Voting
At all General Meetings of the OCSL each member Club with teams registered in the OCSL shall be
entitled to one vote for each team registered in the League on all matters except the amendment of
division or category rules when only members of the division or category may vote.
A Club's vote shall be cast by an authorized Club delegate. No one delegate shall represent more
than one Club at a General Meeting. Every member entitled to a vote at a meeting of Members may
by means of a proxy appoint another Member or a person as the member’s nominee to attend and
act at the meeting in the manner, to the extent and with the power conferred by the proxy.
No Club shall be entitled to any votes unless all monies due to the OCSL are paid up to date and no
votes may be cast on behalf of a suspended Club.
No Club may cast a vote on behalf of any team that was withdrawn at any point during the season
and any such teams will not be included in the Club's count of teams.
Where a vote is to be taken on any Rule that specifically applies to any one or any combination of
the above categories only those Clubs with teams in the category or categories to which the matter
pertains may cast a vote on the issue.

Treasurer’s Report:
- Presented by Ian Carter
- Ian suggested that there is a need to institutionalize a lot of processes with regards to the
finances and the running of the office. This would have the OCSL prepared for when the
General Manager leaves.
- Ian pointed out in the financial statements that there was a small surplus that could be
returned to the clubs, but suggested that it would not be returned in preparation for the
predicted increase in field costs from the city.

Budget and Fees

- Ian explained that the LMB was expecting the City of Ottawa to significantly raise the cost of
renting fees. Instead of increasing the price clubs rent form the OCSL, the OCSL would eat
the cost of the increase with the surplus for this year.
- The cost of renting a premium field from the OCSL would increase from $2000 to $2100.
This is due to the fact that this past year the revenue generated from charging the clubs for
this rental, did not come close to covering the cost of renting the fields.
- Arnprior moved to accept the purposed budget and fees. Rockers seconded. Motion passed.
- Capital United moved to allow the OCSL to hold the surplus for 1 year. Falcons seconded.
Motion passed.
Other business:
- Ottawa Royals suggested the OCSL, EODSA and all member clubs think about creating a
League1 team for the area.
- Arnprior suggested changing the age minimum for Masters Divisions to 45 years old.
- Cumberland voiced their concerns about WC3, WC4, and WC5 all playing on Thursday
nights.
- Kemptville asked if the OCSL is considering a Coed division. The LMB explained that it was
being put of a year to determine how to run the division.
- Dave Norton explained to the clubs that the ERSL has given the U21 Divisions to the OCSL to
run. They will be offered this coming summer. Games will be played on Sundays.

League Management Board Chair’s Report
A very Happy New Year to everyone and I hope that you all enjoyed a great 2015 season and
that 2016 will be better than ever. From the League Management Board (LMB) viewpoint I think the
2015 season went fairly well, with some of the usual occasional hiccups.
Before I get too far into this Report it will be obvious to you all that it is a lot shorter than usual.
In the past most of my reports have been 3 or 4 pages long, but most of the topics I talk about are
discussed later in the meeting so I am leaving them to others to report. (I have frequently been told I
talk too much!).
One thing I MUST mention, however, is the departure of another of our long term members on
the LMB. Colin Anderson who has been on the LMB for many years, most of which he has been Vice
Chair, has decided to hang up his spurs (boots?) and will leave us this January. Colin has stood in for me
at Board meetings when I was not available, and he was more popular than I because he got the
meetings over quicker! I think he deserves accolades for his devotion to the OCSL despite his noninvolvement in club soccer since his sons all grew up and stopped playing. Thank you, Colin, for a job
well done!
Financial
This year our treasurer, Ian Carter, initiated a detailed accounting of the OCSL field costs. In
essence, not all fields cost the same per session, city fields being way more expensive than school
supplied fields. The differences are very large and then the “premium” fields are even more costly, so
we need to carefully insure that the field costs and amounts charged to teams are as balanced as
possible.
Ian will provide a detailed financial picture in his Treasurer’s Report, and we will try to answer
any questions that may arise.
EODSA
During this season the OCSL and EODSA met to discuss how to improve communications
between the two organisations. This meeting was amicable and constructive but did lead to some
situations where the EODSA President, Peter Studer, pointed out some areas where the OCSL was not
following OSA rules. He did indicate that if we wished to deviate from some of the OSA rules he would
support us and take our case to the OSA. I feel that the meeting went well and there is a real reason to
believe that the OCSL and EODSA can work together harmoniously over the coming seasons.
One very significant change that will occur is the change in the sizes of Competitive divisions.
Leagues are required to offer the same number of games per season to all teams, male and female.
Recently, due to the different number of teams in each different division some teams were playing 14

games and others 18, and often others were in-between. The OCSL Competitive divisions will all be
reduced to 8 teams (currently the maximum is 10) which will require the relegation of teams that would
not be in the bottom two of a division. However, this change will not occur until after the 2016 season,
since we do not believe that teams should be relegated by a rule that did not apply when they played
their season.
Discipline
I am not going to go into my usual tirade about the number of cards and the ridiculous behavior
of some players/teams. But it is worth noting that there were some clubs that seem to have significant
problems with discipline and some of them may not be participating in the 2016 season.
You can all read the OCSL Discipline Report for 2015, which documents the offences committed
but does not indicate the problems we had getting a couple of clubs into discipline meetings.

Finally I would like to express my gratitude to all the people who are involved in ensuring the
OCSL runs smoothly, and especially to our General Manager, Chelsea Norris. Chelsea seemed an obvious
choice when we selected her, but I doubt any of us could have expected her to really blossom so quickly.
During conversations she will tell me she has a crazy idea, which always turns out not to be crazy at all,
and many of the new initiatives that have either happened or will happen soon are a direct result of
Chelsea’s positive approach. And I am very fortunate to have such a great group of people on the LMB
who dedicate so much of their time to the OCSL.
Please keep in mind that the OCSL needs to find a future Chair candidate. I am getting quite old
and frail and forget things!!!! Maybe someone can come on board as a liaison and get to know the LMB
and how it functions. Thank you for your time reading all of this.

As you can see from the chart below, a majority (about 74%) of the cautions were issued for
unsporting behavior. With less than 1% of the cards being issued for entering and leaving the
field without the referee’s permission, these were the least issued cards.

In the 2015 season we had 113 third caution suspensions, 8 fifth caution suspensions, and 1 sixth
caution suspension.

It is to note that four of these red cards were passed on to the EODSA as they were upgraded to
Match Official Assault.
As you can see from the chart below, a majority of the red cards (about 41%) were issued for
receiving a second caution in a game. With less than 1% of red cards being for spitting at

Discipline Hearings
A total of 55 discipline hearings were held this season. We also have 5 players who failed to
appear at their scheduled discipline hearing this season and have yet to request and pay for a
subsequent hearing.

Club Fine Trends
The most common club fines were for defaulting without sufficient notice or no notice and
failing to bring equipment such as a goal net, corner flags, or game ball. The chart below breaks
down what each club fine was for:

We had 2 teams declared defunct this season. Both of which were competitive teams. They have be
informed that they will not be getting their team position spot back, and if they choose to participate
next year they must start at C5. We also had two teams withdraw from the league late, in May.

We had two competitive teams reach the 5 red cards threshold this season, with one of those teams
earning 6. There were 4 other teams that were brought in for team meetings upon reaching 4 red cards.
Only one team had a yellow card accumulation meeting. They ended the season on 32 yellow cards.
6 players from the OCSL were brought up by the EODSA on Referee Assault charges. 4 were found guilty.
The OCSL had 7 games abandoned by the Referee, which were sent to the EODSA for discipline.

Treasurer’s Report
This has been a frustrating and challenging year as Treasurer. As you will see in this year’s
audited financial statements, the League’s financial performance simply has not been satisfactory.
We continue to face downward pressure on revenues, but made some mistakes regarding expenses.
Last year, I committed to improving the Board’s understanding of the financial operations of the
League, and in particular our field costs. Working with Chelsea, the Board has done that. Our
information is far better than it was a year ago. I am confident in the League’s ability to deliver
better performance with the new analytics and reporting system we have developed.
Unfortunately, it was a year too late. We needed it a year ago. For that, I can only offer my
apologies. We will do better.
Another frustrating setback was the discovery of a historical error regarding the charging of HST
on discipline fines and fees. For an adult league, these are classed as a service and are subject to
tax. That has not been applied correctly in the past, and we have had to clean up that oversight by
taking an extraordinary charge in YE2015. We discussed the addition of HST to fines in the future,
and were unanimous in feeling this was pointless – players will see no difference.
One of the procedural changes we introduced this year was a reconciliation process in June, to
get clubs’ money owed by the OCSL back to clubs as soon as practical, rather than at the end of the
season as was past practice. The reconciliation process is necessary, but getting it done by June 30
requires significant effort by Chelsea. I would value member feedback as to how important it has
been to see funds returned early in the season, versus the possibility of relaxing the timelines.
Last year, we were concerned that the City would be increasing rental rates for fields
significantly. While we saw some increases, that proved not to be a significant factor for the season.
What has become clear in the course of our analysis is that historically, the League has lost money
on Premium fields but has been overcharging for Standard fields. This year was simply a very bad
year for losses on Premium fields. I believe we can start to deliver better results on Premium
rentals, but the budget for this year has an increase to partially offset the risk. The Board has
reviewed a 2016 plan for Premium fields to improve financial performance.
Correspondingly, the OCSL has to start helping clubs compete in offering OSA sanctioned
recreational soccer. We cannot continue to overcharge for fields, it simply is not sustainable. We
have identified efficiencies this past year, and I believe we can begin to return these to members hence the reduction in the Standard field rental cost. We will continue to work to optimize and
deliver savings across all fields.

Amendments to Constitution
The constitution on a whole is attached to the end of this document. Only the sections where
changes are being made are highlighted here.
2.1
Current wording:
The OCSL shall be designated as the District Competitive League for the Eastern Ontario District and
shall be responsible for the organization, management and operation of all outdoor competitive
soccer involving its member Clubs and Teams in accordance with the Ontario Soccer Association
(Hereinafter referred to as the OSA) Published Rules.
New Wording:
The OCSL shall apply each year to the Eastern Ontario District Soccer Association to be designated as
the Senior District Competitive and Senior District Recreational League for the Eastern Ontario
District and would be responsible for the organization, management and operation of all outdoor
competitive soccer involving its member Clubs and Teams in accordance with the Ontario Soccer
Association (Hereinafter referred to as the OSA) Published Rules.
Rational:
OSA Policy states that: A league shall be required to obtain permission from its governing
organization to operate on an annual basis and shall operate under the jurisdiction and supervision
of its governing organization. Where O.S.A. is the governing organization, it may delegate
supervision of a league to its League Management Committee. OSA Governing Documents Section
9.1 Leagues; procedure 13.2
OSA Policy states that the classification of league that the OCSL runs is Senior District Competitive
and Senior District Recreational. This change is to bring the classification in line with OSA
terminology.
2.2
Current Wording:
The OCSL shall operate a Multi-Jurisdictional Club League (MJCL) in accordance with OSA Policy
New Wording:
The OCSL shall operate a Senior District Competitive and Senior District Recreational League in
accordance with OSA Policy.

