Unfortunately, such free time and space in the media are usually provided when the intended audience is least likely to expose themselves to public service announcements. For example, television PSAs about drug abuse, such as the frying egg ad, are most likely to be broadcast at other than prime time, such as at 3 A.1\1. when few drug-abusers are viewing television. So its persuasive effects are minimal. Television broadcasters do not promise when a PSA will be broadcast, so a PSA cannot be aimed at a particular audience segment, like stay-at-home housewives, teenagers, working men, and so forth, who watch TV at certain hours. PSAs on television are typically unable to produce much change in the audience's social behavior.5 While television particularly attracts children, the elderly, minorities, and low-income audiences, radio is especially popular with teenagers. Newspaper and magazines are consumed more by well-educated and higher-income audiences. If the target audience for a public health campaign consists of teenagers, showing television PSAs at 3 A.M. is an ineffective strategy. PSAs, which are usually created gratis or on a tight budget, can hardly compete for audience attention with other, high-budget commercial advertisements. Antismoking and anti-alcohol PSAs are outnumbered by the frequent advertisements for cigarettes, beer, and wine on television, billboards, and in magazines. Commercial advertisements are often more sophisticated, vivid, emotional, and more effective than PSAs. Further, PSAs suffer from "PSA glaze," in which a genre of such advertisements all begin to look similar, and thus have little impact. Nevertheless, evaluation studies show PSAs can have some intended persuasive effects, especially if they are one part of a multimedia campaign. For example, the Harvard Alcohol Project AND PLANNED SOCIAL CHANGE 381 consisted not only of the seventy-seven different episodes in prime-.time television series, but also included a series of PSAs broadcast during the 'same two-month period each year. At the end of playing the Tatiana and Johnny song, "Cuando Estemos Juntos," radio and television sqltions often broadcast a PSA announcing the address and telephone number of local family planning clinics for teenagers. This combination of the content of television entertainment shows and PSAs can more effectively influence public awareness, attitudes, and behaviors, than could either type of message alone. The PSA can provide the details of what to do and how to do it. The television entertainment show motivates the change in behavior. So PSAs are persuasive messages that can contribute toward important social changes if the public service announcements reach the intended audience, if they are carefully designed and created so as to utilize persuasion strategies (such as fear appeals, or providing personal models for the desired behavior), and if they are pretested with the intended audience to ensure they will be effective and not offend sensitivities. For instance, Tatiana and Johnny do a hip-grinding, sexy dance while singing "Cuando Estemos Juntos" on their MTV video, but an audience study indicated that their hip-swinging did not offend teenagers, parents, or priests in Mexico. THE ENTERTAINMENT-EDUCATION STRATEGY A needless dichotomy exists in almost all mass media content: Mass media programs must either be entertaining or educational. Educational broadcasts usually require a heavy financial invesrJ;(:nt, are perceived by audiences as relatively dull, and receive little audience attention. Nor are such programs popular with commercial advertisers. On the other hand, entertainment programs like JB2 (:/1.1/'1'1-./1 1"'1/'1111-1"\' fl.:allJrl:filllls and lcil.:vision sl.:rialsgenerally attract larg' audi<,;nc<,;s,and h<,;nceare popular with comm 'r 'ial sponsors. Entertainment-educational messages ar<,;an <,;merginggenre in the mass media of sev<,;ralnations. This strategy uses the univ<,;rsalappeal of entertainment to persuade individuals to live safer, healthier, and happier lives. The entertainment-education genre offers unique advantages for national governments, broadcasting agencies, commercial sponsors, and for audiences, and has been utilized in the United States to encourage better health, combat drunken driving, and to seek solutions to other social problems.6 For Third World countries, education of the public is ordinarily at a high cost, and often a huge and expensive one for a small, poor country.? In comparison, the entertainment-education strategy provides an opportunity for an educational message to pay for itself, and often, to yield a profit. Thus, this strategy appears to be a "win-win" situation, in which both the educators' goals and those of commercial media institutions can be met.8 