Welcome to this year’s 23rd Paul Roggeman European Open Beach
Championships the largest three day beach fishing festival in Europe.
We are proud to announce that the Championships have been renamed in memory of Paul
Roggeman, the competition founder and organiser who sadly passed away following last year’s
competition. It was 23 years ago Paul started this new event in Bridlington and it is remarkable
to see that a small two day beach fishing competition has grown and developed into what it
is today. This has been made possible by Paul’s tireless, hard work and dedication to make the
event the success it is today. This matched with your fantastic support is what has helped make
the Championships so special.
We at EY Events have a team that have worked alongside Paul since the start of the
Championships and we will ensure that Paul’s legacy continues to grow and develop for many
years to come through this remarkable event. You and your enthusiasm for the event, together
with the continual support of Total Sea Fishing and David Hall Publishing have ensured that this
is an event not to be missed. Each of you will be able to pick up valuable experiences, tactics
skills and techniques whilst enjoying a fun filled weekend making new friends.

PAUL’S EUROPEAN OPEN TIPS
‘BE AN EARLY BIRD’ - You will have to arrive at your chosen venue early as the popular areas will
soon become crowded well before the start time.
‘BE MOBILE’ - A venue that produces fish over low water could well be worth trying early in the
match, before moving on to a high water venue.
‘SHORT CASTING’ - Don’t spend the whole match blasting baits out of site as many of these
beaches can produce good fish inside 100 yards.
‘CLIFFHANGERS’ - Be careful when on muddy cliffs, especially after rain. Many anglers have found
themselves up to their waists in mud!
‘TRAVEL LIGHT’ - Keep your tackle to a minimum. Venues soon become crowded and a long walk
may be on the cards.
‘IT’S A START’ - Remember that any sizeable fish caught on the Saturday could mean extra weight
towards Sunday’s big prize fund!
‘FRESH IS BEST’ - There is no substitute for fresh bait. So make sure that you have a reliable supplier
or, better still, why not collect your own.
‘RULE IT OUT’ - Make sure that you can carry a suitable fish rule. All fish brought to the weigh-in
must be above the relevant minimum sizes.
‘HOOKED UP’ - Avoid large hooks. Recommended sizes between 1 and 2/0 which will hold a good
cod but also allow you to target smaller pieces.
‘AGAINST THE CLOCK’ - Weigh-in times will be strictly adhered to, so allow sufficient time to travel
back to them. Miss them and you will miss out!