Amendments to Rules and Regulations
The office would like to do a major re-organizing of the rules, in attempt to make them clearer.
Therefore some of the numbering might also change when it comes to wording changes. The full
and clean version with all the potential changes is located in the appendix of this document. Below
we have highlighted the major changes for your review.
Changes
1.1
Current wording:
1. Team applications shall be made on or before March 1st of each Calendar year for forthcoming
competition. For all Clubs that operated teams in the OCSL in the previous outdoor season the
properly completed application must be accompanied by any outstanding fees from the previous
year plus all League fees payable at the time of application as specified below. These fees will
include League entry fees, field user or rental fees plus field marking charges and any other
applicable fees as well as referee fees in the form of post-dated cheques as specified below. Clubs
whose total fees, exclusive of referee fees, will be in excess of $2000 pay a minimum of:
a. $2000 in full with application(s); and
b. 50% of the remaining balance with the application, plus
c. The remaining balance in the form of a post-dated cheque dated on, or before, May 1. This
post-dated cheque must accompany the application.
New Wording:
1. Any Clubs wishing to return to the OCSL from the previous outdoor season must submit a fully
completed Returning Club Applications to the OCSL office on or before March 1st of each
calendar year. All outstanding fines or fees must also be submitted with this application.
2. Any clubs wishing to join the OCSL must submit a New Club Application with the application fee
and bond on or before February 1st of the calendar year of the upcoming competition.
3. All clubs in the OCSL must be in good standing with their district organization. The League
Management Board can refuse the application of any club that is not in good standing.
4. All team applications must be submitted to the OCSL office on or before March 1st
a. Acceptance of any late applications will be at the discretion of the League Management
Board. When making this decision the LMB will consider:
i. Need to create balanced divisions
ii. Need to make a division viable
iii. Convenience of teams that have met the deadline
iv. Playing facilities and availability
v. Past financial and discipline record of the club
vi. The administrative cost of adding the team

5. All team fees must be submitted with the team applications. Fees are set at the previous year’s
AGM. These fees include team entry fees, any field rental and marking fees. Clubs whose total
fees are in excess of $2000 can:
a. Pay $2000 with the application plus 50% of remaining balance at time of application.
Pay the remaining balance in the form of a post-dated cheque, dated on or before May
1st and submit it with the application.
b. Pay the full amount with the application
c. If clubs have outstanding fees and no postdated cheques on file at the office after May
1st, they will be considered to be inactive and may be withdrawn from the OCSL.
Rational:
1. The addition of rule 1.3 in regards to good standing is required as clubs must be in good
standing with the EODSA before they can enter the league. The league cannot have nonmembers participating, or members who are currently not in good standing, and could be
removed from the EODSA during the season.
2. 1.5.c is needed to emphasized the deadlines of May 1st. If the office knows on May 1st who is in
the league and who is not, schedules and field assignments can happen much faster. This rule
means that if a club has not paid their fees for the season, and do not have post-dated cheques
on file with the office as per 1.5.a then they will be considered inactive. If a club has cheques on
file with the office, they are not considered inactive.
Voting on:

When a person disputes a charge on their credit card for paying a fine on our PayPal, the OCSL is
charged a fee by PayPal. If the dispute is resolved in our favour, we don’t get the fee back, as such the
person claiming the mischarge should cover the fee similar to a NSF cheque.

1.4
3. Teams shall apply for admittance by Category and Division according to the following guidelines:
a. Adult teams will apply for the category and division in which they competed the
previous year except in cases where they are due for promotion or demotion in which
case they will apply to play in the division to which they are entitled. Any team wishing
to play at a higher level than that to which they are entitled must make a special
submission in writing justifying special consideration.
b. In all cases the LMB will consider the possible effect of granting special permission on all
others concerned including the viability of the division in which the team is wishing to
play. The interests of the organization will be given greater consideration than those of
the team asking for special consideration.
c. Requests to change divisions must be submitted on or prior to May 1st. Clubs
submitting requests after the May 1st deadline may be charged an amount as
determined by the LMB.
d. All players (excluding call-ups) who are registered on an OCSL team in an open age
division must be at least 16 years old by January 1 of that calendar year with the
following exception:
i. A player who is 15 years of age by January 1 of that calendar year is eligible to
compete exclusively in Premier or C1 divisions, if a committee comprising of a
minimum of 3 members of the head coaches forum provide a written, signed (3
signatures) document of validation to the OCSL to be received 2 business days
ahead of the players first game.
1. A maximum of three (3), 15 year old players are eligible per game. This
is any combination of registered player or play up.

6. Clubs are to apply for teams in the same division they participated in the previous season. In
cases of promotion or relegation, clubs are to apply for teams in the divisions they are entitled
to.

7. A team position spot is held by the club that the team is registered for. If a club wishes to transfer
their spot to another club, they must take the necessary steps as outlined in the OSA Published
Rules. If a club does not host a team in a team position spot they hold, they will lose their right to
that spot.

OSA policy states:
A Club shall have a "Team Position Status" in a division of a league which shall entitle the Club to operate
a team in that division. The "Team Position Status" shall be based on the Club either:
a) being promoted into a higher level league or division,
b) being relegated into a lower level league or division, or
c) remaining in the same division from the previous playing season.
If the Club is promoted into a higher level league or division or relegated into a lower level league or
division, it shall relinquish its Team Position Status in the division from the previous playing season. OSA
Governing Documents Section 9.1 Leagues; Procedure 22.1.1.2
Further, OSA Policy States: A Club shall move up, or move down, the Pyramid For Play one level at a time,
except for a Club which chooses to move down more than one level. OSA Governing Documents Section

As explained above, when a club discontinues operation of a team at a given team position spot, they
relinquish their rights to that spot. Any return of this “team” will be considered a new team, and as such

2.2.b

i. In the 2016 summer outdoor season, there will be an exception to this rule. In
the 2016 season competitive divisions could be as large as 10 teams, however
those are that sitting at 8 or 9 teams after standard promotion and relegation,
will remain at that number to decrease the number of changes needed for the
2017 season and the shrinking of the division maximums to 8.
b. The Senior District Recreational divisions will have a minimum of six (6) teams and a
maximum of sixteen (16) teams
i. OT1 is the only exception with the maximum number of teams being ten (10) in
OT1.
Rational:
OSA Governing Documents Section 9.1 Leagues, procedure 12.0 states that the minimum number of
teams required for a Senior Competitive Division is 6.
The standard length of season is 14 games. In the competitive divisions there is promotion and
relegation, which means each team must play the rest of the teams in the division an even amount of
times. If there are 10 teams in a division this means the season is 9 games long or 18 games long, which
is more or less than the standard length of a season. If you shrink the divisions to 8 teams, each team
will play the rest of the teams twice creating a 14 game schedule.
Voting On:
1. Raising the minimum number of teams in both Recreational and Competitive to be six (6).
2. Lowering the maximum number of teams in the competitive divisions from 10 to 8 teams, with
the exception that in the 2016 Summer Season there will be a deviation to allow teams to play
under the modification.
2.2.c
Current wording:
At the end of each season the bottom two (2) teams from each of the Competitive divisions will be
demoted to the next lower division (for divisions that have eight or more teams), and the top two (2)
teams in each competitive Division will be promoted to the next higher division. Additional competitive
divisions may be added as required and promotion and relegation as stated herein will apply to all
competitive divisions. The following exceptions will apply:
i.

Where a Club with a team in either the First or Second Division or other competitive division
promotion zone elects not to move that team to the higher level the team with the next best
record will be promoted. No team having refused promotion one year may do so a second
successive year.
Where teams from the Eastern Ontario District yet outside the OCSL must be accommodated in
existing, full divisions, please see the separate Promotion Policy document.

iii.
Where expansion or contraction of any of the competitive divisions is considered necessary a
meeting will be held with the involved Clubs to determine and recommend to the LMB the most
appropriate divisional competition.

5. At the end of each season the bottom two (2) teams from each of the divisions will be relegated
to the next lower division. The top two (2) teams in each division will be promoted to the next
higher division. Additional divisions will be added as needed. The following exceptions apply:
a. Recreational teams have the option to not accept promotion
b. Competitive teams may elect to not accept promotion, however a team cannot refuse
promotion in back to back years.
c. When a team that is in a promotion spot elects to not accept promotion, then the team
with the next best record will be offered promotion, as long as that team is within at
least 6 points in the standings of the last eligible promotion spot from the most recent
summer season.
d. There will be no promotion from Senior Recreational to Senior Competitive divisions.
Any team willing to make the move, must apply for the position.
e. For the 2016 Summer Outdoor season there will be an exception to this rule in order to
shrink the Competitive divisions from 10 to 8. More than 2 teams will be relegated as
needed depending on the number of teams in that division.
Rational:
The standard of within 6 points is accepted by the OSA as close enough in the standings to warrant a
promotion if offered.
The exception allows the teams to play a season under the new division sizes before the league makes
the changes to shrink divisions in 2017.
Voting On:
1. Offering promotion to the next highest team in the standings if available, as long as they are
within 6 points of 2nd place.
2. The exception to deviate from standard promotion/relegation rules to shrink the division in
2017

Current Wording:
No player may register with more than one (1) team in the Ottawa Carleton Soccer League with the
exception of those players who qualify, by reason of age, to participate in an age restricted Senior

division. Players registered with a Premier Division team, or its documented Reserve team, may only
register, and compete with, teams at the highest levels of the age restricted division (Oldtimers 1and 2).
All other eligible players may register and participate with any team at any level of the age restricted
league.

OCSL players may play on multiple teams, however they can only register to one competitive team. Any
disciplinary action they earn will be tracked based on the team they earned it with.
Rational:
OSA Policy states that a senior player can have unlimited recreational registrations and only one
competitive registration. This change will bring the OCSL in line with OSA Policy.

Current Wording:
9. Reserve Teams:
To designate a Reserve Team, Premier and Division One teams must apply to the LMB on or before May
15th on an OFFICIAL RESERVE TEAM DESIGNATION FORM. For Reserve teams to be eligible and
designated this Form must first be approved by the LMB. Players from a designated Reserve Team shall
be considered to have permanent registration with the team that they have been designated to be in
Reserve for.
For those teams with an eligible and designated Reserve team, up to six (6) designated Reserve team
players shall be permitted to play in any single OCSL League game. Reserve team players are to be duly
noted on the team’s game sheet as “Reserve” prior to presentation to the game official. OCSL Playing Up
Permits are not required for designated Reserve team players. There shall be no limit to the number of
Reserve team players whom may be participate in a game for the team they are in Reserve for, after
August 1.

