director's position as part-time. They kept the pressure on at Tuesday's
Selectmen's meeting when Chair Herm Weigleman, member Alan
Urquhart and Economic Development Committee member Jack
Wells outlined the need for a full-time Director.

The Weare Middle School Science Fair will be held Friday, December 13 and Saturday, December 14 at the Weare Middle School.
The public is invited to come and see the more than 150 science
projects the 6th, 7th, and 8th graders have created. The focus of this
year’s fair is STEM (Science, Technology, Engineering, and Mathematics). Participating students had to develop an idea or examine
an interest they have, research the idea, and use research and team
work to test their hypothesis. Once that was completed, they then
gathered the data with the final step being a formal presentation for
display at the Science Fair.

All day Wednesday and all Thanksgiving morning, the Tsihlis
family worked to prepare turkey dinners with all the fix'ins for the
people of Hopkinton and Contoocook. Some food had been contributed by shopkeepers and neighbors. School children added special
greetings and pictures, and volunteers drove about 45 meals out to
homes. Thank you, Dimitri's and your family for your endless kindness and generosity and for offering us all a chance to give.

Driver airlifted after Bennington accident
Police were on the scene of a serious crash on Route 202 at the
Bennington-Antrim town line A pickup truck, driven by Christopher Davies of Windsor, crashed into a logging truck, driven by
William Kimball, Jr, of Bennington. Davies was helicoptered to
Dartmouth Hitchcock Medical Center with serious injuries. Kimball was uninjured. Bradford exploring combined services
Selectman John Pfeifle requested the Administrator write a
letter to the Town of Newbury stating that Bradford would like to be
the transfer station for its garbage. He attended the shared service
meeting in Webster. It was also suggested and agreed that a letter
would be written to the Town of Sutton regarding talking about
joint services. A letter has been received from the Town of Warner
regarding sharing services which was read.
Cemetery expansion planned in Newport
North Newport Cemetery will soon be getting an expansion. Ken
Dennis, Newport’s Buildings, Grounds and Cemetery Manager
presented plans for an expansion on the Wells property adjacent
to the cemetery. Newport acquired the property in the 1990’s for
additional burial plots. Dennis plans to add 269 plots since current
available burial plots are dwindling. Dennis told Selectman Gary
Nichols there is about a year’s time before there is a problem. The
Selectboard asked Dennis to get a preliminary bid on the project
along with a bid for further expansion on the property.
