SCENARIO AS AT 11.30 HRS ON 15TH FEB. 2012 An Earthquake of intensity 7.9 on Richter Scale occurred on Delhi-Moradabad Fault line at 11.30 hrs. The epicenter of the earthquake was 275 km East of Delhi, near Moradabad at a depth of approximately 35 km. Tremors lasted for 48 Seconds. Strong tremors were also experienced in the whole of North, North-Western States of India. La Nina effect, the weather is freezing cold and has been raining for the last two days. All institutions to follow their Standard Operating Procedures (SOPs). All ESFs to follow their Standard Operating Procedures (SOPs). All ESFs to synchronize their timings with DD News on 14th February, 2012. All the institutions will use their respective Emergency Siren/ Alarm, sharp at 11:30 AM, as a mark for beginning of the Mock Drill. All institutions including all Schools shall do ‘Drop, Cover and Hold’ drill for initial One minute followed by Evacuation of the Building thereby implementing their respective Evacuation Plans. All Venues / Sites are required to follow their usual Evacuation Plan. Use landline for information dissemination and mobile in exceptional situation only. Disaster Management Help Desk shall be established in all the 3 identified Govt. Hospitals viz. LBS, CNBC & Dr. Hedgewar. Identified Civil Defence & NYKS Volunteers will act as victims. All the identified Relief Centers shall be made functional. The In-charge of the respective Venues shall make calls to 100, 101, 102 & 1077. Third Umpire i.e. Indian Army will evaluate the exercise. All the agencies shall participate in the debriefing session to be convened at this office on 15th Feb. 2012 at 1.30 p.m. Delhi Police: to make arrangement of Siren / Alarm covering the whole District, sharp at 11:30 AM on 15th February, 2012 as a mark for starting the Mock Drill. Civil Defence: To provide minimum 150 Volunteers for the Mock Drill. NYKS: To provide 50 Volunteers for the Mock Drill. DJB: Water Tanker to be required at both the places i.e. Relief Camps & Incident Sites. MCD: Depute Engineer with mason as well as mobilize their equipments for debris removal & other necessary work. BSES: To carry 3 minutes black out in the District; starting time will be 11:30 AM on 15th February, 2012. DTC: shall provide DTC Buses at the Incident Sites. Rest all the ESFs shall follow their Standard Operating Procedures (SOPs). Functions: Mobilize emergency treatment for the injured people . Send QRTs at various affected sites and establish temporary medical camps Coordinate to Set up Help Desks in all the Hospital (LBS, CNBC & Dr. Hedgewar Arogaya Sansthan Hospital) QRT of DHS will respond and set up the health desk at all sites. ESF-8 Equipment support, debris and road clearance Lead Agency: MCD Support Agencies: PWD Functions: Coordinate and provide manpower and equipments for debris and road clearance Provide alternative routes, if main routes are affected Demolish unsafe buildings ESF-10 Electricity Lead Agency: BSES Functions: Restore major electricity failure anticipated during disasters due to falling of cables/poles Facilitate restoration of electricity distribution systems at most affected sites on priority to help in Search and Rescue operations Provide electricity in lifeline buildings and Relief Centers Response to all sites. ESF-11 Transport Nodal Agency: DTC Functions: ensure smooth transportation links at all levels and to all nodal and support agencies. coordinate the use of transportation resources to support the needs of emergency support forces requiring transport facility to perform their emergency response, recovery and assistance missions.