The entertainment-education strategy is also useful for achieving Third World development and improving the health and quality of life in the United States. In addition to its practical usefulness, the entertainment-education strategy is of theoretic importance to communication scholars. Several of the previous efforts in Third World countries (for example, family planning television soap operas in Mexico and in India, and the Tatiana and Johnny rock music campaign to promote sexual responsibility among teenagers in Mexico) were based on human communication theories. One such theory is Albert Bandura's social learning theory,9 which explains how people learn new behaviors by modeling their behavior after other individuals with whom they interact or observe through the mass media. For example, Tatiana and Johnny were character models for the specific behavior (sexual abstinence) that was promoted as socially desira- ble to listeners/viewers in Mexico. These attractive teenaged singers were asked on television talk shows whether or not they were virgins. So, in addition to singing about sexual abstinence, Tatiana and Johnny provided role models for such behavior. Often an entertainment-<;ducation message portrays both positive and negative role models; the positive models are rewarded, and the negative models are punished, thus representing a test of Bandura's social learning theory. HISTORY OF THE EDUCATION ENTERTAINMENT- COMMUNICATION STRATEGY The media strategy of entertainment-education has been increasingly applied in creating messages for rock music, television, radio, film, print, theater, and other media. It is quite versatile. The roots of the strategy go back many thousands of years to the origins of oral storytelling, such as Aesop's Fables. But the most important mass media experience in recent decades occurred accidentally in 1969 with the broadcast of the television Marsoap opera "Simplemente Marfa" ("Simple Mary"), in Peru. Marfa was an emigrant to the capital city of Lima, where she worked as a household maid for a wealthy family. She then climbed the socioeconomic ladder of success through her expertise in using a Siriger sewing machine. She learned to read and write by attending adult literacyclasses, and established a bouti'que selling elegant clothes that she designed.lO "Simple mente Marfa" was successful in attracting very high audience ratings, and the sale of Singer sewing machines increased sharply. A second song, "Detente" ("Wait"), conveyed a similar theme. "Cuando Estemos Juntos" was number one on the pop music charts within six weeks of its release in l\lexico, and soon was a toprated song in eleven other Spanish-speaking Latin American countries. The unusual popularity of this song resulted from the joint efforts of JBU/PCS communication researchers who conducted formative evaluation research, public health officials, funding from the U.S. Agency for International Development, and the assistance of entertainment industry executives and rock musicians.1z The formative evaluation research indicated the common denominator for young people throughout Latin America was rock music. Formative evaluation is a type of research that is conducted while an activity, process, or system is being planned or is ongoing, in order to improve its effectiveness.13 year-old Puerto Rican singer (already popular in Latin America as a graduate of the group called Menudo), agreed to perform "Cuando Estemos Juntos" and "Detente." In "Cuando Estemos J U11tOS,"the teenage singers told their teenage audience not to have sex; they were, a much more effective source than having the message emanate from parents or priests. The duet's lyrics included: "You will see that I am right when I say 'no,' even though my heart is burning." The two songs were released in two phases. A commercial release came first, in 1986, with the premier of the music video of "Cuando Estemos Juntos" on a very popular Mexican television variety show, "Siempre en Domingo," ("Always on Sunday"), which is viewed each Sunday by 150 million Spanish-speaking viewers throughout Latin America.14 The music was catchy and the video production was of high quality, employing special effects. The sensitive nature of the teenage-sex topic was suitably handled by using lifesize male and female dolls in the rock music video. The song was available for sale throughout Latin America in the form of records, audio tapes, and videotapes. This localization helped channel the teenage audiences' knowledge and attitudes into action. An estimated 1 million hours of free radio and television time were thus provided by Latin American broadcasting stations that played and aired discussions about the song.16 The typical Mexican radio station played "Cuando Estemos Juntos" an