There is no restriction on the number of games for which an individual player from a designated Reserve
team may play with the team that they are in Reserve during an OCSL season including Cup
Competitions with the exception of Article 8 above.
In the event that a player from a designated Reserve team plays with a higher level team whom they are
purported to be in Reserve and who is later found to not be on the OSA roster of the designated Reserve
team, then the team officials and/or the team club shall be subject to corrective action.
New Wording:
1. Teams in the Premier or C1 divisions are permitted to designate a reserve team.
a. The team must be a competitive team from within their own club
i. A club may designate a youth competitive team from within their own club as
their reserve team
ii. A club may designate a youth competitive team as their reserve team from
outside their own club as long as there is an approved affiliation agreement filed
with the EODSA.
b. A Reserve Team Designation Form must be completed and submitted to the OCSL office
by May 15th of the competition year to designate a team.
c. A team may use a maximum of 6 reserve team players per game until August 1st. After
August 1st there are no restrictions on the number of players
d. There is no limitations on the number of games a reserve team player can play up
e. Play Up permits are not required for reserve players. Player’s full names are to be added
to the game sheets with an indication that they are reserve players.
Rational:
The OCSL only has the ability to dictate how call ups work when calling up from within the same club. If
the call ups are between two different clubs, TEPs must be used as per OSA Policy or an Affiliation
agreement in order to designate a Youth team from another club.

i. A club may designate a youth competitive team from within their own club as their reserve
team
ii. A club may designate a youth competitive team as their reserve team from outside their own

The referee is the sole judge of postponing/abandoning a game due to the absence of equipment, field
markings etc. except in the case of valid player identification etc. where the coach(es) have this right as
laid-down in these Bylaws.
New Wording:
The referee judges the field to be unfit to play. If this is due to the field not being lined properly, the club
holding the permit to the field may be issued a fine
Rational:
The rule has been moved into the scheduling section, specifically talking about the instances of when
the league is responsible for rescheduling a game. This reason, that the referee has determined the field
unfit, could be for a variety of reasons, but if the reasons are caused by a the permit holder such as a
double booking of the field or the field not being lined there is someone at fault for the reschedule. In
this case, the office is required to put in the extra time to re-book the game, and when someone is at
fault, a fine shall be incurred.
14.1a
Current Wording:
Teams are required to present themselves at the game field no later than twenty (20) minutes prior to
the scheduled kickoff time.
a. Any team which fails to field the allowable minimum number of players within 20 minutes after
the scheduled kickoff time shall be considered to have failed to appear and they shall default
the game. Defaulting team(s) shall be subject to fines. In all categories the score will be
recorded as 2 - 0 for their opposition.

Clubs or teams must notify the OCSL office in writing at least 24 hours prior to the scheduled kick off
time if they are not able to field a team. Less than 24 hours of notice will be subject to corrective
action.

This is currently in the discipline policy, but adding it to the rules will clear up some questions the office

Current Wording:
Each Senior Competitive Category team shall have a fully certified Coach as required by OSA regulations.

Senior Level of the Community Coaching Program (giving

Current wording:
All players (excluding call-ups) who are registered on an OCSL team in an open age division must be at
least 16 years old by January 1 of that calendar year with the following exception:
i.
A player who is 15 years of age by January 1 of that calendar year is eligible to compete
exclusively in Premier or C1 divisions, if a committee comprising of a minimum of 3 members of
the head coaches forum provide a written, signed (3 signatures) document of validation to the
OCSL to be received 2 business days ahead of the players first game.

A maximum of three (3), 15 year old players are eligible per game. This is any
combination of registered player or play up.
Rational:
OSA governing documents state that players who are above the age of 13 can play on an open age team.
The OCSL runs open aged divisions. The OSA lawyers have assured us that we ae fine to remove this
restriction as long as we maintain that they have a signed waiver on file with the OCSL office.

6. The EODSA will bill clubs the referee fees for any games that are not completed or are
defaulted. If it is determined there is a team at fault for the non-completion of a game (ie.
Defaults the game, fails to maintain 7 players, or forces the abandonment of the game) the OCSL
will bill the club for the Match Official fees of that game. If there is no one team at fault for the
non-completion (ie weather forces the abandonment) the OCSL will bill both clubs participating
in the game 50% of the match official fees for that game.
Rational:
The changes to the EODSA Match Officials document has required the billing of some referee fees back
to clubs.

1. A team’s season will consist of at least 14 games. Each team will have a balanced number of
home and away games.
a. Senior Competitive divisions will have a schedule in which they play every other team in
the division at home once and away once.
b. There will be an exception for the 2016 summer season. The number of games for the
2016 season will be based on the number of teams in the divisions, with the competitive
teams playing a balanced schedule. At minimum the teams will be playing 14 games, but
there might be instances of divisions with a season longer than 14 games.
Rational:
The accepted length of the season is 14 weeks, thus 14 games. For promotion and relegation,
competitive teams must play the teams in their divisions an equal amount of times.

5. All suspensions issued by the OCSL will have a fine attached to them. The individual will remain
suspended until the fine is paid.
6. Serving of suspensions
I.
At least 72 hours of notice must be given prior to the game the suspension will be
served on.

The individual must serve the suspension on the game(s) indicated on the suspension
notice
III.
If a game a player is to serve a suspension on is defaulted the suspension will be
considered served
IV.
If a game a player is to serve a suspension on is rescheduled to a different day, the
suspension follows that game

reason, and needs to be replayed, the suspension will be moved to the new game and
will be served there.

A person standing for election to the position of Chair should have a minimum of one year’s
experience on the board.

Any individual, not a member of the outgoing LMB, standing for election to the position of Chair,
Deputy Chair, Treasurer, Secretary, or Director of the LMB shall provide, for circulation, a CV
outlining his/her qualifications appropriate to the position for which he/she is a candidate. Any
person nominated from the floor and who agrees to stand for election shall be required to make
a short verbal statement relative to his/her qualifications.
Nominations for positions on the League Management Board may be made by any Member at
the annual general meeting or at a Special General Meeting called for that purpose.
Nominations and elections for positions open shall be held in the order of the positions listed in
the Constitution.
Election shall be by secret ballot, but in the event only one candidate is nominated, no vote is
required and the nominated candidate shall be declared elected by acclamation.

A majority of the votes cast shall be required to elect Directors. In the event no candidate
receives a majority, the candidate with the least votes shall be dropped from the ballot and
another vote shall be held.

Volunteers for the Liaison positions will be accepted from the floor. If there are no volunteers,
all clubs that have not provided a liaison in the last five (5) years will be put into a hat and a
draw shall happen. The selected club will then be required to provide a liaison.

PREAMBLE
The Ottawa-Carleton Soccer League which is Incorporated under the Corporations Act of the Province of
Ontario, is governed by this Constitution and Rules & Regulations and:

Provides an opportunity for any individual or organization to participate in, or learn about its

Ensures that the player is the number one priority and has the opportunity to play at a level

Recognizes the Club as the main vehicle for the provision of opportunities for the player
Provides a stable organizational structure for the ongoing viability of Clubs and Teams
Maintains a policy of zero tolerance of discrimination, harassment and violence in any and all
forms in the conduct of its operations, and requires that all members also conduct themselves
accordingly
1 NAME
1.
There shall be an Ottawa-Carleton Soccer League (after this called the OCSL) with headquarters
in the City of Ottawa.
2 LEAGUE RESPONSIBILITIES

The OCSL shall apply each year to the Eastern Ontario District Soccer Association to be
designated as the Senior District Competitive and Senior District Recreational League for the
Eastern Ontario District and would be responsible for the organization, management and
operation of all outdoor competitive soccer involving its member Clubs and Teams in
accordance with the Ontario Soccer Association (Hereinafter referred to as the OSA) Published
Rules.
The OCSL shall operate a Senior District Competitive and Senior District Recreational League in
accordance with OSA Policy.
The OCSL may organize divisions in any category requested by its members in accordance with
OSA’s Pyramid For Play.
3 AFFILIATIONS

The League shall be a Member of the Eastern Ontario District Soccer Association and shall follow
the published rules of the OSA. The League is subject to the published rules in declining order of
authority of the following governing organizations to which is affiliated:

4 MEMBERSHIP
1. Membership shall be open to all amateur Clubs whose headquarters are in Eastern Ontario who
have been accepted by the EODSA.
2. Membership shall be open to any out of District teams and Clubs in accordance with OSA
Published Rules.
3. Applications:

Existing Clubs
1. Application for Club membership renewal, providing that it still has a team
eligible to play in the league based on the OSA’s Pyramid For Play in accordance
with the OSA’s published rules, will be made annually, on or before March 1st,
on a form provided by the League. The completed application form must
accompany the club’s team entry forms applicable fees & bonds, and current list
of officers and contacts.
2. Clubs may apply to have their teams play in a division of the League by
completing an official entry form for the division.
3. Applications shall only be accepted if the form is properly completed, and
accompanied by the required application fees as specified in 4.3.1.1.
4. Where warranted, the League Management Board (LMB) will review the
performance of any club and/or it’s teams before authorizing acceptance for the
current season.
II.
New Clubs
1. The membership application must be approved by the LMB.
2. A club shall become eligible to be a new Member if one or more of its teams
become eligible to play in the league based on the OSA’s Pyramid For Play in
accordance with the OSA’s published rules.
3. Applications from Clubs which did not operate teams in the OCSL in the previous
year must be received by January 31 of the calendar year in which they wish to
compete in league competition (ie. January 2003 for the 2003 outdoor season)
on a form provided by the League.
4. New members who are accepted into membership with the League will be
automatically placed on a two (2) year probationary period.
5. Applications must be submitted in writing to the Secretary, OCSL at the address
of the OCSL and must be accompanied by a list of Club executives and a
statement committing the Club to participate in the development and support
of soccer within the jurisdiction of the League. In assessing these applications

for acceptance the LMB will give emphasis to the Club's proposed
development/support plan.
6. Each new Club is liable for payment of New Club Entry Fees at the time of its
application. These fees will be composed of a non-refundable equity payment
and a performance bond. The performance bond or any remaining part of it
may be refunded at the end of the Club's two year probationary period or when
the Club retires from the OCSL whichever comes first. New Clubs which fail to
meet the conditions of the OCSL shall be expelled and subject to non-readmittance and to forfeiture of their entry fees.
Note - The LMB may, in exceptional circumstances, waive the Equity
component, but not the Performance Bond component.
Each member Club shall forward to the OCSL office with its application a listing of Club
officials/contacts including home, work, e-mail and facsimile phone numbers where applicable.
Subsequent changes shall be communicated to the OCSL office in writing within two (2) working
days of the effective date of those changes. Any Club which fails to do so will be held
responsible for any misdirection of communications.
Correspondence will be handled according to the current Communication Policy.
Members shall be accorded the following rights:
i. To be governed in accordance with the OSA and the OCSL’s published rules,
ii. To participate in OCSL sanctioned competitions,
iii. To attend and vote at all general meetings called by the league,
iv. To enter teams in the league in accordance with the OSA’s published rules.
A member may be fined, censured, suspended or expelled from Membership for cause and only
after charges have been laid in accordance with the OCSL’s rules and regulations and a hearing
held in accordance with the OCSL’s rules and regulations and the OSA’s published rules. A
Member whose Membership has been suspended loses all rights of Membership until the
suspension has been terminated.
Membership in the OCSL shall be deemed to have been terminated:
1. If the Member submits a signed letter of withdrawal to the OCSL.
2. If the Member is expelled by the OCSL.
3. If the Member fails to renew Membership in accordance with the Constitution
and Rules & Regulations.
5 FEES

The League Management Board (see Article 7) shall present a budget to the Annual General
Meeting (AGM) for ratification or amendment. The Annual General Meeting shall then
determine the fees for each division.
The OCSL or its Discipline Committee may require a member to post a performance bond at
any time for just cause.

