Interested residents are asked to speak
with the manager or other lifeguards to
get signed up for lessons. We will do
beginning lessons, levels 1 and 2. There
are 8 lessons in each session (2 weeks,
Mon.-Thurs.) Each lesson is 30-minutes
long, and will be grouped with 3-6 other students. You can do one or more of
the sessions listed above. The lessons
will run from 9:00-9:30 AM (Level 1) and
9:30-10:00 AM (Level 2).

AN OPEN LETTER to all my wonderful
West Harbour Neighbors:
Thank you so much for your friendship and condolences after the sudden loss of
my husband of 30 years. He had a heart attack and passed away. We are still stunned
and grieving. I just want to thank everyone for the outpouring of support during this
difficult time, as we remember Joe fondly.
He is missed everyday by his three surviving children. He was a great father, a
loving husband, and would do anything for anyone. We miss his smile, his sense of
humor, his great strength that kept us safe.
We do not know why he was taken so soon, we do know he is at peace. Each day
is a struggle, but with my children, I will get through.
God Bless each and every one of you.

NOBLESVILLE’S Mosquito Control
The Noblesville Street Department has been and is continuing to treat for mosquitoes by testing
for mosquito larvae in neighborhood ponds that do not have fountains. If the test is positive, then
the Street Department treats the pond with larvicide. The larvicide is EPA-approved and is safe
for fish and for animals—it only kills mosquito larvae. Mosquito larvae are unable to survive in
flowing water, including neighborhood ponds with fountains.
In order to effectively control mosquitoes in yards, residents are urged to search their
property to identify any items or areas that hold water and then drain that water. Standing
water (even a small amount) is a breeding ground for mosquitoes and often contains high
concentrations of mosquito larvae. Areas that are prone to standing water include gutters,
old tires, toys, and uneven areas in gardens or lawns to name just a few. Residents should
also regularly change the water in bird baths, wading pools, pets' water bowls, etc.
In addition, the EPA recommends limiting your exposure to mosquitoes by taking the
following steps:
 Use EPA-registered mosquito repellents when outside and flow the label
directions carefully. (note that repellents containing DEET are the most effective against
mosquitoes.)
 When possible, stay inside during early morning hours and during evening hours when
mosquitoes are especially active.
Make sure the windows and door screens in your home are "bug tight." For more
information about larvicide treatments or mosquito control, please call the Street Department
at 776-6348.





The Hamilton County Household Hazardous Waste Center no longer has a drop off.
Grass clippings should be included with resident's waste totes.
Overage bags can be purchased for anything over the waste containers.
Bags must weigh no more than 40 lbs.

a sidewalk, place brush on the couplings/curb and not on or in the street. The Street
Department will pickup your brush (including large piles) during your regular trash day.

The Noblesville Parks and Recreation Department has a new mobile app available for download to
accommodate today’s technology and on-the-go parent and community resident. “The new mobile
app serves as a tool for our users to be more connected,” said Mike Hoffmeister, assistant parks
director.
The new app is meant to provide more communication and information about the
parks department. The app also allows for push notifications, so in case a concert
is canceled due to weather or an event has been changed, an alert will be made
on the user’s phone.
Hoffmeister said the app will evolve as it gains users and the parks department would like to
eventually incorporate a way for the public to provide feedback at programs or while visiting the park.
The app is currently available via download from the Apple iTunes store and will be on Google Play
for Android phones shortly. The app is free to download with either service.

How To SAFELY Dispose Of Used Fireworks
Fireworks safety continues after their use.
So you took all the proper safety precautions prior to and during your fireworks fun this
holiday weekend and you've got a pile or a backyard full of used sparklers and fireworks.
Before you make your next move, it's important to know that fireworks safety doesn't stop
there.
According to the National Council on Fireworks Safety, proper disposal of fireworks is important for
safety and environmental reasons; it includes the following steps:
 Soak used fireworks in water for 15 to 20 minutes after use.  Do not place used fireworks in your recycling bin. Fireworks often contain chemicals capable of
contaminating any recyclable goods in your bin.  Dispose of all fireworks, wrappers, used matches, etc. Failure to do so could lead to contaminated
water runoff.  All fireworks and related materials should be thrown out in your trash can.  Never attempt to re-light a "dud" firework. Instead, wait 15 to 20 minutes before touching it and
then soak it in a bucket of water. Unused fireworks should not be placed in water.  It would be best to keep all used fireworks in a closed fireproof container before disposal.  For more information on fireworks disposal, eHow.com offers this "Disposing Fireworks" video