average of fifteen times a day for several months during the song's greatest popularity. In comparison, the song on the flip side of "Cuando Estemos Juntos," "Detente" was a more typical hit song, and was played "only" five times per day for several months. Compared to the results of most communication research on a single message (which typically finds only minimal effects), studies of the effects of entertainment-education messages usually show that they have relatively stronger effects. Why? One main reason is repetition of the message, which provides massive and repeated exposure to audience individuals. Under these conditions, the message is more likely to get through effectively to the intended audience. As Bradac and othersl7 concluded from their extensive review of communication message effects: "The vast majority-probably 99 percentof the message effects studies reported in the literature have exposed respondents to a single message upon one occasion prior to measuring their attitudes or impressions. Thus whatever generalizations we can offer are largely limited to initial-exposure situations." One of the important qualities of most entertainment-education efforts has been the high degree of repeated exposures to the message. Undoubtedly such repeated exposure to messages is one main reason fdr the general effectiveness of the entertainment-education strategy. A summative evaluation of the rock music campaign in Mexico showed that the song did more than just sell videos, tapes, and records. IS The rock music encouraged teenagers to talk more f~eely about teenage sex, reinforced teenagers who already had decided to use restraint, sensitized younger people to the importance of the topic, and disseminated information about contraception.19 Building on the successful experience of Tatiana and Johnny in Latin America, JHU/PCS officials launched similar rock music campaigns in the Philippines (in 1988), and in Nigeria (in 1990). These campaigns were highly successful in influencing audience attitudes and behaviors related to sexual responsibility.20 "HUM OPERAS LOG" AND OTHER IN DEVELOPING SOAP NATIONS "Hum Log" was an attempt to blend the Indian national television system's stated objectives of providing entertainment to its audience, while strengthening the prosocial values of audience individuals. The television series, which combined entertainment and education, was broadcast over eighteen months from 1984 to 1985. "Hum Log" addressed many of the important social and moral issues confronting Indian society: amelioration of women's unequal status, family harmony, family planning, national integration, maintenance of traditional culture, problems of urban life, dowry, and alcoholism (Table 14.1).21The 150 episodes were broadcast in Hindi, each lasting twenty-two minutes, two or three times per week. The early broadcasts of "Hum Log" fared poorly in the television ratings; Viewers complained of didactic family planning sermonizing, indifferent acting, and a slowly developing story line. In response, the family planning theme was diluted, and then almost dropped from "Hum Log" after the thirteenth episode. "Hum Log" rose rapidly in popularity after its first month or two of broadcasts. "Hum Log" commanded audience ratings of 65 to 90 in North India (which is predominantly Hindi-speaking), and between 20 and 45 percent in the main cities of South India, where most television viewers do not speak Hindi. When it ended in December, 1985, after 156 episodes, "Hum Log's" departure was marked by sentimental protests from many vIewers. A tremendous amount of para-social interaction occurred between "Hum Log's" viewers and the characters in the television soap opera. Parasocial interaction is the seemingly face-to-face in- terpersonal relationships between a television viewer and a television performer. Viewers perceive their relationship with a television character as real, as if it were an actual face-to-face encounter. Many "Hum Log" viewers felt that they "knew" the television characters, even though they actually never met (Table 14.2), as indicated by our content analysis of a sample of the 400,000 letters written to the 'television network by viewers. A similar phenomenon of para-social interaction occurred in 1992 when Indian tele~ion broadcast "Hum Raahi" ("Co-Travelers"), an entertainment-education soap opera promoting gender equality, the status of women, and family " 388 CHAPTER FOURTEEN Results from our 1987 survey of 1,170 respondents in India 'show that "Hum Log" viewers learned prosocial models of behavior from generally positive role models, and expressed a strong desire to emulate them in real life. A thorough assessment of preschoolers' needs was conducted in order to construct CTW's educational messages, and