Joe Tedesco is enthusiastic about his new position and is
looking forward to working with the other board directors
for HILCO members.
Tedesco, who has been a member of the cooperative since
2002, lives in Waxahachie with his wife of 27 years,
Melinda, and two children, Daniel and Jenna. Another
daughter, Carissa, and her husband, Jesse Birdsall of
Lewisville, TX, have one daughter, Ashton Ray. The family
is looking forward to the addition of a brother for Ashton
in a few months.

the convention that will be
held in Austin this summer.

Zech said. “It is a great

Boys State and to represent Itasca.”
American Legion Boys State is among the most
respected and selective educational programs of
government instruction for high school students. It is a
participatory program where each participant
becomes a part of the operation of his local, county and
state government. The American Legion Ladies
Auxiliary of Hillsboro conducted the interviews.

Itasca PD Kicks Off Click It or
Ticket Enforcement Mobilization
Extended Hours to Focus on All
Unbuckled Motorists — Day and Night
Itasca Police Chief John Griscavage announced that
IPD is joining with hundreds of other law enforcement
agencies across the country in renewing a pledge to
save lives by intensifying efforts to enforce seat belt
laws — among all motorists and around the clock —
during the 2008 Click It or Ticket mobilization, which
runs from May 19 – June 1.
In 2006, according to the National Highway Traffic
Safety Administration, 15,046 passenger vehicle
occupants were killed between the nighttime hours of 6
p.m. and 5:59 a.m. Nearly two-thirds (64%) of those
killed at night were NOT wearing seat belts —
compared to less than half (46%) of the passenger
vehicle occupants killed during daytime hours.

an Eastern religion. My thoughts went to "how sad it is his
life ended, and now he will stand before God to give an

around us; how many know the Truth and how many ignore

regarding its Texas Community Development Programs. These

Tedesco earned a B.S. Degree in Psychology from Cedar Crest College, with minors in Special Education and
Computer Science. He is retired from Air Products and
Chemicals in Dallas, and is currently teaching algebra
courses in the Palmer Independent School District.
An avid sports fan, Tedesco enjoys golf and motorcycling. He is a former football, basketball and track
coach, and was a basketball official at local and state
events

Heritage Memorial Park in downtown Itasca. They were
working toward earning their Rose Colored Petal that is
given for "making the world a better place."

“With 18 percent of all Americans failing to buckle up
regularly, it’s clear that far too many people still don’t
take belt laws seriously,” Griscavage said. “Among some
groups, especially young men, the unbuckled rate is especially high — and the fatal crash rate increases significantly at night. So look for us to be out on the streets
day and night from mid-May through June 1 making
sure that everyone is buckled up. Worn correctly, seat
belts have proven to reduce the risk of fatal injury in a
crash by 45 percent for front-seat passenger vehicle occupants and by 60 percent in pickup trucks, SUVs and
minivans. In fact, data shows that more than 77% of
passenger vehicle occupants who were in a serious crash
in 2006 and were buckled up survived the crash.”
Increased law enforcement activities, including seat
belt checkpoints, will be conducted nationwide during
the 2008 Click It or Ticket mobilization.
“Regular seat belt use is the single most effective way
to protect people and reduce motor vehicle crash fatalities. And high-visibility enforcement is effective at getting people to buckle up,” said Griscavage. “Wearing
your seat belt is easy and it costs you nothing. Not wearing it might cost you a ticket, or worse — your life. I
urge everyone in Itasca to please be safe and buckle up
day and night — Click It or Ticket.”
City Announces May as Abandoned & Junk
Vehicle Clean Sweep Month
Press Release
It’s time to kick it up a notch by taking spring clean
up to the next level. The Office of Code Enforcement
along with the Itasca Revitalization Committee will go
block by block throughout the city in search of illegal
vehicles whether they are cars, trucks or recreational
vehicles.
An illegal vehicle is any vehicle without a current license plate, a valid motor vehicle inspection certificate,
is wrecked, dismantled or partially dismantled, inoperable and has remained inoperable for more than 72 consecutive hours if the vehicle is on public property and 30
consecutive days if the vehicle is on private property.
The vehicle will be tagged and a warning notice placed
on the resident’s door. Residents will have the opportunity to bring their property into compliance by removing
the vehicle or bringing the vehicle into compliance by a
set date. If the resident fails to comply with the notice,
the vehicle will be towed.
The Abandoned/Junk Vehicle Sweep is the city’s response to resident’s complaints of illegal vehicles. This is
one of many efforts that will get us closer to reaching a
goal of “a clean and beautiful city.” For more information concerning the citywide sweep or if you would like

Boys State has been a program of The American Legion since 1935 when it organized to counter the Fascist
inspired Young Pioneer Camps.
High school juniors are selected by local American
Legion Posts to attend the program. In most cases, a
sponsoring American Legion Post, a local business or
another community-based organization, pays expenses
associated with attending this program.

