Last year at this time, Jeff Cooper was turning over the presidency to me after he finished up his very successful year. I had big shoes to fill. He had done a great job of restoring calm and confidence in the organization. He then began to mentor me by reminding me of important dates and what, why and how some things get done. He held my hand throughout the year and gave me the tools to lead the association. Thank you Jeff! I found the challenge of being your president both rewarding and fun. We provided a host of educational experiences for the membership, raised funds, supplies and volunteers for about a dozen causes and charities. We began the process of converting the Association to 501C3 non-profit so future donations would be tax deductible, thus giving a longer reach to effect positive change in our community. We drafted new by-laws for the 501C3 and celebrated our community through various community picnics as well as contributing to the success of the 2015 World Championship Road Race. We promoted our local businesses and approved numerous new historically correct development plans. CHA advocated for improved roads, historic restoration, safety issues and our beloved parks. Our Board was diligent and sacrificed many hours to enhance our community and promote a sense of fellowship. Our newsletter, website and membership software advanced our association as the membership grew. The Association accomplished much of which to be proud. I especially want to thank: x Celeste Deal for stepping up and her diligence in guiding our newsletter process; x Amy Beem for her endless work on the membership software, attendance and voting process; x Tom Sanders for demonstrating how to debate, advocate and remain the model of a good neighbor and friend; x Sharon and Edson Pederson for introducing my wife and I to this fairy tale community; x The Board for countless hours of dedication and friendship: Mark Baush, Barbara Cotter, Karen Jones, Trish Bernal, Tish Bergin, Pam Lipscombe, Paul Lozito, and Bill Dinkin who I transition the presidency to and whose good hands I leave the Association, and of course Jeff Cooper who led the way for me. I am sure I missed naming and thanking about a hundred other neighbors and friends but there is no more room here. Thanks to all the CHA members for their support and friendship. I cherish the experience of being your president and look forward to being your continued friend andQHLJKERU Tom 2 January 2016 LETTER FROM THE PRESIDENT There are many people to thank for their recent service to the Church Hill Association and there are also many people to welcome to new leadership positions within the Church Hill Association. I will get to the much deserved plaudits shortly; however, for my inaugural message, what I first want to discuss are T-shirts, or more particularly, one T-shirt seen recently in Church Hill. On the front, the shirt simply says “Church Hill” and on the back it reads: “We’re against it.” I love this shirt. In a few words, it both captures and mocks us. Having lived in Church Hill for 24 years now, I have watched and often participated as the Church Hill Association fought its battles - usually the “it” we were “against” has been development that threatens to change the nature and character of our beloved neighborhood. We have challenged construction, demolition, alteration, rezoning and special uses. But, lest it appear that our organization epitomizes the old joke about how many Church Hillians it takes to change a light bulb (at least three, one to replace the bulb, and two to talk about how great the old one was – some will add a fourth person to the punch line – “to mix the drinks”), we are by no means a homogenous group and I am proud that spirited debate and healthy disagreement is the norm. At least once, the “it” we were against was ourselves, as the dissonant hurly burly of our voices bubbled over. We fractured a little and then healed because what binds us as a community of neighbors and friends is stronger than our transient, albeit heartfelt, disagreements on how to grow and persevere. As an organization, the Church Hill Association is actually, despite the humor in the T-shirt, an incredible agent of positive change in our community. I think we really need another T-shirt that reads on back “We are for it.” We recently voted for a riverfront development project proposed by developers sensitive to their project’s scale and mass within the fabric of our neighborhood. We voted in favor of bus rapid transit at our doorstep and we voted for special use permits and the rezoning of parcels. We are also for all the little things that link us as neighbors – cleaning alleys, mulching trees, advocating for cross walks, stair repairs, park and street maintenance, acting as local ambassadors during the UCI Bike Race (what a fantastic event for Church Hill – we have never looked better), promoting our local schools, and fighting crime by watching over each other. We have also changed as an organization. By becoming a 501(c)(3) charitable entity, we recognize and enhance our goal for being a promoter of the greater good in Church Hill by providing donations to support those in need in our community. We of course have challenges ahead. New rezoning requests for development loom (perhaps literally) on the horizon, a proposed bike and walkway along 29th Street is drawing both supporters and opponents, and infill development continues at quite a pace. If you are not currently a