The LMB or its authorized delegate(s) may levy fines for infractions of the Constitution,
Bylaws, Laws or Rules of the OCSL or of any higher body to which it is affiliated, and which
are applicable to its member teams, players and club officials.
New member Clubs will be required to pay a non-refundable Membership Equity Fee and a
Performance Bond upon application to the OCSL. (Should the application be refused these
payments will be returned to the applicant.) The amount of such fees will be set by the
League Management Board and ratified at the Annual General Meeting.
Note - The LMB may, in exceptional circumstances, waive the Equity component, but not the
Performance Bond component.
6 MEETINGS
1. The Annual General Meeting (AGM) shall nominally be held on the second Saturday in January
of each year. The required notice of the AGM or any Special General Meeting (SGM) shall be 15
days. The Agenda of the meeting, and the proposed financial budget for the coming year, in the
case of an AGM, shall be included with the above notice. Such notification shall be done by
regular mail or email.

The draft minutes of any General Meeting shall be distributed within sixty (60) days
after the meeting.

Special General Meeting (SGM) shall be convened at the request of a majority of the
League Management Board; or, upon receipt by the OCSL Secretary of a written request
sent Registered Mail from members representing at least 25% of the votes. The request
shall specify the purpose for which the meeting is to be convened and the agenda. No
other business shall be transacted except with unanimous consent of the meeting. The
meeting shall be held within 30 days of receipt of the written request from the
members.

A League General Meeting shall be called by the LMB to deal with the regular business
of the League.
An OCSL Assembly will be held no later than two (2) weeks before the start of any season if
deemed necessary; for the purpose of reviewing and updating Club/Team listings, reviewing and
updating Club and team names, reviewing playing and administrative rules for the coming
season, and/or such other administrative matters as the League Management Board deems
appropriate.
For General Meetings and the Assembly attendance at, and throughout, the entire meeting is
mandatory. Any club that does not have the required representation (see 6.6.2) below) in
attendance during the full meeting without reasonable cause (as determined by the League
Management Board) will be assessed a fine.
A member shall be any Club having one or more teams participating in the OCSL.
Voting:
I.
At all General Meetings of the OCSL each member Club with teams registered in the
OCSL shall be entitled to one vote for each team registered in the League on all matters
except the amendment of division or category rules when only members of the division
or category may vote.
II.
A Club's vote shall be cast by an authorized Club delegate. No one delegate shall
represent more than one Club at a General Meeting. Every member entitled to a vote at
a meeting of Members may by means of a proxy appoint another Member or a person
as the member’s nominee to attend and act at the meeting in the manner, to the extent
and with the power conferred by the proxy.
III.
No Club shall be entitled to any votes unless all monies due to the OCSL are paid up to
date and no votes may be cast on behalf of a suspended Club.
IV.
No Club may cast a vote on behalf of any team that was withdrawn at any point during
the season and any such teams will not be included in the Club's count of teams.
V.
A majority of members in good standing shall form a quorum.
VI.
Subject to the following paragraphs, a simple majority of all votes eligible to be cast by
members present and entitled to vote shall decide in all situations.
VII.
Club votes will be tallied in total and where necessary by competition Categories and/or
Men’s and Women’s Divisions.

VIII.
Where a vote is to be taken on any Rule that specifically applies to any one or any
combination of the above categories only those Clubs with teams in the category or
categories to which the matter pertains may cast a vote on the issue.
IX.
Similarly, where a vote is to be taken on any Rule that applies to any specific division, or
combination of divisions, only Clubs with teams in that/those division(s) may cast a vote
on the issue.
X.
The decision as to who is entitled to vote on a specific issue will rest with the meeting
chair.
7. The Chair of the LMB shall have only a casting vote in the event of a tie and shall not be a Club
delegate.
7 LEAGUE MANAGEMENT BOARD
1.
The League business shall be conducted by a Management Board (hereinafter referred to as
the League Management Board, Board or LMB) which shall consist of at least six (6) individuals,
as may be amended from time to time in accordance with the League's Constitution or Rules &
Regulations. The LMB shall have the authority to decide all matters that affect the operation,
management and administration of the League and to establish policies, procedures and
guidelines as appropriate where not contrary to, or prohibited by, its own Constitution and
Rules & Regulations or those of a higher body.

The LMB shall comprise the following Elected (Corporate) Officers:

2. Deputy Chair
3. Secretary
4. Treasurer
5. And at least two of the following:
1. Director, Competitions
2. Director, Discipline
3. Director, Officiating
4. Director, at Large (odd year AGM)
5. Director at Large (even year AGM)
6. The LMB shall comprise the following appointed Liaisons
1. Two Club Liaisons:
1. Competitive Club Liaison
2. Recreational Club Liaison

An Officer or Director may hold more than one position.

An Officer, Director or Liaison shall be 18 years of age or older and shall not be an
undischarged bankrupt.
IV.
An Officer or Director shall serve for a term of two years or until his or her successor is
elected or appointed.
V.
A Liaison will serve a single term of one year only.
VI.
The Chair, Secretary, Director Competitions, Director at Large (odd year AGM) and
Director Officiating shall be elected at the AGM for odd numbered years. The Deputy
Chair, Treasurer, Director Youth Operations, Director Discipline and Director at Large
(even year AGM) will be elected at the AGM for even numbered years. New Liaisons will
be appointed every year. Should a person holding a Liaison position wish to remain on
the board longer than the single year term, she/he must seek election to a different
board position.
VII.
Clubs must be prepared to provide the name of a member of their club who is willing to
be a Liaison. If there are no volunteers for a Liaison position, a club name will be
selected at random from a hat and that club must provide a Liaison. If the club’s Liaison
performs his or her duties, the club will not have its name put back in the hat until every
other club has provided a Liaison. Then all the names will be put back in. The
Competitive Liaison will be chosen from those clubs with competitive teams and the
Recreational Liaison will be chosen from those clubs with recreational teams. A draw
will be re-done if it results in one club providing both Liaison positions.
VIII.
No club may provide a Competitive Liaison more often than once every 5 years.
IX.
No club may provide a Recreational Liaison more often than once every 5 years.
X.
Any individual, not a member of the outgoing LMB, standing for election to the position
of Chair, Deputy Chair, Treasurer, Secretary, or Director of the LMB shall provide, for
circulation, a CV outlining his/her qualifications appropriate to the position for which
he/she is a candidate. Any person nominated from the floor and who agrees to stand
for election shall be required to make a short verbal statement relative to his/her
qualifications.
XI.
A person standing for election to the position of Chair should have a minimum of one
year’s experience on the board.
The office of a member of the League Management Board shall be vacated:
I.
A Director has the right to resign her or his position by submitting a signed letter of
resignation to the OCSL.
II.
A vacancy on the LMB and their respective position(s) held, caused by death, or
resignation which has been accepted by the LMB, shall be filled by a majority vote of the
League Management Board. The successor Director shall hold his or her incumbent's
position(s) for the remainder of the term being filled.
No member of the LMB shall be removed for arbitrary reasons but may be removed if:

The Director is unable to perform the duties expected of the position due to, but not
limited to, any of the following reasons:

1. If she/he becomes incapable of performing the business of the OCSL
2. If she/he is absent from two or more meetings of the Board without satisfactory
reason
3. If she/he no longer resides in reasonable proximity to the League
4. If she/he becomes, or is discovered to be, an undischarged bankrupt; or
II.
The Director has compromised the integrity of the OCSL due to, but not limited to, any
of the following reasons:
1. If she/he has been found guilty of an offence under the Harassment Policy of
The OSA
2. If she/he has been found guilty of an offence involving violence under the
Discipline Policy of The OSA
3. If she/he has failed to properly account for monies or other property belonging
to the OCSL
4. If she/he has been found guilty of a criminal offence regardless of whether or
not the offence directly affected the OCSL
5. If she/he has been found guilty of failing to act in accordance with the Conflict
of Interest Policy of The OSA
III.
A member of the LMB holding his or her respective position(s), as Director or other
position(s), may be removed from office by the LMB for good and sufficient cause by a
two-thirds vote of the LMB present, provided notice to remove the Director has been
given to all Directors of the OCSL. If a Director is removed by the LMB, the LMB may
appoint a successor to the incumbent's position(s) for the remainder of the term being
filled.
IV.
A member of the LMB may also be removed from office for good and sufficient cause at
a meeting of the Members of the OCSL provided notice to remove the Director has been
given to persons entitled to attend the Members' meeting. If a Director is removed at a
Members' meeting, the Members entitled to vote may elect a successor to fill all
position(s) held by the removed Director for the remainder of his or her term being
filled.
The Directors shall be subject to the Conflict of Interest Policy in the OSA's published rules.
The League Management Board shall conduct the business of the League during the periods
between general meetings of the League and in accordance with the authority granted to it in
the rules and regulations of the League.
The LMB shall be responsible for the appointment and renewal of appointments of all positions
within the League except for those positions elected by the Membership of the League. This
shall include the appointment of volunteer and paid positions within the League's operations.
The selection process and the appointments shall be based on procedures outlined in the
League's rules and regulations.

The Board of Directors may also revoke, for cause, any appointment providing that it has
followed the procedures for revoking an appointment as outlined in the League's rules and
regulations.
Duties of Directors
I.
Chair
Except:
1. As provided for in the Dispute Resolution Policy of the OSA, and
2. Where the Chair delegates the responsibility to another person, the Chair shall
preside at all general meetings of the League and of the LMB. The Chair shall be
ex officio a member of all committees, except any nominations committee; shall
appoint all chairs of standing and special committees subject to ratification by
the Board; coordinate all duties of the Board, committees, staff; and shall be the
spokesperson for the League.
II.
Deputy Chair
1. The Deputy Chair shall act in the absence of the Chair and shall have other
powers as assigned by the Board.
III.
Treasurer
1. The Treasurer shall
1. ensure that full and accurate records are kept of the accounts of the
League;
2. shall report to the League Management Board at least once per quarter;
3. shall submit an Annual Report to the Annual General Meeting.
IV.
Secretary
1. The Secretary shall
1. keep a record of all minutes of the organization;
2. keep on file all committee reports;
3. notify officers and committee members of their election or
appointment;
4. furnish committees with those documents required to perform their
duties;
5. sign all certified copies of acts of the organization, unless otherwise
specified in the League's rules and regulations;
6. maintain record books in which the constitution, rules and regulations
and minutes are entered and to have the current record books available
at each meeting;
7. to send out to the Membership a notice of each general meeting; to
send out to the board notice of each meeting;
8. conduct the general correspondence of the organization that is not the
proper function of another office or committee;

9. prepare, prior to each meeting in consultation with the presiding officer,
an order of business;
10. and in the absence of the president and vice-president to preside until
the immediate election or appointment of a new presiding officer.
V.
Other Director Positions
1. The duties of other Director Positions shall be determined by the League
Management Board.
VI.
Liaisons
1. The Liaisons must attend the LMB meetings.
Nominations and Elections
I.
Nominations for positions on the League Management Board may be made by any
Member at the annual general meeting or at a Special General Meeting called for that
purpose.
II.
Nominations and elections for positions open shall be held in the order of the positions
listed in the Constitution.
III.
Election shall be by secret ballot, but in the event only one candidate is nominated, no
vote is required and the nominated candidate shall be declared elected by acclamation.
IV.
A majority of the votes cast shall be required to elect Directors. In the event no
candidate receives a majority, the candidate with the least votes shall be dropped from
the ballot and another vote shall be held.
LMB meetings shall be called as the LMB deems necessary but there shall be at least six (6)
meetings during the year upon 14 days’ notice given by the Chair and Secretary. LMB meetings
shall be open to the membership in a capacity of observers.
The Minutes of LMB meetings shall be recorded and shall be available for review at the OCSL
office once accepted and approved by the LMB.
A Quorum for LMB meetings shall be a majority of Elected and Appointed LMB members, except
for matters concerning the legal requirements of the Corporation where only a majority of the
Elected Officers will constitute a Quorum and have voting rights.
The LMB shall pay such expenses for its members, staff and committee members as it shall
deem reasonable but payment of honoraria shall be subject to ratification by the membership at
the next legally constituted General Meeting.
8 COMMITTEES
1.
The LMB may be assisted in meeting its responsibilities by Standing Sub-Committees, as deemed
necessary. The Chairpersons of these Committees will be co-opted from members of the OCSL.
The Chairpersons will sit on the LMB and will have full voting rights except on those matters
concerning the legal operation requirements of the Corporation.

