Enfield councillors, library staff and ‘Friends of
the Library’ gathered at Palmers Green library
to welcome contractors, Borras Construction
Ltd who will be refurbishing the premises.
Handing over the keys, Cllr Ayfer Orhan, Enfield Council’s
Cabinet Member for Education, Children’s Services and
Protection and Libraries, said: “Next autumn, Palmers Green
Library will be a fantastic facility for students, children, and
adults. Equipped with the latest computers, a broad selection
of books, music and films to borrow; and places for people
to study and job search it will be a lively centre for learning,
training and children’s fun.”
A tour of the premises revealed two huge spaces that will
be transformed into attractive light and airy modern areas
for people to enjoy.

expanding George Spicer primary
school opened on the site of the former
Teachers’ Centre in Kimberley Gardens, off
Southbury Road, Enfield.
Twelve classrooms, a multi-purpose hall, kitchen
facilities and a space for staff and administrative
support provide additional space as the school
moves from three to four streams of entry over the
next few years.
From September reception, year one and year two
children will be accommodated in the new school
building, providing spaces for a total of 360 children
when it reaches capacity.
Improved parking at Craddock Road as well as
better access via Ladysmith Road to King George V
playing fields and allotments and the existing
pedestrian route to the school are also part of the
expansion scheme.

PLAYFUL
FOR ‘PLAYDAY’
Children with their families and friends flocked to
Enfield Town Park to celebrate National Playday last
month.
Bouncy castles, arts and crafts; face painting, giant orbs, games,
dance workshops and a balloon release set the scene for an
afternoon devoted to play.
An under-fives play area was provided by Asquith Day Nurseries
and the school catering service handed out tasty healthy fruit
snacks and information about free school meals.
Play development manager, Ricky Williams, said: “It is our
favourite day of the year as we get to see hundreds of happy faces
playing, creating and enjoying.”

Services, Protection; and Libraries said: “This was a special
day celebrating our children’s right to play, but I also hope that
Enfield’s children take full advantage of the free activities at centres
throughout the borough and the adventure places in our parks.”
CHANGES TO ENFIELD
RESIDENTS’ PRIORITY FUND
Enfield Council’s popular ERPF has returned for
2014/15, but all applicants need to be aware
that the rules for funding have changed.
The fund, worth £700,000, aims to improve the quality of
life in Enfield by funding projects devised by voluntary
and community groups for the benefit of the community,
and the following criteria have to be met for a successful
application:
• No single application may exceed £5,000
• Applications covering more than one ward will be
considered provided that the amount from each ward
does not exceed £5,000
• Organisations may only submit one application in a ward
during the year
• Proposals that provide volunteering or training
opportunities are encouraged
• Proposals must not duplicate existing Council / Voluntary
and Community Sector provision
Since it began in 2011/12 the Enfield Residents’ Priority
Fund (ERPF) has delivered nearly 600 projects which have
been developed by local residents working with their ward
councillors that have contributed to reducing deprivation
and improving local neighbourhoods.
TURNING UP THE HEAT
An ambitious project to provide low carbon heating
in the form of hot water to homes across the Lee
Valley in north London has been launched by Enfield
Council and the Mayor of London at City Hall.
The ‘Lee Valley Heat Network’ aims to create an energy solution
for the Lee Valley through a system of pipes that moves heat
in the form of hot water from where it is created, to where it is
needed, in a similar way to an electricity network.
North London Waste Authority’s Energy-from-Waste facility at the
nearby Edmonton EcoPark has the capacity to supply low carbon
heat to 5,000 new homes at Meridian Water and businesses in the
Lee Valley. A further 1,800 homes on the Ladderswood, Alma and
New Avenue estates could also benefit.
Enfield Council’s Cabinet Member for Economic Development,
Cllr Alan Sitkin, said: “This is a hugely ambitious scheme which
could provide heating to over 6,000 homes and businesses across
the Lee Valley in its first phase.
“For the first time, we will be providing our communities with low
carbon energy from local heat sources, while creating hundreds
of jobs in the process. This will revolutionise the way we heat our
homes and provide energy to business.”

