Reject the bid received from Pointer Enterprises, Inc. as non-responsive; and 3. Award a contract to Griffith Company of Brea, CA, in the amount of $532,686 for the Orangecrest Substation Security Barrier and Property Improvement Project, Bid No. 6994.
