SWHOA April Meeting
Many of you will be planning changes for the exterior of your home.
Don’t forget that most all external additions and modifications
must be approved by our Architectural Control Committee (ACC)
prior to the start of your work.
The next meeting of the SWHOA Board will take place on Monday,
April 7, 7pm, at the home of Dion Norris, 14939 Windsor Lane.
Everyone is welcome.
The process is very simple, painless and takes very little time.
Contact our property Manager. He will supply the proper forms for
submission to the board. After the forms have been completed,
please return them to the property manager:

Here are some examples of changes, which must have prior
approval:

New construction of decks, patios, porches or sun rooms

Changes in colors of any exterior surface, including doors and
trim, siding, fences or roofing shingles (style of shingle or
overall style of the current roof)

Windows or window shutters, attached flower baskets

Major landscaping changes, such as planting additional large
trees/shrubs

Mailbox replacement

Driveway paving, colored sealing or painting

Gazebos, trellises, or archways
The following examples are strictly prohibited in our community:

Signs of any kind, except ―For Sale‖ or ―For Rent‖

Metal or plastic children’s swing or play sets

Antennas of any kind, or satellite dishes larger than 30‖
diameter

Lawn furniture or other large accessories located in the front
yard

Any free-standing out buildings or structures, including any
storage structures

Parking of RV’s or boats for more than 24 hours. If there is a
special condition, please contact the property manager.
In order to maintain the harmony of external designs of the
Sommerwood neighborhood, and to protect the property values of
all homeowners, the Sommerwood Board members are the
Architectural Review Board (ARB) and will review all homeowner

From the President’s Desk . . .
I have received numerous request to have speed bumps installed
at several locations to slow down our friends and neighbors.
Please keep your speed to 25 mph or less until you exit the
neighborhood. If we have to install speed bumps, they will be
expensive to install and expensive to maintain.
Double Trash Day
Double trash pickup will be offered during the week of April 28th
through May 2nd. Residents may leave up to eight 30-gallon
containers out on the same day as regular trash collection. One
of the eight containers may be a heavy trash item, but Waste
Management must receive at least 48 hours advance
notification. All items containing Freon must have the Freon
removed by a licensed technician and must be properly tagged
before it can be picked up. No building materials is permitted.

Annual Assessment Fees
The closing date for the annual dues was March 31, 2008.

Overnight Parking
Our covenants, as well as the Noblesville Town ordinance,
prohibits All over night parking of vehicles in the street. We have
been notified that the town intends to initiate enforcement of this
issue in the near future.

Has winter taken it’s toll on your mailbox? Does it need new paint or repair? Now that the weather is
getting better; and hopefully, there will be a day when the sun actually does shine, how about going out
and sprucing up your mailbox. A little refurbishing will make a word of difference.
Nature Notes . . .
With warmer temperatures just around the corner, it’s time to get the lawn mower out of the mothballs.
Here are some mowing tips:
1. Sharpen the blade. A sharp blade gives a cleaner cut and healthier grass.
2. Mow at a minimum of 2.5 inches and preferably at 3.0 inches. Turf mowed high is healthier and
will develop a better root system. Mowing high also prevents many weeds from getting a foothold.
3. Mow often to avoid removing more than 1/3 of the leaf blade in a single mowing.
4. Return the clippings to the turf where they provide essential nutrients. This will not increase thatch!
5. Mulching mowers cut the leaves into smaller pieces so they disintegrate faster. Research has shown
this is advantageous with southern grasses but has little effect on northern grasses like Kentucky
bluegrass. If you are buying a new mower this spring, consider a mulching mower; but if your old
mower is working well, it is not worth buying a new mower just for the mulching capabilities.
WEEKLY BRUSH PICKUP — Leaf Pickup By Special Arrangement Only
Curbside brush pickup will begin on Monday, March 24, 2008 and will end on Friday, October 24, 2008. The
Noblesville Street Department will pick up brush every week on the same day as residents’ regular trash collection
day. Pickup will only be on the street side (place bundles behind the curb line), no alley pickups. Any brush placed
in the street may result in fines by the Noblesville Police Department. All brush must be stacked in small piles that
are no more than four feet in length and eighteen inches in diameter (4’ x 18‖). The individual limb size should be
no more than four inches in diameter. There must not be any other debris mixed with the brush pile.
Weekly leaf pickup will not begin until Monday, September 22, 2008; however, if residents have bagged leaves in
the green biodegradable bags, they may call the Street Department at 776-6348 to schedule a pickup. Bagged leaves
will only be picked up in front of a resident’s house (no alley pickups) and must be in the free biodegradable leaf
bags which may be picked up at the Street Department. For any questions regarding brush or leaf pickup, please call
the Street Department at 776-6348.

To Prevent Youth Driving Accidents
Carmel City Court Judge Paul Felix announced today a new program designed to educate young drivers about
the dangers of being behind the wheel. The program, entitled Youth Drive Aware!, is set to be a monthly
discussion group between young drivers, their parents, and other community members who have witnessed the
often devastating effects of automobile accidents. The first program is scheduled for Wednesday, April 2nd at
5:30 p.m. and will take place at Carmel City Court on the second floor of City Hall, One Civic Square.
Subsequent sessions will be held at 5:30 p.m. on Wednesday, April 30th, May 28th and July 2nd. All
sessions will take place at Carmel City Court.
Youth Drive Aware! was born out of a need to emphasize to young drivers the great responsibility each of them
bears every time one of them gets behind the wheel. Judge Felix discusses this issue with young drivers in his
court, and uses referrals to driver improvement courses as a method to reduce accidents, but recognized a need to
provide more targeted information to Hamilton County youth.
―It is my hope, that by attending these sessions, kids will understand the consequences of their driving decisions.
Choosing to speed through an intersection to run a light could have a horrible and immediate impact on their
lives, their parents’ lives, and the lives of other passengers and drivers in our community,‖ Judge Felix said.
Judge Felix realizes that statistics do not truly reveal the magnitude of dangerous driving to young drivers. To
ensure the Youth Drive Aware! program is effective, Judge Felix has secured trauma physicians, accident
investigators, police officers, and victims of youth driving accidents willing to participate in this monthly
program. Young drivers should especially relate to Brandon Robinson, an inmate in the Hamilton County Jail,
who will discuss the choices he made as the driver of a car responsible for an accident in which many people lost
their lives and how this affected his life and others.
Carmel Police Chief Fogarty said "I am most supportive of Judge Felix's new program, in that these young
people will be exposed to the real-life consequences of poor driving judgment. Young drivers need to understand
the serious and sometimes tragic results of inappropriate driving behavior. This program will help make the
roads safer for all of us."

Summer Recreation Program
2008 Camp And League Offerings
Summer Recreation Programs are for Noblesville Township
school-age children. The goal of Summer Recreation is to
provide opportunities for our children to participate in free
programs regardless of ability level. All camp programs are
offered free of charge to your family. Parents are urged to
register in advance – by May 23 – so coaches can properly
prepare for the number involved. For more information

Earn A Safe-Sitter Certificate
 This course teaches adolescent babysitters how to handle
crises, how to keep their charges secure and how to nurture
and guide a young child. The one day training will be held
Wednesday, April 9 over spring break at the Forest Park Inn.
Participants will receive Safe Sitter certification upon
successful completion of the one-day program. More
information and to register, call the Parks office at 776-6450.
 During this full day program, instructors will teach life and
business skills, first aid and safe habits. The program is high
energy and fun! All participants will receive a backpack
stocked with supplies, course workbook, and more.
