Shorelines 1 Solana Beach Shorelines 2 Solana Beach City Council, Housing Agency, Public Financing Authority, and Successor Agency to the Redevelopment Agency Action Highlights Regular Meetings of the Solana Beach City Council are held at 6:00 p.m. on the second and fourth Wednesday of each month at City Hall, 635 S. Highway 101. Agendas are posted at City Hall and online at www.cityofsolanabeach.org. MAY 2016 Awarded a Construction Contract for Sewer Pipeline Repairs, Bid No. 2016-04, to Sancon Technologies in the amount of $326,842. Awarded an agreement for Citywide Street Sweeping Services to with CleanStreet, in an amount not to exceed $45,000. Approved the list of streets scheduled for maintenance and repairs as part of the 2016 Street Maintenance and Repairs Project and authorized the City Engineer to advertise for construction bids. Approved the Municipal Improvement Districts Benefit (MID) Fees. Approved the Fire Benefit Fee for Fiscal Year 2016-17. Awarded a Maintenance Contract for Streetlight Maintenance and Repairs to Siemens Industry Inc., in an amount not to exceed $31,700. Authorized continued submittal of CalRecycle City/County Payment Program funding requests on an annual basis to assist in recycling and litter reduction efforts. Approved the TransNet Local Street Improvement Program list of projects for Fiscal Years 2016 through 2021. Approved releasing a Request for Qualifications/Proposals to form a Community Choice Aggregation Program (CCA). JULY 2016 Awarded a construction contract for the 2016 Street Maintenance & Repair Project to ATP General Engineering Contractors in the amount of $353,750. Authorized an agreement to conduct a citywide traffic speed survey with Linscott, Law and Greenspan Engineers in the amount of $24,355. Authorized an agreement for video production services at Council Meetings with Bob Hoffman Video and Photography. Authorized Staff to prepare a memorandum incorporating Council comments to include as an addendum to the Del Mar Fairgrounds Fiscal Impact Study. Adopted Ordinance 461 amending the Solana Beach Municipal Code regulating the retail sale of dogs, cats and rabbits. JUNE 2016 -17 Budget. Adopted the Fiscal Year 2016-17 City Council Work Plan. Awarded a Professional Services Agreement for Federal Public Affairs Consulting Services to Warwick Group Consultants, in an amount not to exceed $64,500. Awarded a Professional Services Agreement for Professional Project Management Services to Summit Environmental Group, in an amount not to exceed $153,120. Called the General Municipal Election to be held on Tuesday, November 8, 2016, for the Election of 3 Council seats. Approved the annual Streetlight Maintenance Assessment District for Fiscal Year 2016-2017. Approved the annual Coastal Rail Trail Maintenance District for Fiscal Year 2016-17. Solana Beach AUGUST 2016 Annual Solid Waste Rates: Provided an informational item stating that there will be no rate increases for residential or commercial customers for Fiscal Year 2016-17. There has not been a rate increase since it July 1, 2013. Inter-Agency Emergency Communications: Amended the NextGen RCS (Regional Communication Systems) Agreement and a financing agreement with the County of San Diego for Payment of NextGen RCS Infrastructure Costs to replace, modernize, and update the RCS over a course of approximately five years to provide effective and reliable voice radio communications for routine intra- and inter- agency operations as well as inter-agency communications throughout the region during mutual aid and disaster operations. Shorelines 3 Reading Time with the North Coastal Sheriff's Station The North Coastal Sheriff's Station invites children of all ages to attend a special "Reading Time" event: Monday, October 17th Reading begins at 10:00 a.m. Solana Beach Library 157 Stevens Avenue A Sheriff's Deputy will read to children and teach them the importance of reading. There will also be a Q&A with the deputy after story time. Reading is an important part of a child's life. Veterans Day Ceremony 2016 Solana Beach On Friday, November 11, 2016, join us for a Veterans Day Ceremony at La Colonia Park, 715 Valley Ave in Solana Beach. The ceremony will take place from 11:00 until noon. Some highlights of the ceremony include: the Camp Pendleton Young Marines as Color School Band, and a special guest speaker who will address the community. City dignitaries and representatives from all branches of the Armed Forces will also be present. Light refreshments will be served. The following is an abbreviated list of the programs, projects and proposals under consideration by the City of Solana Beach. SANTA FE CHRISTIAN SCHOOLS MASTER PLAN UPDATE A Draft Supplemental Environmental Impact Report (EIR) for the proposed Santa Fe Christian Schools Master Plan Update is available for public review for 45 days from 5/12/16-6/26/16. Written comments on the Draft EIR will be accepted until Monday June 27, 2016. Written comments on the Draft EIR may be sent to Bill Chopyk, City of Solana Beach, 635 South Highway 101, Solana Beach, California, 92075 or sent by email to [email protected] website and copies are available for review at Solana Beach City Hall and Solana Beach Public Library. LOCAL COASTAL PROGRAM In February 2013, the Solana Beach City Council adopted the California Coastal Commission (CCC) modified and approved Local Coastal Program (LCP) Land Use Plan (LUP) under Solana Beach City Council Resolution 2013 -018. The City Council amended the LUP in June 2014. The Executive Director of the CCC issued the final LUP concurrence approval in August 2014. City Staff are now preparing the Local Implementation Plan (LIP) which is a companion document to the LUP and will codify and integrate the LUP policies