BLUE BADGE
AND FREEDOM
PASS RENEWAL
Enfield Council has made some changes to how
Blue Badges (Disabled parking badges) are
requested and renewed. Since December, in line
with wider council policy, it has only been possible
to request these online.
Currently Older Persons and Disabled Persons Freedom Passes
(bus passes) are processed at the Post Office, in December
2014 this process will also go online, through the London
Council’s website. If you currently have a Freedom pass you will
receive a letter around this time giving you details of what you
have to do and when you need to renew.

TO REMEMBER IN
BROOMFIELD PARK
Over 200 people crowded into the ‘Garden of
Remembrance’ at Broomfield Park at Palmers Green on
Monday 4 August, to commemorate the anniversary
of the start of the First World War 100 years ago – a war
where thousands of young men died and many were
injured on the battlefields of Europe.
Council Leader, Cllr Taylor, said: “I personally find it hard to imagine that
one hundred years ago Britain went to war. It is only right and proper that we
remember the start of this awful conflict which brought industrial warfare to
the world for the first time and resulted in the slaughter of millions of people
around the globe.
It is important to remember the terrible events which were sparked on 4
August 1914 so we can learn from the mistakes of history and try to prevent
them from ever happening again. This is an opportunity to remember the
people who made the ultimate sacrifice and lost their lives in the service to
their country during the four years of conflict.”
Welcoming guests from Enfield’s twinned towns of Gladbeck in Germany
and Courbevoie near Paris, he introduced a thoughtful programme of
poetry, songs, music and speeches.
Enfield Museum’s FREE ‘Enfield at War 1914–1918’
exhibition marks the 100th anniversary of the start of
the First World War.
This exhibition looks at how the war affected the
residents of Enfield – both in the trenches and
on the home front. It will also delve into the
important roles and contributions to the war
effort of those living within the borough.

ENFIELD
Enfield’s Citizens’ Advice Bureau (CAB) can now see even more people in
need thanks to a generous donation from local breadmaker Warburtons.
The company, based in Enfield, helped open four new interview rooms
which will allow the service to see an additional 5,000 clients a year.
By 2017/18 Enfield’s funding from central government will
have been reduced by an additional 25% meaning that like
most local authorities Enfield Council is facing its toughest
financial challenge to date.
Despite having already made £75million of cuts over the last four years while still
protecting services, continued funding cuts and increasing cost pressures mean
that Enfield Council now needs to find at least a further £60million savings.

The partnership with Enfield CAB is part of Warburtons ‘National
Families Matter’ programme, which focuses on supporting
families in local communities across Britain.
The national Citizens Advice Bureau has also praised Enfield
Council’s Welfare Reform Taskforce for best practice. The Taskforce
worked together to directly target families who were most
affected by the benefit cap and ensured that they were referred
to the most appropriate service for help and advice.
Cllr Yasemin Brett, Cabinet Member for Community Organisations
said: “More people than ever are coming to Enfield CAB concerned
about debt, access to benefits and housing issues. It is wonderful news
to hear that a private company has made a donation sufficient to see
four new consulting rooms acquired which will ensure 5,000 more
people in need can be helped every year.
“I was also delighted to hear that the national Citizens Advice Bureau
have praised Enfield Council’s Welfare Reform Taskforce for best
practice for our hands on approach and joined up working which
sees those most affected by the changes in the benefit system seen
quickly and receiving the right intervention.”

The Council continues to make savings by doing things in new and innovative
ways to ensure smarter use of budgets, buildings and staff. However, the scale of
the funding reductions we now face, mean that efficiency savings alone will not
be enough.
As a result we will have to make some very difficult decisions about the services
we deliver. As part of this process we want you to tell us your priorities and which
services are most important to you, your family and your community.

for the elderly. This simulator provides you with budget information that allows
you to decide where you think less money should be spent to save £30million –

Other consultation activities will be taking place over the next few months
including a more detailed budget consultation over the autumn. Please do take
every opportunity you can to get involved so that we can take into account your

Despite the scale of these financial challenges we are still hugely ambitious for
the future of Enfield. We will continue to invest in the areas which will ensure the
future prosperity of the borough including schools, housing and transport links.
We will also try and protect the areas you care about - striking the right balance
between what we are legally obliged to do, what local people want us to do and
what we can afford to do for a better Enfield.