9 FINANCE
1. The accounts of the OCSL shall:

Be audited annually by a Chartered Accountant if the annual Gross Revenue is greater
than $30 000
II.
With the consent of all its Members, be exempt from any audit or Financial Review
Engagement if the Annual Gross Revenue is less than $10 000.
2. The Audit of the Financial Review Engagement statement shall be presented to the Annual
General Meeting for adoption.
3. At the Annual General Meeting of the League, a Chartered Accountant firm shall be appointed
to perform the Audit of the Financial Review Engagement.
4. The fiscal year of the OCSL shall end on October 31 of each year, unless otherwise ordered by
the LMB.
5. If the League has a surplus of $125 000 or more, the excess monies will be returned to the
member clubs. The monies will be split evenly across all teams that participated in the League
the previous summer.
10 PROCEDURES GOVERNING MEETINGS
1.
All meetings of the OCSL shall be conducted in accordance with the most recently published
Robert’s Rules of Order Newly Revised except as may be otherwise stipulated in this
Constitution or other Rules and Regulations of the League.
11 CONSTITUTION AND AMENDMENTS

Constitution amendments may be proposed by the Board of Directors, or submitted by a
Member to the League in writing at least 21 days prior to a general meeting of the League; and
must be approved by a majority vote of the Board of Directors, and/or by a 2/3’s vote of the
Membership voting in person or by proxy at a meeting of the League duly called for that
purpose.
All Members entitled to vote shall be notified with the League’s notice of the said Members’
meeting about Constitutional amendments referred to in 12.1 and other proposed Articles or
amendments.
12 RULES AND REGULATIONS

The League shall have Rules and Regulations which shall include, but is not limited to, the
following:

The LMB may approve and publish Rules and Regulations which are not inconsistent with this
Constitution and not inconsistent with the Rules and Regulations of a higher level governing
organization.
Amendments to the Rules and Regulations may be made by a majority vote of the LMB or the
Members at an Annual General Meeting or Special General Meeting. If the rules and
regulations are amended by the LMB the amendment shall be presented for ratification at the
next Annual General Meeting or a special general meeting called for that purpose. If the
amendment is not ratified, it is of no effect and the previous Rules and Regulations are then in
effect.
13 INDEMNITY
1.
Members of the Board of Directors or other servants to the League, their heirs, executors,
administrators and estate and effects respectively shall be indemnified and saved harmless at
all times by the League against all costs, losses and expenses incurred by them respectively in
or about the discharge of their respective duties, except such as happens from their own
respective willful neglect or default.

The League shall adhere to the Dispute Resolution process as published and approved by the
OSA from time to time.
Any Member of the OCSL may initiate the Dispute Resolution process by communicating in
writing to the OSA, with a copy to the League, the nature and facts of the dispute. The OSA, at
its discretion, may proceed with the Dispute Resolution process by assigning one or more
neutral persons to the dispute.
The Dispute Resolution process shall not to be used for game discipline which follows the
normal discipline and appeals process.
The OCSL shall make available to any Member the Dispute Resolution process when requested.
15 HARASSMENT

The OCSL shall adhere to the Harassment Policy as published and approved by The OSA from
time to time.
The Harassment Policy shall apply to all employees, directors, officers, volunteers, coaches,
game officials, administrators, players, Members and registrants of the League.
Harassment is defined as any comment, conduct, or gesture directed toward an individual or
group of individuals which is insulting, intimidating, humiliating, malicious, degrading or
offensive. It includes, but is not limited to, sexual harassment.

The League shall make available to any Member the Harassment Policy when requested.

Any registrant or registered organization directly affected by a decision of the League may
appeal such decision. The denial or termination of Membership in the League may be appealed
by a non-Member.
A decision of the League may be appealed to the Eastern Ontario District Soccer Association
with which the League is affiliated. The appeal shall be conducted in accordance with The
OSA's published rules.
An individual shall not appeal a decision made by the Board of Directors regarding the
appointment, non-appointment, re-appointment or revocation of an appointment of an
individual to any coach or administrator position within the League's operations, except where
the selection, appointment and revocation process outlined in the League's rules and
regulations has not been followed.
17 DISSOLUTION
1.
Should the League be dissolved, for whatever reason, the monies and other assets of the
League shall be held in receivership by the EODSA and shall be made available in full or in part
by the EODSA to any new League which either fully, or in some categories, provides the
management of an outdoor competitive soccer league(s) in Eastern Ontario.
18 DEFINITIONS
1.
Terminology used in this By-Law shall have the same meaning as used by the OSA in its letters
patent, By-Laws and published rules.
I.
Member - Any Club with one or more team(s) registered in the OCSL.
II.
Corrective Action - When used in the Constitution or Rules & Regulations refers to those
penalties etc. proscribed by a higher body where applicable, or where not defined shall
cover suspension, fine, ejection from the League, posting of bonds or other sureties,
deduction of points, re-assignment within the categories/divisions of play, or any
combination. Suspension can include life suspension, while fines shall not exceed
$5000.00. Posting of bonds or other sureties shall not exceed $10,000.00.
19 GENERAL
1.
The LMB and the Members of the OCSL agree that the management and operation of the
League shall be in accordance with the current EODSA Constitution & Rules and Regulations
and the OSA Constitution, Policies and Procedures. Where there may be a discrepancy or
conflict between these Bylaws and that of the EODSA or OSA, the latter take precedence.

I.
Applications
1. Any Clubs wishing to return to the OCSL from the previous outdoor season must submit a fully
completed Returning Club Application to the OCSL office on or before March 1st of each calendar
year. All outstanding fines or fees must also be submitted with this application.
2. Any clubs wishing to join the OCSL must submit a New Club Application with the application fee
and bond on or before February 1st of the calendar year of the upcoming competition.
3. All clubs in the OCSL must be in good standing with their district organization. The League
Management Board can refuse the application of any club that is not in good standing.
4. All team applications must be submitted to the OCSL office on or before March 1st
a. Acceptance of any late applications will be at the discretion of the League Management
Board. When making this decision the LMB will consider:
i. Need to create balanced divisions
ii. Need to make a division viable
iii. Convenience of teams that have met the deadline
iv. Playing facilities and availability
v. Past financial and discipline record of the club
vi. The administrative cost of adding the team
5. All team fees must be submitted with the team applications. Fees are set at the previous year’s
AGM. These fees include team entry fees, any field rental and marking fees. Clubs whose total
fees are in excess of $2000 can:
a. Pay $2000 with the application plus 50% of remaining balance at time of application.
Pay the remaining balance in the form of a post-dated cheque, dated on or before May
1st and submit it with the application.
b. Pay the full amount with the application
c. If clubs have outstanding fees after May 1st and no post-dated cheques on file at the
OCSL office, they may be considered to be inactive and may be withdrawn from the
OCSL with all corresponding consequences.
6. Clubs are to apply for teams in the same division they participated in the previous season. In
cases of promotion or relegation, clubs are to apply for teams in the divisions they are entitled
to.
a. Requests to change divisions must be submitted to the OCSL office on or before May 1st.
Requests made after May 1st may be charged a fee as determined by the LMB.
7. A team position spot is held by the club that the team is registered for. If a club wishes to
transfer their spot to another club, they must take the necessary steps as outlined in the OSA
Published Rules. If a club does not host a team in a team position spot they hold, they will lose
their right to that spot.
8. Team withdrawals must be submitted in writing to the OCSL office.

a. Teams that are withdrawn after May 1st and before May 14th inclusive shall be liable for
the full team entry fee of the division in which they have entered plus an administrative
fee of $500.
b. Teams that are withdrawn on or after May 15th shall be liable for the full team entry fee
for the division in which they have entered plus an administrative fee of a minimum
$500 and a maximum of $1000 as determined by the LMB.
Each team will be identified only by its club name and/or by the addition of a simple name,
colour, letter or number, except in the case of a conflict between teams of the same club.
It is the responsibility of all clubs with the OCSL, who provide their own fields, to have their field
allocations in to the OCSL office on or before May 1st for the upcoming season. If not provided
by May 1st clubs will be subject to corrective action on a per team basis as indicated in the fee
table. If no fields are assigned by May 15th the team may be withdrawn from the OCSL.
NSF Cheques - Any Club/team whose cheque is returned by the bank because of insufficient
funds will be charged an administrative fee in addition to the amount of any fee charged by the
bank. This will also include any charge disputes or chargebacks through PayPal.
If any application, withdrawal or field assignment deadlines fall on weekends the OCSL LMB
reserves the right to move the deadline to 5pm on the Friday before. Notice of this change must
be given at the preceding year’s AGM.
Categories and Divisions
1. The OCSL will operate divisions in the following categories as applicable in accordance with OSA
published Rules
a. Senior District Competitive League
i. Men
ii. Women
b. Senior District Recreational League
i. Men
ii. Women
iii. Co-ed
2. Competitive teams that are new, returning from suspension or from a one year lapse in
participation (or more) will be placed at the bottom of the category.
a. Recreational teams are to apply for their desired spot and attach a letter to the
application explaining why they should be placed in that spot
b. The team will be placed at the discretion of the LMB
3. The LMB may recognize any group of six (6) or more teams wishing to organize and operate a
division or category not currently existing where not prohibited by the OSA.

a. The Senior District Competitive divisions will have a minimum of six (6) teams and a
maximum of eight (8) teams.
i. In the 2016 summer outdoor season, there will be an exception to this rule. In
the 2016 season competitive divisions could be as large as 10 teams, however
those are that sitting at 8 or 9 teams after standard promotion and relegation,
will remain at that number to decrease the number of changes needed for the
2017 season and the shrinking of the division maximums to 8.
b. The Senior District Recreational divisions will have a minimum of six (6) teams and a
maximum of sixteen (16) teams
i. OT1 is the only exception with the maximum number of teams being ten (10) in
OT1.
At the end of each season the bottom two (2) teams from each of the divisions will be relegated
to the next lower division. The top two (2) teams in each division will be promoted to the next
higher division. Additional divisions will be added as needed. The following exceptions apply:
a. Recreational teams have the option to not accept promotion
b. Competitive teams may elect to not accept promotion, however a team cannot refuse
promotion in back to back years.
c. When a team that is in a promotion spot elects to not accept promotion, then the team
with the next best record will be offered promotion, as long as that team is within at
least 6 points of the last eligible promotion spot in the standings from the most recent
summer season.
d. There will be no promotion from Senior Recreational to Senior Competitive divisions.
Any team willing to make the move, must apply for the position.
e. For the 2016 Summer Outdoor season there will be an exception to this rule in order to
shrink the Competitive divisions from 10 to 8. More than 2 teams will be relegated as
needed depending on the number of teams in that division.
Where expansion or contraction of any of the competitive divisions is considered necessary, a
meeting will be held with the involved clubs to determine and recommend to the LMB the most
appropriate divisional competition.
A club may have a maximum of 2 teams in a Premier division.
More information regarding promotion, relegation, and the placement of teams can be found in
the OCSL Configurations and Scheduling Policy.
Player Registration
1. Teams must be created in AIMs by May 1st of the competition year. Clubs may be subject to
corrective action if not done.

