Mobility Options
What is it?
A Human Services transportation program
which seeks to meet the transportation
needs of older adults, persons with
disabilities and transportation challenged
individuals residing in Planning District 16
in Virginia.

Planning District 16 is a combination of small urban,
small suburban and large rural communities.
What is the goal of Mobility
Management program?
To create and market a transportation
program with a single point of contact
(One-Stop-Shop Concept) listing all
transportation resources in the region
Mobility Options Transportation
Program
 Door-to-door service (Demand-Response)
 Available to persons 60 years of age or older and to
persons with disabilities
 Federal/state funding (New Freedom 5310) drives
this program
 Can be used for a variety of appointments
(medical/personal)
 Available on a first-come, first served schedule
 Request must be made at least seven business
days in advance but no more than 30 days in
advance

for all requests
 Requests made with less than seven
business days may not be able to be
accommodated
 Minimal cost: $1.00 charge each way– local
and $2.50 out-of-town
 Requst for transportation may be made on

Regional Human Services
Transportation Coordinating Committee
(RHSTCC)
This is the advisory board to the RAAA Mobility
Options program. Members of this committee
represent organizations that provide services to
clients with transportation needs. It’s a sounding
board for all items related to the Mobility
Options program, and provides guidance,
direction and recommendations to RAAA as it
seeks to meet the transportation needs of
Planning District 16.

Safe, reliable transportation throughout the
region
Inexpensive: $.75 per boarding
The entire fleet is fully accessible for all mobility
devices
Route deviation
Interested individuals or groups can be trained
to use FRED (to be described later in the
presentation)
Regional Travel Training
Program
Travel Training is short-term comprehensive
instruction designed to teach interested parties
how to safely and independently use public
(fixed-route) transportation
What is the target population of
RAAA Travel Training program?
Older adults or persons with disabilities that seek
to be independent
Those who like to travel in and about their
community
Those who have needs of a personal or
professional nature
Those who need to go places and wish to do so
in safe and inexpensive manner
Those who choose to minimize or discontinue
driving their own personal vehicle
What is the benefit of completing a
Travel Training course?
Gain access to safe and reliable
transportation on an ongoing basis
Gain increasing confidence and
independence to travel in the region
FREE bus fare throughout the entire
training
Promote and encourage active
participation in one’s local community

Gasoline/Fuel Card Allocation
Gasoline debit card distribution for
someone needing transportation who can
find an individual to provide a ride in a
personal vehicle to that particular person
Short term solution
Ride requests can be for nearly any ride
purpose and destination
Volunteer Driver Program
Drivers is provided with liability insurance through
a pool established with the assistance of the
Virginia Department of Risk Management
 The liability insurance is in effect whenever a
passenger is being transported
Stipend of $0.25 is paid per mile to volunteer
drives while they use their vehicles
Volunteers choose the days and hours they would
like to work and the jurisdictions in which they
would like to volunteer

Training program actually teach a
person to do?
How to plan trip destination (Round Trip or
One Way) using the local bus system (FRED)
How to read bus schedules (also called
timetables) including how to transfer
How to understand and request a FRED
route deviation