entertaining formats with educational appeals were pretested, and often revised, in order to obtain the desired effects. Such intense use of formative evaluation, which continues in current "Sesame Street" productions, is one major reason for "Sesame Street's" audience success. "Sesame Street's" purpose is to develop the cognitive learning skills of preschool children, teaching them letters, numbers, geometric forms, and such valued prosocial qualities as kindness and cooperation. "Sesame Street" utilizes Piaget's34 principle of knowledge acquisition: In order to teach something new, relate it to something that an individual already knows. For instance, to teach the shape of the letter Y, a comparison is made with a forked road and with a slingshot. Each item of educational information is repeated several times for enhanced learning. Other techniques are employed to make the child an active participant in the learning process. A variety of entertainment formats are employed to hold children's attention: Muppets, music, animation, action films, special effects, and celebrity visits.35 Each segment of "Sesame Street" is short (usually less than thre,e minutes), and is designed to be attention-catching and holding. "Sesame Street" is probably "the most evaluated television program, anywhere in the world."36 Summative evaluations of U.S. and international productions of "Sesame Street" consistently show that regular viewers score higher in tests of ability in all curriculum areas than do nonviewers.37 However, there is evidence that learning is greater among children of high- and middleincome families, and that "Sesame Street" may be increasing the information gap.38 AND PLA:-..':-<ED SOCIAL 391 CHANGE "Sesame Street" is only one of the entertainment-educationtelevision series created by CTW. Others include "3-2:.1_Contact," a television series focusing on science and technology, "The Electric Company," designed to enhance students' reading skills, and "Square One TV," geared to enhance children's mathematical ability. "3-2-1 Contact" is broadcast in more than 20 countries (including the U.S.), and "The Ele~tric Company" in some 15 countries. Entertainment-education television programs such as "Sesame Street" offer tremendous economies of scale in delivering messages to target audiences. For example, the cost of reaching each preschooler in the United States via "Sesame Street" is less than one cent per child per viewing hour.39 THE PROFOUND EFFECTS OF "ROOTS" The immensely popular ABC mini-series, "Roots," and its sequel, "Roots: The Next Generation," focused on African-American people's struggle for freedom from slavery. Based on Alex Haley's best-selling book, "Roots" was broadcast as eight one-and-a-half-hour episodes in 1977. Viewed by an estimated 130 million Americans, "Roots" became one of the most-watched programs in U.S. television history. Seven of "Roots' " eight episodes ranked among the top 10 in all-time television ratings, achieving an audience share, between 62 to 71 percent.40, The tremendous popularity of "Roots" led some to call it the "nightly superbowl" for Americans, and some compared viewers' outpouring of emotions with the television coverage of the John F. Kennedy assassination. . t; While "Roots" was criticized for its historical inaccuracies and for its stereotyping of some of the characters, over SO percent of its viewers hailed it 392 CIUPTER FOURl'Ef:.V as "one of the best" television programs they had ever watched.41 "Roots' "depiction of the whites' brutal treatment of blacks resulted in its seemingly profound effects on the American audi-" ence.42 Many white viewers expressed feelings of guilt and anger, and expressed sympathy with the cause of African Americans. While whites developed an improved appreciation of black history, "Roots" led many black viewers to rediscover their own genealogy.43 The broadcasts of "Roots" raised audience awareness of racial issues. But the effects of "Roots" and its sequel, "Roots: The Next Generation," were found to be highest among viewers who were already sympathetic to the program's content.44 In fact, some already-prejudiced viewers were reinforced in their racial prejudices.45 "Roots" overcame the assumption of most television executives that "quality" television programs dealing with social causes could not achieve high audience ratings.46 "Roots" addressed a historically relevant and controversial social issue and gained not only high audience ratings, but profoundly affected its viewers' attitudes. THE GREAT AMERICAN VALUES TEST On February 27, 1979, a thirty-minute television program called "The Great American Values Test" was broadcast by all three networks' local stations in the Tri-Cities area of eastern Washington state. Initiated by Professors