February City Council Meeting
March City Council Meeting
The Itasca City Council met in a regular session on
Tuesday, February 19, 2008 in the Council Chambers.
Mayor Matthew Fehnel called the meeting to order at
6:04 p.m. Members present were Steve Solis, Susie Davis,
James Bouldin, and John Laird; City Administrator
Mark Gropp and City Attorney Stephanie Johnson.
Council Member Harvey Wilson was absent.
Motions were passed to approve the January 7 and
January 22 minutes and to approve the bills for payment.
Giving department reports were Fire Chief Chris
Shuffield for the IVFD, Wayne Upchurch on Water and
Sewer Operations, Bettye Lewis for the Planning and
Zoning Committee (approved applications: 404 N. King
St. – new home 305 E. Marrion St. – 2008 Solartaire
Double Wide Mobile Home, 604 E. South St. - privacy
fence and 105 S. Files St. - storage room), Chief of Police
John Griscavage for Itasca PD and Felicia Mayberry for
the Office of Code Enforcement (Family were present to
address the issue concerning code violations of the property located at Itasca OT Block 34 Lots 1-4 & 8-12 – An
extension was granted to the last day of May 2008).
The City Administrator gave an update regarding the
inspection of sewer odor complaints. A plumbing inspection that was performed on the residences that complained of the odor indicated that the plumbing was not
up to code.
Frank Rasor addressed concerning the city contracting
with Rasor & Associates, LLC for additional engineering
services in connection with the Community Development
Block Grant 726281 for wastewater system improvements. Mr. Rasor explained the total fee and the City Attorney recommended making some correction to the Letter of Agreement. Rasor agreed to the changes and the
motion passed unanimously.
The Council voted to table an ordinance amending the
Fire Prevention Code of the City of Itasca. Jimmy Vestal
addressed the Council regarding a possible lease of the
Rangaire property located at the Mill Block. He indicated he is interested in leasing the property to park
trucks and equipment for oilrigs or possibly buying the
property. The Council voted to authorize the City Administrator to negotiate leasing or renting the property.
Sue Rivera on behalf of the Cinco-de-Mayo Organization and Chamber of Commerce requested that the 100
block of W. Main Street be closed from May 2, 5:00 p. m.
- 6:00 a. m. May 4, 2007 and June 27, 12:00 p. m. - 6:00
p. m. June 28. Approved with unanimous vote.
The City Administrator presented the annual financial
report from Witherspoon, Yeldell & Wilson for FY 20062007. The audit of the City’s funds was accepted with a
unanimous vote.
The meeting adjourned at 6:46 p.m.

A small beak pecks through the fragile shell of a chicken
egg. Pre-K’s chicks have arrived and the students are
amazed.
“They are cute and I’m excited,” Pre-K student Jesse
Harris said.
The eggs were incubated for 21 days in Pre-K’s science
room. The students anxiously waited the hatching day. Even
the teachers and high school students were excited to see the little black and yellow chicks.
“They look like little Wampus chickens,” Sophomore PPP reporter Mary Maddox said.
“I will take all of the chicks back to the Rutherford Ranch,” incubating expert and Pre-K paraprofessional, Tonye
Rutherford said. “But not before everyone gets to stroke and hold the little peeps.”

While the kindergarten classes were learning
their vowels and their sounds, they held a special ceremony to remember that “Q” and the
“U” vowel are united to make a unique sound.
Joining together as life long partners, “Q and
U” promised to honor each other and remember the rules of pronunciation as they came together in order to form many new words with
their sound.
Joining in the celebration of the two sounds
were members of the kindergarten classes, teachers, parents, and other special guests.

rope chairs and learn a cowboy line
dance.

this year so the kindergarteners
and the PAL helpers celebrated the
Old West in the middle school gym.

The Board of Trustees of the Itasca Independent
School District met in regular session on Monday,
February 4, 2008, in the Itasca ISD Administration
Building at 7:00 P.M., President Marquita Lloyd presiding. Board members present were Marquita
Lloyd, Nancy Bowman, Susan Bason, Kevin Cordell,
Angelia Orr and Oscar Castillo, Jr. Absent was
Board Secretary Claude Garrett.
Administration present were Glenn Pittman, Superintendent, Rickie Harris, High School Principal,
Larry Mynarcik, Middle School Principal, Karon
Farquhar, Elementary School Principal and Norma
Merkel, Secretary.
Motions were made and passed to approve the
minutes from the previous board meeting with one
correction and to approve the bills, financial report
and the first 2007-2008 budget amendment.
Superintendent Pittman went over the district
technology plan, which includes adding projector
screens to classrooms, increasing the bandwidth of
the internet, and possibly upgrading the phone system.
The board entered executive session at 7:20 p.m.
and returned to open session at 7:59 p.m. Motions
were passed to accept the resignations of Benjamin
Powell and Jill Miller, to offer Rickie Harris and
Larry Mynarcik administrative continuing contracts
and to renew the contracts of Karon Farquhar and
Barry Durham. The board thanked the administrators for their hard work.

recommended textbooks and to adopt the 2008-2009 district
calendar. The Board voted to postpone considering the
candidates for ESC Region 12 Board of Directors until
April. They entered executive session at 7:18 p.m.
Upon coming out of executive session at 7:38 p.m., motions were made and passed unanimously to accept the retirement of Mary Childers and Pamela Jean with warmest
regards for both and to approve teacher contracts as presented by principals.

Four members of the seven member Itasca Board of
Trustees attended the Texas Association of School
Boards (TASB) Winter Governance and Legal Seminar February 21-23 in Corpus Christi. Board members
are required by law to attend and earn various continuing education hours dealing with Texas public
education.