Please read the following NEW AND UPDATED RULES carefully as they will be strictly adhered for this event.
This year’s event will take place on Hornsea Beach.
All anglers taking part in the event agree to the rules laid down.
Competition Rules
1.
Fishing Times
Friday, 4 March 2016. 10am – 2pm. High tide at 12:37pm (4.7m).
The start and finish of the match will be signalled by the sound of a horn.
2.
Registration and Entry
Registration will start at 7am and finish at 10am. Tickets will be available from:
Hornsea Floral Hall, Esplande, Hornsea, East Yorkshire HU18 1NQ.
Entry fee: £7 per person (cash only). The competition includes males, females and juniors.
3.
Competition Boundaries
The competition boundaries will be marked on Hornsea beach with flags at each end.
Competitors must stay within the boundaries when fishing. Due to limited space within the
boundaries we ask that there is no more than six meters between each angler. This will be
stewarded.
4.Notes
The decision of the organiser (EY Events) is final. Neither East Riding of Yorkshire Council nor
the organisers shall be held responsible for any loss, accident or damage incurred by any person in
connection with the competition. Each entry to the EOBC Flattie Bash is binding in honour only.
General Rules
1.
This is a catch and release stewarded shore fishing competition for flat fish only.
2.
Each competitor is only permitted to fish with one rod, with one reel and running line with a
maximum of three hooks.
3.
Each competitor should preferably have a bucket of fresh sea water available where each fish caught
should be placed until a steward can be called to measure and record.
4.
The fish should be returned to the sea immediately after being measured.
5.
It is the responsibility of both the angler and the steward to ensure that the fish swims away.
6.
Fish should be recorded and returned before the next cast is retrieved.
7.
Fish are measured from the tip of the nose to the maximum tip of the tail.
The length recorded will be rounded down to the nearest full centimetre.
8.
No angling equipment must be left on the beach unattended. Any unattended equipment may be
removed by the event stewards.
9.
No angling equipment can be set up before each competitor has an entry ticket in their possession.
10.
Points scoring system
Competitors will be given one point per full centimetre of flat fish recorded.
The result will be decided by the competitor with the highest number of points.
Where there is a tie on points then the competitor with the most number of fish will be the winner.
If there is also a tie on the number of fish then the winner will be the person with the largest single fish.
EOBC 2016 – General Rules
Definitions:
a)
The name of the organisation is East Riding of Yorkshire Council.
b)
The Organisers means “EY Events”, which is also the Championship Committee.
1.
Bottom and artificial fishing allowed.
2.
No competitor may have fitted at the same time, more than one rod with reel and running line
and no more than three hooks attached. One treble counts as three single hooks.
3.
Any competitor, other than registered disabled, must cast his or her own rod.
No mechanical casting aids of any description are allowed to be used in the competition.
4.
No competitor is allowed to fish in the 24 hours prior to the start of the competition apart
from when participating in the EOBC FLATTIE BASH MATCH in the designated area on
Friday, 4 March 2016.
5. No fishing is allowed from rocks, piers or man-made constructions in the sea i.e. drains etc.
Fishing is only allowed from promenades (eg. Hornsea and Withernsea) and cliff tops (eg.
Tunstall) with extreme high tides.
6.
Competitors may receive the help of any person, to assist him/her in landing any fish, but must
not handle the rod in doing so. The use of gaffs to land fish is prohibited.
7.
The minimum distance between two anglers fishing on the beach must be 10 metres or 12 yards.
Any angler not adhering to this safety rule will be disqualified.
8.
All rod rests and rods on the beach must be attended at all times. No competitor is allowed to
reserve space on the beach with unattended tackle. Unattended ones may be removed.
9.
All competitors must have tickets before commencing fishing and must produce them if
requested by official stewards.
10.
All competitors are required to act as stewards and must only, when witnessed the catch, sign
in other competitors’ fish, caught on the day, on the back of the official ticket, giving clearly
name and entry number.
11.
All competitors must weigh in their own catch and not later than the times mentioned in the
competition rules. Competitors must allow themselves plenty of time to travel back to the
weigh-in and to get parked.
No allowances of any kind will be made for any competitor arriving back late.
12. Fish sizes: no person shall land, sell, expose or offer for sale or have in his/her possession any fish
of the following description of less than the following measurements:

Note: All types of dogfish, Tope, Blennies, Dragonets, Mackerel, Rockling, Scorpion Fish, Rays
Bream and Weaver Fish or any Shellfish will NOT be weighed in. The competitor must retain all
fish brought to weigh-in for one hour after close of weigh-in in case of appeal. Any breach of this
particular rule (FISH SIZES) will be brought to the attention of the Appeals Committee at the
weigh-in and their decision will be final.
13.
Any competitor, breaching any of the Championship rules, will be disqualified for the whole event.
14.
East Riding of Yorkshire Council may take legal action against any competitor in breach of the rules.
15. IN THE EVENT THAT THE ORGANISERS CONSIDER THAT A FRAUD HAS BEEN OR IS
BEING PERPETRATED, THE ORGANISERS RESERVE THE RIGHT TO ASK THE POLICE
TO INVESTIGATE.
16. Neither East Riding of Yorkshire Council nor the Organisers shall be held responsible for any
loss, accident or damage, incurred by any person in connection with the Championship.
17.
Cancellation: in the event of bad weather and/or in the interest of safety, the Organisers
have the powers to cancel the Championship. In such case, entry fees, less any legitimate
Championship expenses, such as printing and mailing costs etc. will be returned.
18. In all matters, relating to the Championship, the decision of the Organisers is final and the
Organisers may delegate their power to the Appeals Committee.
19. The Organisers reserve the right to refuse entry without explanation and will in such case
return all entry fees.
20.
Any objection must be submitted to the Appeals Committee within half an hour of the results
being posted. A fee of £10 must accompany the objection and is returnable if the objection is
upheld.
21.
Each entry to the European Open Beach Championship is binding in honour only.

JUNIORS: (boys and girls)
Juniors may enter either the Senior or the Junior event (NOT BOTH EVENTS) with purchase of
the appropriate ticket (SENIOR OR JUNIOR) and are eligible ONLY for the prize of that category.
Juniors must be less than 16 years of age on the competition dates. Proof of age may be required on
the day. All fishing juniors, even when fishing in senior event, must be accompanied by fishing adult.