YOUNG PEOPLE
RAISETHEIR
GAME
Joy, excitement and a great deal of pride were the order of the day as secondary
schools across Enfield handed out examination results to their students.
This year, with 98.2% of A level passes, students in
Enfield schools have not only beaten the national
average of a 98% pass rate but also raised the
Enfield pass rate from last year which was 97.9%.
Nationally there has been a small decline in the A* C pass rate, but in Enfield’s schools 76% of subjects
were graded A* - C, which is 2% up on last year’s
result.
Enfield Council Leader, Doug Taylor, said “These
are excellent results which reflect the hard work
and determination of our young people and
their teachers. They build on the continuous
improvements we are seeing in our schools.”
The most significant improvement in results,
compared to last year, were made by Oasis
Academy Enfield, Bishop Stopford’s, Broomfield,
Highlands, Oasis Academy Hadley and Winchmore
Schools.
And this year’s GCSE results also demonstrate that
young people in Enfield schools are achieving good
results and improving on last year’s performance.
With the results provided to the Council so far,
approximately 64% of Enfield pupils secured the
benchmark 5+ GCSEs at A*-C grades including
English and maths, above the 2013 national average
of 60%.
Cllr Ayfer Orhan, Cabinet Member for Education,
Children’s Services and Protection and Libraries,
said: “This is particularly pleasing given the ‘volatility’
of this year’s results, as described by the Standards
and Testing Agency, and a national decline in English
results.
“All Enfield school teachers and their students are to be
congratulated for their hard work and determination.”
With A Level and GCSE results improving,
Enfield’s young people can be proud of their
achievements and their schools, and can look
forward to a bright future.

MERIDIAN WATER
IS HAPPENING!
Earlier this month over a thousand local people attended the
Meridian Water Festival. The festival, which was organised
in partnership with IKEA, gave local people a chance to
find out more about our exciting plans for the area and the
opportunity to take a boat trip along a stretch of the Lee
Navigation that will go through Meridian Water.
As well as the boat trips there were also community stalls, craft sessions
provided by Art Start, live music and street performers, an eco-energy
hub, a Cycle Enfield stand, a horizontal climbing wall, kid’s games and rides
and fun for all the family. The boat trips were so popular that an extra one
was put on and it is hoped there will be more in the future (working in
conjunction with Lee & Stort Boats).
In addition to IKEA other organisations based in the Meridian Water area
such as Tesco, Premier Inn, London Waste, Lee Valley Regional Park and
Costco all got involved in the event.
Meridian Water is Enfield’s key regeneration project. Over 5,000 new homes
will be built and 3,000 jobs created. The first homes are expected to be
ready in 2018/19.

GRANTS ON OFFER FOR
ENERGY UPGRADES IN
NATIONAL FIRST
A unique £6.5million scheme that creates a onestop-shop for home energy improvements and
gives homeowners and private landlords funding
to carry them out has been launched in Enfield.
The Smart Homes project offers residents across six north
London boroughs access to grants of up to £6,000 for major
green upgrades to their home – such as solid wall insulation
– as well as subsidised energy assessments.
Funded by the Government through the Department
of Energy and Climate Change (DECC) Green Deal
Communities Fund, the scheme is the first of its kind in the
country and aims to make it simpler and more affordable for
homeowners to make the vital upgrades that could cut their
energy bills in half.
In contrast to previous schemes, residents will be able to
get all the assessments, finance and work done by one
firm, reducing the hassle of dealing with scores of different
suppliers and installation companies. For a subsidised fee
of £50, residents can get an energy assessment of their
property and benefit from free support from a Smart
Advisor to guide them through the process.
Enfield Council is backing the Haringey Council led scheme,
which has commissioned energy experts Instagroup, in
partnership with local installers and energy supplier E.ON, to
offer a service to at least 1,600 residents in Enfield, Haringey,
Camden, Hackney, Islington and Waltham Forest. The
project supports the Enfield 2020 sustainability programme,
helping residents to save energy and reduce their bills,
whilst supporting local businesses.
Cllr Alan Sitkin, Enfield Council’s Cabinet Member for
Economic Development, said: “This scheme will help residents
cut the cost of living, make their homes sustainable for the
future, and help to support local businesses in a sector that will
continue to grow.

chance to give something back to the community, to make a difference to the lives
of people that need help in some way or a great way to develop skills, experience
and knowledge.