into the Solana Beach Municipal Code. Completion of the LIP is intended to support certification - an important goal that is shared by the City and the CCC. Once the LIP is approved, the City will have a fully certified LCP, which will enable the transfer of coastal development permit authority to the City of Solana Beach. online at the City of Solana Beach City Hall, 635 South Highway 101, Solana Beach, California, 92075. (Bill Chopyk 720-2449) DRAFT PUBLIC RECREATION IMPACT FEE STUDY The City Council approved the updated Draft Public Recreation Impact Fee Study and LUP Amendment with the adoption of Resolution 2016-039 on April 13, 2016. The Draft Fee Study and LUP Amendment was submitted to the California Coastal Commission on April 29, 2016. The Draft Fee Study and LUP Amendment are posted on the City website. In conjunction with the on-going Local Coastal Plan (LCP) certification process with the California Coastal Commission (CCC), the City agreed to partner with the CCC to update the 2010 Public Recreation/Land Lease Impact Mitigation Fee Study. The purpose of the land lease/recreation mitigation fee is to compensate the public for the loss of recreational use of the beach due to the installation of shoreline protective devices such as seawalls. In May 2014, Council approved an agreement with the California Coastal Commission (CCC) to accept $120,000 in grant funding to be used primarily to support the preparation of an update to the 2010 fee study. The first public meeting for the fee study update was held at City Hall in September 2014. The Fee Study update was needed to incorporate and reflect certified Land Use Plan (LUP) policies and to review comments on dequate representation of surfers as users of the public beach, and incorporate recent, relevant coastal bluff erosion studies and sea level rise projections into fee study update. The final draft of the Fee Study will be included in a LUP Amendment that was submitted to the CCC one day prior to the deadline of April 30, 2016 pursuant to the terms of the LCP Planning Grant. (Bill Chopyk 720-2449) Solana Beach Shorelines 5 BEACH SAND REPLENISHMENT AND RETENTION PROJECTS 50-Year USACE Coastal Storm Damage Reduction Project - The City is pleased to announce that the Solana Beach City Council unanimously approved the U.S. Army Corps of Engineers (USACE) Solana Beach and Encinitas 50 Year Coastal Storm Damage Reduction Project under Resolution 2015-080 and certified the Final EIS/EIR at a public hearing held on October 14, 2015. The The Cities of Solana Beach and Encinitas have been working for more than 15 years as the local sponsors of a long term coastal storm damage reduction/shoreline protection project with the state and federal government. The state entity directly involved in financially supporting the project is the California State Parks, Division of Boating and Waterways (DBW). The beach replenishment project has been designed to be resilient to various future sea level rise scenarios over its 50-year life based on National Research Council (NRC) data recommended for use by the California Coastal Commission (CCC). The Project is also consistent with the 2014 adopted CCC Sea Level Rise Policy Guidance document which recognizes beach nourishment a preferred sea level rise adaptation strategy for developed coastlines. The Project received a unanimous vote of support from the CCC following a public hearing in November 2013. The Project was unanimously approved by the USACE Civil Works Review Board (CWRB) on April 21, 2015. The next major milestone was achieved with the sig Prefunds from California State Parks and the USACE. With Project implementation, the beaches would be re-nourished on a regular cycle during a Federal and State investment and participation period of 50 years. (Leslea Meyerhoff 720-2446) SCOUP - In January 2014, the City completed the process to extend its Sand Compatibility and Opportunistic Use Program (SCOUP) for another five years (2019) with new permit approvals received from the California State Lands Commission, CCC, USACE, and program and is a key sea level rise adaptation strategy. The SCOUP program allows placement of beach compatible sands on the ently tracking several local projects that may generate beach quality export material. The lead time to develop a SCOUP project is approximately 6 months and early coordination with City Staff is important to fac ilitate final reviews and approvals by the agencies of the sampling and analysis plan (SAP) as well as placement details, monitoring requirements and other logistics. Regional Beach Sand Project - The second Regional Beach Sand Project (RBSP) was successfully completed in 2012 by SANDAG and the five participating cities of Solana Beach, Encinitas, Carlsbad, Oceanside and Imperial Beach. The regional sand replenishment project was identical to the successful 2001 project and placed an estimated 140,000 cubic yards of sand on the Annual Report). Long term shoreline, biological resource and surf monitoring will continue for several more years. According to SANDAG, gains in beach widths from the 2001 project lasted for approximately five to seven years on average. Although the san d does move around after placement, shoreline monitoring in 2011 showed that the sand that was placed in 2001 remained along our coastline providing long-term recreational, economic, environmental and shoreline protective benefits for our region. SANDAG coordinated the RBSP with supp came from the five participating cities as well as our partner at California State Parks, Division of Boating and Waterways. The five participating cities of Solana Beach, Encinitas, Carlsbad, Oceanside and Imperial Beach collectively received more than 1.5 million cubic yards of