Sandra Ball-Rokeach and Milton Rokeach of Washington State University in collaboration with Dr. Joel Grube of the Economic and Social Research Institute in Dublin, Ireland, the purpose of the television program was to test whether viewers changed their beliefs, attitudes, and behaviors related to certain human values which were discussed in the television program. Hosted by Ed Asner (former star of the "Lou Grant Show") and Sandy Hill (a former anchor of ABC's "Good Morning America"), "The Great American Values Test" earned spectacular audience ratings (65 percent) in the Tri-Cities area.47 The first part of the program discusse9 the nature of human values, and how social scientists measure them. The latter part of the program discussed three basic human values-"freedom," "equality," and "a world of beauty," forcing viewers to examine their commitment to these values, and to evaluate the intrinsic consistency/inconsistency of their value system. For example, Asner told viewers that in a given hierarchy of values, Americans ranked "freedom" as being a very important value, but "equality" as relatively less important (Table 14.3). Did this mean that Americans value their own freedom much more than the freedom of other people? The television program sought to investigate if viewers recognized inconsistencies in their belief systems, if such inconsistency produced dissatisfaction among viewers, and if such dissatisfaction led viewers to reassess and to change their belief systems to resolve the inconsistency. "The Great American Values Test" included a proenvironment segment in which Asner and Hill pointed out that the value which Americans place on "a world of beauty" conflicts with their desire for material comfort. In a given hierarchy of values, environmentalists valued "a world of beauty" more highly than "a comfortable life. "48 Through such carefully prepared segments, view'ers of "The Great American Values Test" were forced to examine their belief systems -pertaining to certain human values. To determine the impact of "The Great American Values Test," pre- and post-viewing data on certain human values (and their related attitudes and behaviors) were gathere<t"from a sample of the television program's viewers and nonviewers. "The Great American Values Test" demonstrated that "when done right" even a thirty-minute television program could alter individuals' beliefs, attitudes, and behaviors related to certain socially desirable human values. What if such a program promoted socially undesirable behaviors? The ethical dilemmas in creating such prosocial programs as "The Great American Values Test" are discussed later in this chapter. THE HARVARD A DESIGNATED ALCOHOL DRIVER PROJECT: CAMPAIGN A prestigious U.S. academic institution, Harvard University, lobbied Hollywood television producers to combat drunk driving in the United States. During 1988-1989, representatives of the Harvard School of Public Health worked closely with television network executives, producers, and scriptwriters to incorporate messages in prime-time television programs warning against drinking and driving. Dr. Jay Winsten, director of the Harvard Alcohol Project (HAP) in the Harvard School of Public Health, was inspired by designated driver behavior that he had observed in Sweden: Typically a group of friends selects one of their number to abstain from drinking alcohol so this designated driver can safely drive everyone to their home destinations.so The Harvard Alcohol Project represents the rare case when the effects of a HollYWOOdlobbyist-type campaign were evaluated. During the 1988-1989 television season, seventy-seven different prime-time programs promoted the designated driver concept by including ar ,4:ast a few lines of dialogue. In some series, an'f~ntire show was devoted to the concept. For example, on an episode of "L.A. Law," Michael Kuzak (played by Harry Hamlin) asked a bartender to call his girlfriend "and tell the lady I need a ride 394 (;HJPTER FOURTEEN home."sl These dialogues were supplemented by public service announcements (PSAs) that encouraged designated driver behavior. The entire campaign was concentrated in the period between .. Thanksgiving and New Year's Day, a period of high alcohol consumption. Pre- and post-test data gathered from national samples of the U.S. adult population found (l) increased levels of awareness of the designated driver concept, and (2) somewhat higher levels of designated driver behavior.5z What factors contributed to this relative success of the Harvard Alcohol Project? Harvard representatives did not demand that the U.S. television networks drop their extensive advertising of beer and wine. The HAP's purpose was to attack drunk driving, not alcoholism. Further, the Harvard Alcohol Project did not