2. All players shall be registered with their District, through their respective clubs, in accordance to
OSA Published Rules. All Quebec based teams shall be registered with the Federation de Soccer
du Quebec. Quebec based teams must have their official rosters on file with the EODSA.
3. All players must possess a valid form of player identification, which they must produce upon
request. For EODSA teams, this is a signed player identification card.
4. All teams must have an official roster with them at every game.
5. Any player under the age of 18 who is registered in the OCSL must have a signed Waiver filed
with the OCSL office prior to their first game
a. Any call up player under the age of 18 must use the Minor Call Up form. They do not
need a waiver on file, unless they register with the team.
6. Any player playing in an age restricted division must satisfy the age requirement as outlined in
the OSA Published Rules.
7. A team shall forfeit the game and be subject to disciplinary action if they play a player who:
a. Is not registered in accordance to OSA Published Rule for Ontario teams, or in
accordance to FSQ Published Rules for Quebec based teams
b. Is ineligible to compete at the level of play of that team
c. Is serving a suspension
d. Playing a player under a different name
e. Does not present a valid ID card
f. Does not have a valid play-up permit, TEP, or Trial Permit with them at the field
8. All transfers of players from one team to another must be done in accordance to OSA Published
Rules.
9. OCSL players may play on multiple teams, however they can only register to one competitive
team. Any disciplinary action they earn will be tracked based on the team they earned it with.
10. On July 31st of the competition year, the OCSL rosters will be fixed and only the players
registered to the teams at that point will be eligible to play in the OCSL competitions.
IV. Playing up Permits, Trial Permits, Temporary Eligibility Permits
and Reserve Teams
1. A team may “call up” a player from a lower competition level. The ranking of OCSL divisions
based on competition level are as follows:

f. Players on W30+ and Masters 50+ are allowed to play up to any OCSL team. W30+ and
Masters 50+ may call up from any Recreational team as long as they qualify by age.
g. Players who are only registered on Coed teams can be called up to any OCSL team. Coed
teams can call up from any recreational team.
2. Any team wishing to call up a player from another team from within their own club must submit
to the Match Official at the start of the game, a completed OCSL Play Up Permit.
a. The player must meet the requirements as listed above
b. No more than three (3) players from one or any combination of lower teams may play
up for a team in a game. This does not apply for Senior Competitive teams after August
1st . A team found to be playing more than 3 players up at a time may be subject to
corrective action.
c. A player is restricted to six (6) call ups per season. Once a player has played up for a
maximum number of games, they cannot play any further games with a higher team
unless that player is registered to the higher level team in accordance to OSA Published
Rules
d. Any team found to be using a call up player from within their own club without using
and submitting a completed OCSL Play Up Permit will be subject to disciplinary action.

3. A team wishing to call up a player from a lower team in a different club must use a Temporary
Eligibility Permit (TEP). This permit is to be obtained from the district the player is registered in.
It is not possible to call up across provincial boarders.
a. A copy of the completed form must be submitted with the game sheets to the Match
Official.
b. In the event that players play up without such authorizations the team and club may
face disciplinary actions.
c. A player can only play up on a TEP 3 times in a season.
d. A player on a TEP must also have with them a valid form of player identification and
must present it to the Match Official during card check.
e. A Senior club can call up a youth player from another club without a TEP if there is a
signed affiliation agreement between the two clubs.
4. A team may give a trial to a player without registering them. The team must obtain a Trial
Registration Permit from the district they are registered in. A Trial Registration Permit is valid for
two (2) games over fifteen (15) days. This player must not be registered anywhere for that
competition season to be eligible for a Trial registration Permit. A copy of the completed permit
must be submitted with the game sheets to the Match Official at the start of the game they are
participating in.
5. Teams in the Premier or C1 divisions are permitted to designate a reserve team.
a. The team must be a competitive team from within their own club
i. A club may designate a youth competitive team from within their own club as
their reserve team
ii. A club may designate a youth competitive team as their reserve team from
outside their own club as long as there is an approved affiliation agreement filed
with the EODSA.
b. A Reserve Team Designation Form must be completed and submitted to the OCSL office
by May 15th of the competition year to designate a team.
c. A team may use a maximum of 6 reserve team players per game until August 1st. After
August 1st there are no restrictions on the number of players
d. There is no limitations on the number of games a reserve team player can play up
e. Play Up permits are not required for reserve players. Player’s full names are to be added
to the game sheets with an indication that they are reserve players.
V.
Player Identification
1. Player identification will be in accordance with OSA Published Rules
2. Each player must have a signed, valid form of OSA player identification available at every game
they participate in. Valid Identification must have:
a. a picture of the player

b. the full name of the player as it appears on their OSA registration
c. their OSA number or player registration number
d. the player’s signature
e. a valid expiration date
The Match Official must perform a check of the identification prior to the start of the game.
Team officials must present the game sheet and players to the Match Official at least ten (10)
minutes before the scheduled kick off time.
If a player identification or permit is not available to present at the field the Match Official is to
indicate it on the game sheet. This player is considered ineligible to play. Any team found to be
playing an ineligible player will be subject to disciplinary actions.
If a team does not have valid player identification at the scheduled kick off time or within 20
minutes after the scheduled kick off time, the game will be forfeited by that team. The team
without the identification will be subject to disciplinary action.
If a team questions the legitimacy of the opposition’s identification or permits presented at the
field, this must be noted by the Match Official and the game shall be played. The questioning
team should protest according to the protest procedures.
Players who arrive after the game has begun, but before the start of the second half are allowed
to play immediately. These players are to show the Match Official their identification at half.
Players who arrive after the start of the second half are not eligible to play.
It is the expectation of the OCSL that the Match Official will be able to do card check with teams
without encountering any harassment from the teams, players or coaches. If a team is reported
to be harassing Match Officials in regards to, or during the process of Card Check, the team may
be subject to corrective action.
Number of players and substitutions
1. A minimum of seven (7) and a maximum of twenty five (25) players shall constitute a team at
any Senior level.
a. Coed teams must maintain at least 4 players of each gender on the field at all times.
2. In any case where kick off has been delayed due to either or both teams having fewer than the
minimum number of players the game will kick off as soon as both team can field the specified
minimum number. If unable to start within twenty (20) minutes of the scheduled kick off time,
the game will be abandoned and a report field with the OCSL office. The defaulting team may be
subject to disciplinary action.
3. Substitutions shall be allowed on the signal of the Match Official at halftime, goal kicks, after a
goal, and to replace and injured player.
a. Senior Recreational teams may additionally make substitutions on their own throw-ins
or on the opposition’s throw in if they are also making a substitution.

b. There shall be no limitations on the number of substitutions a team can make in any
game in the OCSL
c. A team may change its goalkeeper for any player already on the field at any stoppage in
play provided proper notice is given to the Match Official in accordance within Law 3 of
FIFA Laws of the Game.
VII. Duration of Games
1. Games shall be two, forty five (45) minute halves.
a. Games may only otherwise be shortened by the separate rules of competition by the
OCSL.
b. Games may also be shorted at the discretion of the Match Official with the mutual
agreement of the teams in the case of cloudy and dull nights or shortness of light late in
the season. These changes should be noted on the respective game sheets by the Match
Official.
2. Extra time will only be played in games which may be required under rule 10 or where Cup rules
require it to be played.
a. If teams are tied at the end of regulation time they shall toss for selection of ends and
play two 10 minute halves
b. Teams shall be entitled 5 minutes rest between halves.
3. Where a game is still tied at the end of the prescribed extra time, the tie will be broken by the
taking of FIFA penalty kicks
4. There is no extra time for regularly scheduled games
VIII. Scheduling
1. A team’s season will consist of at least 14 games. Each team will have a balanced number of
home and away games.
a. Senior Competitive divisions will have a schedule in which they play every other team in
the division at home once and away once.
b. There will be an exception for the 2016 summer season. The number of games for the
2016 season will be based on the number of teams in the divisions, with the competitive
teams playing a balanced schedule. At minimum the teams will be playing 14 games, but
there might be instances of divisions with a season longer than 14 games.
2. Games will not be scheduled on July 1st
3. The outdoor season will start in May on a date determined by the LMB. Clubs will be notified of
the start date by May 1st of the competition calendar year
4. The OCSL will attempt to schedule around the following competitions for teams as long as the
OCSL office is given notice of participation by May 1st of the competition year:

a. CSA or OSA sanctioned Cup competitions
b. Local tournaments that are sanctioned by the EODSA
c. Soccer related travel outside of the country which is EODSA Approved
5. Games will be rescheduled by the league in the following instances. Teams will be given at least
one (1) week of notice of the time and location of the rescheduled games in the following
instances.
a. The assigned match official does not appear for the match and no suitable stand in is
available or agreed upon at the field
b. The field is closed by the organization that issues the permit
c. The Match Official judges the field to be unfit to play. If this is due to the field not being
lined properly, the club holding the permit to the field may be issued a fine
d. There are weather factors, such as electrical storms, which in the opinion of the match
official, warrant not playing the game or its abandonment
6. Each team is permitted to request to reschedule two (2) games that do not fall under one of the
above categories.
a. The request to reschedule the game must be submitted in writing to the OCSL at least
one (1) week prior to the game.
b. The request must include three (3) suggested dates that the game could be played. The
OCSL office will then help to facilitate the rescheduling of the game.
c. An agreement of the new date and location must happen within a week of the originally
scheduled game date. If no agreement is reached in this time the OCSL office will
schedule the game as they see fit.