highof local eroded beaches, to support local tourism, and to preserve no-cost public recreational opportunities for residents and visitors alike. The sand was recovered from offshore sand deposits (borrow sites), which are relic beaches that signal the location of the fo rmer shoreline many thousands of years ago when sea level was lower. The dredge sites have been specifically selected to ensure only clean, beach-quality sand with a color, texture, and size similar or slightly coarser than what currently exists on the beaches be used for replenishment. (Corey Andrews 720-2447) Annual Shoreline Monitoring Program - The City of Solana Beach, in conjunction with SANDAG and the other participating cities continue to monitor the performance of the beach sand project and the overall health of the public beach through local and regional beach profile data collection and monitoring efforts conducted in the spring and fall each year. Solana Beach Shorelines 6 Boys & Girls Clubs of San Dieguito POWERHOUSE PADDLE & SWIM Sunday, September18th, 7:00am to 11:00am, Del Mar Beach The Powerhouse Paddle and Swim Committee, in conjunction with local paddling and swimming enthusiasts and the Del Mar Lifeguards, is proud to present the 14th Annual Powerhouse Paddle and Swim on Sunday, September 18th, 2016. This Del Mar beach event is an opportunity for youth and adults to participate in a challenging, yet fr iendly ocean competition. Del Mar Powerhouse Paddle & Swim 2016 is fun for the whole family. Beginners are especially welcome. The paddleboard races include various events for youth, adults and challenged athletes over courses of 1/4 mile, 1 mile, 3 mile, and 6-mile distances. The 1mile rough water swim race is a unique course that follows the original Del Mar rough watercourse from the river mouth to the Powerhouse. All participants will receive a cool, hooded Powerhouse Paddle & Swim sweatshirt and lunch. A special thanks to all of our loyal sponsors. The Club works with other organizations and the community to get a WRAP A GIFT of clothes, shoes, jackets, or toys delivered to the Harper Clubhouse in Solana Beach by early December (contact us for available sizes and ages), MONETARY GIFT of $100 and we will purchase gifts for the child and wrap them, or GIVE IT AS A GIFT to your favorite person and we will provide you with a thank you card and story of the local child you helped. Solana Beach Shorelines 7 Solana Beach Shorelines 8 Solana Beach Library The Solana Beach Library, in addition to serving the community, is a shared use Library, also serving the staff and students of Earl Warren Middle School. We are a community center for the City providing fun and informative programs for the whole family babies to seniors! Earl Warren Middle School started Tuesday, August 30, and the library returned to its earlier 7 am opening, Monday through Friday. While the old campus is being rebuilt, the temporary the library parking lot and is the home of the Seahawks for the next year. Volunteers from the wonderful Love on a Leash program bring their specially trained canines to the library and the kids read to them. Solana Beach Shorelines 12 Environmental News You Can Use October 1st may seem like a trivial date to a lot of people, but for City staff and other storm water professionals around the it lasts through April 30 th. This is the time of the year when we have to pay close attention to weather reports for when any significant rain is forecasted. aware that storm runoffs can take with it every possible known pollutant along its path before it reaches our storm drain systems and ultimately down to our precious beaches, lagoons and the Pacific Ocean. The City of Solana Beach is reminding its residents and businesses to be mindful of waste products and other materials that may have been left unattended during the summer that could potentially contribute to storm water pollution. The following are simple steps that you can do to help reduce and prevent storm water pollution: Dispose of garbage and other waste materials in designated areas only. Ensure trash cans and dumpsters are always covered and inspected regularly for any evidence of leaks. Report leaks to your garbage collector company immediately. Adjust irrigation systems to avoid excessive runoff during dry weather. Store all lawn and garden care products in a closed container or in covered areas. Remove accumulated oil and grease on driveways and parking areas using dry cleaning methods. For businesses, review and maintain good housekeeping practices, pollution prevention maintenance practices, and implement Best Management Practices or BMPs in and around your establishments. Residents with active construction on their property are urged to work closely with their contractors to ensure storm water BMPs are properly implemented and maintained throughout the duration of the project. Failure to comply could result in penalties, including fines up to $1,000.00 per day, per violation. Trails and Ales October 1, November 5, December 3, 10:00 am We kick off our popular 4-month Trails and Ales hiking program which and delicious craft beers. Together with a team of caretakers of the natural environment (the San Elijo Lagoon Conservancy, The Escondido Creek Conservancy, and the Volcan Mountain Foundation), we are offering this North-County hike series, providing a unique guided-hike experience followed by a visit to a local brewery. Participation is limited to hikers 21 or over; the cost is $25 per-hike, nonmembers, and $15 members of any of the presenting organizations. The organizations are also offering a new-membership special: Pay only $75 and receive an annual membership to the organization of your choice and registration for the entire 4-hike series.