member, join let your voice be heard! If you are already a member, thank you! This is your neighborhood and your community organization. Together I hope we can gently weave new tunes into the magical symphony that is old Church Hill. Now, on to the many thanks. First, to Tom Wilds for serving as 2015 President. Tom has been a dynamic leader of the Church Hill Association and he has achieved so much in his tenure. During 2015, Tom successfully navigated us through the UCI Bike Races and the multitude of cycling fans that, happily, descended on Church Hill. He successfully advocated for by-law changes and deftly dealt with ever-present development issues. Tom also pulled off two of the most successful house tours and holiday parties in recent memory. I am happy that he will remain on our Board as the immediate past-president. Also, hearty thanks are due to the many volunteers who organized activities during the year – from decorating our neighborhood for the holidays, opening their houses during the house tour, coordinating picnics, going to meetings at City Hall and manning the neighborhood watch, just to name a few. Thank you as well to the 2015 Board members, some of whom are rotating off, and thank you as well to the new Board members for graciously agreeing to give up some of your free time for our organization and community. Finally thanks to all of you who voted for me as president (I was unopposed and had to be dragged in to the meeting). I really do look forward to a fun and successful year at the helm of the Church Hill Association. From Bill Dinkin, President CHA 2016 ChurchHill.org | 3 LETTER TO THE EDITOR This past weekend CHA hosted our three holiday events: The Candlelight Walk, the Holiday Ball and the House Tour. A lot of Church Hill volunteers (100s) spent hours, days and even months preparing for these three days. Every now and then I’ve heard this takes too much time. It’s just too hard to pull this off every year. Well, I have two short stories that say it all. We were at the Apple store in Short Pump getting my wife a new phone. As we talked the young technician who was advising us said he was from the Union Hill area. We asked if he attended any of the holiday events on Church Hill. He beamed and pulled out his phone to show us the picture of his newborn being held by Santa on the overlook following the Candlelight Walk. He was proud and thought the event magical. At the Holiday Ball, we met a young couple. He was a neuro surgeon. They were having a great time meeting everyone since they were new to Church Hill. He said he went to the House Tour last year and knew they had to live here. So now they do. So yes, all of the hard work by hundreds of volunteers is worth it. It doesn’t get any better than this. You can feel the rigid spine under the cheerful holiday paper. It’s dense as you lift it from under the tree. And yet, even though you know without a doubt you’ve been given a book— what lies under that paper is still a complete and total surprise. I know this because my parents give me a book every Christmas (yes, even now, as an adult). Some years it’s a children’s book with beautiful illustrations. Others it’s a book of holiday themed short stories. Every year I look forward to pulling back the wrapping and discovering exactly what words are inside. Occasionally the book gets wrapped in a box with a sweater, and I’ll admit that when I don’t spy it’s familiar bookish shape under the tree, I worry that it’s not there. That there won’t be that time after breakfast where my Dad pops the bluegrass album I gave him in the CD player, and we sit around the tree and read. The rest of them scanning the newspaper, and me cracking open that brand new, bought with love, picked just for me book. The book is two gifts at once. I’m getting the author’s beautiful words, but I’m also getting the qui-et, curled up time surrounded by people I love. Which to me, is what the holiday season is all about. Photo by: Carly Engelberger ChurchHill.org | 13 Bellevue Elementary School News Bellevue School News from Cornelia Dykshorn Meet the Bellevue Elementary School Pre-K team: Bellevue’s K-5 curriculum is grounded by a Pre-K level consisting of four divisions, the programs and the players are profiled below. “P is for Mrs Porcher a very special teacher” reads a sign on the wall in the PDD room. The sign was made for Mrs. Linda Porcher by a past parent and the large “P” on it is formed of stacked crayons. Mrs. Porcher is a regular sight at the corner of 24th and Grace Streets, meeting the bus that brings her tiny students. Mrs. Porcher, a native of Danville Va, taught high school level business law and accounting at St Vincent Depaul in Petersburg. She earned a Masters Degree in Early Childhood Special Education and has been at Bellevue for 12 years —she and two of her fellow Pre-K teachers have been at the school the longest. Mrs. Gayle Steele works alongside Mrs. Porcher in the PDD classroom. PDD (Preschool Developmental Delay) is designed to foster and develop basic learning skills for children from 3 to 6 years of age who are experiencing developmental delays in one or more of the following areas: physical, cognitive, communication, social or emotional, or adaptive. The program focuses on developmentally appropriate school readiness skills and on meeting the individual needs of each child experiencing developmental delays. Parent involvement is encouraged. For Mrs.Porcher the essence of what makes the school unique “it is