roadmap towards sustainable growth and ecology.

The Grenelle has thus put in place 2 complementary sets of laws :
o Grenelle 1 – August 3rd 2009
o Guidelines and objectives
o Voted unanimously
o Grenelle 2 – July 12th 2012
o A toolbox which operationally completes Grenelle 1
o Contains incentives to embed sustainability into French urban
planning : so called urban master plans (Schéma de Cohérence
Territoriale) will be finalized before 2017 to enhance policy coherence
between urban planning, transportation and lodging, and also to help
tackle urban sprawl.
o Finance laws
o Financial and tax incentives which go together with Grenelle 2

The Grenelle Building Plan :

• A leader from the private sector - Philippe Pelletier, lawyer - is in charge of
steering the Grenelle Building Plan
• A small and agile team based at the Ministry of Ecology mobilizes more than
1000 partners and coordinates their actions
• 4 sectors :
Private housing – Social housing – Private Tertiary building stock – Public
Tertiary building stock
• The Grenelle Building Plan ensures the implementation of the Grenelle
commitments over the entire building sector.
• It aims to make the building sector the main area of development within
the context of the national plan for decreasing energy consumption.

The Grenelle Building Plan :
a unique and original process (3/3)
• A national and regional establishment of the Grenelle Building
Plan
• At a national scale, 20 workshops have been put in place to
organize the reflexion process and to formulate proposals
likely to favour the implementation of the Grenelle law : more
than 1 000 partners working together
• At a regional scale, the Plan establishes itself through its
clusters network which gathers over 5000 members who are
able to share their knowledge, means and experiences
towards construction and city planning.

A global project for the entire building sector
Buildings are responsible for 42% of energy
consumption and accounts for 25% of greenhouse
gas emissions in France.
• 4 million professionals to mobilize
• The building sector represents a major challenge for
the completion of the Grenelle environmental
objectives

Building sustainably :
the 2012 Thermal Regulation (RT2012)
oAbout the 2012 Thermal Regulation (RT 2012)
o Prepared by voluntary labels (BBC-Effinergie)
o All new buildings must be ‘LCB’ from January 1st 2013 onwards
o The RT 2012 requires that all buildings must meet the
requirement of a maximum 50kWhPE/m²/yr
o In offices and schools and dwellings located in urban
reconstruction zones, the RT 2012 has been applied in
anticipation since October 28th 2011.
oFrom 2020, all new buildings must be built as

Existing buildings : a balanced strategy ; incite then compel (1/2)
•
Incite then compel : no obligation of compulsary works for households
•
Campaigns to increase awareness, give advice and incentives are developped :
– Display of energy efficiency in real estate transactions
– Improvement of decision rules and new tools for collective
ownership accomodation
– Obligation to make renovation works before 2020 and « green
lease » in tertiary buildings
– New urbanistic rules to support construction of energy saving
buildings

A set of tax incentives and financial advantages (1/2)
•
Subsidies for low income families who consider making works at home
(fight againt fuel poverty)
•
Tax credits were recently upscaled to help for a better energy efficiency of
accomodation (to promote the use of efficient equipment tools and
isolation works)
•
Zero interest loans of a maximum amount of 30 000 € for renovation works
(duration over 10 years brought to 15 years from April the 1st 2012)
•
A better combination of those two financial tools and increase of subsidies
according to the works intensity.

• Low interest loans for social housing (9 000 to 16 000 € /
accomodation)
(between 2 and 3 %) from 15 to 25 years.
• Strong Policy in the field of white certificates

First results
•
Anticipation from the professionals of the new Thermal Regulation : « Low
Consumption Buildings » are already becoming the rule.
•
Over 350 000 buildings already renovated
•
Current revision of financial incentives for private housing renovation: the
aim is to improve their efficiency (Zero interest loan for individual homes,
Sustainable development Credit tax, Zero interest loan for condominiums)
•
Requirement of qualification of construction companies from April the 1st
2014 on only qualified companies will allow access to public subsidies for
private housing renovation.
•
A strong developpement of innovation

The five pillars of the Third Industrial Revolution

(1) shifting to renewable energy ;
•
(2) transforming the building stock of every continent into micro-power plants to
collect renewable energies on-site ;
•
(3) deploying hydrogen and other storage technologies in every building and
throughout the infrastructure to store intermittent energies ;
•
(4) using Internet technology to transform the power grid of every continent into
an energy-sharing intergrid that acts just like the Internet (when millions of
buildings are generating a small amount of energy locally, on-site, they can sell
surplus back to the grid and share electricity with their continental neighbors) ;
•
and (5) transitioning the transport fleet to electric plug-in and fuel cell vehicles
that can buy and sell electricity on a smart, continental, interactive power grid.

- who will manage and facilitate team work in engineering and design?
- designing and comparing solutions as regards global cost
( investments+operation+energy)
- designing and comparing solutions including life cycle analysis
- using and mastering new IT tools much as BIM
- what part will construction economists play in the measurement
and actual performance and the possible guarantee attached to it?

In giving advice to institutional owners
– As regards the integration of energy efficiency and environmental
