HUMAN RIGHTS AND MINING: HRVS TO SILENCE THE VOICE OF ANTI-MINING COMMUNITIES Dr. Benito Molino Concerned Citizens of Sta Cruz, Zambales and Alyansa Tigil Mina Outline: • Mining maps: locating mining projects in the country • Impacts of mining • Human Rights Violations as a means to threaten and silence communities • My personal experience as an anti-mining leader in Zambales • Our sentiments… our call Forest Cover Map c/o PAFID Ancestral Domains Map c/o PAFID Agriculture Map c/o PAFID Protected Areas Mapsc/o PAFID Flooding Map c/o PAFID Landslide Map c/o PAFID Environmental destructions, impacts and risks to disasters TVI$PACIFIC$INC$ April$6$and$July$11,$2007$ Siocon,$Zambonga$del$Norte$$ Heavy&rains&washed&out&the& clay&soil&and&destructed&the& concrete&wall&of&the&sulphide& dam&used&for&the&extrac7on&of& copper&and&zinc.& Acid mine drainage Different forms of violations experienced Human Rights Violations as a means to threaten and silence anti-mining leaders and communities • Under PNoy administration, there are 24 victims of EJKs; 1 family massacred (a mother and her two children) 27 victims • Harrassment (i.e. threats, surveillance, etc) • Strategic Lawsuits Against Public Participation (SLAPPs) • Violent dispersal of protesters Our experience in Zambales—a human rights defender at risk What worries us is the limited response from the Commission on Human Rights • The CHR seem to be interested in “business and HR”.. But there are ‘more important’ engagements. • Complaints are filed … WHAT’s NEXT? RESPONSE FROM THE GOVERNMENT? (i.e. what’s next after the CHR resolution on OGPI in N. Vizcaya, Tampakan massacre) • We are lobbying that HR impact assessment be a requirement for all development projects. Photo by ucanews.com Our call: MARAMING SALAMAT PO!