• YOS (Youth Offending Service): This service works with young people aged 10-18 who have
offended and been given statutory orders by the courts. Education welfare officers are volunteers
that aim to engage with young people who are not in education, training or employment. For

• 4YP: In general volunteers for this service will help young people by building up their sense of
responsibility and help them to make positive decisions about their education, health and future.

Rick Jewel has been a volunteer at the Youth Offending Service for
over 10 years and believes that helping young people make better
choices is a role to be taken passionately: “I volunteer to make a
difference in my community. I have seen how young people are affected
by decisions they make and giving them the opportunity to talk to people
that will motivate them can help prevent them from reoffending.
“Many people ask me why I do something that I don’t get paid for and I
always tell them that the rewards are more than monetary, to play a role
in changing people’s attitudes in itself is a reward and the benefits to the
community that we all live in are far greater than any sacrifice of time. I
would always recommend volunteering as a way for people to contribute
to making our communities safer and less fearful of crime.”
VOLUNTEERING OPPORTUNITIES
Enfield Council recognises the value volunteering opportunities
bring to both the projects and the volunteers that get involved.
We work in partnership with voluntary sector organisations to
recognise their good work and reward our volunteers for the
invaluable time they give freely to helping others.
All voluntary organisations, clubs and community groups in the
borough are invited to get involved in the 100 Hours Scheme
which was launched to encourage Enfield residents to engage
in voluntary work for the community. The dedication of more
than 1,500 volunteers has already been celebrated by this
scheme.

During a four week summer arts project
organised by Enfield Council at Enfield
Town Library four magnificent murals on
the theme ‘The Life of a Tree’ have just
been completed by 40 children aged
from eight to eleven.
Funded through the Arts Council’s ‘grant for arts’
libraries scheme, the project was led by celebrated
children’s illustrator and author Jane Ray.
Groups of ten children worked on a season in
the ‘life of a tree’ using the library’s resources
to research the changes for spring, summer,
autumn and winter murals. Each mural measures
over three feet by five and a half feet and will be
unveiled this autumn in the children’s library.
Jane, said: “The children found out about birds,
insects and squirrels that inhabit trees; learned
about the leaves and blossom, looked at the shapes
and network of branches as the seasons change.”
To create their murals the children drew and
painted animals, using materials such as coloured
papers, foils, pages torn from magazines and
used wrapping papers.

THE WAY YOU REGISTER TO VOTE
HAS CHANGED ACROSS THE UK
We have written to local residents to tell them about the
change. Most people who are already registered have been
transferred automatically to the new register. However,
around 26,000 Enfield residents need to take positive
action.
If you received a letter inviting you register, it’s important
you respond so that you can have your say in future
elections and referendums.
There are also people in the area who are not registered
to vote at all and so need to register to have their say in
elections. If you weren’t registered previously, you can
register under the new system at:

ABOUT THE CHANGE
This is the biggest change to the voter registration system
in 100 years.
The new system is called ‘Individual Electoral Registration’.
Previously, the ‘head of household’ was responsible
for registering everyone who lived at an address, but
now every individual is responsible for their own voter
registration.
The new system means that for the first time people are
now able to register online. To register, you will need
to provide a few more details, including your National
Insurance Number and date of birth. This helps make the
electoral register more secure.

Community Toilet Scheme
The Community Toilet Scheme is a borough wide scheme
to provide clean, safe and accessbile public toilets in
more convenient locations for residents and visitors in the
borough. Under the scheme businesses let members of
the public use their toilet facilities free of charge during
normal opening hours. Several of the premises offer
wheelchair access and baby changing facilities. There are
also some libararies that are part of the scheme. Participating
businesses will display stickers in their window depending on
the facilities offered.