my belief that all children can learn and become model students.” In late November construction paper “Turkeys in Disguise,” the whimsical brainchild of VPI Plus teacher Melissa Martin, flock the bulletin boards in the Pre-K halls. They consist of a line drawing of a turkey that the four year old students “disguise” so they won’t be eaten. Favorite “disguises” have included a sheep outfit (glued on cotton balls), Darth Vader and Elvis. Ms. Martin, originally from Buffalo NY by way of Baltimore has been teaching for 17 years, the last dozen at Bellevue. VPI Plus is using a brand new curriculum called The Creative Curriculum for preschool - a play based program.The students are RPS zoned, transportation is included and they have breakfast and lunch at the school “Instead of themes we participate in studies that last 8 weeks,” says Ms. Martin, “our study right now is clothes and we are looking at how they are made.” In Maryland, Ms. Martin also piloted a program for transitional students who are not ready for first grade. She is ably assisted by Carolyn Hopkins the VPI Plus teaching assistant. “Bellevue’s history is really beautiful,” says Ms. Martin, “Elizabeth Van Lew was in theory one of the first civil rights leaders and Maggie Walker who was a civic leader and inspiration.” Ms. Martin also takes pride in Bellevue’s more recent history: “ In 2010 we won the Blue Ribbon Award that means our inner city school scores beat out every school in the state.” Mrs. Deborah Patterson, a teacher in the VPI (Virginia Preschool Initiative Program under the leadership of Mr. Ron Robertson) has served at Bellevue Elementary for the past 12 years. Before teaching became her passion Mrs. Patterson worked as a Legislative aid for Senator Henry Marsh she exercises her leadership skills currently as the Pre-K grade level chair. 14 January 2016 Bellevue Elementary School News (continued) “I started with the VPI program in the year 2008. The date will forever be memorable as it was such an exciting time in that we were in the throes of electing our first African American president of the United States” The primary focus in the Pre-K program are the “Key Development Indicators” which describe the approaches to learning social, cognitive and physical development of children aged 21/2 to 5 years. “They are important because they make sense of the world,” says Mrs. Patterson. The VPI program just completed EXCELL (Excellence in Early Language and Literacy) a grant funded program through VCU, EXCELL provided the students with a multitude of resources. There was also a parent component inviting parents into the school each month for workshops on strategies to assist them at home. In January 2016 BES will begin working with CenterStage of Richmond, ELLA (Early Literacy Learning through the Arts) an arts integrated program which utilizes music, theater and dance. Mrs. Patterson is joined in the classroom by Ms. Chiane Green her instructional assistant. “What I enjoy about VPI is the creativity and focus on each child to make individual choices,”says Mrs. Patterson “and Bellevue Elementary School is a truly unique place.” In her sixth year teaching VPI at Bellevue, what Shenandoah Williams enjoys most is “the kids and their creative way of seeing the world.” Ms. S, as the kids know her, was an RPS kid, after college she lived in Sweden as an au pair “I worked for a Baron that I met thru a professor at school.” Later she moved to New York and worked for Nick News, finding interesting kid stories for the network, and as a page at CBS (you should hear her John Cleese stories). She also did an (unenviable) stint as an Elf at Macys. Upon returning to Richmond, Ms S worked in the JCC’s (Jewish Community Center) Reggio Emilia program while earning her Master of Arts and Teaching at Mary Baldwin. She has been assisted by Patricia Williams for the last four years. “The Williams sisters,” as they are known around the school, are a formidable and fun-loving pair. The sunny windows of their basement classroom on the Southwest corner of the building offer an almost panoramic view of Shockoe Valley. The Pre-K curriculum is highscope, a play-based teaching of fundamentals. Some of their latest exploits have involved teaching shapes with cardboard construction “we made a castle and a car out of another one with boxes rescued from custodian Mr Goins’ trash pile.” says Patricia Williams. Shenandoah Williams reflects “I feel lucky to be part of an enchanted learning environment at the Castle on the Hill.” ChurchHill.org | 15 Bellevue Elementary School News (continued) 16 January 2016 ChurchHill.org | 17 Market Commentary - September 2015 Single Family Homes ~ 8 new units were listed with an average list price of $198,631 ~ 11 units went under contract with an average list price of $227,700 and an average of 37 days on the market. ~ 14 units closed with an average list price of 267,506, an average sale price of $270,740, and an average of 36 days on the market. ~ Median list price for the sold units was $219,950 ~ Median sale price was $238,955 Condos/Townhomes ~ 2 units showed active with an average list price of $218,450 and an average of 94 days on the market. What’s News November was typical of this time of year in the housing industry, little slower, especially in the Condo/Townhome category. The good news is prices remain stable and inventory low. Interest rates inched up and all indications are that trend will continue, so great time for buyers to make a move.