IX.
Postponement of Games, Defaulted Games, and Abandoned Games
1. Notification of league postponements shall be made to both teams at least 24 hours before the
game, except in those cases where the Field Permit issuer declares the field unusable. These
cases might not have prior notice. Notification will be made by email or telephone to the
contact information provided by the team officials.
2. Clubs or teams must notify the OCSL office in writing at least 24 hours prior to the scheduled
kick off time if they are not able to field a team. Less than 24 hours of notice will be subject to
corrective action.
a. Any Match Official fees may also be assessed to the defaulting team
b. Competitive teams that default a game more than 24 hours in advance of the kick off
may be subject to corrective action.
c. Competitive teams may also be fined the cost of the field if the defaulting team is not
the permit holders
i. The field costs will be returned to the permit holder as an account credit

3. The Match Official is the sole judge of postponing/abandoning a game at the field.
a. Any team which fails to field the allowable minimum number of players within twenty
(20) minutes after the scheduled kick off time shall be considered to have failed to
appear and they shall default the game. The Defaulting team shall be subject to fines.
The score will be recorded as 2-0 for the opposition.
b. If both teams fail to appear, both teams will be subject to corrective action. There shall
be no points and no score for the game, but each team will have one loss added to its
record.
c. The LMB may order a defaulted game rescheduled where:
i. The defaulting team benefits from having defaulted,
ii. A team other than the defaulting team is adversely affected by the default. Any
team which refuses or is unable to replay the game may have its record deleted
from the league records
d. Any team which fails to field the allowable minimum number of players at any time
after the match has commenced shall be considered to have failed to appear and they
shall default the game. The defaulting team may be subject to fines. The score shall
appear as 2-0 for their opposition or the score at the time the game was stopped,
whichever score is more beneficial to the remaining team.
i. Any Match Official fees may also be assessed to the defaulting team
ii. Competitive teams may also be fined the cost of the field if the defaulting team
is not the permit holders
iii. The field costs will be returned to the permit holder as an account credit
4. If the game is abandoned by the Match Official for reasons of weather, including visibility, or
field conditions before the completion of ¾ of the normal playing time it may be rescheduled.
Games abandoned in the final ¼ of normal playing time will be considered complete. Inclement
weather is not, by itself, sufficient grounds for cancellation but a game shall be delayed, at least
until the danger passes.
5. If the Match Official is required to abandon a game at any time for any reason then noted
above, the LMB will determine the outcome of the game. If warranted, such decision may wait
until any related discipline matters are decided.
6. The EODSA will bill clubs the Match Official fees for any games that are not completed or are
defaulted. If it is determined there is a team at fault for the non-completion of a game (ie.
Defaults the game, fails to maintain 7 players, or forces the abandonment of the game) the OCSL
will bill the club for the Match Official fees of that game. If there is no one team at fault for the
non-completion (ie weather forces the abandonment) the OCSL will bill both clubs participating
in the game 50% of the match official fees for that game.

X.
Standings
1. In all league games a team will be awarded 3 points for a win and 1 point for a draw. The team
with the most points at the end of the regular league schedule shall be the division champion.
2. Tie Breaking - If two (2) or more teams are tied on points, then the first tie breaker will be each
team’s total goal difference over the season. If the teams are still tied with total goal difference,
then the team with the most goals for will be the winner.
3. If a division has been split into two (2) subdivisions on a basis other than playing ability, overall
first place shall be determined by one play-off game between the division leaders. No other
places will be ranked overall. If a division has been split into more than two divisions, then a
modified round robin format will be used to determine overall first placing.
4. A team forfeiting a game shall lose the game 2 - 0 in addition to suffering any other penalties
prescribed by the LMB. Forfeits will be subject to extra scrutiny.
5. Play-off games shall be played under extra-time rules as stated above.
XI.
Defunct Teams
1. A team will be declared defunct if
a. It withdraws from the league
b. It fails to field enough players (defaults) for two (2) consecutive games, where those
games are six (6) or more days apart
c. It fails to field enough players (defaults) for four (4) games over the course of the
season
2. Only games that are not played at all or not played to completion can make a team defunct.
Games that are played to completion, but then later defaulted will not make a team defunct.
3. Any extraordinary or extenuating circumstance will be taken into account.
4. A defunct team will have its entire record for the season expunged from the standings. The club
will lose the right to that team position spot. All fees associated with this team will be forfeited
and an administrative fee will be levied against the club in accordance to Rule 1.8b
XII.
Protests
1. A Protest Panel shall hear all protests arising out of any game within the OCSL. The Protest Panel
shall consist of at least three (3) members of the LMB and/or Discipline Panel.
2. The Protest Panel will deal only with matters raised in the Protest. Any other issues that arise
(e.g. Discipline) will be dealt with at subsequent hearings as may be necessary.
3. Any protest concerning ineligible players must be noted on the official’s game sheet at first
opportunity indicating when the player in question arrived i.e. start of game, first half, halftime,
or second half. If this is not noted on the game sheet the protest will not stand.

4. Failure to meet the following submission requirements will result in the protest being
disqualified.
a. Protest fee shall be as established by the LMB and must accompany any protest.
b. Intention to file a protest shall be recorded within 24 hours of the game to which it
relates by phoning the OCSL office, at its current telephone number, leaving all
pertinent details. Notice of intention to protest may also be filed by fax and/or email
within the specified 24 hours.
c. The written protest must be filed on the official protest form, counter-signed by a Club
official, and addressed to the OCSL Secretary c/o OCSL office at its current office.
d. The written protest must be received at the OCSL office by recorded delivery (i.e.
registered mail, hand delivery, courier, etc.) within three (3) working days of the game in
question. The stipulated protest fee must accompany the written protest.
e. The protesting team must send a copy of the written protest (by recorded delivery) to
its opponent in the game being protested within three (3) working days. A copy of the
receipt from the recorded delivery must be submitted (with the written protest) as
proof that this requirement has been met.
f. No responsibility shall be assumed by the LMB for protests not received within the
specified time period unless they are sent by registered mail.
g. Successful protests will be refunded the protest fee, while those which are denied will
lead to forfeiture of the fee.
5. Any protests relating to the grounds, goal posts, crossbars, ball, colours or other appurtenances
of the game shall not be entertained unless notice of complaint was lodged with the Match
Official prior to the game or at the time it was discovered during the game. The Match Official
shall record details of the complaint on the game report immediately upon being informed. The
Match Official shall require that the cause of the objection be rectified by the team responsible
(or by the teams) if this can be accomplished without unduly delaying the game. The Match
Official may abandon the game if rectification is not possible and to continue would, in his/her
opinion, be dangerous or otherwise unfeasible.
6. The decision by the Protest Panel on a protest may only be overturned by appeal to the EODSA
or higher body in accordance with that body's rules.
7. In the event that the OCSL or a higher governing body takes discipline action (charges with a
misconduct) which pertains to the matter being protested, and the accused does not attend the
hearing, the Protest Panel shall make a decision based on the information provided in the
written protest and information provided at the Protest meeting.

XIII. Discipline
1. If authorized to do so by the EODSA, the LMB shall be delegated responsibility for discipline and
appoint a Discipline Committee to deal with infractions occurring at games under the
jurisdiction of the OCSL but not including misconduct directed at game officials.
2. The rules and procedures followed for discipline shall be those as established by the OSA and as
set out in the Published OCSL Discipline Procedures.
3. The Discipline Committee shall be empowered to bond, fine, suspend or deal with in accordance
with the OSA Published Rules those Clubs, teams, players or Club officials whom it shall find
guilty of any form of misconduct. The notification of the hearing shall include a complete listing
of the charges to be faced, including appropriate references to this and other applicable
constitutions.
I.
The accused has 72 hours from the game to request a hearing
II.
A hearing cannot be requested for the following OSA disciplinary Codes
2. 1.5 – 5 yellow cards in a season
III.
There is an administrative fee that is required to accompany the request for a hearing.
This must be paid before the request will be processed
IV.
The fee will be returned if the player is found not guilty on all charges.
4. All unpaid fines and fees at the end of each season (received by an individual or organization
under the jurisdiction of a Club) will be the responsibility of the Club.
5. All suspensions issued by the OCSL will have a fine attached to them. The individual will remain
suspended until the fine is paid.
I.
Coaches or team officials found guilty of an OSA charge will also be administered a fine
in addition to the suspension.
6. Serving of suspensions
I.
At least 72 hours of notice will be given prior to the game the suspension will be served
on.
II.
The individual must serve the suspension on the game(s) indicated on the suspension
notice
III.
If a game a player is to serve a suspension on is defaulted the suspension will be
considered served
IV.
If a game a player is to serve a suspension on is rescheduled to a different day, the
suspension follows that game
V.
If a game a player is to serve a suspension on is started, but not completed for whatever
reason, and needs to be replayed, the suspension will be moved to the new game and
will be served there.

XIV. Club and Team Official Responsibilities
1. Each team at minimum must have two team officials and/or coaches and/or managers listed in
the OCSL Website as contacts.
2. Clubs
a. It is the responsibility of the club to update the OCSL on any staff or board member
changes and to update the OCSL Website if they are any changes to the club contact
information
b. Club and team officials are fully responsible for the conduct of their players, officials and
spectators at, and at the vicinity of, games in which they participate.
c. Club Officials are responsible for keeping Club practices and non-scheduled games off
publicly owned fields for which they have no permit.
d. Claims for losses or damages against the League arising from misconduct may be
assessed by the LMB against the player, officials(s) or Club(s) deemed to be responsible.
e. Club Officials are responsible for their players arriving on time and where the game is
delayed due to insufficient number of players arriving on time corrective action may be
taken.
f. Violation of any of the above could result in corrective action
3. Coaches
a. All competitive teams must have a certified coach.
b. All coaches for Ontario teams must be certified according to the OSA Published Rules
and all coaches must be registered with the OSA.
I.
The OSA mandates that a Senior Competitive Team’s coach must have
1. Respect in Soccer certification; and
2. II. one of the following at minimum:
I.
Senior Level of the Community Coaching Program (giving
her/him full certification as a Community Coach)which was
discontinued December 31, 2011 or
II.
after December 31, 2011, the Soccer for Life course plus MED
(Making Ethical Decisions).
c. For every game a properly registered individual shall be designated by the Club as team
coach or manager. The coach or manager is responsible for the conduct of his/her team.
d. The coach's name shall be entered on the game report and he/she shall identify
him/herself to the Match Official.
e. No coach, manager, trainer or other Club/team official may enter the field of play unless
requested to do so by the Match Official.

