WINTER 2015
Dear Residents of Kirtland,
As my journey as Mayor of the City of Kirtland
comes to a close, I would like to offer some final
remarks and also extend my sincere appreciation
for the honor of serving its citizens. I will always be
grateful to have had the opportunity to lead a city
whose residents have a steadfast pride in its past
and an undeniable passion for its future.
I have had the privilege of working with a team of
devoted and dedicated department heads who
go above and beyond their duties to provide Kirtland residents a safe and
healthy quality of life. They are reliable and professional, and I am humbled
to call them my friends. I proudly acknowledge Police Chief Wayne
Baumgart, Fire Chief Tony Hutton, Public Service Administrator Carm Catania,
Recreation and Senior Center Director Jenna Hull, City Engineer Phil Kiefer,
Finance Director Keith Martinet and Law Director Dan Richards. How lucky I
have been to have worked with the very best of the best.
Next, I would like to thank all of the City employees who dutifully serve our
residents each and every day. The quality and high level of service attained
by the Police, Fire/Rescue, Public Works, Community Center and
administrative staff is an integral part of Kirtland’s continued success.
I would like to thank City Council and those serving on the Planning and
Zoning Commission, Board of Zoning Appeals and the Civil Service
Commission who fulfill important duties and responsibilities.
Every ending has a new beginning and the time that I have spent as your
Mayor has included some of the most memorable times in my life. As I turn
the page on this chapter, my wife Sandy and I wish our City every
opportunity, every achievement and every success.
Respectfully submitted,
Mark A. Tyler, Mayor
City of Kirtland

Gymthe Spirit of the Season
The Garden Club of Kirtland brings the splendor of the holiday season to
City Hall every year. They graciously donate their time and talents to
decorate and add a touch of festive cheer to City Hall. We appreciate
their ongoing commitment as we look forward to the 2015 holiday season!
The Garden Club of Kirtland was established for the purpose of
encouraging the love of gardening, to stimulate interest in our community
and enhance the appearance of the Kirtland area. The Garden Club
decorates the city signs with festive swags, plants seasonal containers at
the Kirtland Public Library, and decorates City Hall for the holidays. The
Garden Club encourages member’s awareness of environmental issues
and enjoys the friendship of others who share these objectives.
Meetings are held at the Kirtland Public Library on the first Thursday of the
month at 6:45 p.m. There will be no December meeting. Meetings resume
on January 7th. The topic is Phenology.
Guests are always welcome. For more information please send an email to:

KPD Takes Part In No Shave November
No-Shave November is a month-long journey during which
participants forgo shaving and grooming in order to evoke
conversation and raise cancer awareness.
The Kirtland Police Department has been touched by this terrible
disease over the years and wanted to join this movement. The goal
of No-Shave November is to grow awareness by embracing your hair,
which many cancer patients lose, and letting it grow.
Each officer participating will donate to the cause and the Kirtland
Police Association will match the funds. Half of the donations will go
to cancer research and other half to local needy families for
Thanksgiving dinner.

Local Contractor Helps Beautify Kirtland
Local business owner, Tim Meyer of Badger Transfer generously
donated tons of fill material along with the use of compacting
and earth moving equipment and some labor to assist the Service
Department in a road widening project at the Kirtland Rec Park.
The project, which started this spring, will widen the road between
the Elementary School and the Kirtland Rec Park providing a safe
walking path for students and visitors. With Badger's ongoing help
the project is approximately 65% complete. Work on this project
will continue next spring.
Kirtland is very fortunate to have so many generous residents,
groups and businesses who offer their time and resources to
ensure Kirtland remains the City of Faith and Beauty.

Road Work Halted
for Winter
Open
Gym
It's time to put away the pavers and get out the snow plows as asphalt plants are closing for the winter season. The closing
of the plants not only marks the end of summer construction, it also marks the end of the first of a five-year initiative to bring
our local roads to an acceptable standard.
Every project has its own unique challenges as we saw this year with the Kirtland Lakes resurfacing plan. Due to unforeseen
circumstances we were slightly over the annual budget and we did not accomplish all we had hoped.
In 2015, the City purchased 7,300 tons of asphalt that was used to repair and resurface a number of local streets.
Additional material including base, stone, and drainage pipe for storm drain work was also acquired in preparation for
road resurfacing. Preliminary work on several streets has already occurred this year in anticipation for resurfacing in 2016.
Before the snow falls all local streets will be evaluated and a tentative list of road repairs and replacements will be
compiled. The list will be reevaluated in the spring and adjustments made before any work begins. The City evaluates
streets through an inspection process to determine the extent of pavement problems. Our approach is to apply the proper
treatment to the roads, whether it is asphalt patching, crack sealing, or full road reconstruction, at the right time to keep
roads safe and minimize future repairs and costs. It is important to not only work on the worst local streets but to also
preserve the good streets we already have.
We anticipate accomplishing our goal of repairing and resurfacing approximately five miles of local roads in 2016, but it is
important to remember that some projects may experience delays due to other construction needs, weather, or budget
constraints. Thank you all for your continued faith in the Service Department and support of the road levy.
KFD Receives New Command Vehicle
The Kirtland Fire Department has placed a 2015 Chevrolet Tahoe (4x4) inservice as the new fire department Command Vehicle. The Tahoe will
replace the 2006 Ford Expedition which has been reassigned as a utility
vehicle at Station 2.
The Tahoe is equipped with Incident Command equipment, including
Tactical Worksheets, Command Vests, Accountability Board, Preplans,
an iPad tablet, multi-gas meters, and a variety of other fire/rescue
equipment. The vehicle will also be used as an EMS chase vehicle and is
equipped with medical equipment and an AED.
Kirtland firefighter Tony Catania designed the striping and lettering art
work. Capt. Doug Bode and the “B” shift crew designed and
manufactured the rear Command and Storage area.