ask for major changes in television program content, but just for certain adjustments which could be easily incorporated in one or more episodes. How could "Hollywood lobbyists" become more effective in influencing network programming? Montgomery concluded from her research on Hollywood lobbyists that appreciating the constraints and commercial imperatives of the entertainment industry, establishing a local office in Hollywood, gaining personal friendships with television writers and directors, and suggesting episodes or scenes are the most effective strategies for success.53 ETHICAL DILEMMAS Using the persuasive power of the entertainmenteducation strategy for planned social change presents several ethical dilemmas.54 Ethics is a branch of philosophy which studies the rightness or wrongness of human conduct. Ethical communication upholds and protects an individual's freedom, equality, dignity, and physical and psychological well-being. The entertainment-education approach presents at least fonr ethical dilemmas: (l) the prosocial content dilemma, that is, how to distinguish prosocial from antisocial content; (2) the sociocultural equality dilemma, that is, how to ensure that the prosocial media messages maintain socioeconomic equality among audience members; (3) the unintended effects dilemma, that is, how to respond to the unintended consequences of prosocial media, and (4) the prosocial persuasion dilemma, that is, how to respond to those individuals who argue that it is unethical to use the media as a persuasive tool for planned social change. 1. The prosocial content dilemma asks the ethical question: "Who will decide what is prosocial for whom?" In Third World countries, a national government usually decides what is prosocial. While certain national governments may abuse the media, others use the media more ethically for prosocial purposes. Assurance that the media will be used for prosocial purposes is not any greater in nations where private producers determine media content. Television producers and advertisers usually avoid addressing controversial social and educational issues.55 2. The sociocultural equality dilemma addresses the problem of providing an equal media treatment of various social and cultural groups. Sociocultural equality means regarding each social and cultural group with the same value or importance.56 Ensuring sociocultural equality through prosocial television is problematic, especially in sociocultunilly diverse countries such as India. While the "Hum Log" television series confronted viewers' traditional beliefs about the status of women in Indian society, the viewers' ethnicity, linguistic background, and gen9~r were found to determine beliefs about gender'f~quality.57So television's treatment of all viewers as socioculturally "equal" in India represents an ethical dilemma. PERSlJASIOI': 3. The unintended effects dilemma arises when undesirable and unintended consequences result from the diffusion of prosocial messages. Many. fear that media messages intended to promote sexual responsibility may encourage sexual promiscuity instead. For example, when the present authors showed the Tatiana and Johnny music videotape in their media effects class, pointing out how successful the rock music campaign was in persuading teenagers to say "no" to sex, a student replied: "I thought it said 'yes' to sex." Indeed, Tatiana and Johnny end their MTV segment with a rather sexy dance, while their words encourage sexual abstinence. 4. The prosocial persuasion dilemma addresses the question: Is it ethical to use the entertainment-education strategy as a persuasive tool for social change? It is virtually impossible to produce "value-free" or "socially innocuous" entertainment programs.58 The idea that persuasive communication is unethical and therefore should be avoided denies the reality indicated by much past research. Television does persuade people; how much, is debatable. Even if 1 percent of a population is persuaded to change a belief or behavior because of watching a television series, that can be an important change. However, the unequivocal promotion of persuasive communication to direct social change can also represent an untenable ethical position. When disagreement exists about the "rightness" or "wrongness" of certain media messages, what is considered "prosocial" by one group of people (whether that group represents the majority of the population or the highest court of the land), should not be uncritically promoted on the media. Whether or not it is ethical to use persu~sive communication depends on the direction of social change, who decides the prosocial nature of a certain belief or behavior, and what effects the promotion of a certain belief or behavior are likely to have on an audience.