18.
FREE GOLDEN TICKET DRAW
All green 2-day ticket holders will be entered in the Golden Ticket draw, which will be held after the
presentation at Sand-le-Mere Holiday Park on Sunday, 6 March 2016.
THE WINNER MUST BE PRESENT IN PERSON AT THE DRAW TO RECEIVE THEIR PRIZE.
IF NOT PRESENT THE WINNER WILL FORFEIT THEIR PRIZE AND A FURTHER DRAW WILL
BE HELD.

Venue: Wide open sandy beach. Great beach on flooding/larger tides.
Venue for the 2016 EOBC Flattie Bash.
Access: Good access to the beach via steps.
Good free parking at Morrow Avenue Car Park.

6. HORNSEA Middle and South Beach
Venue: Sandy and fairly steep beach. Good beach on flooding/larger tides.
Gullies can vary with a continuous North-Easterly wind.
Access: Good access to the beach via Promenade or steps.
Good pay and display ‘Leisure Centre Car Park’, ‘Broadway Car Park’
and ‘Eastgate Car Park’.
Good disabled access.

7.MAPPLETON signposted ‘Viewing Area’
Venue: Fishes well through the flood tide to high water.
Toilet facilities available.
Access: Access to the beach is via a slipway.

Venue: Fishes well after a good North-Easterly wind.
Access: There are steps down to the beach from the Promenade.
Good on-street parking throughout the town and along the sea front.
Good disabled access via slipway.
Good for full range of species.

11.DIMLINGTON
Venue: Popular venue with deep clay gullies. Fish at long distance but
expect some tackle losses. Possible armed patrols by MOD.
Carry ID when fishing these beaches.
Access: Access to the beach is via a slipway.
Off road parking opposite Dimlington BP Terminal entrance.
Some disabled access but not wheelchair users.
Good for large cod, whiting, bass and skate/rays.

12. EASINGTON BEACH signposted ‘Easington Beach’ and ‘caravan’ symbol
Venue: Beware, the cliffs can be very muddy.
Access: At the road end, there is access to the beach to the right via a slipway.
Off-road parking at cliff top.
The slipway is suitable for disabled access although not recommended
for wheelchair users.
Good for large cod, whiting, bass and skate/rays.

13.KILNSEA
Venue: Beware of heavy erosion and potential dangers due to unstable
structures. Expect some heavy tackle losses, as bottom is littered
with remnants of gun placements.
Access: For easier access approach beach to the right of road end.
Free parking ‘Bluebell Car Park’ (at the road end by ‘Sandy Beaches
Caravan Site Ltd’).
Some disabled access although not wheelchair users.
Good for big cod, possible skate, whiting and bass.

14.SPURN
Venue: Private road – admission charge of £4 for vehicles. No vehicle
access past the car park. No dogs allowed. Please clear all rubbish
and respect the nature reserve.
Please note due to serious tidal erosion this area has been severely
affected. Please check guidance on website www.ywt.org.uk for access, or
call (01904) 659570.
Spurn Road: Can be excellent from steep beaches. Fishing is great on a
flooding tide.
Spurn Point: Only fishes usually at low water and turn of the tide.
Tide runs phenomenal.
Please respect the NO PARKING signs – there are passing points.
Limited disabled access.
Good for big cod, possibly skate, whiting and bass.

EOBC 2016 – Safety Rules
1.
Anglers wishing to use power casting styles should use a minimum of 50lb breaking strain shock
leader. Furthermore, it is recommended that the breaking strain of the shock leader should be a
minimum shock leader of 10lb per oz of weight being used.
Any form of dangerous casting is prohibited.
2.
The minimum distance between two anglers fishing on the beach must be 10 metres or 12 yards.
Any angler not adhering to this safety advice will be disqualified.
3.
Beware of rising tides.
4.
Fish in close proximity to other anglers. Tell someone where you will be and your expected time
of return.
5.
In many areas, high and soft muddy cliffs hinder the access to the beach.
DO NOT climb up and down those cliffs.
It is recommended to find an easy access to the beach and walk alongside the beach to the fishing spot.
6.
Do not trespass onto private land in order to gain access to the beach.
7.
Wear good waterproof boots and waterproof clothing.
8.
Carry a simple first aid kit with plasters, anti-septic cream etc.
9.
In an emergency, dial 999 and ask for the Coast Guards.
10.
Never leave any litter or rubbish behind.
11.
Please take home discarded hooks, line and rigs.
12.
When digging for bait back fill all the wholes as you dig.
Please be aware that you are an ambassador for the sport at all times and your behaviour should
reflect this.