f.
No coach or manager has the right to withdraw his or her team from the field of play
without the approval of the Match Official except as specified herein.
g. Objectionable conduct by a coach or any team official may result in the coach or team
official being warned, ejected or reported by the Match Official to the OCSL/EODSA and
may be subject to further disciplinary action.
h. If the coach/manager does not enter the game feedback information into the League
Management system within 48 hours, they may be subject to corrective action.
4. The home team shall assign the two team "benches" to separate areas on the same side of the
field. Coaches shall restrict their activities to their own bench area. Each team shall be
responsible for restricting their spectators to the opposite side of the field from the teams.
Children under the age of 12 of team officials and/or players will be entitled to remain in the
immediate area of their team bench.
5. For more information, please refer to the Club and Team Official guide published in the spring of
each competition year.
XV.
Equipment
1. Jerseys:
a. All players on the same team (except the goalkeeper) shall wear shirts of the same
colour. The goalkeeper shall wear a shirt of a different colour from those of his/her
team and the opposition.
b. All teams shall register their colours with the OCSL Office prior to playing their first
game. If possible they should state their colours when initially applying to the League.
c. Where, in the opinion of the Match Official, a similarity of the uniform colours could be
confusing, the home team shall change providing the visiting team's colours are as listed
with the League. If not, the visiting team shall change. It is the responsibility of the
coach of the team that is required to change to have alternate shirts ready.
d. In all OCSL games shirts must be numbered, except for goalkeepers’ jerseys which may
or may not be. Numbers must be at least 8 inches in height. No two players may wear
the same number. The player's number shall be indicated on the Game Report beside
his/her name and no player shall change his/her number during the course of the game
without the permission of the Match Official.
e. Competitive team outfield players must wear matching shorts and socks.
2. Each team shall provide, and correctly install, two corner flags at one end.
3. Each team shall provide, and correctly install, a good net at one end of the field.
4. The home team shall provide a properly inflated size 5 ball
5. The wearing of safety/protective equipment, e.g. safety glasses, by players shall be permitted
where it is deemed by the Match Official as not constituting a hazard. Such equipment shall be
examined on the individual merits of the player and level of competition. All jewellery items,

including rings, bracelets, earrings, etc. shall be removed before the game. Any items identifying
medical conditions, i.e. Medical Alert bracelets, necklets, etc., should not be removed, however,
they do need to be taped down on the player. Any such items are to be identified to the Match
Official before the start of the game in accordance with FIFA rules.
6. Every team shall ensure that an adequate first aid kit, and someone to use it, be at each game.
7. If a team does not provide a goal net, corner flags, or a game ball, or is late starting the game
due to any of these aforementioned items, they may be subject to corrective action
XVI. Game Reports
1. Three (3) copies of OCSL Game Sheets (signed by the designated coach present at the game)
with attached permits, must be provided to the game official prior to the start of the game.
a. These sheets must contain typed list of all registered players’ full names (first and last
names) together with their shirt numbers and game related information (Division, Date,
Team Names, and location etc).
b. Any player listed but not in attendance must have a line through their name or he/she is
deemed to have played that game.
c. Any player under suspension must be listed in the Suspension box at the bottom of the
sheet. Failure to identify players under suspension may result in disciplinary action by
the OCSL.
d. At the end of the game, the game official will provide each team with one completed
copy of the respective team sheets and return a signed copy to the OCSL with any
required reports.
e. Failure of a team to properly fill in a game sheet as noted above may result in the team
being subject to corrective action.
2. The Game Report shall consist of both teams' Game Sheets, complete with the applicable
Caution Forms, Dismissal Forms, Match Official Assault Forms, Special Incident Report Forms,
and Permits. The Match Official must sign all sheets. The Match Official must enter all
information in the game report section of RefCentre and submit the Game sheets and any
permits or forms to the OCSL office.
3. The Game Sheet, when complete, shall show the final score, scorers and any incident which
resulted in a caution or ejection of a player or team official, or other Special Incident.
4. Game Sheets are required for all scheduled games. If a game is not played the Game Sheet(s)
shall be filled in as completely as possible and the reason given why the game was not played.
5. Failure to provide the required equipment, including a Game Sheet, shall be noted on the Game
Sheet and the team(s) may be subject to fines.
6. The Match Official is responsible for transmitting the complete game report to the League office
within 48 hours. In the event that no one notifies the office of the game result within five (5)
days, the game will be recorded as un-played with no points being awarded to either team.

7. Anything that might need to be communicated to the office should be entered as a Special
Incident Report by the Match Official. This can include, but not be restricted to, questioning
player eligibility, noting the cards were not checked, or attempts were made to check cards but
other team did not wish to check cards, etc. The OCSL Office staff will follow up with all
comments noted for appropriate action.
XVII. Match Officials
1. Registered Match Officials shall be appointed to all games in those divisions which have been
given such notice by the LMB, from provincial association lists of currently registered Match
Officials. All Match Officials will be appointed according to the OSA Published Rules. Match
Officials shall be appointed by the EODSA through RefCentre.
2. Match Officials are expected to be at the game site (scheduled field) at least 20 minutes prior to
the scheduled kickoff time, or face disciplinary action.
3. The game official(s) will obtain the game sheets at least ten (10) minutes before the scheduled
game start to verify the valid player identification, player and game sheet. If a player does not
have valid player identification it must be noted on the game sheet and the player notified
immediately that (a) the card is not valid and is being marked on the game sheet and (b) the
player should ask his or her coach/manager about penalties.
4. Match Officials (and assistant Match Officials) officiating OCSL games shall receive fees for their
services in the amount set by the EODSA. Game reports must be received in the OCSL office
within forty-eight (48) hours of the game in order for all officials involved to receive credit for
the game and to be guaranteed payment with the next monthly payment. No payment for any
game will be processed until the game sheet has been received.
5. Where an appointed Match Official fails to appear within 20 minutes after the scheduled kickoff
time either team has the right to leave with an automatic right of reschedule. The teams
concerned should however endeavour to agree on a person, not necessarily on the official list,
to act as an appointed Match Official and this shall be so noted on the game sheet by both
coaches. Once so appointed, such an individual shall have any and all powers of an official
Match Official. Game reports must be received within the stipulated time period(s) for
payment(s) to be processed and issued.
6. The Match Official shall be responsible for the conduct of the game in accordance with the FIFA
laws and the rules and regulations of the League.
7. Subject to such rules laid down by the authority responsible for permitting a facility, the Match
Official shall have the power to decide on the fitness of the grounds in all matches and his
decision shall be final.
8. Immediately at the conclusion of a game the Match Official shall complete all sections of the
Game Report and delivers or makes all reasonable effort to deliver one complete copy of each
team’s portion of the Report to each team’s manager or coach. Information to be given to each

team must include a list of all goal scorers as well as a description of all discipline (cautions and
dismissals). He/she must transmit the signed documentation including discipline reports and
special incident documentation (including as detailed as possible description of any injuries) to
the OCSL office within 48 hours following the game. Failure to abide by this regulation may
result in disciplinary action.
The Match Official shall ensure that the wellbeing of the players is given priority over the
progress of the game. If there is any doubt about the seriousness of an apparent injury the
Match Official must immediately stop play and ensure the player receives appropriate attention.
The Match Official shall prepare a Special Incident Report and submit it to the OCSL office in all
cases of apparent serious injury including, but not limited to, those of broken limbs and all head
injuries.
The Match Official shall immediately abandon play, at least temporarily, in any game during
which an electric (lightening) storm occurs. Failure to do so will result in a report being
forwarded to the EODSA for possible disciplinary action. No action will be taken against a Coach
who removes his/her team from the field under such circumstances where the Match Official
fails to act.
a. The Match Official and teams must follow the 30/30 rule in the instance of lighting.
b. The Match official may be brought up on disciplinary action if the OCSL feels they did
not follow the 30/30 rule.
During extreme hot weather, before the start of play, if either team requests that water breaks
be taken - the Match Official must comply with this request. Such breaks should occur
approximately midway through each half and be at an appropriate stoppage in play e.g. goal
kick, injury, substitution.

XVIII. Trophies
1. Team trophies, cups and shields are the property of the League. They are presented to the
appropriate winners on an annual basis on the condition that they be returned.
2. Each club must ensure that all League property presented to a representative of their Club is
returned to the OCSL prior to July 1st of the following season.
3. Failure to do so will result in the Club being fined an appropriate amount per trophy, cup or
shield or the cost of replacing the trophy, cup or shield (whichever is higher).
XIX. Bob Rathwell Ottawa Cup
1. The OCSL will run, in addition to the regularly scheduled league play, a cup for the following
divisions:

Additional Rules
1. The LMB may amend, clarify, add or delete by majority vote at a LMB meeting, additional rules
and regulations pertaining to any or all divisions of the League provided that they are sent to the
clubs and teams concerned before the start of the season during which they are to have effect.
2. The LMB may make emergency rulings during the season on matters not currently covered by
the existing rules and regulations. These rulings must be communicated immediately to the
membership and will be enforceable on a moving forward basis, and not on a retroactive basis.
3. The LMB may modify existing rules and regulations during the season if required. Such changes
must be communicated immediately to the membership. Enforcement of any such change will
be on a moving forward basis, and not on a retroactive basis.
4. Such Rules, Regulations and Rulings shall have effect for the current season only and may be
subject to ratification at the next Annual General Meeting.
5. The OCSL, may at its discretion, levy fees for the provision of services to its members.

EODSA Referee Appointments
Our medium-term goal is to have assistant referees appointed to all Regional Leagues and District Competitive Games. As a
first step, in 2016 we are proposing to have assistant referees assigned to MC3, WC1, WC2 and WC3, in addition to the
currently assigned ARs (ERSL, NCISL MD1, OCSL MP, WP, MC1, MC2, OT1). If resources will be available, assistant referees
will be added to MC4 and WC4 in 2017, MC5 and WC5 in 2018, to achieve our objective within the next three years.

EODSA Match Officials Fees
The OSA is proposing the standardization of the fees throughout Ontario, with the implementation timeline shown below:

This proposal will be submitted to the OSA Board in December 2015 and will have an effect on the EODSA by the
2017 season.
We are proposing to keep the EODSA fees for the District Recreational games similar to 2015 and a slightly increase of the
Regional / District Competitive fees to commence the process of bringing them in line with the proposed OSA standards
that will mitigate a large increase when implemented. The referee team intends to prepare a three-year plan (2017 to 2019)
for match official fees early in the 2016 season. This plan would be considered by the EODSA Board and published before
the end of 2016 season which will allow the membership to prepare accordingly for the long term, subject to the approval
and implementation of the OSA Appointment and Game Fee Protocol.

EODSA Referee Travel Expenses
The EODSA has a referee travel expense policy based on a zone model rather than an actual mileage traveled model. The
referee’s home and all fields are located within one of 23 zones. When a referee officiates a game a look-up table is used
to calculate the travel expenses between the two zones (i.e. his home zone and the field zone). The look-up table is shown
below and indicates how much, if any, is to be paid.
We are not changing the model for 2016, but we are changing the policy to implement it. In 2015 the model was used in
all games assigned by the EODSA for the OCSL, ERSL and NCISL. In 2016 the travel expenses model will only be used for the
following games:
1. All adult competitive games
2. All adult recreational and youth games, if the game is played in a rural zone
The travel expenses model will no longer be used for all adult recreational and youth games in an urban or suburban zone.

EODSA Policy on Abandoned and Cancelled Games
We would like to implement locally the OSA-proposed policy on abandoned and cancelled games to standardize across
all leagues assigned by the EODSA.
Cancelled Games
If the league must cancel a game and notifies the match official(s) prior to 15:00 on the day of the game, the match official(s)
shall not receive remuneration for the game. Notification prior to 12:00 noon on the day of the game will be by e-mail and after
12:00 noon notification will be made by e-mail and telephone (mobile phone number will be used if listed).
If the league must cancel a game and notifies the match official(s) after 15:00 on the day of the game, the match
official(s) shall be paid fifty (50) percent of the EODSA's published game fee.
(It is important that all officials make sure their RefCentre account is up to date with their current email address
and telephone numbers)
Postponed / Abandoned Games
When the match official must postpone the game prior to the start of the game, the official(s) shall be paid fifty (50)
percent of the EODSA published game fee for that game. The match official must collect both game sheets at the field and
submit the game report and Special Incident Report in order to be compensated for the postponed game.
When a match official must declare a game to be abandoned after it has been started, the match official(s) shall be paid
the game fee as published on submission of completed game report and Special Incident Report.
For any cancelled/postponed or abandoned games the relevant league will determine the reason for the non-playing of the
game and the club(s) may be invoiced if deemed appropriate.