The City of Noblesville aims to
attract dining, entertainment and cultural
establishments near the White River by
creating the Riverfront Redevelopment
District, which was approved at the
Common Council meeting on June 9.
The Riverfront Redevelopment District
designation is a way to increase retail and
tourism activities, which will strengthen the
economic vitality of the riverfront area – the
historic downtown square to the east and
Federal Hill Commons to the west. The area
extends 1,500 feet from each side of the
buildable bank of the White River.
“The creation of the Riverfront
Redevelopment District will help further
the City of Noblesville by removing barriers
for development. Through the creation of this
district, the city will be able to attract additional
development opportunities, expand the tax
base and create more opportunities for the
people of Noblesville, Hamilton County and
surrounding areas to enjoy the various venues
present in this proposed redevelopment
district,” said Alaina Shonkwiler, Noblesville
economic development specialist.
Traditionally, Indiana communities are
limited on the number of alcoholic beverage
licenses and state legislated quotas are
determined by the population of the most
recent U.S. Census. Those licenses also are
bought and sold on the open market, which
can drastically increase their cost. Application
for a license in the district is the same set forth
elsewhere in the community.
The district designation provides the
opportunity to allow an unlimited number of
three-way and two-way licenses sold at the
state designated purchase rate as opposed
to the private market rate. This provides
Noblesville new opportunities to increase the
number of restaurants and nightlife that can
be located in the district.
“This Riverfront Redevelopment
District designation will put Downtown
Noblesville well on its way to becoming a true
dining destination, and improve the visitor
experience in an already vibrant downtown”.

Three-way liquor licenses allow the sale
of beer, wine and liquor at restaurants while
two-way licenses allow for just beer and wine.
Currently, the city has all 32 of its three-way
licenses in use and eight of its 24 two-way
licenses available.
The proposed redevelopment district
is another way the city is working to advance
and expand downtown. Since Jan. 1, 2013,
$2,682,980.17 has been spent to improve the
downtown area, including $1,463,316 by the
City of Noblesville for public infrastructure and
$242,816.62 in its façade grant program. The
City of Noblesville anticipates spending $9.7
million in the next two years in the
redevelopment district for the Federal Hill
Commons and BlueSky projects.

Indiana has a "restraint statute."
Under this statute, dogs must be
restrained at all times. If a dog injures
someone when it is not restrained, the
owner is subject to various criminal
penalties, as well as civil liability. For
the consideration of your neighbors,
please keep your pets on a leash at all
times. The BERMS to the sidewalk along
Little Chicago Road are easements and
owned by the property owner, who mow
and maintains them. When walking
your pet, please pickup after them,
especially along Little Chicago Road!






PEDESTRAIN traffic in the
neighborhood will be increasing!
Please keep in mind that residents and
particularly children, who may not always
look before entering the road, will be out
walking, bike riding, playing, going to the
pool and enjoying outdoor activities. The
speed limit throughout the neighborhood
is 25 MPH.
CLEAN TIP of the MONTH
Before you go on vacation this summer:
Pull the plug on any unnecessary
appliances - such as cell phone chargers,
TVs, VCRs, stereos, toasters and
microwaves. These items can still
use energy in their off mode!
Millions of cigarette butts are
discarded onto the ground every day,
which end up in the rivers and lakes
where fish and animals eat them and
often die from it. Left on the ground to
decompose (25 years), chemicals and
additives leach into the ground and
pollute the soil and plants. Smokers,
please consider this information before
you throw your cigarette butts on the
ground. It looks unattractive, a major fire
hazard and it is extremely harmful to the
environment.
Once trash day has come and
gone, trash and recycling containers
need to be stored out of sight.
What is that pungent odor?
With the summer heat, your trash bin
may smell. If it does, consider rinsing it
out with a little dish detergent and water.

placed in your bins, which
is probably causing the
problem!

2 cups finely crushed pretzels
1/3 cup sugar
3/4 cup butter, melted
1 - 8 ounce package cream
cheese, softened
1 cup sugar
1 - 8 ounce container frozen
whipped dessert topping,
thawed
2 10 ounce package frozen
strawberries in syrup, thawed
2 - 3 ounce package strawberry
flavored gelatin
2 cups boiling water
Preheat oven to 350 degrees F.
In a medium bowl combine
crushed pretzels and the 1/3 cup
sugar. Add melted butter and stir
well to combine. Press onto bottom of a 13x9x2-inch baking pan.
Bake in the preheated oven for 10
minutes. Let cool on a wire rack.
In a large bowl beat the cream
cheese and 1 cup sugar with an
electric mixer on medium speed
until well combined. Fold in the
whipped dessert topping until combined. Spread over cooled crust.
In another large bowl combine
strawberries and syrup, gelatin,
and boiling water. Stir for 2
minutes or until gelatin is
dissolved.
Carefully pour over the cream
cheese layer. Cover and
refrigerate for 4 hours or until
set or up to 24 hours.

Student Transportation Changes
If your child has a transportation change,
please send a written note with him/her in
the morning, and not emailing their teacher.
If you MUST change your child’s transport
throughout the day, please call PRIOR
to 2:00pm to let the front office know. We
understand that emergencies occur and
late changes are sometimes unavoidable;
however, please keep in mind that due to
the number of students at Hinkle Creek,
last minute changes are extremely difficult.
Additionally, please be prepared to answer
security questions when requesting
changes as well as showing identification
when you sign your child out prior to the
end of the day.

Throw on old clothes, grab
dirty tennis shoes and head to
Cyntheanne Park on Saturday,
July 11 for Mud Day!
We'll combine 20 tons of soil with
over 50,000 gallons of water to create a giant mud pit. Rain or shine,
children will compete for titles of King
and Queen Mud during the event.
We
recommend a towel for the
ride home and bringing a few extra
dollars to the event. Kona Ice will be
onsite and a live DJ will play summer's best tunes. Share your photos
using #FishersMud so we can see
the mess you're making!