Kirtland Police Department Earns AAA Traffic Safety Award
Once again Kirtland Police Department received AAA’s
Platinum Award, AAA's highest honor, for the City's
outstanding safety efforts in 2015. Recipients are chosen
from hundreds of departments nationwide that
participate in the Community Traffic Safety Program.
To be eligible for the award, a community must conduct
traffic safety promotions and educate the public on
safety topics. Chief Baumgart accepted the award for
the City of Kirtland at the AAA luncheon ceremony held
on November 17, 2015.

Recycle By Mail
Recycle bulbs, batteries and electronics
responsibly. From home.
Every day you do little things to help the environment like
turning off the lights and recycling aluminum cans, paper
products and plastic. Did you know that you can also
recycle batteries, compact fluorescent bulbs and printer
cartridges? And that you can recycle all these materials
without leaving your house?
Waste Management's Recycle by Mail program allows
you to recycle many household items and keep harmful
materials, like mercury, out of the environment.
How it Works.
Waste Management recycling kits come with
everything you need — from the box to the return
shipping label. From the website, enter your ZIP code
and you will get a list of all the products available in
your area. Select the products you want and order
them online.
Fill your container and send it back. When you ship
the materials back, Waste Management will make
sure they are recycled. Residents can download a
Recycling Certificate that
certifies that you've helped the
environment. It's that simple.

NEWS FROM THE POLICE & PUBLIC WORKS DEPARTMENTS
WINTER DRIVING TIPS FROM THE KIRTLAND POLICE DEPARTMENT
It is inevitable that the first snow of winter will bring accidents. After several months of
good weather and clear roads, most drivers need to become re-acclimated with
driving in winter conditions. The following are some tips and reminders
to help keep you and your family safe this winter.
Driving safely on icy roads:
•
•
•
•
•
•
•
•
•
Decrease your speed and allow at least three times more space than usual
between you and the car in front of you.
Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake.
Turn on your lights to increase your visibility to other motorists.
Keep your lights and windshield clean.
Use low gears to keep traction, especially on hills.
Don’t use cruise control or overdrive on icy roads.
Be especially careful on bridges, overpasses and infrequently traveled roads,
which will freeze first. If the conditions are wet, even at temperatures above
freezing, you might encounter ice in shady areas or on exposed roadways like
bridges.
Don’t pass snow plows. The drivers have limited visibility, and you’re likely to find
the road in front of them worse than the road behind.
Don’t assume your vehicle can handle all conditions. Even four-wheel and
front-wheel drive vehicles can encounter trouble on winter roads.
If your rear wheels skid:
•
•
•
•
•
Take your foot off the accelerator.
Steer in the direction that you want the front wheels to go. If your rear wheels are
sliding left, steer left. If they are sliding right, steer right.
If your rear wheels start sliding the opposite direction (as you recover), ease the
steering wheel toward that side. You may steer left and right a few times to get
your vehicle completely under control.
If you have standard brakes, pump them gently.
If you have anti-lock brakes (ABS), do not pump the brakes. Apply steady
pressure to the brakes. You will feel the brakes pulse – this is normal.
If your front wheels skid:
•
•
Take your foot off the gas and shift into neutral, but don’t try to immediately steer.
As the wheels skid sideways, they will slow the vehicle and traction will return. As it
returns, steer in the direction you want to go, shift into drive, and accelerate
gently.
Snow Plowing Reminder
Snow Parking Ban
As we approach winter, please remember that
depositing snow on streets is strictly prohibited by City
of Kirtland Ordinance §412.06.
Our city plows work hard to keep your streets safe.
Please help them by remembering that there is a snow
parking ban whenever the snow exceeds two inches
during a period of 24 hours or less.
The intent of this ordinance is to eliminate hazards
created by leaving ridges of snow in the street,
creating sight hazards with large piles of snow, and
blocking ditches which impedes the normal flow of
water.
Anyone who violates this ordinance may be subject to
a fine.
